KING and recorded the minutes Mr Poole moved approval of the minutes of the MINUTES meeting of August 27, 1973 as per copy circulated f to all CoWn-cillors Carried. Procedure for proposed closing of the road South CLOSE ROAD of Section 36-33-26-4 east of Wimborne was g-36-33-26-4 discussed briefly Council felt it best to proceed with the new by-law and readvertise The Financial Statement for the month ending August 31, 1973 was presented and discussed FINANCIAL STATEM. as per copy balance with these minutes This showed at the end of August of $- �'"4 a net ✓ but with loans owing of$1$5,000o00. TO Hills, said lands being in portions of the 3HILLS APPROVED N2-31-31- 3-4 It was noted that there was one clerical error in description of the property v but it is assumed that this will be corrected by the Bo rd Mr Poole moved that this be accepted nd filed with the correction noted Carried Mr Poole reported that CRPC has expressed some concern over procedure being followed for the proposed gas plant in MI -10 -31 -24 -4 - Richardson land. o The acreagc is less than the 40 acre minimum and the site is in an area classed a agricultural Mr Poole also reported verbally regarding subdivision approvals at the meeting of the Subdivision Committee of CRPC on August 31, 1973 as follows - 1. Megli subdivision approved with provision for reserve. 2 L.C. Mr Brown moved that Council approve the issuing of a busi ess license to R C Hansen to carry on a small business at SW -22-30-23-4 as per i.nformati n received from the Chief Licensing Officer, overnment of Alberta, dated August 21 Carried Minutes of the Three Hills School Division meeting of August 29, 1973 were referred to briefly Mr Campbell moved that these be accepted and filed as information Carried. Lots 2, 3, and 4, Block 6, Sunnyslope are under tax recovery and were recently advertised for sale No bids had been received but an offer had now been received from Mr John To McDermott in the amount of $66 00 Mr Bauer moved the first reading to By-law #735, this being a by-law under the tax recovery act to sell Lots 2, 3, and 4, Block 6, Sunnyslope to John T Dermott for $66 00 cash Carried unanimously. Mr Brown moved second reading to this b -law Carried unanimously Mr Schmelke noved third reading to this by-law Carried uaanimously Mr. Ike Brown of Linden had made an offer of $50 00 for the old Sunnyslope hardware building Council was advised that the property had been offered at tax sale on March 30, 1973 and no private sale can be made until at least 1 year from the Idate of the public sale. C for collection of the old vehicles at the Trochu COLLECT Mine Sit . Mr Campbell moved that this informa- tion be accepted and filed Carried Mr Robert A Gibbs met with Council in regard ENTER to possible purchase of certain property in ROBERT A.GIBBS Swalwell He stated that he felt that Council's BIDS FOR SWALWELL action as taken at its meeting on August 27, LOTS 1973 was unfair to him as he had bid for both the house and lot on portion of Lot 6 and 7 and had also bid on the vacant lot to the north part of Lots $ and 9 in Block 5, Swalwell He was advised that the call for bids had stated that the highest or any bid did not necessarily have to be accepted New sealed bids had been invited from Robert A Gibbs and Mrs Linda Petersen in respect to the North � of Lots 6, NL L 6,all L 79 all of Lot 7, Portion of Lot $ and the South 12- PT.L.8 & S2 L 99B 5 of Lot 9 in Block 5, Swalwell These bids SWALWELL were now opened and read as follows- Robert A Gibbs, $1,053 21 Mrs Linda Petersen, $1,633 95 Mr Bauer moved first reading to By-lavr #736, this being a by-law to sell the above mentioned BY-LAW 736 lots and buildings thereon to Mrs Linda Petersen PETERSEN at a price of $1,633 95 subject to payment being received by September 25, 1973 and subject to � the required approvals under the Tax Recovery Act Carried unanimously Mr Campbell moved the sec.nd reading to this by-law Carried unanimously Mr Church moved third reading to this *-law. Carried unanimously. Mr Pool moved that the above mentionedlots at Swalwell be offered to Robert A Gibbs at his bid if Mrs Petersen does not make cash payment as referred to above. Carried, Mr RobeA Gibbs had been present when the bids were opened but had left the meeting prior to he consideration of the by-law He tiOBERT A GIBBS was advied of the decision of Council following the deci