Raymond Sailer NE-- 8- 34 -23 -4 It was noted that Mr Ohlhauser no longer lives on the farm Mr Poole moved that the Fred J Ohlhauser pound be closed and that Mr. Ohlhauser be sent a letter of thankE for his past services Carried Mr Zy oole moved that each poundkeeper be supplied with a of the most recent brand book Carried. Mr G King reported that the pound sale had been held at the R. Loosmore pound on Dec 12th/72 and the yearling heifer had been sold to Mr Dale Fox for $175 Required advertising is being done through the Gazette and ThreE Hills Capital. Mr Ferguson moved that this report b accepted and thd Oliver and Brian Parry be now paid the $12 50 total for impounding and damages as set bl Council on Dec 11th Carried POUNDS POUND 00 SALE Mr Bauer moved that Council approve of the ALTA POWER extensio of power services by Alta Power Ltd. to Pt NE- 6,32 -23 -4 as per plan submitted and subject to it first having approval of the land owners concerned_ y, Carried. Notice was read re the Central Assoc. See page 2 r rti CJ 0 0 n FORM 149-0 SPECIAL © 1 1 1 1 s COUNCIL MEETING DEC 18/72 Page 2 Mr Brown moved approval of the building permit WIEBE BLDG for Claude Wiebe for a broiler barn in NE- 26- 30 -26 -4 PERMIT Carried Considerable discussion took place about a two- RADIO way radio system and whether or not it would be worth the cost Mr Poole moved that this be tabled and O�L,<d that it be discussed with the Board of the Three Hills School Division when t-he joint meeting Is held with it at its budget presentation. Carried. Mr Ted Paquette, Public Works Su t , and Mr Joe Dobler, Gravel Foreman, met w1th Council. V FOREM8N Gendral working conditions for public works employee was discussed at length and many suggestions WORKING made wit the main aim of having longer machine hours CONDITIONS in road onstruction These minutes cannot record all the discussion but the main points appeared to be 1. Statutory holidays in summer - total of 5 days 2 Consider double shift in summer May 15 - Aug. 31 3 Agre ment should refer to 5 mos winter & 7 mos. summer 1(not 4 and 8 as at present) 1+. Likely no major change re motor graders 5 1973 capital costs will include the new Loader, also to e considered is trade -in of D -8 for a new TrA- Tractor and perhaps 1 or 2 Motor Graders less trade -in of ones in Div 2 & 4 6 Use Of Wagner to pull packers 7 Sno lowing - areas set out by Ted 8. Review correspondence with A G Telephone re the ACME! East line 9 Consider 6 working days week of 10 hrs. each 10. Calculate holiday pay for holidays as the appropriate percentage of wages of the previous year, each per on to still take holidays but no need to refer to tours of holiday time Mr Schmelke moved that Council discuss with the employees the idea of the 6 day - 60 hour week with pay at 12 times regular rate for any hours in excess of 50 hours in any week during road construction by the main crew only Carried Mr. Paquette and Mr. Dobler then left the meeting. The meeting adjourned for dinner from 12 noon to1P DI Following the noon adjournment, the Council met jointly irith the Agricultural Service Board with the following additional persons present Mr. C. BD ment in oi� industry - too much moving, farm experience, limited ch mical knowledge, salary est $700 mo , age 24 Mr Norman Soder - experience as Ag Fieldman, age 48, farm experience, has Pesticide Licence, salary $600. clear Mr Glenn myth - age 19, 1 yr college, salary $450 , farm experience Mr. John Patterson - age 21, diploma from Vermilion College i Pesticides & Chemicals Technology, farm experienc,, salary $500 mo Mr Kennetgh Tetz - age 22, worked for M D & Downes, farm experience, salary $500 to $550 Mr Allan Elliott - age 39, mixed farm experience, worked with Swift, Canadaian and now with Walbern Industries, our salary range a considerable cut from his present earnings, looking for work without so much travel Mr. Lewis Johnston - age 27, B of Sc. in Agriculture, with CUSO for 2 yrs , farm experience, salary $700. mo Afte the interviews, the ap --lications were further discussedland opinions freely expressed Mr oole moved that Nlr Norman Soder be offerred N SODER employmen as Asst Ag Fieldman commencing Jan 15/73 at a rate of $600 per mo., with promotion to Ag Fieldman 3n Apr. 1/73 at a rate based on $7555 per yr , and with he likelihood of the salary following the scale as receiv d from the Ag Fieldman's Association. Carried. Mr. oder was invited back in to the meeting and advised f Council's decision After brief discussion, he agree to accept on the terms as given above Mr Ward moved that Mr John Patterson be offerred JOHN permanent employment as Asst. Ag Fieldman with duties PATTERSON to commerce Mar 15th/73 at $500 per month Carried Mr Patt rson was invited back in