Park reported briefly on the Provincial Weed Tour held in the County of Flag- staff on Ally 27 & 2$, 1972 They stated they saw a number of differe t types of weed plots along with demonstrations of grass c tting, #plowing solonetz soil. General discus- sion followed. Mr Park stated that it was one of the best tours he had ever attended. Mr R. W Brown moved the acceptance of this report Carried The Secretary then read a letter from Mr Clinton Phaff of Walsh, Alberta stating he could deliver Crested Wheatgrass Canada No 1 at $30 00 per 100 lbs. with 25% off retail price bringing it to a net price of $22 50 per 100 ls. It was noted that last year in March, 1972 we paid $'<3 00 a lb for Certified #1, not Canada #1. Mr C W Poole moved that we file this note until we send out grass tenders later on in the year A letter was read from the Department of Agriculture regarding Coyote Control and the 1080 program General discussion followed and Mr R. W Brown moved that we set out 10$0 baits where requested free of charge Motion defeated Mr T A Ferguson moved that we set out 1080 baits by armer request and that the cost of baits be charged t the farmer. Carried. Mr G. Mr R W. Brown moved ill provide the noon luncheon and see if we any sponsor such as the Treasury Branch or to help in this manner. Carried. Mr. R W. moved that Mr A W. Bauer, R G. Campbell, or on mod, H J Clark, along with G L Park be the local committee to provide for the conference. Carried. General discussion followed concerning our 1973 A .S . B . r_ b_ .,;,m Some suggestions for discussion were if we shold be charging our spraying programs at cost to the farmers or should we be subsidizing them to some extent for some pests such as grasshoppers that actually are a menace to all farmers whether they are in fact, nfested with them or not In other words should the farmer infested have to pay for the spraying and by spraying keep them controlled in one area whereas in the case of the beetweb worm the general feeling was the rape farmer should not be subsidize ¢i as it is only a pest that really bothers rape. Mr !G. L. Park reported that Alberta should be on a 100% warble free program as at July 1, 1973 He also reported that the Departw'rnt of-igriculture has changed grant str`cture to the calendar year rather than their current A ril to April fiscal year Mr. S C Schmelke moved tha we hold a combined A S.B. meeting on November 27/72 to 4iscuss the above. Carried The ounczl and Service Board members then re- viewed the current price structure for the A.S B and Mr T. A. Ferguson moved we accept the changes as attached Carried. L COUNCIL MEETING OCTOBER 23, 1972 Council met in regular meeting the afternoon of October 2), 1972 following the forenoon meeting with the Agricultural Service Board members. All Councillors were in attendance Mr 3 G King, Sec recorded he Minutes. Mr oole moved that of the Me ting of October each memb r Carried. - Treasurer, was present and Council approve of the Minutes 10/72 as per copy mailed to Minut,es of the Three Hills School Div Meeting of October 11/72 were referred to briefly and a few items from same mentioned to Council Mr Bauer moved that these be accepted and filed Carried Page 4 MINUTES APPROVED 3 HILLS SCHOOL DIV MINUTES A letter from the Drumheller Exhibition and Stam, DRUM. EXHIBITION pede Boaro requested a grant from Council Mr Ferguson & STAMPEDE BD. moved th# a reply be sent stating that no grant will RE GRANT be made to them and that no grant is made to any other similar g oup at this time Carried Mr. chmelke moved that no amendments be made in P.F.A. regard to the application for Prairie Farm Assistance NO AMENDMENTS Carried Mr. �ed Paquette, Public Works Superintendent, met ✓'T. PAQUETTE with Coun it Letter of October 17/72 from the Town of Three Hills was read which stated the Town intended to make immediate application for annexation of land for a strip south of the approach road extending from Golden Hills Lodge to Highway #21 Other matters were also referred to in that letter Mr Poole moved an extract from the Minutes of the Calg ry Regional Planning Commission of October 18 and advi ed that the Town had written to C R P C on Septembe 18 in regard to this matter Mr Brown and Mr Bauer stated that the annexation committee had not been advised f this when they had met early in October and they wondered why it was being kept secret Mr Ferguson moved t t the Council of the M D of Kneehill reply to the T wn stating that it strongly apposes piecemeal applications for annexation and objects to an irregular area which does not correspond to existing titles and they feel this should have first been discussed with the Municipal District, and that copies of this letter be sent to C R P C and to Mr C W Poole Carried Mr. Joe Doble:�, Gravel Foreman, the• also met with Council. At 1 30 P M Council opened the bids for sale to this District of a new one -ton truck. King and A W Bauer reported that they licitor, Neil German, at W/NW- 26- 32 -27 -4 - Fred Art location. Mr German had taken f pictures of the location and some dis- d taken place in regard to the court claim ainage in the area had also been given some Schmelke moved that this report be accepted Mr Brown reported that Linden Contractors were now setting up their crushing plant at the location south of !the Tolman Bridge They had not gone to Gintherld as previously directed by Council due to transmission trouble with one of their trucks Con- siderable discussion followed regarding gravel crushing and related work Mr Schmelke moved that Linden Con - tractors be now authorized to do 8,000 cu. yds at Tolman's and that they then move to Ginther9s. Carried Mr.;Ted Paquette reported that Alex Williams may be at Edmonton receiving treatment under the Workmen's Compensation Board for another two weeks or so. It is very doubtful if he will be able to return to do any heavy work No one could suggest any light work that might be 'suitable Mr Campbell suggested that adequate warning signs be put u if any more gravel is taken from the river FRED ART CLAIM LINDEN CONTRACTORS ALEX WILLIAMS WARNING SIGNS The small crew is now working on the Trochu - Wimborne road south of 29- 33 -24 -4 Mr Paquette is to make arrange- ments for entry on to any private land Mr Dobler reported they are now gravelling the three miles of new grading in Divisions 1 & 5 (Nottal Mine Road) He stated he has eight or nine more miles to do in :'Div. 5 from the Watt Stockpile. MAC Carried Mr Joe Dobler reported some problems with the ALLIS- Allis -C lmers loader The cylinders have been repaired and might give further trouble He suggested that Council CHALMERS consider trading this machine for a heavier model. Mr LOADER Poole moved that Council call for bids for a new loader with 21 cu yd bucket with the A.0 loader to be traded in, &that the bids be considered by Council on November 27th Carried Mr. Poole moved that Council request a government CULVERT RE W/NW- 13 -33 -24 culvert for a location south of Jim Cunningham's at Carried W /NW -13 3 -24 -4 as recommended by Ted Paquette Th District Engineer had requested Council to state PRIORITY RE ROAD the priority for the road profiles, etc. as referred to 25, Page 6 Mr Ferguson moved that the PROFILES on Sept Ember followi g be the order of priority.
