is 0 L03 FORM 149-0 SPECIAL REPORT OF EMPLOYER - EMPLOYEE COMMITTEE MEETING JANUARY 23 - 1973 Page 1 The following committee members met at the office of the M. D of Kneehill #48 in Three Hills on January 23/73, commencing at 9 30 A M Council Members - R. W Brown, A W Bauer, and R G Campbell Secretary -Treasurer - G G King Employee Committee - Mr Dennis Kober, Road Crew Mr Dwayne Smith, Road Crew Mi Robert Cranston, Shop Mr George Berry, Gravel Crew Mr Karl Gundlach,Motor Grader Operator:, Mr Ray Ehrmann, Motor Grader Operator Hours of work for the summer were discussed and the men were asked the opinion of employees regarding a six-day 60 hr week with 12';times pay on Saturday They stated that all the men that they had spoken to did not favor working on Saturday They were then adiivised that hours of work would likely remain similar to those in 1972 The 1972 contract was gone over and everyone given an opportunity to express any requests or suggestions for changes] The following were noted Page 1, Clause 1 -- add to the committee for the employees one representative for the shop and service men Clause 2 - Hours of Work a question was asked as to whether or not one employee might be paid for 112 hrs of work and another for 11 hrs when they travelled out and back on the same bus This ile to be checked It would appear that the report may have been ir error Page 3 - Minimum Wage - If this is to apply to all permanent employ es there is a need to make a definition of the term "perma ent" _t was especially noted that Milton Rempfer had been 1 id off without berefit of the minimum wage and also that hE. has had some trouble with U I C This does not appear to be the fault of the FST D in any way. Mr Ray Ehrmann asked a question regarding his own holiday time and he is to get further information concerning that Holiday Pay - A suggestion was made by Mr Brown that we consider giving holidays with pay as per the old agreement but with the amount to be based on 40 of the previous year's earnings for those entitled to two weeks, 5% for 3 weeks, 6% for 3 weeks, etc This may be difficult to word but some effert is to be made and will have to calculate the effects It was agreed that minor time taken off for reporting to the office or to a doctor should be considered as at work if less than one-half a day is so used From Page 5 under Wage Continuance Policy a minor wording change must be put in as it is now under a new company. that t notice but if pay f ,om Page 6 _n the lst paragraph it should be made clear ie Municipal District shall give not less than one week's to any employee who is being dismissed from employment the notice is not given the person shall be entitled to one week in lieu of notice of layoff See Page 2 10 P 1�1 FORM 149-P SPECIAL © ,I REPORT OF EMPLOYER - EMPLOYEE COMMITTEE MEETING JANUARY 23, 1973 Page 2 Leave o'f Absence - should be entered in the contract with the suggestion that any employee may request leave of absence without pay and Council may grant same without pay and without loss of benefits TYe employee committee mentioned there appears to be some discrimination regarding shop work between the road crew and gravel crew, the latter are laid off on rainy days, cold days etc but the others generally are kept at work They also asked why a Bruck driver would be laid off and someone transferred to drive a truck even at a higher rate of pay and without experidnce. This is to be considered by Council The employee committee suggested that the tandems require better 'drivers and thus some consideration should be given to this fact in the pay schedule. It was also noted that we should make sure that those who drive trailer units are qualified The new license categories must be checked and action taken. It was agreed that if a medical is required for employment reasons such as driving a unit with a trailer the cost of the medical will be paid by the employer The employee committee stated they had no special recommenda- tions to make regarding wages as they had not discussed this with the others as they first wished to have more information regarding working conditions, etc They are now prepared to get this back to the men and have recommendations for the next meeting It was agreed that the next committee meeting be at our office on Monday, January 29/73, commencing at 9 30 A M The employee committee then left but