ion as shown I COUNCIL MEETING SEPTEMBER 10, 1973 Page 5 . Mr. Campbell reported that there is a 6 inch pipe under the road south of SVI-29-34-22-4 and the Huxly Hutterites have agreed that the Municipa District can make a connection into 91-29-34-22-4 this lin to divert water from the existing WATER DIVERSION spring o the south side of the road to the north silasis e of the road during the winter on a trial Some other small springs would not be tied into this but likely would not cause flooding problems to the road Mr `' Poole moved that this report be accepted and that Mr Campbell be authorized to proceed with the project Carried Corresp dente from the Apprenticeship Board was read in regard to David R Hastie who had APPRENTICESHIP BOARD signed as an apprentice for welding He is DAVID HASTIE enrolled for a course in Calgary in October or in Lethbridge in April Council was advised ® that Mr. Hastie had been given notice of termination of employment by Mr Paquette but the reason is not known Mr Arnold Boese of Linden Contractors met with Council He stated they now have approximately 2 months work lined up for their crusher but ENTER A. BOESE might be able to sneak back to do some for this Municipa District within approximately 1 month LINDEN CONTRACT. Jeffery, Assistant Secretary -treasurer presented the Accounts and reviewed same with ACCOUNTS -J JEFFERY Council Mr Poole moved that these Accounts be approved for payment as per list with the minutes Carried ® Mr Poole moved that Mr Lloyd Paget be paid ''PAGET-FENCE $30 00 for recent work moving a fence Carried. Mr Bauer reported that he had made an agreement HAINING-FENCE with Mr Haining in regard to 1 mile of fence where the Municipal District took out and Mr Haining is to replace it for $250 00 The signed agreement is to be brought in later This was approved without motion Mr Campbell moved thaPrg& advertise for bids BIDS for stockpiling gravel the Red Deer River GRAVEL -RED DEER south of the Tolman Bridge with notices to be RIVER put in the Calgary Herald and the Edmonton Journal and with the Alberta Roadbuilders Association, Ferguson Supply and R. Angus also to be notified Bids to close on October 5, noon Carried Letter of September 5 from the District Engi- neer advised that the site distance at the SITE -CARBON CEMETERY Carbon Cemetery corner north-east of Carbon is ® CORNER 670 feet est and 602 feet to the east Further improvements could be made but considerable work v would be involved Mr Church moved that this be filed as information Carried Letter from the District Engineer advised that WIDEN -ACME EAST RD. the Acme east standard road should be RCU 22$ but that it might be possible to build it j without midening beyond the 100 foot right of way through use of borrow pits Mr Poole ' moved that this be accepted and filed Carried Mr Poole moved that the bridge request list be amended from the decisions as recorded August 2?, 1973 by adding at the top of the BRIDGE REQUEST LIST list 91 a culvert for Schiebler' s - - s/SWV4 -34-2J-4 and for a culvert at S/SE-4-29-23-4 subject to findings from a profile and cost estimates on the latter Carried. a 8 a FORM 149-P SPECIAL ©wu os, oPa, i COUNCIL SEPTE14BER 10, 1973 Page 8 Mr Poole moved that the District Engineer be RD PROFILE asked to obtain and supply us with a road profile COST EST. and rough cost estimates for grading south of Sections 3 and 4-29-23-4 Carried, Letter from Trimac Transportation System dated September 6 asked for an overload permit for OVERLOAD PERMIT 72,000 on five axle vehicles for a few loads TRIMAC TRANS.SYSTEM into the mobile oil gas plant near Wimborne Considerable discussion followed Mr Schmelke moved that approval be given for overload permits as requested without precedent on the light coat surfacing for the 1 mile south from the plant on condition that the hauling be during dry weather and that routes to that corner be agreed upon over gravelled roads Motion carried ® Council was advised that Mr. Victor Garson had notified our solicitor Mr Pat Madden that he did not agree to making any payment GARSON GRAVEL LEASE to this Nunicipal District for gravel sold from the Garson pit as had been proposed In the lease Mr Church moved that a committee of Mr T.A Ferguson and Mr G G King see Mr Victor Garson with power to deal Carried, Mr P001E moved that the applications for work as recei ed from Myles Bent and.
