King, Secretary- Treasurer, was present and recordel the minutes Mr D C Dau of the Three Hills School Division was present throughout the meeting Mr. Church moved approval of the minutes of the regular rmee ing of Council of July 10/72 as per copy which had b1ien mailed to each Councillor Carried. Minutes of the special Council meeting of July 17/72 were read aild some discussion followed Mr Bauer moved that these be adopted with one correction On Page 3, reference to the "Town of Trochu, "should read"Trochu Recreation :real' in regard to work to be done adjacent to the swimmin pool D.C.Dau Approval of minutes Mr R W Brown read notes he had made in explanation of the production tax and considerable discussion then assessment followed in regard to assessment and taxation and the & motion as p ssed by the Special meeting of July 17th. taxation Mr Fergusox then moved that the Council motion of July 17th /7 regarding assessment and taxation, together with Mr. R Brownps notes as discussed today, be submitted t the Alberta Association of M D's and Counties foi further consideration Carried. Carried Mr. Campbell moved that Council give tentative approval to the proposal of Camac Explorations to construct a gas Camac- processing plant in LSD 6- Sec 17- 34 -24 -4 Carried. Eiprocessing A letter from Mr H M Enns asked about procedure plant for a subdi ision in the NE- 33- 30 -25 -4, and concerning the erecting of a broiler barn on the area. Mr. Brown H.Enns- moved that tentative approval be given to this and Isubdvn that Mr. En s be given an outline of the required pro- cedure which he must follow. Carried Mr. Bauer moved that the Calgary Regional Planning C R P C Commission te advised that Council agrees that the sub- Subdvn. division in the SE- 18- 32 -23 -4 - Luo:na - be finalized ✓SE- 18 -32 -23 and that Co ncil state it is satisfied that the conditions of the application have been complied with Carried. Mr. S hmelke moved that the Calgary Regional Planning C R P C Commission be advised that this Council has no interest Canmore in whether or not a High Density District is established ✓ adjacent to Canmore, as per application to amend the Preliminary Regional Plan. Motion carried Mr Pole moved that Council pass the adopting re- plotting resolution for replotting scheme No.l - 71 for formation Swalwell of Block A in the southern portion of Swalwell, all as per details of the resolution included with the minutes. Mr Schofield and Mr Wigle were thanked for attending the meeting They thanked the Council for the courteous hearing and then left. Council meeting adjourned for dinner from 12 00 DINNER noon to 1 0 p m Mr. D n Peters,U.A. and Mr Gordon Park, Ag. Fieldman, and Mr Ted Paquette, Public Works Superintendent, then met with Co ncil Mr G King, Sec -Treas was absent from the meeting for a short period during which time Mr J C Jeffery Ass9t.Secre ary, recorded the minutes. Mr G L Park reported that outbreaks seemed imminent regarding t e beet webworm and the Bertha army worm. The beet webworins are now in the Acme area in flax and in rape crops He checked the trap they had set out at Huether's a d at Schindel's in wheat and it seems likely there is no damage. Mr. Park stated he thought the eggs would e hatching out this week He stated also that he can of spot the eggs of the beet webworm but the Bertha irmy worm can be found easily on the under- side of the leaves Mr D Peters reported that the Crop Clinic from Edmonton checked 28 locations and found 26 po itive identifications of the Bertha army worm Mr. Park stated that the sprayers would like to see the M.D. take care of the billing and collecting of the accounts and also the handing out of the dylox and lannate The C uncil decided to leave the beet webworm to the private individual, but to let the Service Board Crew handle the Bertha Army worm billing,etc. and handling of chemicals Mr Park stated they should have a plane survey of the M.D mapping out rape fields with the approximate cost being 20.00 per hour. Mr. G King returned to the meeting at this time and recorde4 the balance of the minutes Mr. G King advised Council that Mr C Ferguson, R Loosmore Solicitor, had not completed a HoldHarmless agreement agreement with Mr Ralph Loosmore, despite warning that business would be taken from him if not completed by July 20th Mr. Ferguson had stated there was no real problem in f doing this except that of time Mr T A Ferguson moved that the Sec.-- Treas. again contact personally Mr C Ferguson, Solici.torconcerning this matter. It wa noted that Mr. Joe Dobler is now on holiday holidays and also no ed that Mr John Dorn is on holiday at present. 7 It waIxt agreed that a report on Insurance be pre- Insurance ; pared for n meeting of Council. $ It was agreed that the Down time of any machine downtime be classed as "the time from which it breaks down until it is ready to return to work, whether on weekends or during good weather or rainy weather 11 Mr Bauer moved that the report of the Shop Committee be now filed. Carried Considerable discussion took place in regard to hours of the hours of work and procedure that might be followed work to get more production out of the large earth moving machines It seemed agreed that this be reviewed for 1973 A list of miscellaneous accounts receivable over Misc 6 months old was given to each Councillor and discussed accounts Mr Brown moved that the policy be followed in regard to collection. Carried Mr Pole moved that plans for major public works 1973 projects for 1973 be discussed by Council at its special P W projects meeting on August 8th Carried Mr G King advised Council that Mr Wilf Rosgen W Rosgen had requested the Council to retain the portion of the request former road diversion between the bridge and the old bridge in M - 6- 31 -23 -4 Mr Rosgen stated he required this to do his fencing and to gain access on the north side Mr Schmelke moved that changes be made as requested by Mr. Rosgen in the survey in NW- 6- 31 -23 -4 and in the application for subdivision and transfer to Mr Loosmore Carried. .... $ • �]F FORM 149-P SPECIAL U icy Pu COUNCIL MEETING July 24/72 ... 8 Mr. B uer reported that Hudson's Bay Gas & Oil had put pit run gravel on the 'J mile of road between the south e st and south west of 29- 32 -24 -4. Carried Hudson Bay Gas & Oil - gravel A G T ruts in ditches i; Mr. T d Paquette reported he had a problem trying borrow pit to get a bo row pit agreement with Mr Fred Radomske Radomske on the Huxl y west road Mr Campbell agreed to see Mr. Rad©msk concerning this. Mr. Paquette reported that the patching has been done on the surfacing from kkx Linden east and they are ncW ready to start with the resurfacing They will next be going to the Acme west project. Mr. F rguson moved that Mr. Ted Paquette be authorized o have a seal coat of oil placed on surfaced roads as he deems advisable Carried Mr Paquette advised that the surfacing has been completed at the Trochu school and the ground at the Three Hills school is being prepared and will be done later, Mr Paquette also reported they have completed 5 miles of su facing on the Huxley west project. Mr Paquette reported that work has been done at the Trochu pool with the TS18 taking 3 hrs. on Friday and 4 hrs. of Saturday of last week. Garry Tetz was operator on Friday and will be paid regular wages Dennis Kober was the oper for on Saturday and was donating hi time. Mr, Church moved that Council set a speed limit of 30 m.p.h on the road adjacent to the SE portion of Carbon from the Village limits to the C.P R railway crossing arried Mr. T +d Paquette left the meeting at this time Trochu pool speed limit Carbon S Mr Pole moved that Council accept and pay Account of the final account of Sandercock, Schumacher and Co. He requested litter barrels' supplied by Council Mr CampbelL advised that the group have had some problems in regard t access and had failed to get approvals in one case at least. Mr. Poole moved that a reply be sent stating tha Council will consider supplying litter barrels if he project is completed, but they wished to know who wi 1 be in charge of emptying the barrels and caring for ame. Carried.
