WAGE SCALE AND WORKING CONDITIONS
FOR ALL PUBLIC WORKS EMPLOYEES FOR 1974
FINALIZED BY COUNCIL JANUARY 14, 1974
Clause 1
Thoso public works employees hired on an hourly basis shall
set up a committee of 7 members to meet with Council, or a
Committee of Council, to discuss problems that arise of
concern to workmen and Council Committee to be set up as
follows

The ommittee so chosen shall serve from December 1 of
one year o December 1 of the next year If a man retires,
another $ all bo chosen by the group concerned to complete
the unexp red term Alternate may participate if regular
member islunable to attend
The ommittee of Council shall consist of three Council
members cosen by Council Terms of office and terms of
replaceme t shall be subject to same terms as employee
committees
Employee Committee Members who attend meetings during
} regular working time shall be paid at their regular rates of
pay, if the meeting is held any other time, they each receive
pay for one-half day at the rate set for Councillors Mileage
is in addition where applicable
The ecretary-treasurer may attend all meetings to record
discussion and recommendations which are made
Clause 2 + Hours of Work
Rear hours of work are 9 hours per day Monday through
Friday Tuiiclusive)
for a total of 45 hours per week.
The work day be organized into two shifts of 9 hours each
The regul r work hours may only be exceeded by authorization
of a foreman or Councillor
II Wag�vertime
are to be calculated as 8 hours regular time and
one hour for the 9 hour day.
Any vertime on Saturday and Sunday or Statutory holidays
will be p id at 12 times normal rate of pay plus any pay at
regular r to for which he might be entitled
Sery ce Personnel may be required to work on a Saturday
at regula rates and not work on the following Monday.

extra at the beginning of the second (2nd) year of employment,
another ¢ per hour at the beginning of the third (3rd) year of
employment and another 5¢ per hour at the beginning of the
fourth ( th) year of employment
Work Breaks
Allemployees will receive two (2) twenty (20) minute
work breiade

There will be no hold -back, payment will be made in full
by the 5th of the succeeding month according to the paysheet
with any required adjustment to be made at the end of the
followink month.
Minimum
Any employee who has been with the M.D. for six months
and is available for -wo-k shall be paid a guaranteed minimum
salary o $400 00 permonti but "his shall only be in effect
where no other benefits apply
Emp oyees will receive pay for a minimum of 3 hours if
they sho up at the shop or at the ,lob unless they have been
notified not to come
All employees must :,how up for work unless there is a good
reason f r not doing so and in which case, the foreman must
be advis d before working hours commence
Shop & S�rvzce Personnel.
The e employees wijl work 9 hours per day, 45 hours per
week T ey may be required to work Saturday and have Monday
off for heir weekend.
1 If any crews shut down due to weather, etc the foreman
involved will contact the shop Foreman before bringing any
men to w rk in the shop

Clause 5 Annual Holidays
Each employee, at the end of each of the first 8 years of
employmcn , shall be entitled to annual holidays with pay in
accordance with the following
i
a) Two weeks if taken between April 1st and November 30th.
b) T ree weeks if taken during Dec ,Jan ,Feb , or March
c) One week between April lst and November 30th, plus a
further 1piweeks in the other four months
When considering whether or not an employee has completed
eight yea s of employment or more, the first year of employment
shall be aken as from the first of that year or the end of
that year whichever is the closer e g
If started May 1/72, year would be taken from Jan.1/72
If started July 1/72, year would be taken from Jan 1/73

Afte eight full years of employment and up to and including
the end of the 15th year of employment, the annual holidays
shall be

Hours for holidays will be paid at the rate of 45 hours
per week
Aftejr 15 full years of employment - one week additional
holiday shall be allowed in the winter
All olidays which are not taken before the next years
holidays pre due, will be forfeited
Holi ay periods must be arranged with the Public Works
Superinte dent and no employee shall be permitted to take
less than one week of his holidays at any time.
Clause 6 Provision for Sick Pay
A Employees are to be given credit at January 1, 1974 for
the number of days for sick pay which remain at their credit
at the eni of 1973.
B Credit from January 1st, 1974 will be 2 day per month for
sickness benefits not used There is no maximum.
C. A medial certificate must only be supplied upon request if
an employ e is off for one or two consecutive days
D If an� employee is off for three days or more, then a
medical c rtificate is compulsory
E The pysheet shall show 8 hours for each day during which
the emplo ee is entitled to sick leave benefit

any employee retires and goes on pension, he shall be
pay for al'] accumulated sick pay days standing to

Clause 71- Compulsory Statutory Holidays
New Year's Day, Good Friday, Victoria Day, July 1st,
first Monday of August, Labor Day, Thanksgiving Day, November 11th,
ChristmaE Day, and Boxing Day

Clause $i- Workmen's Compensation
a) Each employee shall be paid regular wages for 9 hour days
for a period not to exceed two weeks if he suffers an injury
while at work under which he qualifies for Workmen's Compensa-
tion ben fits Any paymert from the Workmen's Compensation
Board in respect to the wages during that period will be
claimed 4y the Municipal District
b) After the first two woeks, the employee will be entitled
to payMerLt direct from th2� Workmen's Compensation Board of
that portion of his wages which it will pay, but will not
receive further wage payrr.ent from the Municipal District until
he returns to work

