Buyer and seconde by Mr Don Dau Carried See Page 2 0 0 FORM 149-P SPECIAL Brit hl ghli gh- s JANUARY 17, 1973 REPORT OF COMBINED MEETING LOCAL GOVERNING OFFICIALS Pa ge 2 reports were given with the following as some of the M D. of>Kneehill Mr R W Brown referred to work in 1972 with heavy surfacing of 11 miles at Provincial Government expense in the Linden -Allingham area He also referred to 37 miles of new light -coat surfacing or re -surfacing, to 33 miles of; roads re -graded and to a total of 89,197 cu, yds of gravel used He also advised there is a possibility of getti4g an overpass at the C P R crossing south of Linden and a recent 16tter regarding this was read to the meeting Three Hills School Division Mr. Don Dau gave a report but first stated that Chairman W Anderson was in hospital and thus unable to attend He referred to various building programs including libraries at Three Hills and Trochu and other programs including certain Science rooms, gymnasium extensions, etc. He stated they are near the end of their proposed building program Drop in student enrollment at September 1/72 as compared to the year previous was 130 students The closing of Churchill School accounted for about 12 of these who went to Drumheller They now have 51 bus routes and note that bus operation costs have been increasing He also stated they may make some arrangement with the Beiseker School for shop and Home Economics He thanked the Municipal Council for co-operation Three Hills Hospital Mr ISommerville reported occupancy rate of 71% and stated that out-patient income had been down somewhat Drumheller Hospital District Mrs' Myrtle Roberts reported they had operated in the black by the end?of 1972 and said this was thanks to the Government for further help in?construction expenses Further reuisi.tions may be needed with nurses asking for an increase of about 1$� one year and 10% the second year They have budgeted for approximately 8% Dr Walker is leaving Drumheller and Dr Doyle is replacing him as chief surgeon Trochu Hospital Mr« B Mathieu and Sister Ellen O?Neill reported the occupancy is between 72 & 73% and that the 1972 requisition left a small surplus They see no major change for 1973 k Elnora_I o spita 1 i Mr' Wagstaff reported their occupancy was 61%, being up 12% They wee in the black in their operation for 1972 They have a new administrator Their nur3ing staff are mostly part-time workers Auxi.lia Mr but onl, Hosplta'. nursing for bui: Hospital & Nursing Home Ken Wright stated they have been operating at capacity about 67 comesfrom this Municipal District area Alberta Services Commission is studying the needs for a second home and the Board must wait before they can get approval ding on this side A requisition will be required again �d,,;o�5 See Page 3 0 40 0 FORM 149-P SPECIAL JANUARY 17, 1973 Page 3 REPORT OF COMBINED MEETING LOCAL GOVERNING OFFICIALS Linden Nursing Home Mr Walter U Toews reported that the Government grants :ave been much appreciated and have enabled them to operate in the black He expressed appreciation for all other donations They are operating at full capacity most of the time Ambulance Mr !Tom Ferguson reported that It has been very successful and busy. Hecongratulated and thanked all volunteers including the Linden Nursing Nome for looking after the laundry without charge. He also stated that statio*agons had been used occasionally as stand-by units and the Committee the purchase of a second ambulance Operating costs have been looked after through the charges made for the services and through a very small requisition Mr G King added the total volunteer hours in actual operation of the ambulance in 1972 was 1,311 hours Drumheller Health Unit Mr Ferguson reported that It has been operating quite satisfac- torily but they have been without the services of a dentist since the death of Dr Oliver They are trying to get replacements and expect to be successful in this soon Town of Three Hills Mr 'Ken Wright stated they are happy with the M. D ?s co-operation and pleased witn the agreements regarding the nuisance grounds and fire prosection They were disappointed in the results of the recent rec plebiscite when the country area refused support. They suggested some more help should be given for looking after the cemetery and stated it is approximately one-half rural use He also suggested the Municipa� District giving some help for some heavy surfacing on railway Avenue which carr -',-es heavy truck traffic Government help has beeni promised for 2nd Street North, this being the main E/W road through �hiee Hills He also stated they have an application in to annex a dew sub�'ivision to the