Mr. T A Ferguson Division 5 Mr. Leoand Litz Division b Mr R.G Campbell Division 7 Mr. G G King, Secretary -Treasurer, called the meeting to order and called for nominations for the pos tion of Reeve for one year Mr. Poole n minated Mr R W Brown as Reeve Mr. Brown explained that he would be somewhat busy with th land use forum, but was willing to act if Coun it so wished Nominations were called for thr e times and there were no other nominations Mr Brawas declared elected as Reeve He then took charge of the meeting Mr Chu ch nominated Mr C.W. Poole as Deputy Reeve f r the ensuing year There were no other n minations and he was declared elected Reeve W Brown welcomed Mr. Leonard Litz as the ew councillor from Division b Mr Litz replied and expresed thanks for the welcome and stated that he would do his best to fil the position. Council was advised that a recreation board workshop is to be held in Acme this November 13th at 7 30 P.M. Mr. Church reported that he had inspe�ted the proposed Alberta Power line at the 4st half of 12-29-22-4 - Ar'" Heinrich He stated that it was difficult to gee an ex t line, but it appears that the stakes for the power poles were near the center of the road allowance It was agreed that Alberta Power be grart-�d permission to have the power poles on the road allowance only on condition that they agree to mole same at their expense, if and when deemed necessary by Council/ Mr. Poole moved that tha report be accepted and the letter sent to Alberta Towel Carried ALTA POWER LINE - ART HEINRICH V Mr. Litz moved that the by-law outlining regulations BY-LAW for the operatioil of snow vehicles be published in OPERATION the Three Hills Capital Carried SNOW VEHICLES Mr Ferguson moved that the municipal party be held DATE MUNICIPAL on Fri'ay, December 23th, 1974, and that an appropriate PARTY gift be then presented to retiring Councillor, Mr. S C Schmelke. Carried It was noted that the anrua 1 combined meeting of local government officials is to be held at our office on Wednesday, January 15th, 1975, commencing at 1 30 P M Mr Poole rloved that notices of this meeting be sent to the o�'fices of the officials concerned Carried Mr. Poole moved 'hat regular Council Meetings be held a':-, the office in Tr'-ce- Hil R 1�9 COUNCIL MEETING OCTOBER 28th,1974 P.3 COMMITTEE The selection of committees was then carried out, SELECTIONS with the following motions. 1. Auxiliary Hospital and pursing Home - Three A,1 HOSPITAL Year Term Mr. Campbell moved that Mr Ferguson be the member for the area east of Highway 21 Carried Mr. Litz moved that Mr Bauer be the member for the area west of Highway 21 Carried Council agreed that all other committee members be named for a term of one year. 2. Ambulance AMBULANCE Mr Church moved that Mr. Ferguson be the member on this committee Carried 3 Calgary Regional Planning Commission C.R.P.C. Mr Church moved that Mr R W Brown be the member with Mr A W Bauer as alternate Carried 4 Campgrounds, etc CAMPGROUNDS Mr Church moved that the members be Mr C W Poole, Mr A W Bauer, Mr R G Campbell and Mr. Norman Soder Carried 5. Carried 10 Emergency Measures Mr. Poole moved that Mr. R W Brown be Council Representative and Mr G G King be Deputy Co -Ordinator Carried 11 Land and Fence Agreements, Borrow Pits, Etc Mr. Campbell moved that the Committee be the Local Councillor, together with Mr T Paquette, and that they have authority to call one person from the office if they so desire, and with Mr Jobn Dorn to act if Mr Paquette is not available. Carried 12. Pounds Mr Litz moved that the Comkittee be the two nearest available Councillors, but not including the Councillor from the Division affected Carried 13 Recreation Boards Mr. Poole moved that the members be as follows For Acme -Linden - Mr R W Brown For Torrington - Mr A.W.Bauer with Mr L Litz as alternate For Three Hills - Mr T A Ferguson For Trochu - Mr R G Campbell For Carbon - Mr. C W Poole with Mr A.H. Agricultural Service Board AG SERV BOARD Mr Poole moved that the following be members of the Agricultural Service Board Mr A W Bauer, Council Representative - Chairman Mr. R. G. Campbell, Council Representative Mr Findlay Code , Ratepayer Member Mr Harold Howe, Ratepayer Member Mr. Russell Horvey, District Agriculturist, Representative from the Provincial Government Mr Norman Soder, Agricultural Fieldman Mr J C Jeffery, Secretary to the Board Carried 23 Court of Revision COURT REVISION Mr Campbell moved that the members be, Mr A H Church, Mr.0 W. Poole,Mr R W Brown, Mr T A Ferguson, and Mr. L. Litz, and that Councillors A W Bauer and R G Campbell be named as Committee Members to attend hearings of the Court of Revision. ✓ The rate of pay for the members of the Court of Revision be the same as for Council Members attending meetings. 