to the meeting and advised cf this decision He asked that he be allowed until ea ly in January to give his reply - this was agreed to Mr Patterson thanked Council and left the meeting Mr. Poole moved that Mr Gordon Park continue G PARK work here until Mar 31st/73, and that he then be paid for any holidays standing to his credit Carried. Disr,ussion followed re additional help that will OTHER be required during the summer for A S Bd work HELP Mr Gordon Park mentioned that Mr. Johnson Hart has worked with them but is now 65 yrs old - Elton Kober is again interested for this year (worked here 1972). Mr Glenn Smyth was invited back in to the meeting GLENN He was advised that the Ag Fieldman will contact him SMYTH on or before Apr 15th for summer employment, salary to be at $450. per mo Mr. Smyth accepted and then left the mee ' ng See page 4 • r: C� 0 FORM 149-P SPECIAL COUNCIL MEETING DEC 18/72 Page 4 The Ether applicants were advised of the decisions made by C�uncil and they were thanked for having made applicats ns This was done by Mr G King, Sec -Trees without 4e necessity of them again meeting Council i Mr Poole moved that Mr Johnson Hart be advised that Coun0il's policy calls for compulsory retirement at age 65 and that Mr Hart be thanked for his work while employed by this Municipal District Carried Mr Norman Soder then thanked Council and left the meeting. Letter of Red Deer Air Services was read re its account, they asked for a reduction is the price for lannate from $9. to $8. lb., they had paid on the basis of $8 so left a balance of $196. owing Mr Ward Mated that the farmers had been charged on the higher rate and would not benefit from any reduction Cost to M. D had been $8 lb at Edmonton - delivery,�handling, financing would be extra costs Mr Fergupon moved that no reduction be made in the account for the reasons as given above Carried The members of the Ag Service Board then left the meeting Possible application for assistance under a winter works program was discussed Mr Bauer moved that an application be made for buushing on roadsides at a total est cost of $10,000 , being app 60% labor and 40% machi ery, etc. Carried Lett r from the Prov Assessment Branch advised of an inc ease from $2$ day to $40 day as of Jan 1/73 for any a sessment work by its employees. Mr Ferguson moved that this be filed Carried. Mr King gave a brief verbal report re the Examination in Calgary on Dec 14th re the Fred Art claim Some out of court settlement seems probable Mr hurch moved that the M D provide some snowplows g services as requested at Golden Hills Lodge wit out charge as it is understood that the Town of Three 4ills will be giving some similar service Accept no responsibility. Carried Mr 'Campbell moved that the minutes of Dec. 13/72 meeting of the 3 Hills S D be accepted and filed. Carried OTHE APPLI J. HA N SODER RED DEER AIR SERVICES V A. S. BD. OUT WINTER v WORKS I Circular from the A. A M D & C was read re a formula for Municipal Assittance Grants Mr Ferguson moved that this be tabled until Jan 8/73 meeting Carried. Mr. Mike Aberle, of Prairie Farm Assistance, met Council re the 1972 applications. Discussion followed about regulations, etc , and Mr Aberle agreed to send this M. a copy of the regulations Mr Schmelke moved that Council withdraw the application for 31 -24 -4 nd 31 -25 -4 but hold the one re 34 -25 -4 for further information. It was STREET noted that this spot is in an alley and it might be LIGHTS possible to move a light or place the additional one on a street where it would be of greater benefit Mr Schmelke moved that Mr Campbell and Mr. G.King investigate further with power to act Carried Mr Church moved that Council authorize the optional GAS AT rate contract with Can Western Natural Gas Co. for ✓ CARBON natural gas at our Carbon shop Carried The detailed account of Dr Brian Parry, D V M , was read regarding medici nes and treating of the yearling calf later impounded at R Loosmores Treatment had been between Nov 6th & 13th in a total amount of $39 50 Mr Brown moved that this account be now authorized paid Carried Mr Campbell asked clarification of Council's policy about paying for fences removed to allow for brushing and backsloping, etc He was advised that a maximum of $300 per mi is allowed if the work it for the general Municipal benefit Mr Campbell gave some information in regard to fences of Ian Cameron Mr Church moved that Council approve up to $300 mi for fences which may be removed by Ian Cameron, subject to agreement Carried V DR PARRY ACCOUNT FENCES NEXT Next regular meeting of Council is Monday, Jan 8th /73.MEETING Mr Poole moved that this meeting adjourn Carried ADJOURN Time of adjournment 5 P M ) NEXT MEETING MONDAY JAN 8/73 SEASON'S GREETINGS TO r r /f� �✓ 1 G.
