Carried Mr F rguson moved that Council approve payment now $1,000.00 of $1,000 0 to the Kneehill Flaring Club as per motion, TO KNEEHILL passed Mar h 22, 1971, Page 4 of the Minutes. Carried FLYING CLUB Mr G King advised Council that he had talked by AGRICULTURAL telephone o the Executive Assistant of the Provincial Minister of Agriculture and had been advised that the DEV COMMITTEE Minister wishes suggestions for the business and farmer representatives on the AgricLl.ltural Development Committee. Mr. Schme ke moved that Council recommend the following Business Representative - Mr Murray Steinbach, Mayor of Trochu Farmdr Representatives Mr. Frank Hoppins, Huxley and Mr Allan Leinweber, Linden Carried Lett r of June 16/72 from the Alberta Wheat Pool advised ALTA. that it i withdrawing its appeals to the Alberta Assessment WHEAT Appeal Board and that it has so notified the Board. Mr POOL RE Church mo ed that this information be accepted and filed APPEAL Carried. Letter of June 16/72 from the Chief Provincial Assessor was read together with Order No. 252/ 72 of the ASSESSMENT Minister of Municipal Affairs authorizing the M D. of ROLL Kneehill o adopt the assessment roll of the year 1972 ADOPTED for taxation purposes in 1973 Mr Campbell moved 1st BY -LAW reading t By - -Law #704, this being a by -law to adopt the # 704 assessmen roll of the year 1972 for taxation purposes in 1973 subj ct to changes deemed necessary by our Municipal v Assessor Carried unanimously Mr Church moved 2nd reading to this by -law. See Page 2 I See Page 3 V FORM 149-P SPECIAL M I I PPLI MUNICIPAL DISTRICT OF KNEEHILL # 48 COUNCIL MEETING JUNE 267 1972 Page 2 Letter of Gary and Rick Langshaw was read thanking G & R Council in regard to the Opportunity for Youth Project at LANGSHAW OPPORTUNITY the river east of Trochu. Mr G King advised that he had FOR YOUTH authorized them to get a small quantity of gravel for trails in that area and he is also endeavoring to get the old cars, etc. hauled away including some dunk metal. Mr Schme ke moved that this be accepted and the corres- pondence filed. Carried Reports received from the Drumheller Health Unit HEALTH UNIT showed that the water supply at the campgrounds at REPORT RE WATER AT Tolman Bridge, Swalwell Dam and Keiver Lake Park were CAMPGROUNDS entirely satisfactory. Mr Ferguson moved that this informati n be accepted and filed Carried. Circ lar of June 1672 from the A A M D & Counties MUNICIPAL was read in regard to a proposed Municipal Management MANAGEMENT Manual. C nsiderable discussion followed. Mr. R W Brown MANUAL advised that the Association had been approached by Adrian Berry and Consultants in regard to this project and the a ticipated fee was $25,000. Mr Poole moved that a reply be sent stating that this Council does not consider the Manual. as necessary. Carried Mr G L. Park entered the meeting at this time. V G. L PARK The Campground Committee, consisting of Mr. A W CAMPGROUND Bauer, C. W. Poole, R G Campbell and G L Park, V COMNll.L.LL reported the following REPORT 1 G L Park reported that the Swalwell area needs mowing an weed work He feels there should be no problem SWALWELL in spraying the weeds Mr Park further suggested that his crew will put out two barbecues at Swalwell and paint the camp kitchen He stated that all three areas need work on the roof of the camp kitchen He further suggested to stagger plant several trees, have a general cleanup of all three areas and re -grass some areas. He reported that roughly only 113 of the Swalwell Dam has been filled 2 At K iver?s Lake the roof needs painting and some KEIVERTS repair T ere is a need of four barbecues and also more LAKE outdoor t filets at Keiver°s Lake and Tolman Bridge Mr. Park plans to make the toilets in the winter time or rainy wea her. 3. Tolman Bridge needs more cement around the pump TOLMAN BRIDGE base. Mr Poole reported that Mr Peter Baerg had con- MENNONITE tatted him regarding a proposed addition at the front CHURCH of the 1 rge Mennonite Church on the SE- 28- 30 -25 -4 The ADDITION addition would provide an entry over the present cement slab but would also have some steps outside that to the front The distance to the steps from the centre of the road would be about 78 ft Discussion followed and it was noted