24 Foremens' Committee FOREMENSQ COMMITTEE Mr Poole moved that the Council members be Mr R W Brown and 6 t w www L COUNCIL MEETING OCT0B8R 28th,1974 Mr L Litz Carried COUNCILLORS Mr Poole moved that the remuneration for Councillors REMUNERATION stay at the present rate until the end of 1974, namely $35.00 per day plus $5 00 per day subsistance, and 15¢ per mile for all purposes Carried It was noted that a report should be prepared regarding INSURANCE insurance coverage, which is now in effect for all COVERAGE Councillors and that Mr L Litz be put on the COUNCILLORS insurance policies in place of Mr S.C. Schmelke It was also noted that the next Council Meeting NEXT REGULAR will be held on Tuesday, November 12th, as the MEETING CHANGE Monday preceding is a holiday DUE TO HOLIDAY The Council meeting adjourned for dinner from 12 00 noon to 1 00 P.M DINNER Council was advised that the budget review BUDGET REVIEW figures for receipts and expenditures are not NOT AVAILABLE available, due to problems with the computer machine at Barrie's This was therefore tabled until another meeting Mr G King gave Council a fairly detailed outline CALF CASH of the Provincial Cow Calf Program for advances ADVANCE PROGRAM details of the applications, etc Mr Bauer moved that the report be accepted and that Mr G King and Mr. Norman Soder as agents of the Minister of the Department of Agriculture be authorized to proceed with taking of applications Carried NIr R W Brown read to Council a resolution which he had prepared in regard to assessment and taxation of small holdings and specialized agricultural enterprises, etc Mr Poole moved that this resolution be presented to the FallConvention Carried NIr Ted Paquette, Public Works Superintendent and Mr Joe Dobler,Gravel Foreman , met with Council. Mr Paquette advised that the Small Crew had done some of the wo- k at the Watt Coulee and then had moved to the Scheibler Culvert north east of Trochu. They will soon need to make the fills for the new bridges at Carbon. He also stated that the Van Over culvert should be in and ready for installation soon The Main Crew has completed the grading south of the Ghost Pine and is now completing the work at the Watt Culvert and the stripping etc., at the Garson Gravel Pit They should move tomorrow or Wednesday to the 3 miles of road south of the Three Hills Airport RESOLUTION FOR FALL CONVENTION T PAQUETTE J DOBLER WORK - WATT COULEE ETC MAIN CREW v r L C COUNCIL MEETING OCTOBER 28th,1974 WA Mr Paquette and Mr T A Ferguson stated that the M D had done extra work at the Garson Pit due to stripping, etc , for Linden Contractors and Gallelli He also mentioned that Gallelli had not cleaned up the rocks along the roadway It was suggested that Mr Jim Landers of Drumheller Department of Highways should be contacted Mr. Campbell moved that PIr A W Bauer have authority to deal with the Hutterites in to the fence on the West side of the road on the West half of 12, 32, 27, 4 Carried Mr Joe Dobler advised that Mr Doug Hunter started hauling gravel for the M D with his tandem last Thursday. It is hoped that some other trucks will be available soon Mr Paquette stated that the M D will be able to clean up the gravel pit at Ginther?s later this fall as requested Mr Poole moved that Mr. R G Campbell and Mr Paquette investigate the drainage south east of the Trochu Feed Mill as per request of Mr. Art Kniev .t Carried The application for work from Mr. Leonard Ensminger is to be referred to Mr. Ted Paquette EXTRA WORK GARSON PIT FENCE - HUTTERITES EXTRA GRAVEL TRUCKS GINTHERQS GRAVEL PIT DRAINAGE TROCHU FEED MILL WORK APPLICATION Mr Poole moved that Mr L Litz and Mr GERALD BROWN Paquette investigate a complaint of Mr Gerald DRAINAGE PROBLEM Brown regarding drainage , etc , at the new NE 23-34-26-4 road east of North East 23-34-26-4• Carried Mr L Litz asked that Mr. Paquette check PUBLIC WORK regarding the following PROBLEMS 1 Culvert just east of Bert Christensen is plugged 2 Two culverts a mile or so south of Jim Christie4 should perhaps be lowered Mr Poole advised that someone for Tenneco Oil had TENNECO -PERMIT cut a deep narrow ditch at W/SW 24-2$-24-4 and this is somewhat dangerous It was agreed that this be checked with Alex Cunningham Rural Utilities Officer and advise him that the company had been asked to get a permit for the road approach and perhaps had not done so. C N R OVERPASS Consideration was given to particulars !ut received & ROAD from the District Engineers office in regard to the road under the C N R overpass at S/SW 1$-31-23-4 approximately 4 miles south of Three Hills Mr Ferguson moved that the report be accepted and the C N R asked to provide for 100 foot right of way vision and to provide for enough height to allow an extra 22 feet of fill on the road plus 1$ foot clear height to the bottom of the structure above that This would allow for paving later and a clear final height of approximately 162 feet. Carried ... 