Mr Church moved approval of the Minutes of the Meeting MINUTES of May 23rd, 1972 as per copy which had been mailed to each APPROVED Councillor Carried. The garage of Cliff Bristow Motors in Three Hills had BRISTOW burned down and Mr. Cliff Bristow had phoned about the MOTORS possibility of renting one or two stalls in our Municipal Shop to carry on business temporarily. Mr. Poole moved that no approval be granted for this Carried. The Fi ancial Statement for the month ending May 31st MONTHLY was presented and discussed This showed a net balance at STATEMENT the end of the month of $54,532 62 Mr Campbell moved APPROVED acceptance cf the Financial Statement Carried. REPORTS RE King and Jo In Jeffery had attended the Refresher Course at REFRESHER Banff on Ju e 5th, 6th and 7t;h Verbal reports were given COURSE in regard tc the information obtained with particular refer- ence to charges in Provincial Statutes. It was noted that circulars regarding Provincial grants will not be required to be maile with Tax Notice effective in 1973 and the matter is perhaps Eorewhat optional in 1972. Mr. Ferguson moved that no notices regarding the Provincial grants be mailed in 1972 Carried. Amendments passed to the Municipal Taxation Act are not RESOLUTION in print but information at Banff had stated that the new RE TAX Section 110 had been added stating that Tax Notices should NOTICES show the ta2 levies for Municipal,School Foundation, Supple- mentary Sch ol, Hospital, etc all separately. Mr. G. King advised Council some Notices had been made out in the regular manner and would be impossible to follow this in 1972 without a very lengthy delay Mr Ferguson moved that the Executive of the A A DI D & C be asked to present a brief to the Provincial Gabinet to delay implementation of the new Section 110 of the Municipal Taxation Act regarding tax levies on Tax Notices so as to provide time for full discussion of same Carried CITIZF The circular of May 30th from the A.A M D & C was SENIOR /SHEL��, read regarding the Senior Citizens Shelter Assistance Act ASSISTANCE This pointed out discrepancies between treatment being given t_,, those in urban centers as compared to rural areas Brief discussion followed Mr R. W Brown, as President of the 4 Association stated a member of the Executive will meet any Council for discussion of matters of concern and a special circular is coming in regard to this /' 'X See Page 2 AIJ COUNCIL MEETING JUNE 9, 1972 Page 2 Mr Poole moved the acceptance of the reports regarding, REPORTS the Banff Re resher Course Carried ACCEPTED { Mr Bauer moved that the Association circular as re- CIRCULAR ferred to above be accepted and filed Carried. ACCEPTED Mr Bro n moved that approval be given for payment of APPROVAL registration fees, accommodation and travel for the delegates[ OF PAYMENT to the Banff Refresher Course Carried RE COURSE Considerable discussion again took place in regard to NO TWO -WAY mobile phone3 or two -way radios The estimated costs were RADIOS, ETC from $4,000 0 to $5,000.00 per year Pros and cons were IN 1972 considered 4r Poole moved that Council do not enter in to any contract for two -way radios or mobile phones or alternates in 1972. Carried with 4 in favor and 3 against. Discussion took place in regard to a rebuilt motor TRUCK RE which was put in the truck driven by John Dorn. Some J. DORN consideration had been given to a recommendation from the mechanic that the unit be traded but the Shop Committee members of Council had felt that the rebuilt motor would be satisfactory Council was advised that a complaint had been received NOISY MOTOR in respect to the noise made by a motor used by Philip Rock RE P. ROCK and sons for irrigation purposes near the Morrin Bridge Mr Poole moved that Mr Rock and sons be written a letter advising them of the complaint and asking if they can install a muffler Carried. The circular of June 5th from the Honorable R. W BRIEF RE Dowling, Provincial Minister Without Portfolio, invited HUTTERITES briefs in regard to the effects of the Communal use of land as per the Hutterites Discussion followed in regard to the rights of individuals as compared to farm corpora- tions and H tterites, etc Mr Poole moved that no brief be submitted from this Council Carried Council meeting adjourned for dinaer from 12 00 Noon DINNER until 1 00 F M r Letter from Mrs Ruth Grabinsky was read asking for dust control Council was advised that Mrs. Nick Waisman GRABINSKY and others lave also inquired Discussion followed. Mr DUST CONTROL Brown moved that replies be sent stating any resident may arrange to et the road oiled in front of his residence at his own Expense and the Municipal District will maintain the road with a motor grader prior to the oiling being done and followi g so as to give best results, and that the people be a vised that previous experiments have not been very satisf ctory due to the oily film which may travel from the ro d on to trees, etc. Motion carried Mr. Po le reported that some trucking firm has been DUST RE hauling a 1 t of oil from the wells near Jack GorApn4s TRUCKING down the road past Albert BauerQs The Sec. -Tr as4rer CO was asked t get the name of the firm from Mr Res Davidson of Three Hills and to write the company to see if they can change the route to use No. 21 highway. i Mr Ch rch moved that Council support the request of FLORIDE the Drumhel er Health Unit for the continued free supply