that the location would not create any problems Mr Browm moved that this be approved in principle subject to an application b3ing made. Letter from the Town of Trochu dated June 8th, TROCHU RE stated they accepted the offer of $00 00 for use of NUISANCE GR the Trochu Nuisance Grounds during 1972 but they hoped GRANT that the grant might be increased in future years Mr. Schmelke oved that this be accepted and that all % regular ayments due for use of Nuisance Grounds be paid wit the July accounts. He asked for information SOUTH TO #9 regardin7 the cause of some recent accidents at that location Discussion followed and Mr Church and Mr Poole b h gave same information concerning this includ- ing the fact that - further warning sign has been put up u recently. Mr Ferguson moved that a reply be sent stating that thE road is safe at 60 m p h when dry but the cross- ing is enerally rough and that there were contributing factors to recent accidents which are beyond our control. See Page 5 FORM 149-P SPECIAL M I I PLI Letter from Western Union Insurance Company was read FRED in respect to a possible claim from Fred Weisenburger for WEISENBURGER damage tc his car in the amount of $303 47 Mr Campbell CLAIM gave further information stating he had been told that "I Mrs Wei enburger had struck a rock on the road in the Huxley area. Carried Mr. R W Brown had inquired about the rates being NEW POLICY charged for use of Municipal motor graders for private RE MOTOR GR work Section 1$$ of the Municipal Government Act was RATES read to Council which states in brief that the charge shall be at a rate not less than the rate paid by the Governme t of Alberta for rental of similar equipment Mr. Pool moved that the former Council policy of charging at exact Government rates be changed and that Council 3et a new policy of charging a rate of $18 00 per hour for each motor grader for any private work includin snowplowing and that the minimum be $3.00. The equipment was ready to start work at that project but has been moved to a different location because of this need. 7 Hut erites - Drainage at the south side of SW -1$- HUTTERITES 34-22-4 Mr Paquette is asked to get some grade levels to see if it is practical to keep the water from crossing the road in to that quarter 8. The Secondary Road Huxley West has been gone over SEC ROAD in detail with the Assistant District Engineer and HUXLEY WEST sorre changes made to the design so as to reduce the amount of dirt required Something will need to be do re west of the bridge at S- 16- 34 -25 -4 to keep the waves from washing the edge away. The problem of levels at the Hoppins corner is also being further investigated. 9. Time of ad. ournment 11 45 11 M / /JIB Chairman Se etary to ai4 6o w_ vmiiii .rL.r� _.�■wiwr.l REPORT OF AGRICULTURAL FIELDMAN TO COUNCIL AND A S B MEETING - JUNE 26, 1972 Lor e Boese and I attended one day of the Pesticide Short co rse held at Olds Sprayed 2720 cattle on 24 farms for lice and warble control Plaited approximately 132 miles of trees as follows Roa side - 2 miles, Field 22 miles, Farmstead 5 miles Have sprayed farmstead shelter belts on 22 farms for cant of of various insects on spruce and deeidious trees Dan Peters and I with the co- operation of the Department of Agriculture, have set out 12 insect traps on the farm of Willard Huether adjacent to the No 9 Highway The purpose of these traps is to determine the time that the Beet Webworm and Bertha Army Worm moths emerge so that some information will be available, as to when an outbreak might be expected We had expected to locate Pupa of both the Beet Wbbworm and Bertha Army Worm in the Huxley area as there was quite a large number present last fall on some fields which had not been sprayed. However, these fields didn't yield any to our inspection ThE A S B one ton truck has been in the shop for approx 2 weeks due to a cracked manifold and mechanics too busy to work on it This has made It necessary to use the sprayer truck for roving the trailer, etc. and held up our spraying somewhat For the same reason I have used my own personal 2 ton truck on the ob Work has been done at Municipal Park areas as time permits As we were not able to qualify for help under the STEP Program I hired Rick Kober for the month of June.
