Campbell for this meeting were, Div 1 47 2 3 (Reeve) 4 5 97 6 ov 7 PRESENT Mr G G Ki* Secretary -treasurer, was present and recorded G KING the minutes This special meeting had been called to deal mainly with the 1974 Public Works Program, but also to deal with any other matters which might be brought before it. Due notice of the meeting had been given to all Councillors Mr Ted Paque i te, Public Works Superintendent, was present T.PAQUETTE throughout t e meeting Mr Paquettereported that he believed that Linden T.PAQUETTE KEP08T Contractors ad finished the crushing for the Municipality RE.LINDEN CONT. at the M.D. it in the Torrington area. They are now working in t at area for themselves Mr. Paquette stated that Linden Contractors are concerned about the po sible supply of gravel at the new location west of Linden and he suggested that some testing should GRAVEL SUPPLY be done with the back -hoe W. The amount of time available during the working season was considered and adjustments to the Program were made with some items voluntarily withdrawn by Councillors for 1974 Mr Ferguson moved that Council approve of the following grading jobs by the Main Crew in 1974 Div Road T. Church and G King rega ding access to NV -3-29-21-4 A report was given to Couicil in regard to problems in that regard It was agrcel that Mr. Church and perhaps Mr G King see Mr. Ken Lowei about access and other matters 5 VICKERS ACCESS TO NE -3-29-21-4 N N L SPECIAL COUNCIL MEETING MAY 6, 1974 P 5 Mr Bauer reported that Mr Herb Ziegler wishes to pasture some land in SE -23-32-27-4 The problem had arisen in that the Municipal District has a lease agreement for the use of a road along the south side of that quarter and there is no extra fencing at present The road is used by a school bus and the hired man of Vern Kientz lives in S111-23, Mr Ziegler had asked if the Municipal District would supply Texas Gates at each end of that road, but he is putting up a temporary fence in the meantime. Considerable discussion followed Mr Campbell moved that Mr Bauer contact Mr Herb Ziegler and have authority to offer hien up to $50 00 per year for use of the road if Mr Ziegler looks after the details of all fencing that he may require Carried H.ZIEGLER SE -23-32-27-4 P�,STURE Mr. G., King advised that he had talked to Mr Alan Brownlee, Solicitor; by telephone, in regard to any M.D.RESPONSIBILITY Municipal responsibility as the result of REN Ditching RE REN DITCHING not paying sohie truckers they had hired for removal of gravel from the river near the Tolman Bridge last fall Mr Brownlee°s opinion was that no responsibility would rest with the Municipality but this was not a firm decision as he had no correspondence on hand to review �- Mr Pacuettc advised that the truckers had been paid recently so no problem exists. Mr Bauer requested that the Bridge Inpsector be asked to SMOUSE CREEKDR. look at the drainage problem at the Smouse Creek road PROBLEM west of 31-32-26-4 Letter from the Honorable C Copethorne, Provincial Minister of Highways, was read in regard to submitting a claim for DAW GE RE unduedamage due to the high spring run-off A list of RUN-OFF locations where there was damage had been prepared by Mr Joe Dobler and by Oris Rodger and these were referred to Council Mr Schmelke moved that a claire be made to the Department of Highways for repairs to roads for the spring flood damage in accordance with the list referred to above Carried Mr Schmelke advised that he had authorized Marshall M.WILLIAMS TO 1°_illiams to fill in some washouts south of the former FILL WASHOUTS I,iilliam Bauer farm, being west or h. or 9-33-25-4 Mr IJilliams will be submitting an account for payment. Mr Alex Cunningham, Rural Utility Officer, had discussed with Mr R,g Campbell the matter of the location of a GAS - natural gas pipeline down to the river east of Trochu PIPELINE EAST OF He had asked about putting the pipeline along the old TROCHU TO RIVER road Mr Campbell moved that Council approve of allowing the natural gas line to be put on the old road diversion survey toward the Toliian Bridge Carried Mr Church advised that some problems have arisen with the gas co-op and phone companies getting an easement to go through certain properties owned by Mrs Chapman CHAPMAN EASEMENT It was suggested that this first be referred to Mr Alcx DIFFICULTIES Cunningham, and if he is not successful, to Mr H Enthrup, the Farmers' Advocate in the Agricultural building, Edmonton to SPECIAL COUNCIL IVIELETING MAY 6, 10,74 P 6 Mr G King briefly reported regarding the Secretary- REPORT Treasurers' meeting at Lamont on May 3 which he and SECRETARY-TREAS. Mr Jeffery lad attended Considerable information had MEET-LAMIONT been obtained and the opinion of the Secretaries had been sent through the Deputy Minister to the Minister of 1 Municipal Affairs in regard to the relaxation of the School Foundation tax from farm land. OF ted last year adjacent to the road allowance 6-30-23-4 had been damaged during the winter by snow drifting over it, but most of the material would be available to be ✓ placed at the new location The total distance involved would be app oximately 5/$ of a mile Mr. Church moved Council agre� to this proposal without precedent This motion was d•feated Letter of Ap it 30, 1974 from Warren Kline asked for WARREN KLINE $10 00 payment for fuel which he claimed had been taken COMPLAINT from his fuel tank for one of our snow plows He had RE- FUEL AND stated that we could take off our account of $3 35 for SNOWPLOWING private work Mr Paquette stated that Mr Warren Kline had been with the operator at the time, but that the fuel was sumner fuel and was frozen and none was actually taken Mr Poole moved that the charge of $3 35 for private work remain and that no payment be made for the fuel as none was taken This motion was defeated Mr Church moved that Mr S.C. Schmelke investigate the SCHMELKI•+ claim of Mr Warren Kline in regard to a fuel account TO INVESTIGI.TE Carried Mr Campbell reported that he and Mr Norman Soder had investigated regarding trees which Mr Albert Meding would be willing to plant as a field wind break along A .MEDING WINDBREAK the south side of SE -17-33-22-4 Mr Meding would agree S SIDE OF SE -17-33-22 to plant the trees if the Municipal District would put a fence on e ch side of the row of trees to keep the cattle from destroying same. Considerable discussion followed Mr Brown moved that Council do not approve of fencing A both sides of the; proposed row of trees for Albert Meding, but that Council consider raising the price for tree maintenance Carried It was agreed that a report be prepared for next meeting regarding existing tree policies and payments for cultiva- REPORT RE.
