Councilors present for this meeting were Mr A. . Church Div 1 Mr C Poole q 2 Mr. R W Brown YP 3 Mr A W Bauer 50 4 Mr T. 1. Ferguson 5 Mr S i Schmelke `'° 6 Mr. R Campbell °P 7 Mr G King, Sec. - Treasurer, was present and recorded the Minutes. Mr John Jeffery, Ass °t. - Secretary - Treasurer also sat in during most of the meeting Mr Roy Kinsey, Assessor, was also invited to attend this meeting Mr. Artliur Wigmore, Director for the Alberta Association of Municipal Districts and Counties had been invited to attend and he was also present and added much to the discussion which took place Mr. Poole moved that Council waive notice of motion and proceed with any busi ness which may be brought before this meeting Carried unanimously Mr. Brown welcomed Director Wigmore to the meeting and invited him to take a full part in discussion in regard to assessment and taxation A etter of June 14th from the Association was read in regard to this matter and Mr Brown gave further information in respect to t e need for some decisions He stated the present plans of the Provi cial Government call for taking 30 mills off all resid- ential property at the time of the spring session effective for 1973 and that the Provincial Executive of the A A M D & C is pre- paring a bri f for the Farran committee so wants to know the opinions of the vario s M D Is and Counties. Mr. Wigmore stated he had attended meetings at he Counties of Ponoka and Stettler and both had felt they were sh rt of information. Mr. Bro n advised he had recently been to a PMAC meeting and had learned that Mr Roy Farran and some other staff members are working full -time collecting data in regard to taxation He stressed the need for equalization grants Mr G ing pointed out there are many inequeties about the present Home wner grants and similar assistance under Shelter Assis- tance, etc. as those who are residents but not on their own land can never collect Considerable further discussion followed until noon adjournment at 12 00 o9c ock The meeting reconvened at 1 00 P M at which time the Association circular was then Gone into in more detail. Mr. Kinsey brought forward an idea that a business tax might be levied on commercial enterprises such as the attle feeding operations, chioken industry, hog industry, etc Mr Poo e moved that this Council recommend the following to t ie A A.M.D & C. for consideration in the preparation of its brief to the Farran commission and /or other appropriate authorities See Page 2 V 1 That al: 2 That th, requires that th include 3 That th Tax be levied 4 That a SPECIAL COUNCIL MEETING JULY 17, 1972 Page 2 residences in the Province be assessed and taxed Province levy a Production Tax to raise further revenue by Municipalities in lieu of other property taxes and Production Tax be given a broad interpretation to farm production, oil production, wages, etc. total of the taxes on residences and the Production n line with the present total property taxes being tudy be made of variable rates for the Production Tax. 5 In the Lnterim, if it is Government desire to continue and broaden the Homeowner Tax Discount and related acts, that relief e given to the total farm holding with a limit of $150.00 to any person b. That th definition of a resident owner be extended to include any tax ayer who is resident of the Municipality whether he lives o his own property or otherwise. 7. Ir the interim that each person be taxed on his residence and garage, hick is for car use only, or on his total farm holdings, whichever is the greater Motion Carried The fol owing were discussed and also agreed in regard to the circular fro the Association Item 7 - Council believes there is still a need for foundation plans. Item 8 - Lo c 1 .Autonomy must be preserved and therefore local Govern - in bodies should have the right to levy Supplementary Re uisitions Item 9 - Council does not support the imposition of a Sales Tax Mr Po le moved that all of the above be referred to the Council Meeting on my 24th and that nothing be sent to the Association or Government in the meantime Carried. Mr Fe guson moved a vote of thanks to Mr. Wigmore for his attendance Carried Mr Wigmore replied that he felt discussions had been ve y fruitful and very interesting Mr. Bader reported that the phone line leading to the Oliver Parry farm had been removed when road construction was underway and had not been replaced. It was agreed this would likely be Municipal res- ponsibility and should be attended to Letter of July 13th from the Alberta Department of Agriculture was read in regard to the hearings of the special committee investi- gating Hail Insurance, Crop Insurance and Hail Suppression They invited submissions. Mr. Poole advised that the Government commission will be meeting at Three Hills on August lst at 7 30 P M This Council mee ing agreed that a submission should be made requesting that Crop I surance be considered on a quarter section basis. 1 Mr Po le moved that Council support continuation of a Hail Suppression program on condition that it be fully financed by the Provincial overnment Carried The me tang agreed that no submission be made in regard to Hail Insurance. Cia�c �i�rRE �'icrl AREA Mr Campbell reported that the has requested use of one of our rubber -tired earth moving machines to do some landscap- ing at the T ochu Pool Mr Schmelke moved that this be approved at one -half the regular rates on condition that one of our operators v be in charge and that the operatorvs wages be also added to the account C rried. It was agreed that this matter be referred to Ted Paquette _for study. Mr. Johii Jeffery reported briefly regarding his studies in regard to group insurance and wage continuance, etc. He stated that Sun Life was not willing to quote for continuing the policy due to our bad reco d,­ Mr Ferguson moved that Council approve a change '� to Manufactu er's Life as they have Trade the best submission Carried. Mr Schnelke reported that the main grading crew now appears to be making good time and is west of the big hill on the Huxley West road Mr. Chu ch requested that Alberta Power be asked to replace the one street 1 ght at Hesketh which is always out and that the better style of lig t be installed. Mr G King agreed to attend to this soon Mr G Cing was asked to write to Tollestrup Construction in regard to th pit -run gravel which they had left along the beach at Keiver's ake. It was suggested that this could be loaded and put in to on of the water ditches nearby Mr Poo e moved that this meeting do now adjourn Carried.
