Dau of the Three Hills School Division was present for the greeter part of this meeting Mr. Bauer moved approval of the Minutes of the regular meeting of July 24/72 and of the Special Meeting of J ly 31/72 as per copy which had mailed to each member. Carried It was kgreed that the Minutes of the Special Meeting of A �gousntcil 9/72 be tabled for approval at the August 28th Meeting Page 1 The Financial Statement for the month ending July 31/72 was presented and discussed as per copy with these Minutes This showed a net balance of $139,916.85. Circular from the Energy Resources Conservation Board was read In regard to the proposed gas processing plant to be located in LSD 6 of 17- 34 -24 -4 Mr Campbell moved that no submission be made by this Council but that the Board be requested to give more notice time if any such future plans are being considered Carried Provincial Planning Board Order #230 -S -72 was referred to briefly This granted the appeal of Mr Don Herman and permitted him to have a subdivision in the NE- 22- 2$ -20 -4 with q minimum parcel size of 4 acres and other conditions as stated therein Mr Church moved that this be accepted and filed. Carried ENERGY RES BD RE GAS PLANT PLANNING BD ORDER #230 -5 -72 DON HERMAN Provincial Planning Board Order #233 -S -72 was referred #233 -S -72 to briefly This refused the appeal of the M D. of Rocky M D OF View for a High Density District adjacent to Highway #2 ROCKY VIEW north of Calgary. Mr. Schmelke moved that this be accepted and filed. Carried Mr Schmelke moved that the Calgary Regional Planning REICHEL Commission be advised that the conditions of subdivision SUBDIVISION in the SE- 26- 33 -25 -4 (Reichel) are satisfactorily complied ` APPROVED with and the transfer may be registered Carried Correspondence from the CRPC showed that a subdivision 0ui)uAVISION had been approved in the SE- 4- 31 -25 -4 to create in total SE- 4- 31 -25 -4 one parcel of 78 acres and one of $2 acres. Mr. Brown APPROVED moved that this be accepted and filed. Carried. Correspondence from the CRPC advised that a subdivision SUB L 1, of Lot 1, Block 6 in Grantville has been approved, subject l/B 6 to certain conditions. Mr. Bauer moved that this be accepted GRANTVILLE and filed Carried APPROVED Letter of .August 3 from CRPC advised that our applica- tion for a subdivision in the NW- 6- 31 -23 -4 (Rosgen- Loosmore) will be considered on August 25th next Mr Ferguson moved that this information he accepted and the correspondence filed Carried Letter of August 1/72 from CRPC outlined the reasons for referring all proposed amendments to the Preliminary Regional Plan to all member Municipalities. Discussion followed as to whether or not any changes in the Planning Act should be requested by this Council It appeared that Council members felt this should be dealt with by those more familiar with the Act. Mr. J 0 Smith, Alex Benedict and Elmer Meding met with Council as representatives of the Wimborne and BIGELOW DAM Huxley Fish & Game Associations They stated they repre- RE LARGE sented some 200 to 250 people of the Huxley - Wimborne BOATS and adjacent areas They requested in brief that Council BIRD SANCTUARY ® recommend that all large boats be kept off the new Bigelow Dam and that it be declared a bird sanctuary. Mr Smith also read to Council their letter and brief to Mr. Robert Thompson, Member of Parliament, and cor- respondence from the Hon Allan Warrack, Provincial Minister of Lands & Forests. The latter had outlined the procedure in that the local Municipality makes a recommendation to the Province, the Department of Lands & Forests considers same, and the Province then sends a recommendation to the Federal Government to be implemented Mr. G. King read to Council correspondence on file and reports of his telephone conversations with the Provincial Departments supporting the above procedure The delegation clearly stated they wanted to keep all speed boats off but had no objection to small electric motors. Mr. Schmelke moved that an advertisement be placed in the Three Hills Capital advising that Council proposes to recommend that no gasoline combustion motor boats be allowed on the Bigelow Dam but that electric motors will be allowed and that Council recommends the Dam be named as a bird sanctuary. G King be delegated to represent Council at the Hearing in Calgary on August 16th in regard to the Swalwell Subdivision as referred to Carried Letter of July 24th from the Provincial Department of Health and Social Development advised it had given provisional approval for a Cemetery for the Hutterian Brethren of Huxley to be located in Pt NW- 29- 34 -22 -4• Mr G. King advised that the Colony is now making an application for a subdivision for this Cemetery. The location has been approved at the site by the Sanitary Inspector of the Drumheller Health Unit and by him Mr Campbell moved that the correspondence and report be accepted and filed as information. Carried Correspondence from Wilson Arches Ltd was read WILSON ARCHES in regard to the new shop building Additional cost RE NEW SHOP for galvanized metal on the first four feet of the GAL METAL side walls is $85 00 Mr Church moved that a reply be sent to Wilson Arches ordering the galvanized metal for the four feet on the sides but telling them that Council thought this was in the original specifications Carried Circular from A A M D. & Counties was read and A A M D & C discussed in regard to heavy equipment purchases Mr RE HEAVY Bauer moved that a reply be sent stating that this EQUIP PURCHAS Council favors an investigation and that 1 List will be sent by December 172 stating what equipment this M D may purchase for 1973 and also whatwe m aj dispose of in 1973 2 Tenders for new machinery should be called in ✓ January of 1973 with delivery about March 173. 