0 • • ri U FORM 149-P SPECIAL COUNCIL MEETING JANUARY 22, 1973 The regular meeting of the Council of of Kneehill #48 was held in the Municipal 0 Three Hills on Monday, January 22/73 commen at 900 AM Councillors present for the meeting we Mr A H Church Div. 1 Mr. C. W Poole " 2 Mr R W. Brown " 3 (R Mr. A W Bauer " 4 Mr T. A Ferguson '" 5 Mr S C Schmelke " 6 Mr. R G Campbell " 7 Mr D C Dau of the Three Hills School Division was present for a portion of the meeting. Mr G G. King, Sec. -Treasurer, was present and recorded the Minutes Mr Poole moved approval of the Minutes of the Meeting of January 8th and 17th, 1973. Carried Mr R W Brown and T. A Ferguson reported on their meeting with the Three Hills Chamber of Commerce and Dr Warrack at Three Hills on January 10th last. The maim item discussed had been free telephone tolls betweenjadjacent areas Trochu and Torrington will be combineq and consideration is being given to Three Hills, Acme and Trochu The rental rates increase according to the number of telephones in use under the free toll service in groups as follows' 1 0 - 500 phones 2 500 - 1500 phones 3 1500 - 5000 phones A vote by mail determines the decision of the people. Mr Bauer moved that the report be accepted Carried. D C DAU G. G. KING MINUTES APPROVED C. OF C. MEETING FREE PHONE TOLLS Mr. G King advised Council that Mr Hugh Har- H. HARGREAVES reaves had paid the old miscellaneous account cf MISC ACCOUNT 120.00 which he owed for gravel Collection procedures have th s been withdrawn. Mr. Schmelke moved that this report be accepted Carried Letter of January 10/73 from German & Co gave FRED ART information regarding negotiations which are pro- CLAIM ceeding for an out-of-court settlement of the claim of Frederick J Art. The details of this have not been completed Mr Poole moved that this information be accepted Carried Mr. R W Brown reported on the Three Hills ANNEXATION Annexat on Hearing held on January 19th Mr McGregor HEARING was the only member of the Local Authorities Board present to hear the representations. The Department of High ays had opposed the project and the Calgary Regiona Planning Commission had also opposed it Mr Brawn had represented the Council and had referred to the dinutes from the October - December Meetings in 1972 ani the January meeting in 1973 He had explained to the 4earing that the M D Council gave support to the ann xation proposal No decision had been received but this will come later by mail Mr Ferguson moved that t 's report be accepted. Carried /► See Page 2 11 :7 FORM 149-P SPECIAL ' COUNCIL MEETING JANUARY 22, 1973 Pa Mr Poole reported that the Calgary Regional Planning Commission had tabled for one year the possibility of establishing an office or sub -office in Drumheller. This led to some general discussion regarding the C.R.P.C. and particular reference to its opposition to the Three Hills annexation proposal despite the approval of Council Mr Schmelke moved that Mr Poole's report be accepted Carried Council was advised that Mr Bauer, Ferguson, King and Kinsey had represented the M.D under the coaching of Mr. A H Church at the curling at Lacombe ;last Friday They had tied for 2nd place but Rocky View had been declared the winners of the trophy Circular from the A.A.M.D. & C dated January 8th was read regarding Calgary Power rate application for an increase in rates. It was noted that Calgary Power only serves a portion of this area and would only effect 1 - 2% of our power rates This would be very"minimal in effect on taxation Mr Brown outlined the Association's position and stated that a holding brief had been presented through Mr. A M Brownlee, Q C Mr Poole moved that the Association be advised that this Municipal District is not pre- pared to share the costs of opposing the application of Calgary Power Carried CRPC RE DRUMHELLER OFFICE 6= CURLING CALGARY POWER RE POWER RATE INCREASE Circular of January 16th from the A A M D & C. A A M D & C was read in respect to the plan for property tax RE PROPERTY relief and related matters The discussions here TAX RELIEF with Dr Warrack were reviewed and the following questiogs were noted 1. Wi4l the Hospital requisitions be sent direct to thq Government and paid direct to the hospital9 2 Dos hospitals include Nursing Homes and Auxiliary Ho pitals9 3. Is!there any possibility of broadening the definition of the owner -occupied property to apply to all owners who live within the same Municipality? 