Councillors present for this meeting were Mr. A H Church Div 1 Mr. C W Poole " 2 M R W Brown " 3 (Reeve) r Mr A. W Bauer " 4 Yx T A. Ferguson " 5 Mr. S C Schmelke Mr R. G Campbell " 7 Mr. G G. King, Secretary- Treasurer, was present and recorded the Minutes except as otherwise noted Page 1 Mr D C. Dau of the Three Hills School Division was present from approx. 10 30 A.M to approximately 330 PM Mr Poole moved approval of the Minutes of September 25, 1972 as per copy which had been mailed to each Councillor Carried. The Monthly Financial Statement for the month ending September 3072 was presented and discussed as per copy with these Minutes This showed a net balance at the end of the mont of - $27,301 59. Loans owing at the end of the month w re $210,000 00 1Zr Campbell moved that this report be accepted Carried Correspondence from the County of Red Deer, County of Mountain View, M D of Starland were read in regard to fees cha ged for assessment information Discussion followed Mr Bauer moved l-t reading to By -Law #707, this being a by -law to set fees for assessment informa- tion as per copy with these Minutes Carried unanimously. Mr. Fe guson moved 2nd Reading to this by-law Carried Mr Poole moved 3rd Reading to this by -law Carried unan Council considered the report of the Shop Committee in respect to the possible trade of our older D -8 Cat - Tractor to Linden Contractors for their D -7 G KING D. DAU MINUTES ADOPTED FINANCIAL STATEMENT APPROVED BY- LAW # 707 FEES RE ASSESSMENT INFORMATION SHOP COMMITTEE REPORT Mr Doug Hazelton of Linden Contractors met with D. HAZELTON Council He stated the lowest price difference they would CAT - TRACTOR accept for the Cat - Tractor trade as referred to above would be $31,000 00 Mr. Poole moved that Council do not trade with Linden Contractors on this basis Carried Discus ion took place in regard to gravel crushing and related work with the following being the main items 1 Stripping at the Hesketh Pit - Mr. Paquette stated there would be work there for a rubber tired scraper and a dozer and this was tabled until later in the season Mr. Ha not be read for another they start then to Tol permits C ;elton stated that Linden Contractors would to start crushing in this Municipal District ten days to two weeks Mr. Poole moved that Lt Ginther's for approx 10,000 cu yds. and zan's to do all of the pile there if weather irried Mr Hazelton then left the meeting . . 2 GRAVEL CRUSHING HESKETH PIT GINTHERQS & TOLMAN 0 FORM 149-P SPECIAL COUNCIL MEETING OCTOBER 10, 1972 Page 2 Mr. Ted Paquette stated some problems have arisen with men tak ng time off to go harvesting without earlier arrangements for holidays They have been left short- handed as the result He also stated that he felt coffee breaks were Itaking considerable time, more than necessary. He also advilsed that Mr. Demers had resigned from our employment The report of the Shop Committee Meeting of Q<rtober 2, 1972 was read and dealt with as follows 1 The new shop building is now under construction and is facing E -W to give best use of the space at the shop REPORT BY T PAQUETTE SHOP COMM MEETING REPORT NEW SHOP 2 Mr Pole moved that the invitation to bid for a one- the following agents at Drumheller BIDS RE ton truck b also sent to 1 TON TRUCK E 0. Carried SYSTEM 4 Mr Sc elke moved that the account owing to the M D HOWE & SON by Howe & Sqn be settled at $25.00 Carried ACCOUNT 5 Mr Ba er moved that the old F.W D be used for parts F W D. and salvage and that Ted Paquette have authority to sell any surplus parts which are of value Carried. 6. Mr Poole moved that the two travelalls be advertised TRAVELALLS for sale by sealed bids - condition 44as is94 with the bids to be in for the first Council Meeting in November Carried Mr Bailer moved that the report of the Shop Committee be accepted Carried Letter from the Apprenticeship Board advised that KEITH WEIGUM Keith Weigun successfully passed his supplemental exam 2nd YEAR for 2nd year welder Mr Campbell moved that this be WELDER accepted and that Keith Weigum be paid the extra 10¢ per hour as fr m October lst Carried Letter.of September 21/72 from the District Engineer, NE -OF H. 23 -4 Red Deer, was read in regard to the proposed grading north side of Sec. 12- 32 -23 -4 In brief, this recommended keeping GRADING the water on the south side of the gradq Mr. Schmelke moved that this information be accepted and filed Carried Mr C rch moved that the request of Morris Charleton M. CHARLETON for improvements to the road W -28 & 33- 31 -26 -4 be considered when the 1973 road program is drafted Carried Counc3. 1 was advised that Alex Williams is still under A. WILLIAMS Workmen's Compensation and had been directed to report at Edmonton or October 2, 1972 for examination There is no definite r port as to the results. Mr Ferguson moved that this be accepted Carried. Objection of Elmer Weigum to a snowplowing account of E WEIGUM $7.50 from January, 1971 was given to Council. Mr Paquette RE ACCOUNT stated that he was certain that service had been given as per the bi 1. Meeting adjourned for dinner from 12 00 Noon until Council- 00 P M. Mr Poole moved Council approve of the Land and Fence Agreements as submitted to this meeting. Carried v Mr Campbell moved that Council accept and file the Minutes of the Three Hills School Division Meeting of September 27/72. Mr. Poole moved that this be accepted Carried Council was advised that the Department of Highways, Red Deer office, had phoned to state that approximately GUARD RAIL one -half mile of guard rail was available from Rocky ✓ Mountain House Mr. Paquette reported that Oris Rodger had been ovEr and picked this up on Friday last. This was accepted without motion Mr. Schmelke moved that Council approve of the POWER RE extension of Alberta Power lines along the south side ,i RON FRANCIS of 25 & 26- 33 -25 -4 to serve Ron Francis as per plans submitted Carried The following additional Public Works items were discussed with Mr Paquette and Council 1. Mr Karl Gundlach, operator of the Motor Grader K. GUNDLACH in Div, 1 suffered a heart attack last Tuesday and has been in hospital in Calgary. His condition is not;considered serious but there is no information as to hen he may be able to return to work. Mr Bauer reported regarding backsloping done for the Hutterites northwest of Allingham and stated they had inquired regarding Texas Gates for the north and south ends of';the road W -5 & 8- 32 -26 -4 Mr Bauer moved that a letter be written to the Hutterites advising of Council'Qs policy and procedure regarding Texas Gates. Some of the: main items discussed were 1. Enerson Mobile Homes had outlined its proposal for the Village 2. Linden has been endeavouring to get a General Medical Practitioner but without success 3 M D of Rocky View has refused to increase its load limit on the road north of Beiseker from the present 56,000 lbs limit 4 Linden is endeavouring to get a Bank there on a full - time basis. 5. Credit Union is being considered 6 Brochures may be prepared for the Village through co- operation with the school 7 Mr Poole had advised the meeting that the M D is estabhishing the 30 m p h zone adjacent to the west road at Linden 8.