east and a public hearing will be held in 'regard to this matter Town of Trochu Mr 'Steinbach reported they had lost two elevators by fire but one is being replaced The swimming pool has been finished but land- scaping �s still to be done Three blocks of hot mix have been placed on streets and about three blocks of water main added New sanitary landfill had been dug, population is approximately the same as a year ago°and the mill rate remains about the same Building permits totalledl$100,000. Carbon has and sewer debts paid off so will have more money for -posses A new bridge is expected in Carbon and he asks Municipal District look at the approach road to make :nt s on it See Page 4 • • E 0 FORM 149-0 SPECIAL Villa JANUARY 17, 1973 Page 4 REPORT OF MEETING LOCAL GOVERNING OFFICIALS >f Acme Mr Eitzen reported that the nuisance ground is getting much worse an something has to be done soon He also suggested they require ore help in regard to cemetery expenses Village_ bf Linden Mr Lewis Esau reported they are pleased with the possibility of getting the overpass south of Linden They are concerned about the poss�ble increase in gas rates and the effect on industry of even the; present high rates Their population remains the same An apartMent block for senior citizens is being considered. Building permits 'totalled $318,000. Village Of Torrington Mr Mac Hutton i tpoj ted that everyt-' ing has been going quite well and they have oiled their streets Census showed an increase of 30 with population now 160. Nuisancel Grounds Mr R W Brown reported briefly on the present policy of the Government which states there shall be no burning in the nuisance grounds but he said this policy may be relaxed somewhat He also stated there is a possibility of getting some assistance from the Governmnt for new sites and he suggested that one good site between Linden Ind Acme would serve both areas Dr A Warrack, M L A Dr! Warrack stated he was very pleased to attend this meeting and said he still wants to listen to ideas and comments but he is now mora prepared to respond then he was one year ago. He expressed regretsin respect to the following two items 1 The' death of Mrs Grace Trudea u, mother of the Prime Minister of Canada 2 Mrs S Schumacher, M P was unable to attend due to pressure of Ithe work at Ottawa HeIreferred briefly to progress made in the following main project 1 The completion of the Trochu Swimming Pool with certain Government assistance 2 Free telephone toll service between Trochu and Torrington areas will be cleared in 1974 3 All this area will have telephone cable service in 1973 and additional free toll area service will be studied thoroughly Those interested should inquire now to get rate changes for 1974. Under the free toll service the flat rate goes up but the saving from no tolls offset this 4 Gross vehicle weights for trucks from #21 north to the river, 72,000 lbs and on 27 west now 72,000 lbs They are still trying to co-operate to �pt a higher limit from Beiseker north in the M D of Rocky View See Page 5 E 0 0 0 FORM 149-0 SPECIAL JANUARY 17, 1973 Page 5 REPORT OF COMBINED MEETING LOCAL GOVERNING OFFICIALS 5. Recreation Grants are more flexible with the totals being approx the same 6 Their are now acquiring the additional land needed to complete thepark east of Huxley and also for some road access to the parr They now have approximately 1200 acres and expect to increase this by 600 7 Land has been bought for a Provincial Building in Three Hills and erection is expected in either 1973 or 1974 8. The Government Weather Modification Office will be located at Thr.e Hills and further points up the policy of the Government for distributing Government services and it also shows the greter need for more space Dr Warrack then added general comments and answered questions with a f w of the points being as follows 1 Congratulations to the volunteers of the ambulance service 2 The',clean air standards for nuisance grounds are very necessary in places of heavy population but some relaxation could be given in less heavily populated areas 3 Public gives hearing in regard to proposed annexation at Three Hills all an opportunity to be heard and thus is quite important 4 The' new allowed from the made for givje an 5 Provincial gas policy means that no new exports will be unless the price goes up Alberta users will be sheltered price increase through a price rebate but allowances a general 4% growth in costs The new policy should incentive for industries to establish in Alberta He Was not certain about the future in respect to Recreation Capital Grants Mr prices through ential Lewis Esau of Linden spoke in regard to