8 I/ 1 COUNCIL MEETING OCTOBER 28th,1974 �1:i Mr J Jeffery, as Secretary to the Foremen's Committee brought the following report from their meeting held this morning and these were dealt with as follows 1 Field approaches should be well sloped at the ends where practical. Council agreed 2 Council was asked to consider hiring a particular man to look after signs and the erection of same Mr Bauer moved that Mr Ted Paquette arrange for one man to work erecting and repairing signs and that he be paid at the Senior Labour Rate Carried 3. Rate of pay for Mr R Vickery had been lowered for the month of October due to the fact that he had failed to report for work at certain times and had caused other problems The committee recommends that the lower pay be for September instead of October Mr Ferguson moved that this report be accepted and the recommendation followed Carried 4 The committee felt it somewhat unfair to penalize truck drivers and nctother municipal employees who are involved in accidents Two truck drivers had been penalized in wages for one month due to an accident and had also lost their safe driving awards The question came up about the motor grader operators in Division 1 which had upset and in Division 7 which had been struck by a train Mr. Bauer moved that Mr Ken Buchart be reimbursed for the wage deduction which had been taken from him following the truck accident Carried Mr C W Poole and Mr.T.A Ferguson asked to be recorded as opposed Mr R G Campbell moved that Mr Glen Enzie be reimbursed for the wage deduction which had been made in regard to the truck accident Carried Mr Church moved that no penalty be assessed against Karl Gundlach or Albert Kimmel regarding their motor grader accidents and that Council review the total policy for 1975 Carried FOREMENS' COMMITTEE MEETING REPORT 5 Council's request for more information from motor grader operators was discussed Mx Ferguson moved that the operators be personally contacted in regard to more complete daily records of the actual roads maintained each day se that an explanation could be given to those who inquirCarried 6 Mr Campbell moved that the committee report regarding wage classifications be accepted as listed Carried 9 0 • 0 COUNCIL MEETING OCTOBER 28th,1974 Mr Pat Morgan of Coneco Equipment met with Council and briefly discussed the Clark Ranger 668E Log Skidder which is in stock The price is approximately $52,000 00 He also referred to the new Aveling Barford line of motor graders General discussion took place in regard to inspecting some of these machines in Edmonton including a used Log Skidder. Mr. Morgan thanked Council and left the meeting Mr Jim Murphy of R Angus met with Council and briefly discussed a new 627 D motor grader which will be priced at approximately $184,000.00 A demonstration of one of these is to be held this coming Wednesday, south of Drumheller He also referred to a number 814 self propelled packer and rubber tired machine, which has approximately 3600 hours on it and is priced at about $68,000 00 including the dozer, cab, etc. This is now being checked over at the shop in Calgary and will be available for inspection later MACHINERY INFORMATION Mr Bauer moved that the M D be put on the waiting list at R Angus for two motor graders in the size 12 G or 140 and this be without obligation Carried Mr Murphy also stated that they have a used D6 1974 model with 500 hours available at the Edmonton yard The approximate price is $72,000 00 Mr Murphy then left the meeting Mr Dobler reported that one hour for work for the and that this was on his wish wages for it Mr Brown moved that the price for the use of the Mr Dobler gave a roads, excluding Division 1, Division 2, Division 3, Division 4, Division 5, Division 6, Division 7, he had used the M D loader B P 0 Elks of Three Hills own time and he did not Elks be billed at one half loader less operator's wages Carried report regarding gravel paving this year to date, 7,869 12,02$ 3,978 9,616 9,264 6,632 5,238 placed on as follows He stated that they have some further work to be in Division 1, but hope to move to Division 5 by Wednesday or Thursday to do some new grades in that division Mr Dobler then left the meeting Mr Paquette explained why Neil Penner had been laid off and Alex Nistor kept at work and also explained regarding other employees, which had been laid off recently .... 