Councillors in attendance for the meeting were Mr A H Church Div. 1 Mr C W Poole it 2 Mr R W Brown it 3 (Reeve) Mr A W Bauer it 4 Mr T. A. Ferguson It 5 ` Mr S C Schmelke " 6 Mr R G Campbell " 7 Mr G. G. Kinc Sec - #,Treasurer was present and recorded the Minutes except as otherwise noted. Mr D C Dau of the Three Hills School Div was present throurrhout the meeting Mr Poole moved approval of the Minutes of the Meeting of August 28/72 as per copy which had been mailed to e -ch Councillor Carried The Fininci 1 Statement for the month ending August 31/72 was presented and discussed as per copy with these Mi -mites This showed a net overdraft -it the end of the month of $140 124 30 The Sec - Treasurer advised that the overdr ft was covered before the large outstanding cheques had come in by means of a loan of $125 000 00 in September and Septenber receipts Mr. Church moved that this statement and report be accepted G KING D.0 DAU MINUTES APPROVED FINANCIAL STATEMENT APPROVED k Reports for 1972 Prairie Fprm Assistance were read P.F A REPORTS to Council ^s per records left ^t the office by Gordon Park. G King Sec - Treasurer redeem the $41 000 00 in Government of Canada Bonds which rr:atured on the first day of September 1972 and that the said amount of $41 000 00 be deposited in the current account of the Municipal District at the Treasury Branch Three Hills Carried Provisions of the Municipal Taxation Act regi.rding charges for assessment inform ^tion were read and dis- cussed at some length Mr Bauer moved that this be tabled and that the Sec -Tre -surer get more information Ps to by.-la.ws of adjoining Municipalities Carried A circular from the A .A M D & Counties was read in regard to the F -11 Convention it the Macdonald Hotel Erlmonton November 14 - 17 Mr Brown moved 1 That e -ch Counc +llor be n^med -s a delegate 2 That others authorized to attend with expenses pair) be Mr G G King Mr Ted Paquette and that Mr John Jeffery and Mrs Hart split the time That the rielegates' rates for expenses be $150 00 each plus per diem for Councillors Motion Carried. 2 VA RESOLUTION TO REDEEM BONDS & DEPOSIT RATE - ASSESSMENT INFORMATION A A M D RE FALL CONVENTION J L*] L COUNCIL MEETING SEPTEMBER 11 1972 Page 2 Mr Brown advised Council that the Farran Committee BRIEF - on Assessment -nd Taxation would appreciate havin the FARRAN COMM ideas of Council in regard to this question A tentative brief was read outlining the ideas in regard to business assessn ent of specialized farming enterprises and other V' matters Mr Poole moved that this brief be submitted to the Farran Committee and a copy sent to the A A M D Pz Counties Carried Mr H Y k1ton District Engineer met with Council H.M ALTON and the following were the main items discussed 1 The road between Secs 12 & 13- 32 -23 -4, he submitted SECS 12 & 13 R letter and profile The letter stated that they recom- 32 -23 -4 A d k nr the drainage on the south side of the road men e eepi Mr Alton was asked to check to find. out if it would be more feasible to move the road further south at the east ✓ end and then change the plans Mr Alton agreed to look at this and report back later at this meeting 2 Fred Art - drainage W/NW- 26- 32 -27 -4 - Some informa- ✓ W/NW- 26- 32 -27 -4 tion was given to Council in regard to drainage at that area. 3 Mr Alton stated they can do profile and road PROFILE & design work if given ample time Projects should be RD DESIGN submitted to them early in October Work being done WORK is completion of the Acme East project and 3 miles of the road by Nottal Mine and south 4 The 1972 paving on the Secondary Road from north of Linden to Allingham has been completed Mr Alton's opinion is that 1.973 may see paving done from the Tolman Bridge e -st to Highway #56 and in 1974 from Trochu to the Tolman Bridge Mr Alton then left the rreetins� At 11 '10 A M Council considered recommendations in regard to control of boating and naming the Bigelow Dam as a Bird Sanctuary, all as advertised. Mr Arnold Smith met with Coi,lncil while this matter was dealt with A letter of September 11/72 from R E Carlson and. Doug Carlson was re -d which in brief supported the control of rotor bo ^ts but objected to the Bird Sanctuary. PTr Arnold Smith supported the letter and stated that a large number of ducks are doing considerable damage to crops in the area He asked wb-,.t area would actually be included in the Bird Sanctuary There was no definite inforr,- tion = ,v,)J_lahle Mr Poole moved that the Sec - Treasurer let more information frog- the Provincial Government and that this matter be tabled until the Council Meeting of October 10th.. Carried Mr Arnold Smith then _left the meeting SEC ROAD PAVING Mr Harvey Alton District Engineer, again met with Council in respect to the road between 12 & 13- 32 -23 -4 He stated the road could be moved farther south for the easterly nizarter mile but this would require at least a.n extra. 501 ri.7ht4 way.