3. auction of used equipment should be held in early April, 1973 and this M D would transport used equipment to a central location Motion Carried Mr. G King was asked to find out whose snow fence SNOW FENCE is located at the former Bristow Motors location it BRISTOW Three Hills MOTORS Mr Schmelke moved that no order be placed for snow SNOW FENCE fence at the present time Carried. Mr. Church and G King advised Council they had not seen Mr Fraser concerning this Mr Arnold Boese of Linden Contractors had stated he was sure they could get gravel for Canadian Western Gas from the west side of the gully at a new location Mr. Church moved that Council approve of Linden Contractors crushing in the NW- 10- 29 -22 -4 (Fraser Hesketh Pit) for Canadian Western Natural Gas in the area west of the gully Carried Mr Schmelke moved that Linden Contractors be invited to meet with Council on August 28 for a discussion of gravel crushing prices, etc. Carried LINDEN CONTRACTORS RE GRAVEL HESKETH PIT INVITE LINDEN CONT. Mr Campbell moved that Council approve of the APPROVAL RE extension of Alberta Power services to the new gas plant POWER TO GAS in LSD 6 of 17- 34 -24 -4 as per plans submitted Carried PLANT Mr Ferguson moved that Mr Gordon Park be asked REPORT RE to prepare a report in regard to applications for Prairie PRAIRIE FARM Farm Assistance for consideration by Council on September ✓ ASSISTANCE 11 Carried Letter of July 21 from the Workmen's Compensation WORKMEN'S Board advised that ambulance workers will be covered COMPENSATION and that a reasonable amount for the value of their ✓ RE AMBULANCE services should be included when making the annual assessable payroll Mr Bauer moved that this information be accepted and filed Carried Letter of July 29 from Unifarm District of Kneehill UNIFARM stated it is not in favor of moving the D A and D H E RE D.A. & offices from the Municipal Office building to the proposed D H E OFFICES Provincial Building Mr Campbell moved that this informa- J tion be accepted and filed Carried. Circular of August 472 was read from Unifarm of UNIFARM OF Alberta in regard to a natural gas distribution policy ALTA. RE Mr. Schmelke moved that this be filed as information N G. DISTRIB Carried POLICY Mr Brown moved that a letter be written to the LETTER TO Department of Mines and Minerals, Edmonton, regarding the DEF T. OF MINES authority of a Municipal District to control natural gas v/ & MINERALS RE franchises. Carried NAT GAS Mr R W. Brown reported verbally on the meeting in Carbon the evening of August 9th with Mr Hugh Bodmer and others in regard to the Task Force on Urbanization He stated that Mr. Bodmer will be preparing an inventory of the resources of each Town and Village which joined. He will be starting work in Carbon as of September lst. Mr. G. King reported that he had represented Council G KING at the Stettler parade and Fair on Friday last He had REPORT RE greatly enjoyed the whole proceedings and had found it ,/ STETTLER very interesting. The Wimborne Water Committee gave a brief report WIMBORNE and stated that the water lines have been installed and WATER REPORT the system is now in use. They recommended that no meters ✓ be used unless a definite need arises Mr Campbell moved that this report be accepted Carried. Mr. Schmelke moved that Council accept the information SUBDIV from the Calgary Regional Planning Commission that the SE- 4- 33 -24 -4 subdivision has been approved in the SE- 4- 33 -24 -4 (Dick). Each Councillor was given a copy of the report of the Provincial M L A Task Force on Provincial - Municipal Fiscal Arrangements. Mr. Ferguson moved � that this be accepted and t'-iat it be brought up for discussion at the next Council Meeting Carried. Mr Brown read the brief which he had prepared for presentation to the M L.A. Committee concerning Crop Insurance, Hail Insurance, otc. at Three Hills this coming Thursday Mr. Church moved that Council approve of this brief and its presentation Carried. It was agreed that copies be made up of the brief for convenience Other circulars from the A A M D & C were read and dealt with follows REPORT RE MLA TASK FORCE FISCAL ARRANG. BRIEF RE CROP INS. ETC. AAMD. & C 1 Mr. Ferguson moved that the Association be advised that minor boundary adjustments might be of value but ,� BOUNDARIES there is no need of a boundary commission in this general area.