Clause 111- Safe Driving_Award
As from January 1, 1967, any workman in the gravel crew
who regularly drives a gravel truck and who is not involved in
an accident involving a Municipal truck, shall be entitled to
special Safe Driving Award as follows
At the completion of one year employment $25 00
At the completion of the 2nd successive year of employment 50.00
At the completion of the 3rd successive year of employment $75-00
At the completion of the 4th successive year and each year
of employment thereafter - - - - - - - - - - - - - - $100 00
The periods referred to above shall be calculated from the
start of employment, or from the date his previous accident
occurred, whichever is the latter
Clause 12 - Leave of Absence
Employees may request leave of absence without pay and
Council nay grant same without pay and without loss of benefits.
Clause 13 - General Terms
No ork shall be required on any Saturday, Sunday or
legal ho iday except for emergency or snowplowing
Any employee shall have the right to submit a written
request at any time asking a transfer to other employment
This shall be given fair consideration when an opening occurs
The Public Works Superintendent may grant a temporary transfer
but must, within two weeks, report this to the Council
Committe or Council for final approval

Any employee covered by this Agreement and wishing to

not less than one week's notice The Municipal District

is being dismissed from employment. Exception to the notice
from either party may be allowed by mutual consent The
Municipal. District will pay 1 week's pay to employees laid
off or fired without notice

Training]- Any employee being assigned to operate large
equipmenj is to be given at least some kind of training before
going on the machine alone

Any employee may meet with Council at any regular Council
meeting egardng any circumstances
Any term of this Agreement may be changed by mutual consent at
any time
Com assionate leave for a total of not more than 3 days
in any calendar year may be granted with pay based on 9 hours
per day This leave may be granted by the Public Works
Superint ndent and/or by Council, but only where, in their
opinion, the request is reasonable
This Agreement, upon acceptance by both parties, shall be
considerEd in effect as from January 1, 1974 to December 31,
1974 It will further continue beyond that date unless a
change is requested by either party, the request shall be
considered at a meeting of both committees and, if mutually
agreed u on, the final decision shall be made by the Council
of the M nicipal District

had not received their copy through the mail
The preliminary Financial Statement for the
month ending December 31, 1973 was referred
to Council as per ccpywith these minutes.

Hospital Board wishes it to appoint a
member to represent Ranges 21 and 22 on
that Board The appoa_zitment was not dealt
with but Mr. Ferguson stated he v..rould
endeavor to find someone willing to accept
Mr Bauer reported that he had seen an
official of Alberta Pourer in regard to the
proposed power line west of 27 and 34-31-24-4
The company had stated they were having
some pro lems negotiating for the easement
but they felt they would be able to arrange
for it. iNo further action had been taken

was advised of the motion He stated he
is definitely interested and would let us
know his decision before January 28. He

Reports from the Employer Committee in
regard to wage negotiations were referred
to the meeting and discussed at some
length General agreement was reached on
the items Mr Poole moved that Council
approve of the following

Saturday work approved by Foreman and will
not be rquired to take Monday off if they
are busy at the shop

Letter from the Central Alberta Association
of M D Is and Counties was read referring to
a special meeting of the Central Association
to be held in Three Hills on March 7, commencing
at 10 00 A M for a seminar in regard to the
oiling program Speakers from the Department
of Highways will bring information This
date was noted and the new program of
government grants for oiling was discussed
with Mr Hempsey He stated it would be
O.K to put a second coat on our roads under
this program or to add new projects subject
to approval.
Mr Hempsey requested that the Municipal
District install the culvert east of Trochu
at the Schramm coulee this spring on an
hourly cost basis This was agreed.

Mr Hempsey suggested might give better
service by providing only base lines and
grade lines but not any work stakes or
second grade stakes for our road projects
After discussion he was advised that we
would prefer to have the work done as in
the past but could do some experimental
work on the other procedure

from the D cember 18, 1973 meeting with the

done with two (2) men usually and three (3) if

that only 15 acres were sprayed and he was billed ACCOUNT

We have repeived some information on how some of
the Counties are operating their parks It would
be good if the Parks Committee could meet in the
near future to discuss future Park plans.
The A6ricultural Service Board has come up with
apolicy whereby a farmer can be compensated up

January 10, to get some information about sprayer
e uipment for the new truck I spent some time with
Oliver Industrial and Mumford, Medland Limited
I have some figures that may be interesting, however,
since going to Calgary I have contacted the Olds
C llege and asked them for assistance and advice

Whereas the work load of District Agriculturists and Agricultural
Fieldmen is such that it limits the time available for
research reading,
Whereas this material could be condensed and compiled in an
orderly manner to facilitate speedy and factual references,
Therefore Be It Resolved that the Department of Agriculture
consider the possibility of Specialist Readers to review
and condense related material The condensed material be
made up with references to more detailed material.
RESOLUTION NO. 2
Whereas limited tree growth on the prairies enhances the
amenity value of farmstead and field shelterbelts,
Whereas considerable numbers of problems from disease and
insects arise each year in our domestic trees and shrubs,
Whereas limited numbers of personnel in horticulture are
available to assist in these problems,
Therefore Be It Resolved that the Department of Agriculture
consider the possibility of additional field staff, Specialists
in Horticulture, to assist with problems on a local level.
