D. of Kneehill 48 was held at the Municipal Office, Three Hills on onday, February 26, 19739 commencing at 9.00 A M. Councillors present for this meeting were, Mr 1. H Church Div 1 Mr . W. Dau of the Three Hills School Division was prese t throughout the meeting Mr oole moved of the Minutes of the regular m eting of February 12/73 and of the Special Meeting o February 19/73 subject to one clarification in the me ting of February 12 Page 5 regarding proposed annexatio s to the Town of Three Hills The last portion should re d°'the Calgary Regional Planning Comn,iission withdrew Its objection to the annexation Motion carried G KING D. DAU MINUTES APPROVED i Letter of February 16 from Hon A Warrack, M.L.A. A. WARRACK and circulars from the Provincial Department of the D OF E. Environment were read in regard to the Alberta Litter- CLEANUP check campaign to be held April 30 - May 6 The informa- tion did iot give much detail but asked the Council to namea co ordinator. Mr Poole moved that the Agricultural Service B and be named as the co-ordinator with Mr. J C Jeffery s Secretary Carried Mr. Bob Dau of Capital Printers met with Council in BOB DAU regard to the subscription rate being charged for issues CAPITAL of the Capital mailed to ratepayers He stated that the SUB. RATE last actual increase had been granted in January of 1968 when the local rate went up to $1 50, only increase since that had been for postage He requested Council to consider a 25¢ inrease on each The new rates including postage would thin be as follows' Wit in a 40 mile radius of Three Hills v2 75 j^lit in other points in Canada Wit in U.S 3.25 In (ther foreign countries 4 75 Genral discussion followed regarding the value of the adve tisements placed in the paper by the M. Annual M eting of the Alberta Municipal Financing FIN CORP Corporat on Carried ANNUAL MEETING Inf rmation was read from the Clerk of the Court Drumhell r regarding a proposal for orderly payment D. BEAUMONT of debts by Mr David F Beaumont He owes this Municipal District $2$ 0$ for water and sewer services but has nany other debts and under the proposal it would be a lon7 time before the M D would be paid off in full Mr Ferg son moved that a reply be sent stating that the ' Municipal District would prefer to accept $20 00 now in full settlement Carried Mr Schmelke moved that Council accept and file P F A. noticeth t Twps 35-24-4 in this M D. is not eligible for 1972 Prairie Farm Assistance Carried. Programmer in respect to the inquiry of Wimborne about the establishment of a Recreation Board In Mr Pohl's opinion it is not practical for Wimborne to have a separate, Recreation Board and he suggested they consider V joining in with Torrington Discussion followed It was felt th t Wimborne might lose grants instead of gaining through any such action Mr Schmelke moved that a reply be sent to Mr J. 0. Carried Letter of February 19 from the Provincial Minister ALTA TAX of Municipal Affairs was read regarding the Alberta REDUCTION Property Tax Reduction Plan This stated that further LAN discus ion is taking place with the executives of the two Muricipal Associations and that we will be given Bauer moved that Mr more d tail later Mr R W Brown added comments to `� this d stated that the Association of M.D.'s & OFFICER Counties would be meeting with the Government the next two days to discuss the matter further Mr Church moved that this information be accepted and filed Carrie Mr Gordon Park, Ag Fieldman, and Mr Norman G PARK & Soder, Asst Ag Fieldman, met with Council and N. INSP. Distri t Carried 5 It was noted that the appropriate Government G. PARK officials should be notified of the resignation of RESIGN. Mr Gordon Park effective March 31, 1973 and that he would no longer serve in any of the capacities referred to in items 1 - 4 after that date 6 It was noted that the Co-op branch of the AAMD & C A.A.M D & C is meeting here Monday, March 5, com- CO-OP MEETING menci g at 1°30 P.M. It was agreed that Mr Gordon MAR 5 Park, Mr Norman Soder, Mr Keith Smith, Mr Ted Paquette and representatives of the Three Hills School. Mr Brown moved approval to the issuing of a L LOEWEN building permit to Leonard Loewen for an addition to BUILDING his dwe ling and for an attached garage as per his PERMIT APPROV applica ion dated February 13/73 and with the relaxation of the et -back requirements Carried Mr Bauer moved that the Reeve and Sec -Treasurer EVANS be auth rized to sign the consolidation agreement as AGREEMENT received through the Calgary Regional Planning Commission NW -27-31-24-4 in respect to the NW -27-31-24-4 - Mrs M E Evans Carried Ir