10 LOADER B P 0 ELKS GRAVEL EMPLOYEES LAID OFF v 0 Er COUNCIL MEETING OCTOBER 28th 1974 P.10 Mr Paquette suggested that Council consider stock piling gravel by using double shifts beginning as soon as the work gets under way. No decision was made at this time. Mr G King reported briefly to Council that two employees had suffered injuries at work recently - 1 Oris Rodgers has sprained his back last Wednesday This is not considered very serious, but has been reported to the W C B 2 Henry Tippe was struck by a culvert which he was helping to unload and he required two stiches in his jaw and one of his teeth had been broken This happened today. This also is being reported to the W C.B. STOCK PILE GRAVEL DOUBLE SHIFT INJURED EMPLOYEES Mr Ferguson asked that Mr. Ted Paquette make sure SNOW FENCE that there is adequate snow fence erected from the Arthur Hanger place east to Number 21 and particularly at that intersection Mr Reg Campbell reported briefly regarding the PUBLIC WORKS following PROBLEMS 1. A culvert is needed near Otto Meding and Mr. Paquette is to check this 2 There is a possibility of gravel near Sheldon MacGougan's - northeast of Trochu - This shows where dirt slid from a high bank It was agreed that arrangements be made to test for gravel with a seismic drill or backhoe or any other suitable means SALT SHED Mr. Paquette advised that the foundation for the new salt shed has been put in and the building should be erected fairly soon Mr. Paquette advised that the Chrysler Corporation has directed that the Dodge gravel trucks be taken to the agent to have new motor mounts installed This should clear the main problem which we have been having with those trucks Mr. Paquette advised that one new Ford Tandem has been on order and is now enroute to Calgary. A second tandem is also coming to Calgary and he asked for Councils opinion regarding it Mr Poole moved that the second Ford Tandem be ordered for the M D Carried Mr G King advised that Mr Lewis of Lousanna area is now drilling a new well at Wimborne He found adequ&te water at approximately 100 foot depth, but it was very hard Mr Schmelke had authorized him to go deeper looking for better water Mr Bauer moved that this report be accepted and that Mr L Litz be placed on the Wimborne Water Committee in place of Mr S.C. Schmelke Carried ....11 DODGE GRAVEL TRUCKS REPAIRS NEW TRUCKS WATER WELL WIMBORNE Iq a L43 COUNCIL MEETING OCTOBER 2$th,1974 P 11 Mr G G King advised that other members of the committee are PIr A W Bauer, Mr.G G.King and representatives from Wlmborne Mr. Church moved that Council approve of BUILDING PERMIT a building permit to Alberta Wheat Pool for FERT.SHED a fertilizer shed at Sharples as per SHARPIES application, subject to all provincial regulations. Carried Mr. Bauer moved that Council approve of BUILDING PERMITS the building permits as issued to Mr SAILER & SCHAFER J Sailer and Nr.G.Schafer. Carried Mr Campbell moved that Council recommend SUBDIVISIONLOT 2$ Block 3 to C R P C. that approval be granted for Huxley the separation of Lot 2$ from title of Lots 26 27 and 2$, Block 3, Huxley on the condition that Lot 2$ be consolidated into title with Lots 29 30 and 31 Carried Mr R W Brown agreed to check in regard to JUDY HOWE a letter from the Licensing Branch as to whether LICENCE or not Mrs Judy Howe is operating a beauty salon Mr Brown moved that all Councillors be delegates LAND USE FORUM to the meeting at the Three Hills Community Center MEETING this evening as organized oy REDA with regard to the DELEGATES Land Use Forum matters. Carried MINUTES Mr Brown moved that the minutes of the Three Hills THREE HILLS School Division meeting of October 9th, 1974 be SCHOOL DIV accepted and filed Carried Mr. Church moved that a copy of the salary AAMD & C survey information recently receive from AAMD & C SALARY SURVEY be sent to each councillor Carried Mr. Brown submitted some information that he had SANITARY LAND dust received from Mr Charles Lary Sanitary Inspector FILL SITE of the Drumheller Health Unit in regard to the proposed sanitary land fill site in the Linden Acme Swalwell area It was agreed that this be reviewed later, and that Mr Law be invited to meet with Council on November 12th Mr Brown moved that the information be tabled until that time.