SUPPLEMENTS of fluoride supplements by the government. The Hearing APPEAL - had been he d in Drumheller on May 31st and the site had HERMAN been inspected It was noted that there is good vision along Highway #9 and approval is expected but this is not definite Mr Campbell moved that this report be accepted Carried. Mr Brown moved that Council approve of a proposed KLASSEN subdivision in SE- 4- 31 -25 -4 - C Klassen, subject to the V SUBDIVISION usual conditions Carried. Mr Brown moved that this OXLAND information be accepted and filed. Charlebois D CHARLEBOIS AGREEMENT and Robert Uharlebois have signed an agreement for entry Prts. NE- 24- 29 -23 -4. Mr. Church moved for Jack Barnes that this b in accepted and filed. Carried. JORBENTRY The Road Committee reported they had met with Mr. REUBEN and Mrs Wa ter Friesen regarding a proposed inlet for CATTLE INLET Rueben Gill to move his cattle to the SW- 36- 32 -27 -4 The Friesens were not willing to make any agreement. Mr Bauer had contacted August Kruger who had agreed to give inlet for $50 00 for 1972 The Road Committee also wishes to investigate the possibility of opening the road in from the south. Mr Poole moved that these reports be accepted and payment of $50 00 to Mr Kruger approved Carried. Correspondence and accounts from R 0 Keglowitsch KEGLOWITSCH Surveys Ltd were read to Council Mr Schmelke moved $93$ 00 SURVEYS & ACCOUNTS that Council approve payment of the account of for survey work Linden West but that Mr. Keglowitsch be advised that Council considers the account for search informatio and prints at $62.30 much too high. Carried Mr. Ferguson moved that the Alberta Gas Trunk be lines ALTA GAS f TRUNK LINE granted permission for road crossings for 181, as per plans submitted in Div 1 Carried Mr Brown moved that the Gas Co -Op be granted per- GAS LINE RE mission to install a natural gas line to the Orkney be ORKNEY ✓ PRESBYTERIAN Presbyterian Church in SE- 25- 30 -22 -4 and that they CHURCH allowed to ditch across the road south of the Church for that i stallation. R Sailer, H Seidel and AGREEMENTS Oliver Parry. Carried Mr. Ferguson moved that an oil company be granted TEM. CROSSING permission for a temporary crossing over the creek in RE SW- 1- 33 -23 -1 the SW-1-33-23-4 as per details submitted Carried. Mr Ree Campbell reported on some road damage caused REPORT RE by a water truck hauling to the oil well but stated this OIL WELL was slight and could be offset by other factors TRUCK Letter from Jubilee Insurance Agencies Ltd stated JUBILEE INS that insura ce would not be effected on a farmer's car or light tr ck if used chiefly for farm or pleasure purposes but occasionally used in travelling as a rural yi fireman or as an emergency ambulance Mr Campbell moved that this information be accepted and filed Carried. Counci was advised that Huxley Hutterites have DRAINAGE RE inquired regarding improved drainage at the SW- 18- 34 -22 -4 HUXLEY Mr. Poole moved that this be referred to the Road Committee. HUTTERITES X Carried Letter of May 19th from the Department of Highways 1972 ROAD advised that the 1972 Road Grant allotted is $108,695 00 GRANT Mr Poole m ved that this be accepted and the correspondence filed. Carried Mr Ch rch moved that the 1972 Articles of Agreement AGREEMENT for road grant work be accepted and that the Reeve be RE ROAD authorized to sign same on behalf of the Municipal District. Mr. Dan Peters, District Agriculturist, met with D PETERS Council and advised that a general meeting is to be held MEETING at the Three Hills Community Centre on June 22nd, 1972 JUNE 22 from 9 30 A M to 4 30 P.M. for a discussion of Weather RE WEATHER Modificatio . This meeting is sponsored by the M L A. Mr. Campbell moved that this report ✓ be accepted and that the grade be improved when equipment is availablp Carried Mr. Pole moved that the application for work of Wayne Schne' der be referred to Mr Ted Paquette. They are now on the second mile of thD Huxley West project but have found they must haul out considerable black dirt from the old grade. He also state they would need agreements at the Hepburn corner for fills and slopes soon so that they will have a place to work if weather conditions were wet otherwise Mr Dorn a vised that the fuel purchased from Hepburns was a long time ago when the crew were putting in bridge approaches near the Walter Tetz area. 1944�� See Page 7 GRAVEL REPORT t SELL LOTS RE CARBON PROPERTY J. Mr Schmelke moved that the report be accepted and the committee authorized to proceed Carried. Mr. G. King advised that Mr C Ferguson, Solicitor, had promised a draft of the Hold Harmless Agreement with Ralph Loos ore for today °s meeting but it had not been received That item of business was therefore tabled Mr. G King reported briefly on the Ambulance Committee Meeting which had been held the evening of June 8th The letter of 1Vr. Roland Winter of Drumheller was read in regard to his amb lance agreement with the City and other areas Some discussion followed. Mr G King advised that the Ambulance Committee expects to carry on full operations as a Society commencing July lst next. Mr. Bauer moved this report be accepted. Carried REPORT RE WIMBORNE WATER SYSTEM V AGREEMENT RE RALPH LOOSMORE AMBULANCE COMMITTEE MEETING V Mr Brown moved that the use of a Municipal water WATER TRUCK truck be allowed for the Torrington Sports Day under the V RE ORRINGTON same arrangements as in 1971.
