C Schmelke Div 6 Mr R G. Campbell Div 7 Mr. John C Jeffery, Assistant Secretary -Treasurer was present and recorded the minutes APPROVAL MINUTES Mr C W Poole moved the approval of the minutes of the Council meeting cf September 9th,1974 as circulated Carried The Secretary reviewed the financial statement for the FIN month en ing August 31st, 1974, which showed a balance STATEMENT July 31st of $57,590 42, recelis for the month of $89,732.C8, loans received of ,000 00, and disbursements for the onth of $185,833 42, interest charged of 427 04, leaving a net balance as of August 31st of 11,062 C4 Mr Church moved approval of the financial statement Carried A letter was read from Alberta Government Telephones CONST asking f r our construction plans in the area of PLANS Section 31, 28, 23, 4, and Sections 6 and 7 in 29, 23,4 & Church moved that we advise A G T no A G T. construction is anticipated in this area. Carried PLANNING BOARD SE 25-- 34-22-4 A letter from Alberta Consumer Affairs was read to BOGNAR -SERV Council, regarding the proposed Service center on the CENTER SW 2-33- 3-4 t , by Mr Vern Bogner Mr Brown moved SW 2-33-23-4 that the Consumer Affairs Department be advised that the proposed Service Center complies with the Municipa District of Kneehill #48 zoning, fire and building by-laws Carried The Secrtary read two resolutions that were forwarded AAMD & C to the P ime Minister, The Honourable Otto Lang and RESOLUTIONS The Honourable John Turner, by the AAMD & C The resolutions are as follows 1. Now Therefore be it resolved that the Prairie Regional Committee of the CFM & M urge the Federal Governme t to take positive steps to stem the inflatio ary trend of our economy. 2 Now Therefore be it resolved that the Prairie Regional Committee of the CFM & M urge the Federal Government to take the necessary steps to order the immediate resumption of grain movement in Canada and to order the affected parties back to the bargaining table to negotiate an equitable agreement Nr, Poole moved that this letter be accepted and filed. Carried Council djourned for dinnar from 12 00 Noon to DINNER 1.00 P M The Knee ill Senior Citi2ans Society represented by Mr R dgewell, M-rss Morgan, Mls Parry and Mr KNEEHILL Sherring met with Counci.7 at 1 00 Mr Redgewell SENIOR CITIZENS was spokesman for the group and reported that as PROJECT there is no recreation facilities provided for Senior Citizens in Three Hills, the Kneehill Senior Citizens Society is tryirg to raise sufficient funds to have 6 building const7.uc:ted. They will receive a grant of $10,000.(0 from the R C D P Centennial, providing museum f cilities are prcv-,Lded in the building, $20,000 00 from the Department of Ycuth and Recreation, and $9,000 00 from New Horizons for furnishings He stated that there arE no builaings to renovate available in j_'hree Hills. Carried Mr Joe D bier and Mr Ted Paquette entered the meeting ap this time An applic tion for employment from Mr Don Steele - EMPLOYMENT was read bo Council P•Zr Poole moved that this APPLICATION applicati n be referred to Mr Paquette Carried The Secre ary reported on a quotation received from SALT BIN Beton Str ctures Ltd., of $8955 00 for construction of a Du -AL Salt Storage Shed Mr Poole moved that a shed be constructed by Beton Structures Ltd. for the Municipal District of Kneehill #4$, at a total cost of $ 955 00 Carried The Secretary reported briefly regarding the McLean McLEAN CATTLE Cattle Pass Mr Brown moved that the Municipal District clean out the inlet end clean up the area PASS to make it easier for the cattle to get through �Ipt' providing this is satisfactory to the Councillor for that area Carried The Councillor, Mr Ferguson, is to notify Mr McLean. The Secretary advised that there is a bad washout in the ditch on the east side of the Ward Farm ENE 21-31-24-4 It was agreed that the small crew WARD WASHOUT would fiy this when moving by the area PUBLIC WORKS The Secretary reported that a culvert is needed on REPORTS the East side of the A of 24-32-22-4, owned by Mr Carl Stencel Mr Campbell stated that a culvert could be installed at any time T -Ir V Paquette advised that he would have this matter taken care of in the near future The Secretary reported that Mr Pachta of Grantville requires a culvert between_ the C Powell and Raynor j houses r. Carried Mr Soder also asked if the Council wish the brief prepared Dn the Use of Pesticides and Herbicides in Alberta presented to the Environment Authorities. If it is to be presented what revisions do Council wish made in the brief Mr Campbell moved that the brief be pre,--ented in its present form and if any Councillors wish changes made, they are to see Mr Soder and have them incorporated into the brief Carried Mr Soder also a,,ked about the stubble burning by-law Mr Brown moved that this natter be tabled until the next combined meeting of the Council and the A S B Carried The Secretary reported that an invitation had been INST PUBLIC received from the Institute of Public Administration of ADMINISTRATION Canada to attend a luncheon meeting on October 3rd, 1974 in Calgary Mr Dave Russell will be in attendance the meeting Mr Church moved that the Secretary contact the Institute to ascertain if councillors are to attend or ,f the meeting is for secretaries- only Carried 1� FORM T1 1497 SPECIAL COUNCIL MEETING - SEPTEMBER 23rd, 1974 Mr Brown advised Council about the Three Hills Hospital Planning Committee, which is a supplementary committee to the Three Hills Hospital Board This is a new committee Mrs. R Dau, Miss Lamoert, the local doctors and he are to attend the next planning meeting, to discuss the needs of the Three Hills area The Trochu hospital has announced that they will have 24 long treatment beds, 6 active treatment beds and 3 day care beds It therefore appears that more active care beds will be r quired in our area The Government will be looking at, Three Hil?.s next and the Planning Committee will try end suggest what will be required Other items such as the location of a new Health Unit office and the question of doctors' offices will be discussed Also if the present hospital is to be turned into a nursing h me, there is the possibility of having to build a complete new active facility.
