Campbell it 7 Mr G G King Sec.- Treasvrer was present and G KING recorded the minutes Mr Don Dau of the Three Hills School Division was D. DAU present only for a few minutes near the close of the meeting Mr. Church woved approval of the Minutes of the MINUTES Meeting of September 11772 as per copy mailed to each APPROVED Councillor Carri-ed Mr Bauer moved that the Minutes of the July 27/72 CENTRAL ALTA. ASSOC MINUTES meeting of the Central Alberta Association be accepted and filed Carried Council w ^s advised that the next meeting of the NEXT MEETING Central Alberta Association of M D.4s & Counties will CENTRAL ASSOC be held at Did.sbury on October 19 It appeared that OCT 19 - about eight from this District may attend but this will DIDSBURY be decided more definitely later Mr Schr.,elke moved that Mr G King, J. Jeffery and SEC -TREAS Roy Kinsey be autbori.zed to attend the Secretary - Treasurer's MEETING V OCT 20/72 meeting at L -comhe on October 20/72. Carried Mr Schmelke moved the Minutes of the Three Hills School Div meeting of September 13/72 be accepted and filed. Carried Vf R. LOOSMORE SUB. APPROVED MINUTES -3 HILLS SCHOOL APPROVED Mr Church moved that the results of the survey SURVEY -DEPT regarding adm nistr^tion training etc as received v OF EXTENSION fron the Departrent of Extension be accepted and filed Carried Mr Gordon Park Agricultural Fieldman, and Mr REPORTS RE John Jeffery as Asst Sec -- Treasurer and Secretary to LANNATE the Agricultvral Service Board met with Council Mr SPRAYING Gordon Park read his report regarding spraying of rape crops in 1'172 anr' gave some ?dded comments concerning same Mr G King and Mr Jeffery presented and explained a a stat e°ent of revenue and expenditure in connection with the Lannate sprayinT of the rape crops Further explanations were given in reply to questions Copies of these reports are included with the Minutes Mr Ferguson moved that Council accept the report of w SP ACCOUNTS Mr Gordon Park and pay the balance of the spraying accounts TO BE PAID Carried Mr Church moved that the statement of revenue and STATEMENT OF expenditure be adopted Carried R & E ADOPTED Mr Ferguson moved that letters of thanks be sent to those mentioned in Mr Gordon Park's report regarding ✓ LETTERS OF use of airstrips etc. Carried THANKS RE SPRAYING Some discussion followed in regard to a policy for POLICY RE charging for rapeseed spraying and other matters Mr Campbell roved that this be tabled and that all Agricultural SPRAYING Service Board charges be reviewed at the combined meeting v TABLED - with the Agricultural Service Board on October 23 next OCT 23 Carried 3 i C� COUNCIL MEETING SEPTEMBER 25 1972 Page 3 Mr Gordon P -rk answered ouestions in regard to his G PARK rrileage and expense account for a Service Board trip in fAr' AoE the Stettler area. His charges were in keeping with ACCOUNT Council policy Some discussion also took place in regard to toadflax spraying done this year and also about roadside seeding. Mr Gordon Park then left the meeting Mr Schmelke moved that Council authorize payment of PAIk,1LA.L Gordon Park's expense account as previously submitted AUTHORIZED Carried Mr R W. Brown read his report of the meeting held REPORT OF in Rockyford on September 19 in regard to the Regional R BROWN RE Resources Project No 1 He also read the course outline REG RESOURCES and synopsis of a business development course to be held PROJECT #1 in 10 sessions one week apart The fee for this is $20 00 MEETING per person Mr Brown moved that Mr T A Ferguson and V A W Bauer be named as committee members to attend the course as referred to above with expenses paid by the Municipal District Carried Mr Church moved that the report of Mr Brown be $300 PAYMENT adopted and thnt payment of $300 00 be made to the AUTHORIZED Regional Resources Project #1 Carried A copy o-' the Task Committee Report on Urbanization TASK COMM and the Future was given to Mr Ferguson and Mr. Bauer REPORT Mr Bauer moved that no other action be taken on this report at this time Carried The Council Meeting adjourned for dinner from 12 00 ✓ DINNER Noon until 1 00 P M Mr G King; -a.ve Council a brief report of a minor MINOR VAN accident involving our mechanic's van driven by Jack ACCIDENT Tutt who backed irto a truck owned by Albert Kimmel. Cost of repairs is $43 50 to Kimmel's vehicle and there ✓ was no damage to the van Mr Ferguson moved that the repairs be paid by the Municipal District and no claim made for the insurance Carried A letter of August 2972 fror Jubilee Insurance was INSURANCE read and discussed in detail in regard to certain insur- � REPORT ante policies Mr. Church moved that the policies be renewed throilgh Board companies Carried Mr Poole moved. that the liability insurance be EXTEND extended to provide for occurence basis at an additional LIABILITY annual cost of $40 60 Carried. Mr Ferguson ^moved that no delegate be sent COUNCILAFETY to the Alberta Safety Council Conference in Edmonton CONFER October 5 & 6. Carried Letter from the Workmen?s Compensation Board ALEX WILLIAMS advised that Mr Alexander Williams is asked to RE W C B report for an examination by the Board tomorrow at 2 00 P M in Calgary. Mr Paquette gave some further information in regard to back injury suffered by Alex Williams and stated he had been off work for a considerable period of time and it ippearstdohbtful that he will be able to return to work during this season Mr Schmel"-e moved that this information be accepted and filed Carried Mr Schmelke moved that the old nuisance ground NU SANCE GR in the northwest corner of the SE- 4- 33 -26 -4 be S4- 33 -26 -4 offered to Mrs