the r gas through Canadian Western Natural Gas he Co-op serving the area He felt that the s too great difference in Company and price differ - Mr! The 30 mills School Foundation Tax still applies 2. The Government is looking at a 72% growth factor. Page 6 3 The School Division does not get any incentive grant direct to 1t 4 The grant based on need will be on a formula basis but the formula has not been announced 5 He knows of no protection in regard to price increases for propane or other heating oils, etc 6. He was asked about the amount of grants that would be payable to School Divisions but he did not have this information available Dr.'FWarrack was thanked for bringing much worthwhile information to the meeting and for answering questions Letter from Mr Gordon Taylor, M.L A , was read expressing his regrets at being unable to attend this meeting Davlifier Service - Mr Mathieu referred to this matter and stated we are subsidizing the service from Drumheller to Edmonton and that the number of passengers would have been much heavier on this line Dr. Warrack stated he felt there was no chance of getting the dayliner service back but they are asking Greyhound to consider better bus service Mr; R W Brown expressed his thanks to all those who had attended the meeting and for their co-operation. It was agreed that the next meeting of the combined group be hold on Wednesday, January 1 16, 1974 at the Municipal Office in Three Hills, commencing at 1 30 P.M Mr.J Ken Wright expressed the thanks of the meeting to the Municipal District for arranging same and to Dr Warrack for attending and bringing information Itwas agreed that two copies of the report of this meeting be sent to!each group represented and one copy to each member of Parliamdnt or M L A , etc T meeting adjourned at approximately 4 00 P M G lG King, Acting Se��ary 1 0 • • 0 FORM 149-P SPECIAL © 1 - COUNCIL MEETING JANUARY 17, 1973 The ouncil Meeting that had adjourned from January $/73 was -econvened in the Municipal Office, Three Hills on Wednes ay, January 17/73, commencing at 9 00 A.M. All ouncillors were again in attendance. Mr G G King, Sec -Treasurer, was present and recorded the Minutes C Dau was present for a portion of the meeting Mr King advised Council that he had been asked about prodding space in our Municipal Office for a Governmen6a committee on Weather Modification They require t is space soon and will be using it on a continuous basis. Discussion followed Mr Schmelke moved that Council approve of the rental of the small meeting r om in the basement and the adjacent office room for he Weather Modification Committee if the Town has o other suitable place available and that this be oa a time limit until the Provincial Building can be er cted. Carried Government representatives had inquired about machinery and men to do the job of placing rip -rap along the road on the Bigelow Dam Names suggested with trucks were Downe & Son, J B Ross, Ron Toews and Earl Balderson It was felt that laborers could be found when required. The Three Hills Annexation application was dis- e�ussed briefly and Mr Poole mentioned that the Calgary Regional Planning Commission has voiced disapproval of it because of the first decision of our Council objecting because the application was on a piecemeal basis The Minutes of October 23rd and November 9th, 1972 regarding this matter were rea and discussed Mr. Poole moved that Mr R W Br wn represent the Municipal District at the Annexation Hearing in Three Hills this coming Friday Carried. Mr Poole mentioned that some consideration is being given to establishing an office or sub -office of C R P C in Drumheller The annual meeting of the representatives is being held this Friday Council agreed that Mr. Poole consider the matter after the discussion and use his best judgement. BriIf discussion took place regarding machinery requirem nts and the meeting of the Shop Committee held rec ntly The Minutes were not available at this dato Items referred to were a new trac=tractor to replace the D-8 and a new truck to replace the 1967 one used by Oris Rodger Council was advised that Mr. Don Bauer had been using the motor grader to clear snow around bins at Albert StickelQs on Monday last. He had accidentally hit a wooden bin and knocked a hole in same It was noted that the Municipal policy does not assume responsibility Mx. Schmelke moved that a letter be written to Mr Albert Stickel ad- vising him that the Municipal District does not assume responsibility for the damage. CONDITIONS • Mr Schmelke and Mr Ferguson left the meeting at SCHMELKE approximately 10 30 A M to meet with Hon. Dr Warrack v FERGUSON and others regarding