Someetails were discussed in respect to this The ANNEXATION Sec -Treasurer suggested the Council should try to make HEARING certain thatl the farm land continues to be assessed as farm land unItil subdivided or otherwise used and that the Town be resppnsible for separate titles to any annexed area Mr Campbell moved that the notice and suggestions be accepted and that decision of who represents Council be tabled until Council again meets on January 17th. Carried Mr Church moved that Council approve of the proposed OHLHAUSER subdivision of the SE -25-28-23-4 - Ohlhauser - without any SUBDIV. restrictions Carried APPROVED Under date of December 22/72 the Traffic Planning Branch D OF H of the Provincial Department of Highways issued a development PERMIT RE permit for a dwelling in the NE -31-31-23-4 to Mr John Barg J BARG Copy of the documents were read to Council The location is DWELLING adjacent to Highway 21, east of Three Hills Mr Ferguson moved that this be accepted as information. Carried. Letter of December 18/72 from solicitors Sandercock, OLIVER PARRY Schumacher and Madden was read in respect to the Oliver H POUND DAMAGE Parry pound claim Mr G King advised Council that Mr. CLAIM Oliver Parr had been at our office on December 22nd and had asked that the solicitor's letter be corrected in items 2 and 4 on the first page by changing the name "Linkt9 to "Lawrence" Mr Parry had also given further details re- garding the procedure he had followed in regard to the stray animal and Mr G King read notes he had made con- cerning thA matter. Considerable discussion followed Mr Blown then moved as follows 1. AFFAIRS Carried CENSUS Some d"`scussion took place regarding the Provincial A.A.M.D. Municipal Assistance Grant Formula. Mr. Schmel ke moved MUN ASSIST. that the A A M D & Counties be advised that the pres>ant GRANT formula for ,that grant is acceptable and suitable in this FORMULA Municipal District Carried Council was advised that the Provincial Department of Municipal Affairs had extended the date for applications for 1972 Ho eowner Discounts to February 28, 1973 Notice of this had not been received until December 14th Mr Ferguson moved that the new cut-off dates be advertised. Carried ! I Mr Reg Campbell referred two items to Council 1 The Provincial Park east of Huxley may be developed and this will lead to heavier traffic and perhaps the necessity of road improvements from Highway #21 east approximately 12 miles The Sec -Treasurer agreed to look up the previous policy of the Government regarding grants for roads to parks so that this can be discussed with the Hon Allan Warrack 2. Mr. Campbell reported he had attended a recent meeting of the Huxley Fish & Game Association at which time the Hon Mr Warrack and others from his department had brought gengral information regarding the Huxley east park 1972 H.0 D r, l Liv vE D R CAMPBELL RE HUXLEY PROV PARK Mr. Ba er moved that the circular regarding Winter WINTER PROJ Capital P ' roects Funds be tabled to January 17th Carried : FUNDS Report dated December 28th from Alberta Powaar Limited was read regarding the Wimborne water system This included WIMBORNE a suggestion that pressure tanks might greatly reduce the WATER SYSTEM! power bills Mr. Ferguson moved that we contact the engineer, Mr C Seryld for recommendations and that we also get prices rega ding pressure tanks. Carried Corres ondence as received from Solicitor German & Co FRED ART was read re arding Frederick Art Mr Bauer movad that Council app ove of the signing and registration of the Caveat agai st the NW -26-32-27-4 as drafted by Mr German, Solicitor. Carried Mr Schmelke moved that the Minutes of the Torrington TORR REC Recreation Board Meeting of December 28th be accepted and BD MINUTES filed. Carried APPROVED Circular from the Recreation Branch outlined its new REC BRANCH policies in regard to assistance for recreation pr� ,..,:� i.,,:,. CIRCULAR RE This removed many of the previous restrictions. Mr. Church POLICIES moved that this information be accepted and filed Carried. 3 C� COUNCIL MEETING JANUARY 8, 1973 Page 3 Mr. G king presented to Council Assessment and Tax information regarding the Prairie Bible Institute for 1972. By using calculations similar to those in 1971, the net tax levy against the main P B I property will be $7,619 25for 1972 and with the amount to be cancelled $17,759 58 Mr Ferguson moved that this report be accepted and that Council direct that $17,759 58 be cancelled for 1972 in regard to account number 6371 of the Prairie Bible Institute 'Carried 1972 ASSESSMENT P B I Mr G King presented a summary of the 1973 assessment P B I figures for `the Prairie Bible Institute in respect to the 1973 previous roll card #6371 Taxable assessment at a special ASSESSMENT mill rate will be $341,385 00 and the non-taxable assessment will be $749,075 00 Mr. Campbell moved that this statement be approved for use in 1973. Carried The Council Meeting adjourned for dinner from 12 00 ✓ DINNER noon until 1 00 P.M At 1 00 P M Mr Ken Brost met with Council regarding K BROST By -Law #713!as advertised concerning the closing of certain RE BY-LAW streets and 'lanes in Grainger The areas involved were #713 discussed with Mr Brost and he then stated he was fully GRAINGER satisfied and had no objection Council delayed further action on this item until later in the Meeting in case any one else should come into the office with questions or objections Mr. Brost remained at the meeting for the greater part of the afternoon as a ratepayer Council was advised that