H M. Arndt, subject to the following (MRS H M ARNDT) conditions 1 That she fir: t pay this Municipal District $20 00 in cash 2 That this Municipal D.Lstrict pay transfer and -registration costa 3 That the said area be added to the title with the v balance of the auarter section 4 That the Municipal District will then be left free from any claims in regard to the nuisance ground in the future Motion Carried Mr Poole moved that Council approve of the fence FENCE & BORROW and borrow pit-- agreements as presented to this meet- �; PIT AGREEMENTS ing for Public works projects Carried APPROVED Mr A H Church agreed to investigate a report LARGE HOLE that there is a large ho:L-e washed out at the end of NE- 25- 27 -21 -4 the culvert at the north side of NE- 25- 27 -21 -4 - Floyd Clark Mr. Schmelke moved that Council approve of the issuing of overload permits on the forms as drafted by the Sec - Treasurer and that each Councillor and Secretary - Treasurer or the Public Works Superintendent have authority to sign same on behalf of the Municipal District Carried Each Councillor was given a copy of a report in regard to gravel as drafted by Mr Joe Dobler and Mr G King This outlined the gravel on hand, the amounts to be used the balance of the year, further amounts to be crushed and the amounts to be hauled to various stockpiles Considerable discussion followed Nir. G Howe in regard to the account of $50.00 charged to Howe & Son Equipment for parts for an International motor Mr Howe claimed that the parts had been put back on Ted and Joe did not agree with this This is to be referred to the Shop Committee for further consideration Mr Bauer reported that the Hutterite Colony BACKSLOPING northwest of Allingham have requested about 8 miles HUT1L1i-LiL of backsloping along areas that they wish to fence COLONY - this year Some brushing would be required on at ALLINGHAM least one mile It was agreed that Mr Paquette and Mr Bauer consider this further Mr Paquette reported in regard to the following PAQUETTE REPORT 1 The main crew are now working on the 3 miles of road at the Nottal Mine and south, in Div. 5 and following in Div 1 2. Mr Paquette suggested that that the branch road in to Allen Huxleyvs be graded when the machinery is close - estimated 1 day with 2= -scrapers This was agreed without motion 3 Jim Everett has placed or allowed someone to place 8 to 10 old cars near the road in NE- 22- 31 -23 -4 The cars are on private property but create an eyesore. RE phones have had some holes dug with a backhole on the HOLES edges of certain roads in the Wimborne- Trochu area They have left round piles of dirt which create a hazard V The Sec - Treasurer was directed to contact Mr Jim Wright of Three Hills in connection with this Mr Campbell reported regarding a bump at the A.A BUMP - Wik bridge just southwest of Huxley. Time of adjournment 4 45 P.M 112 Reeve NEXT REULAR MEETING OF COUNCIL Sec .retary- Trea- 6-firer l Tuesday, October 10/72, 9 BO A M. r 1] FORM 149-P SPECIAL REPORT RE SPi2AYING OF RAPE CROPS - 1972 The annate spraying of the Bertha Army dorm on Rape- seed cr ps in the area was fairly smooth. We had excellent co -oper tion from 14r. Rodger Blackwood - "Highwood Air Service Ltd.'-' - who did the majority of spraying in the nor h part of the 11 D This was the area which first showed i problem with a count of from 1$ - ¢00 worms per square 7ard Skodopole Bros of Olds whose aircraft were working out of Vegreville, gave us a Saturday of work to help take off some of the pressure then another day or o at the end of the season Red Deer Airservices sprayed somewhere in the neighbor- hood of 1000 acres in the south part of the District. One of the big problems involved was that of commun- ication between us and the farmer, the farmer and us, and between the office and our mixing station,etc As there was no telephone at either the Three Hills Municipal AirstriP or at John Freres strip in Trochu, it meant running; back and forth into Trochu to phone the farmer for every load so that he knew when to send out his markers I would therefore recommend to Council that,if some type of radi coverage is not in use by next season for the iii D , a mobil telephone from A G T be installed in the Service Board ti7uck before a similar emergency situation arises. This is one area where coverage between a number of vehicles could h ve saved a great deal of time and extra driving Very good co- operation was received from the Town of Trochu for a supply of water at no cost and also the Town of Three, kills, Also P >r John Frere, Dr. Pearce, and Mr Jim Smith for the use of their airstrips. Farmers were generally very co- operative in waiting for the plane when necessary when a large number of acres was booked ahead. We were very fortunate in having good weatheriand only lost 2 afternoons flying time due to wind. Hy personal truck was used on a few days when we were short of an I4 D vehicle One trip was made to Edmonton in the ate afternoon to pick up chemical while the A S B truck w s in use in the spraying operation In the early stages, we did not know problem was going to develop and we were would be no return of lannate, therefore keep on hand what could be used. Then a develop d, consequently we had a large ni Edmonto - five in all to what extent tYe- told that there we tried to only shortage of lannate amber of trips to Our aim was to apply four ounces of lannate per acre but, on analysing the total operation, our actual rate of application was 3.3 ounces This has probably been an error in calibration of our own sprayer tank as the original measuring stick has been lost Gordon L.