4 We'should ask about having the increases of 70 per year dated back to 1970, 1971 & 1972• Mr Poole moved that these matters be referred to the Mzniste� of Municipal Affairs with copy to the A A M D & C (Carried Mr telepho: have on other m the Sec changed Carried Brown referred to the problems in getting .e connection to the office where we only number in use. Previous quotations and tters were reviewed Mr Church moved that -Treasurer be authorized to have the system to a rotary number with or without intercom See Page 3 OFFICE TELEPHONE SYSTEM APPROVED 0 0 0 FORM 149-P SPECIAL COUNCIL MEETING JANUARY 22, 1973 Page 3 Mr G King reported on his investigation regarding REPORT RE the street lights at Huxley and showed a diagram of the HUXLEY ST present locations and changes that might be made He LIGHTS was asked to find out whether or not the M D pays for the light at the Huxley Hall and if so, to refer to Council the matter of paying for the light at Wimborne. Further 'discussion followed Mr Poole moved that Council approve of one additional street light near the Gulf Bulk Service Station with Mr Campbell authorized to choose the exact location Carried Letter of January 11th from the Kneehill Ambulance LL Societyasked Council's opinion about adding the second AMBULANCE new ambulance with equipment as recommended by the SOCIETY - Society;,Board Mr Church moved that the Council support 2ND AMBULANCE the plan for a second equipped ambulance Carried unan Mr. Ferguson moved that the date of the next Tax TAX SALE Sale be set for Friday, March 30/73 at 2 00 P M and MAR 30/73 that the Sec -Treasurer have authority to list the 2 00 P M properties under the terms of the Tax Recovery Act Carried. Mr. Poole moved that the Annual Meeting of Ratepayers ANNUAL be held at the Three Hills Community Centre on Monday, MEETING March 19/73 commencing at 1 30 P M Carried MAR 19/73 The Industrial Development Branch had acknowledged the nomination of Mr Carl Isaac for the Canadian Industrial Development Award for 1973 Mr Church moved that this be accepted and filed as information. Carried. Mr. Campbell moved that the Minutes of the Carbon Recreation Board Meeting of December 11/72 be accepted and filed Carried Mr Bauer moved that the letter of thanks from the Salvation Armv for the 1972 grant be accepted and filed Carried,. 1972 Recreation reports and financial statements from Mt Vernon and Three Hills Rural were referred to briefly' Mr Campbell moved that these be accepted and filed. I Carried Mr G King advised that Huxley had inquired about the possibility of an increase in its grant for 1973 as they; had to install a new furnace or furnaces in the Hall Mr Schmelke moved that this be filed for con- sidera�ion whet, all grants are being considered Carried. Itt was noted that the Calgary Regional Planning Commis ion has approved of the replot scheme in Grainger as perproposal of this Municipal District Mr Poole moved khat this information be accepted and filed Carried Slection of delegates to the Alberta EMO Annual Confer1(ates nce on February 14. - 16 was discussed Mr Brown reportd that he would not be able to attend, and Mr G. IND DEV BRANCH - CARL ISAAC CARBON REC MINUTES ACCEPTED SALVATION ARMY -THANKS REC REPORTS MT VERNON 3 HILLS RURAL HUXLEY RE INCREASE 1973 REC GRANT CRPC - APPROVAL RE GRAINGER DELEGATES EMO CONFERENC • 0 • FORM 149-P SPECIAL COUNCIL MEETING JANUARY 22, 1973 Letter from Mr John Patterson advised that he would not be available to accept the offer from here for the position of Asst. Agricultural Fieldman Some members of Council stated that Mr. Patterson had obtained a similar fob with the M D. of Rocky View Mr Campbell moved that this information be accepted and filed Carried Page 4 Mr Schmelke and Mr G King reported there had been a break in the Wimborne water line and some other problems but these had now been repaired No decision has been made in respect to a pressure tank system at the well to reduce power costs as it will be