the Nursing Home and Auxiliary LEFT Hospital. They returned to the meeting at 11 00 A M Mr Brown reported that Mr Vern Bitz had been SLAUGHTER clearing snow with the Municipal motor grader near the HOUSE AT slaughter house at Acme The machine had broken through ACME a well cover and had become stuck A lot of extra time had been taken with the FWD being brought down from Three Hills to pull him out Mr. Campbell moved that Mr Nielson, owner of the slaughter house be charged for the normal time the work would have taken. This motion was voted on and declared lost Mr. Brown moved that Mr Svend Nielson be charged for 1 hr of work with the motor grader if the account is paid immediately and that otherwise he be given a full charge for both machines Carried 4 to 1 Mr. Schmelke and Mr Ferguson returned to the SCHMELKE meeting at this time, being approximately 11 00 A M FERGUSON Honorable Dr Warrack, M L.A met with full Council Mr Brown welcomed him to the meeting and Mr Warrack HON DR. proceeded to explain in considerable detail the new WARRACK Alberta! Property Tax Reduction Plan Of particular RE NEW ALTA. interest was his statement that no Municipality in PROPERTY TAX Alberta would be forced into a rate increase due to REDUCTION PLAD the new deal In other words, no Municipality would receive a net loss as compared to 1972 The money for the program is coming from .increased oil royalties partly Lessened by the incentive for exploration. Dr Warrackalso explained the new gas policy and the two - price system and also protection being given to local consumers through a rebate system He further went on to explain about the expanded coverage expected • for rural gas users Considerable discussion followed. It now appeared definite that nearly everyone in this Municipality would benefit flrancially from the new plan br. Warrack mentioned that he expected that some more definite dollar figures would be sent to each Mtinlcipality within the next week or ten days. L tter from Dr. Tarrack dated January 4/73 was BIRD SANCTUARY • read in regard to the proposed Bird Sanctuary at the BIGELOW DAM Bigelow Dam Decision on this matter was tabled without V motion pending further information from the Red Deer office and to allow for further discussion 11 FORM 149-P SPECIAL 0 • CJ FORM 149-P SPECIAL COUNCIL MEETING JANUARY 17, 1973 Page 11 Dr Warrack also mentioned that some further con- OLD CAR sideration is being given to some programs for disposal BODIES of old car bodies and also the tidying up of gravel pits Dr Warrack was thanked for attending the meeting THANK -YOU and bringing the information The Council Meeting adjourned for dinner from DINNER 12 15 Noon to 1 15 P M Following the noon adjournment the combined meeting COMBINED was held with other Local Governing Officials of this MEETING area from approximately 1 30 P M. until 4 00 P.M A GOV OFFICIALS separate report is made up of that discussion The Council Meeting as such reconvened at approx. 4 00 P.M. with all Councillors still in attendance Mr. Schmelke advised that the Wimborne Fish & Game Association is considering a dug -out in a portion of the SE -28-33-26-4 which may be stocked with fish. They have asked for some Municipal assistance in getting rid of the dirt from the dug -out. Mr Schmelke moved that the road committee investigate this and report back to Council Carried It was agreed that the road committee meet regarding this tomorrow at 1 30 P.M MEETING RECONVENED WIMBORNE FISH & GAME RE FISH IN SE -28-33-26-4 Council was advised there has been a break in the WIMBORNE water line at Wimborne and this is being repaired WATER BREAK Mr `Church reported that he had hired Emil Hein- rich to do some private work for Mr Fritag and that Emil Heifrich also did some private work on the Municipal road: of the area south of Eesketh His total account - 2 hrs work will be $12.00 of which $4 00 i s to be charged to lIr. Fritag and the balance charged to the MunD_clpal D=strict. Mr Poole moved that this be approved. BOOKS Mr Poole moved that the Council Employer Committee EMPLOYER meet with the Employee Committee on Tuesday, January EMPLOYEE 23/73 at 9 30 A M and that Council meet in special COMMITTEE meeting at 1 30 P.M on that date for a discussion MEETING -JAN of recommendations from the Employer Committee and also `_ 23/73 that the monthly paid employees be asked to be on call after 3 00 P M of that date for discussion of wages Carried Mr Brown moved the Sec -Treasurer endeavour to get WAGE wage comparisons from adjoining Municipalities for COMPARISONS reference to the meetings on January 23rd Mr Schmelke moved that this meeting do now adjourn ADJOURNMENT Carried.
