D of Kneehill 4 was held. at the Municipal Office in Three Hills on Tu sday, May 23, 1972, commencing at 9 00 A.M Councillors present for this meeting were Mr A. Mr. C Mr. A Mr T. Mr S Mr. R H. APPROVED Some d'scussion took place in regard to possible trans- HOLD fer of land to Mr. Ralph Loosmore from the NW- 6- 31 -23 -4 and HARMLESS giving to h m of the old bridge, etc. Mr Church moved that AGREEMENT RE RALPH the Secretary-Treasurer have authority to engage Mr. C. GILL Mr Gill stated that he has a problem regarding moving his RE ENTRY cattle in to the SW- 36- 32 -27 -4 as Mr Walter Friesen would SW- 36- 32 -27 -1 not allow hir to cross the latter's private land and there is no road inlet. He stated that he thought he could go in through the SE -36 owned by August Kruger but the land is rented to Wally Kruger who is now in hospital There are other probleos involving fences, etc but these appear to be priv to problems between the people concerned. Mr. Ferguson moved that the road committee investigate this matter with authority to pay adjacent land owners some compensation to allow entry for Mr. Gill Carried. Mr. Gill and Mr. Molendyk then left the meeting. It was noted that the combined meeting with the A.S B. Agricultural Service Board originally scheduled for this forenoon was postponed due to seeding operations and due to lack of urgent business. Lette of May 15, 1972 from Mr. Madden, Solicitor, was read ii regard to the old utility account for the Circle R M tel at Grantville. The Company has offered to pay $43).50 as full settlement of the outstanding water and 3ewer account and Mr. Madden had recommended acceptance Mr. Ferguson moved that Council approve of the recomm ndation and agree to accept $430 50 as full settlement of the old outstanding water and sewer account. June 26th, at 9 30 A M Carried JUNE 2672 Consid rable discussion took place in regard to gully erosion. Pro lems in connection with those are the following GULLY EROSION 1. Farm oC Ed Ohlhauser where Karl Gundlach has done some motor grader work in the N2- 36- 28 -23 -4 2. Mr. Canpbell reported that the Hutterites have a problem regarding a ditch in the Ed Stankievech quarter, this being the SW- 30- 34 -22 -4 3 Mr. Park reported that Clarks have co- operated in filling in a ditch on their land and he hopes this will be solved 4 Mr. Lars Sorensen had left a report regarding his problem but this has not been investigated to date. It was noted that a charge would be made for the motor CHARGE RE grader at regular rates when used for private work in fill- PRIVATE ing in gullies. Campbell moved that Gordon Park investigate f these matt rs further and report back to the combined meeting on June 26th. Carried Mr G King reported regarding his personal discussions with Mr. R 1ph Brown and a phone call from Mr Eldon Dahl of the Associ tion on May 19th in regard to special prices on NEGUVON Neguvon anc Ruelene which are pour on materials used for RUELENE Warble Con rol The estimated gross saving would be $2.00 per gallon but no handling costs can be added and no ad- vertisements can be placed in regard to this material at this price Full discussion followed with particular refer- ence to the policy followed by Council to this date of not handling f r sale materials which are available otherwise. Mr. Church moved that no change be made in Council policy and that materials available through other agents not be stocked and sold and thus no order be given to the Associa- tion for N guvon or Ruelene at this time Carried. Councillor Ferguson asked to be recorded as opposed. Letter of May 12th from the Alberta Department of Agri- DEPT. AGRI culture wa read stating that the grant at this time is GRANT limited to $11,000.00 per Municipality, but later adjustments may be pos able Mr Bauer moved that this be referred to the June 26th -combined meeting Carried. It was noted that he did not object to the passing of the by -law as such The Secretary- Treasurer advised Council that By -Law #697 had been duly advertised and any-person who wished to object had been invited to meet Council at 11 00 A M today No one has appeared with objection or otherwise. Mr Bauer moved that 3rd Reading be given to By -Law #697 and that it be finally passed subject to any required approval. Mr Campbell reported that a water truck which had been hauling water for the well as referred to above had caused some road damage. King advised Council that he had the following information as requested in regard to mobile phones and REPLIES PHONES two -way red os TWO -WAY RADIOS 1. In case of an emergency call with the mobile phone set -up it is possible to request use of a line which is v' otherwise busy. 2 With t o-way radios any number of mobiles could be used with t e one base station and the price per mobile may be sli tly cheaper if a larger number is used. Extract from the Minutes of W- 27- 31 -24 -4 (W. EVANS) July 12/71 Page 1 were read in which Council had agreed to ;ravel he roadfromthe south end north approximately mile to he town water well This had not been completed. The Road C mmittee stated that some work should be done on the road b fore any gravel was placed on it Mr Church moved that Council agree to grade and gravel the said mile of road ani that motor graders be used for as much as possible of this work Carried. It was agreed that Mr. G. King see Ken Thompson in regard to this fob Council discussed the program for light -coat surfacing PROGRAM RE and the need to be ready to get started by the middle of PE LIGHT June Mr Schmelke moved that Mr. Joe Dobler endeavour to V COAT SUR take any necessary action to have all equipment ready to go for 11 t-coat surfacing by mid -June. Discussion followed Mr Poole moved that Council agree that priority should be given to replacement of the steel bridge in the south- west part of Carbon as it is in poorer condition and carries h avy traffic. Mr Ferguson moved that this cor- respondence be filed Carried Mr. Poole reported in regard to our Lots at the Carbon Shop site He stated they have been cleaned up and are now in respectable condition The M. D has 11 lots with 30 ft frontage each and the approx. value is $8 00 per front foot for vacant lots He suggested we could perhaps sell the three southerly lots He agreed to measure this out and discuss same with Mr A H Church at the site and they will then report b ck to a later Council Meeting Mr Campbell inquired regarding wage rates for John Campbell The records showed he had returned to work for this M D on May lst, 1971 and had been classed as a first year man for May and June By direction of Council he began at the second year rates fr m July 171 and thus would be on that rate until th end of June this year at which time he would be classed as a third year employee. The new rate will appl ) only from J -aly 1, 1971 is Mr ampbell reported that he had been requested ROAD IMPROVEMENT to make s me road improvements west of 4- 35 -24 -4, W- 4- 35 -24 -4 being the one mile north of Otto Medings and up to the land owned by Ian Cameron Mr. Campbell had been told that the County of Red Deer is rebuilding the mile dire tly north of this.
