Mr. Schmelke moved that an application be made for two male students for the projects as outlined above and for others which may be added. Council noted there is still ample security. Mr. Brown moved that the Council make no claim against tho fire insurance. Mr Poole moved that this information be accepted and that the two Villages be billod on the new rates being $200. for Linden and $100. for Torri gton Carried. A map was attached AREA outlining the proposed area. Considerable discussion followed with some further items to be considered. The Secretary- reasurer was asked to gather information as to whether or not the Prairie Bible Institute area was to be taxed and Also whether a vote could be held without d ,f necessity f a petition requesting same. Letter of March 6, 1972 from the Chief Provincial Assessor was read in regard to the assessment of country ASSESSMENTS grain elev tors. This suggested that the Assessor appeal assessments of elevators if it appears that the rate is too low due to any decision of the Alberta Assessment Appeal Boa d Mr. Brown read correspondence from Mr. Ken Luke of the Alberta Assessment Appeal Board which suggested an 74in depth" study needs to be made by the Department of Municipal ffairs Mr Brown gave other information in N regard to ssessments of elevators. Mr. Ferguson moved that Mr Gorge Park, Assessor, be directed to appeal the assessment of elevator No. 2 at Grainger and perhaps one elevator at Equity and any others where the situation is applicable Carried The a enda used for the Annual Meeting in 1971 was AGENDA RE referred t3 Council and comments requested in regard to ANNUAL a proposed agenda for the Annual Meeting to be held this MEETING afternoon. Discussion ,h the following being some of the main points 1. Area to be protected - The delegation stated it was basically the area lying south of the Three Hills town line Some Councillors suggested the whole Municipality should be covered if a grant is given as thq money will be coming from the whole area. 2. Is it legal to give a grant? - Section 206 of the Municipal Government Act was read and it seemed that it mi ht be possible to give the grant. However, Sects n 267 deals with Weather Modification and sets out o her procedure which must be followed 3. The o her Municipalities had not been contacted to date o there was no indication of what action they may t ke. The delegation thanked Council and then left the meeting. S me further discussion followed Mr Ferguson moved that the Secretary- Treasurer get further in ormation regarding the legality of giving a grant with reference to the Statutes of Alberta and details concerning that and also that Dr. Hugh Horner, Minister of Agricultur , be contacted to verify the proposal as set forth by t e delegation and that all of this information be referre to Council on March 27th Carried.