necessary to get further prices before pro- ceeding: Mr. Bauer moved that these reports be accepted Carried Report from the Apprenticeship Board advised that Mr'. Robert J Cranston had successfully completed his 3rdyear course as a Welder with good marks and attendance Mr. Ferguson moved that ."Mr Cranston be congratulated and that the information be accepted and filed Carried Mr Poole reported that the Swalwell hamlet well had frazen�4p. Mr Stan Young had contacted him and had stated he would put his pressure system in the hamlet well this Spring if suitable arrangements can be worked out. The pressure system would remain the property of Mr Young and he would look after it Temporary repairs have been made in the meantime. Costs o!f installation would include digging,a culvert, a cover-, the building, labor, etc Mr Schmelke moved that Mr Poole be authorized to make arrange- ments with Mr Stan Young on terms which are mutually.; acceptable Carried The Council Meeting adjourned for dinner from 12 00 boon to 1 00 P M. MrI G L Park, Norman Soder and Dan Peters entered the meeting at this time and brief discussion took pace concerning the In Service Training Course at Oldo Mr R W Brown moved that Mr. Glen Smyth attend the In Service Training Course providing he accepts appointment with this Municipal District and ifhe attends the course and does not accept employment with this M.D that he is indebted to us forRthe cost of the course which is $60 00 Carried Acommittee of Gordon Park, Norman Soder and Reg Campbell was also named to see Mr Glen Smyth and pans this information on to him D'scussion was held concerning the 1973 ASB Budget and Mr Tom Ferguson moved the acceptance of the Budget, copy attached Carried C rrespondence was read from the A.A M D & C. reg rding our estimated need of Tordon and CarbynE and Avadex for 1973 Mr Art Bauer moved that WE reply to the A A M D stating that we will need nc Carbyne, Avadex or Tordon at the present time bit are looking into the possibility to see if the Seed Plant can handle Carbyne and Avadex for us if the price is right. Angus Ltd entered the meeting at this time in which Mr Robbins introduced Mr Ferrari as the new salesman in our territory Various discussions were held and Mr Robbins thanked Council for the opportunity of introducing Mr Ferrari and they both left. Bauer moved that the following information 1973 .mates of 1973 capital be turned over to the Shop BIDS ON ;e to make up specification sheets and send out EQUIPMENT be back by February 19, 1973 1 Crew Cab $ 3,500 2 Motor Graders 60,000 1 School Bus 500 1-5 ton truck 6,000 1 New 2 Ton 2,500 1 New Tandem Truck 22,000 2 -New Trailers 63600 1 New Loader 19,4$0 1 New Crawler Tractor 50,000 2 New Snowplows 4,200 1 New One Ton Truck 3,500 The above represents a total estimated capital expenditures for 1973 of $$178,280 Mr Schmelke, Church and King reported that they and John Dorn had met with representatives of the Wimborne Fish &.'Game Association at its proposed dug -out location at SE -2$-33-26-4 The Association proposes a dug -out of approximately 11,000 cu yds to be stocked with fish later and requested Municipal assistance for hauling away the dirt The committee advised that it would not be practical to use any motor scrapers or scrapers of any kind because the dirt would be too wet when it was removed from the hole Mr Poole moved that no Municipal District equipment be sent out during the winter, if equipment is in the area later in the year Council will give consideration to some work levelling the dirt Carried Rr_,rUnl RE WIMBORNE FISH & GAME ASSOC DUG -OUT Mr Joe Dobler reported they are behind on stock- STOCKPILING piling because one truck needs to be repaired at this time aid therefore they are short of equipment He suggested working on two ten hour shifts Mr Schmelke moved hat Mr Dobler have authority to organize this Carried. Mi Ted Paquette and Joe Dobler then left the meetin: Mr Ralph Brown stated he had a matter which he PRIVATE wishedito discuss privately with Council members. The DISCUSSION Secretary -Treasurer then also left the meeting from approximately 5 15 to 5 40 No Minutes are recorded of that discussion M r G King returned to the meeting.