the Three Hills Chamber of C.OF C Commerce is holding a supper meeting this coming Wednesday SUPPER at 5 30 P M at Three Hills Hotel with the Hon. Allan MEETING Warrack as a guest. The Council had been invited to send one or two representatives. Mr Schmelke moved that Mr R W Brown and T A Ferguson represent this M.D at the supper ineeting Carried MrGo don Park, Ag Fieldman, met with Council G. PARK Mr. Fe guson moved that the delegates to the Agricul- DELEGATES tural Servijce Board Conference in Edmonton Feb.,..,...; 27 & ASB CONFERENC 28 and March lst be Councillors Bauer and Campbell and the two farmer representatives, plus Mr Gordon Park and 'Mr Norman 'Soder with alternate Councillors to be named if either of the two named in this motion cannot attend. Carried Mr Brown moved that the expense allowance for the EXPENSE deleates too the A S B Conference be $16 00 per night ALLOWANCE and �2 00 per meal, plus the regular per diem expense. Carried Up-to-date information regarding the unthrashed UNTHRASHED grain program was read to Council and discussed. J DORN King read to the meeting the information he had received from the R P.M.P regarding firemen and general traffic R C.M.P. RE following vehicles to a fire It appears there is no FIRES legislationto prevent the traffic as long as fire trucks are given right-of-way and ordinary regulations are not V violated. Notice asking for co-operation has been placed in the local papers Mr Ferguson moved that this informa- tion be accepted and filed Carried. Mr G King also advised Council that information R.C.M.P RE from the RC M P stated that our oil wagons, lunch LIGHTS REQUIRED trailers, etc definitely require adequate lights, including brake lights. Mr Poole asked about the size of the culvert south of 4-30-23-4 and whether or not any previous request had been made for a government culvert. Mr Poole moved that further information be obtained and these locations be reported to the Bridge Branch Carried Some discussion took place regarding the general POLICIES RE Council policies about pipelines across road allowances PIPELINES Mr Church moved that his motion December 11/72, Page 4 ACROSS RD be clarified to show that the Council member and Ted 4 ALLOWANCES Paquette only give authority for either ditching or boring and that the other policies still apply Carried Mr Ferguson moved that the applications for workAPPLICATIONS of Norman Tainsh and Gary Ensminger be referred to Ted 4, FOR WORK Paquette 'Carried Council was advised that T.P L has submitted a new price list for culverts and that this stated on it also the name of the Alberta Municipal Districts & Counties and the price change was effective December 15/72 Mr Brown stated the Association had nothing to do with CULVERT those pricids but some general increase is expected He ORDERS suggested that the price list as received be disregarded so far as the Association is concerned Mr Ferguson moved thatlan order for $4,000 00 worth of culverts be given to each of the following companies Armco Drainage, Westeel Products and T P L on condition that the 1972 prices wild apply Carried Mr John Dorn advised that Harvey Jesske had been HARVEY JESSKE using his Own tools as a mechanic for the M D during RE TOOL 1972 and s�ggested he would be entitled to the regular ✓ ALLOWANCE allowance ,Mr Schmelke moved that Mr Jesske be paid $75 00 fortool allowance for 1972 Carried Mr Blown moved that the Shop Committee be asked SHOP COMMITTEE to review the previous policy regarding allowances for til REVIEW POLICY use of pri+ate tools Carried RE TOOL ALLOW Mr S Omelke asked that the Seismic crew working near Wimboirne be asked not to leave piles of snow along the side of the road as these could cause drifting problems later Other general public works items dealt with were as follows 1 SnowD drifts hav somewhat s _owing is fairly well under control but the been very hard and thus the work has been _ow I SEISMIC CREW SNOWPLOWING COUNCIL MEETING JANUARY 8, 1973 2 The Wagner is being overhauled and should b by the end of the week . II 3 The neer one -ton truck (Ford) is here - the box is 1 TON TRUCK to be made for it 4 It wassuggested that the Shop Committee consider LOADING some type of loading crane to be put on the new one -ton CRANE truck 5 The tandem Ford' gravel truck was received back okay GRAVEL from Calgary after much delay in getting the body work, TRUCK etc done 6 Some sWt work had been done at the Shop and there SHIFT WORK was considerable overtime work in snowplowing 11 0 - FORM 149—P SPECIAL Mr Jahn Jeffery presented the accounts and these ACCOUNTS were reviewed with Council Mr Schmelke moved that V APPROVED they be approved for payment as per list with the Minutes. Carried The Majgistratevs Office at Drumheller had mailed notice to ugh Hargreaves regarding a Small Debt Claim against hi by the Municipal District for $120 00 The notice hadbeen returned unclaimed Mr Bauer moved that we ar'ange to have the Sheriff deliver the summons to Mr Harsreaves Carried i Mr Poole noted that By -Law #447 set up a board under the 41berta Farm Purchase Board Act and that Act has now beon repealed Mr Poole moved 1st Reading to By -Law #71`, this being a by-law to repeal #447 as referred tO Carried unanimously. This had helped to greatly reduce prices He also stated that new chemicals are available through the Association and it may be possible to sell these through the Seed Cleaning Plants. A proposed closure of certain streets and alleys, 3RD READING etc. in Grainger was then brought before the meeting.