Mr Robert Cranston asked to speak to the employer committee for a few minutes He suggested there is a need for delegation of authority particularly at the shop sb that he knows where he stands in regard to giving direction to they men This will be referred to Council. The meeting closed at 12 00 Noon. Poole moved that one representative from the Shop may be added to the wage committee Mt Church moved that bids for machinery be con- BIDS RE sidered by Council on Monday, February 19/73, commencing MACHINERY at 9 Op A M Carried Mr Brown reported that Mr. Roy Farran, M L A , is LAND TAXATION holding a Land Taxation Seminar in Calgary on January SEMINAR 24/73 and that valuable information might be gained from that seminar Mr Schmelke moved that Mr Brown and Mr. Roy Kinsey be authorized to attend as delegates. Carried The report of the employer-employee committee meeting held daring the forenoon of this date was discussed and EMPLOYER - the following action taken EMPLOYEE COMMITTEE 1. Perhaps this should rest only with the Public Works Superintendent but con- dition� might arise where the Gravel Foreman or the Grade Foreman need authority It appears essential that the foremen report to Council for the next meeting; and also that an employee have the right of appeal to Council It was agreed that this be discussed further with Ted Paquette, Joe Dobler, John Dorn and Bob Cranston 10 Mr G King advised Council that Ted Paquette suggested having about two extra men with the Niain Crew capable of operating the big machinery so that the machines could be operated in shifts through coffee breaks and the noon hour Mr Reg Campbell referred to the two miles of roadwest of #21 highway at the north Correction Line This road is south of Secs 5 & 6-35-23-4 with the land being in the County of Red Deer and thus thO road is its responsibility Concerned people have inquired about having the two sections annexed1to the M D of Kneehill No action was taken ori this by Council It was agreed that r :l...;,.:.::ntatives of the Wimborne Fish & Game Association be granted an interview with Council at our office on January 1 29th at4 00 P M. Mx G G King gave each Councillor a copy of comparative wage rates of Sec -Treasurers and other employees paid on a monthly basis, this showed the rat0s in adjoining Municipalities and also a few oth4rs He pointed out to Council that his salary 4ere as Sec -Treasurer is considerablbelow the avetage and he asked for an increase to 13,000 He then'left the meeting and Council discussed this privately. Jeffery Employee Committee - Mr Dennis Kober, Road Crew Mr. Dwayne Smith, Road Crew Mr Robert Cranston, Shop Mr George Berry, Gravel Crew Mr. Karl Gundlach, Motor Grader Operator Mr Ray Ehrmann, Motor Grader Operator The Secretary read the Minutes of January 23/73, approved by Council. The �mployee committee requested we change the wording of the paragraphlon holidays back to read the same as the 1969 contract. Mr �obert Cranston stated that the 1969 contract rate for 3rd year �mployees on main crew was $2.90 - 1972 contract was $3.30. This repr sents a raise of 40¢ per hour which is 10¢ per hour per year. The;grader operators were paid $2.65 in 1969 and are now paid $3.0� which is the same, 10¢ per hour per year The gravel crew wentifrom $2 50 to $2.85 and the loader operator from $2 65 to $3.00 whi h represents a 35¢ per hour raise over four years. Mr. George Bet-ry stated that the loader operator and traAccavator operator Should be in the same wage category but the traxcavator operator 'receives 30¢ per hour - Mr Ray Ehrmann stated that the patrol operators still felt that ther was still too big a spread between their wages and that of the man crew. Mr. R W Brown explained that the main crew and the gravel crew have approximately one hour's travel time per day that they do not receive remuneration for whereas the patrol op rators are paid when they leave their base station - Mr ob Cranston stated that the service man in the main crew would li to be classed in the same rate of pay as the 3rd year operator.1 Mr obert Cranston, as spokesman for the employee committee asked a raight across the board raise of 20% - this represents roughly ¢ per hour raise for all Public Works personnel 1 The meeting adjourned at approximately noon and the next meeting was left to the discretion of Council. f , J C;;l Jeffery, Secretary
