Councillors present for this meeting were, Mr A H. Church Div 1 Mr. C.W. Poole tt 2 Mr R.W. Brown tt 3 Mr A .WBa er 19 4 Mr. T.A. Ferguson tt 5 Mr. S.C. Schmelke it 6 Mr R.G. Campbell 't 7 Mr. D.C. (Reeve) p 1 PRESENT Division was D DAU present and Mr Poole moved approval of the minutes of the Council Meeting of June 11, 1973 as per copy which have been mailed to each member. Carried. Mr. Fergusor reported that there is an auction sale today at thE Nottal mine SE of Three Hills and the following items are included in the sale which may be of inter st to this Municipal District. 1 Approximately 200 feet of railway ties--h�s� G G. REGIONAL RESOURCES MEETING - APPROVAL By -Law No 723 MUNICIPAL DISTRICT OF KNEEHILL NO 48 By -Law re Speed Limits in Munici al Parks The Council of the Municipal District hereby directs that on and after the passing of this by-law a maximum speed is set of 10 miles per hour for any vehicle operated within any Municipal Park in this Municipal District, with this to include the Keiver Lake Park, the Swalwell Park, the Tolman Bridge Park and any others which may be added. lst reading moved by Councillor Ferguson Carried unan. 2nd reading -moved by Councillor Bauer Carried unan 3rd reading moved by Councillor Campbell Carried unan. GARSON Mr Norman Ldert Agricultural Fieldman met with ENTER N SODER Council. HIGHWOOD AIR Mr Bauer aAd Mr Soder reported that they had been KIEVER LK.PK to Kiever Like Park and they believed that the road ROADS design is good now They recommended speed limit signs but no other changes in$ofar as traffic control is concerned. Discussion followed in regard to that park and others Mr Ferguson moved first reading to $ylaw Number 723 This being a Bylaw to BYLAW 723 set a maxim*m speed of 10 mil -es per hour for any vehicle opetated within any Municipal Park in this Municipal District, with this to include the Kiever Lake Park, the,Swalwell Park, the Tollman Park and any others which may be added. Carried unanimously. Mr. Bauer moved second reading to this Bylaw Carried N. SODER unanimously; Mr. Campbell moved third reading to this Bylaw Carried unanimously A proposed agreement with Highwood Air Services for Pat Madden, solicitor for spraying for control of Beitha Army Worms and Beet V. GARSON Web Worms w4s discussed by Council Mr Ferguson read to Council in regard moved that 4 committee of Mr. A.W. Bauer, R.G. HIGHWOOD AIR Campbell ani. G iCr, King draw up an agreement with SERVICE- Highwood Air Services and that Council approve of WORMS the following general terms in principal 1. That the Municipal. District will help organize the wort and will 'do all `billing and collection and be {responsible for all accounts 2. That otper companies have similar privileges as thos granted to Highwood Air Services. 3. That Highwood Air Services be authorized to do work in other areas if time permits Motion carried The following items were also discussed briefly with Mr. Soder N. SODER 1 Control of grasshoppers on roadsides -it seemed the opinio of the majority that this should be left to individual farmers. 2 Weed control on roadsides -Secretary -treasurer was asked to look up and report to a later meeting regarding the 1972 statutes. 3 Policies for the Agricultural Service Board should be con idered at the next combined meeting. GARSON Our Municipal gravel lease with Victor Garson had GRAVEL CONT expired last October Mr. Pat Madden and Mr. Victor Garson then met with Council. Mir Madden°s letter and some other informa- tion was discussed at some length Mr. Brown expressed the apology for not having the gravel lease renewed prior to recent crushing work. He also stated that any price change would have to be common to all who own gravel pits in fairness Mr. Madden also suggested a 2 year contract and that Mr Garson be permitted to sell any amounts of gravel without restriction. He also asked that the sloping of the pit be done better and that the Municipal District would not bold an exclusive contract Mr Madden and Mr. Garson then briefly left the meeting and the matter was further discussed Council agreed without motion at that time to the 15¢ per cu.yd for gravel subject to other terms as noted in the following parts of the minutes Mr. Madden and Mr Garson were then asked back into the meeting and terms were discussed and agreed upon Mr. Poole moved thatiCouncil confirm the agreement tentatively made with 1fr. Victor Garson as follows for gravel from the SW -2$-30-21-4. 1 That th,,e price as from January 12 1973 be 15¢ per cuyd. 2 That t e area from which gravel may be taken be ext end d . 3. That a new gravel lease be executed to run from January 12 1973 to December 312 1977 and to continue beyond that date unless either party gives IS months notice prior to the termination of any year commencing in 1977 4 That t ere be no restriction on sales to the V Depart ent of Highways insofar as the Municipal Distri t is concerned. 5. Motion carried ✓�� 4 11 v Ev FORM 149-P SPECIAL RM COUNCIL MEETING JUNE 25, 1973 p 4 Mr Victor G4rson and Mr Pat Madden indicated agree— ment with the terms as set forth in the above motion and it was arranged that the road committee would be at Garson's on Wednesday, July 4 at 10 00 A.M. to discuss the road inlet Mr Madden and Mr Garson then left thje meeting. The Council �iP.M. eeting adjourned for dinner from 12°00 noon to 1.00 Mr A W Bauer and G G King reported that they had seperately inspected the street lighting at Grant— ville and at Ruarkeville At present Grantville has 7 streetlights and Ruarkeville has 5 They made no recommendation for a definite Council policy as it seemed. that each place would have to be consid— ered on itsown merit. Mr. Bauer moved that two additional street lights be approved for Grantville and two for Ruarkeville and that 1 on the South street in Grantville be moved slightly to the West Carried V GARSON GRAVEL CONT DINNER STREET LIGHTS GRANTVILLE RUARKEVILLE Mr. Brown moved that Council agree to pay 15¢ per GRAVEL ROYALTY cu yd royalty for gravel as from the start of the 1972 fall 0'rushing work at Ginther's and that this apply at all locations from which gravel is purchased. Carried. ZIEGLER Mr Joe Dobler, Gravel Foreman, then met with Council. Mr Ted Paquette, Public Works Superintendent, was not present'at this meeting as he was on holidays. JOE DOBLER Mr Dobler is, in part, acting,as general Public Works Supervisor. Mr. Ferguson reported that a delegation of ratepayets had met him in regard to a bridge across the Ghost Pine Creek S/SW-18-32-22-4 Mr Ferguson BRIDGE had written `to the Bridge Branch regarding this and S/SW-1$-32-22-4 submitted a'copy of his letter The reply from the Bridge Bran6h dated June 219 1973 stated that their bridge inspector would look at this location with our road committee when next in the area Mr Poole moved that a reply be sent stating that the road commit�ee will be pleased to meet with the Bridge Engiteer for the inspection Carried Mr Poole reported that we still have a small uantity of crushed ravel on the road allowance 5--27r-2a-23-4• OHLHAUSER- The quantitr is so limited that it is hardly worth GRAVEL having our rew move there to clean it up Mr. Robert 5-27-2$-23-4 Ohlhauser has offered $2.00 per cu yd for the gravel. Mr Schmelke moved that Council approve sale of the said crushed gravel to Robert Ohlhauser at $2.00 per cu yd Carried.