Ferguson moved that Council approve of the subdivision of the 5E-29._31-23-4 - Braconnier - into the N2 and the Sz of the said quarter, subject to the v usual requirements Carried Copy of this is to be sent to Mr Poole Mr Poole reported that a recent meeting of the C F P C had approved the subdivision applications of Tas Richardson, Henry Enns and Ohlhauser re SE -25- 2$-23- and at Hesketh regarding the Three Hills School Divisi n Mr G King noted that C.R.P.0 had approved the su division of the NE -31-28-22-4 - Ziegler but it appeared an error had been made in that the approval stated the area was to be consolidated with the 5E-31 and he believed this should be consolidated with the NW -32 f the same township This is being checked furthe Mr Church moved that other minutes and cor- respon ence from the C.R.P C be accepted and filed Carrie It was noted that the Sec -Treasurer should check the records and notify all appropriate author- ities If Committee members of Council named to the varioul, boards such as C R P C , D.H.0 , etc Mr Brown regorted on a recent meeting of the Road Study Committee held in Calgary Secondary Road 7;$37 A our Orkney area will now carry the same number right to the City of Drumheller There are plans for relocation of Hwy #9 from Beiseker southwest and right-of-way protection is to be provided in regard to subdivisions, etc A similar situation exists in regard to a new road proposed from Gleichen west and 5 f SUBDIV APPROVED BRACONNIER SUBDIVISIONS APPROVtD SUBDIV ZIEGLER CRPC COMMITTEE MEMBERS ROAD STUDY COMMITTEE Nr,ti_L,�G V Ar Church moved that no delegate be sent to the REG. & Regional & Outdoor Recreation meeting being held at OUTDOOR REC. D. of Starland to Hwy -,-56 This will increase traffic on the Tro- chu east road Mr Poole moved that we again write the Department of Highways for its plans in regard v to the Trochu east road and that we again advise the present light -coat surfacing will not carry additional heavy traffic Carried Pr Brown and Mr Bauer reported that they and RUARKVILLE some residents of Ruarkville had recently met with SEWER SYSTEM the Council of the Town of Three Hills for a discussion of the proposed sewer system for that area. Mr Dennis King of C R P.C. had also been present The report of the eng-ineer had been considered and also the possibility V of water services The residents are now getting further opiniont from those concerned Mr Campbell moved that this report be accepted Carried Zr Bauer reported that Ruarkville residents RUARKVILLE requested four or five more street lights and he showed ST LIGHTS a map giving the location of the three existing street lights Discussion followed. Mr Bauer moved that Council approve two additional street lights on the main N/1 road as per his map for Ruarkville Carried. Mr Brown reported verbally on meetings which he REG RESOURCE had attended in regard to Regional Resource Project PROJECT # 1 #1 He complimented Mr Hugh Bodmer for the work he has dore and he showed a copy of the progress report for thE periods September 1/72 to January 15/73 Mr Brown elso showed Council a brochure from the Red Deer R gional Planning Commission which showed great progre s being made in that area No other action was taken cn these matters Mr Ted Paquette and Mr Joe Dobler then met ✓ T. This is to be discussed with the road program Mr Dobler also advised that Linden Contractors are now crushing gravel at Torrington and the gra el crew is working two shifts stockpiling from the M 0. pit near Torrington Mr Schmelke moved that the fol owing stockpile amounts be authorized Molds 3,000 cu yds / Hills West 2,500 cu yds tree mborne 7,000 cu yds Paulson 3,000 cu yds. �rthurville 2,000 cu yds This wi�l leave approximately 7,500 cu yds of new crush14 at the pit together with 3,500 already there Motion �arried r Campbell suggested that we should gather up the grael from various locations at Knudsen°s and put it in t one pile for crushing This is to be considered for sumner work Ar Dobler stated they had been using the new NEW GRAVEL LOADER loader for approximately one week and it has been very satisfactory r Paquette and Mr Dobler reported that one REPAIRS RE of the arge gravel trucks is undergoing repairs and OO GRAVEL the parts will cost approximately$3500 to TRUCK There has also been a loss of about 6 weeks down time and numerous problems getting proper repairs Some discus ion followed regarding the merits of diesel motors versus gas motors and it appeared agreed that we wou d keep the present trucks for this year and then d scuss same further Mr Paquette reported regarding new equipment T.
