The maintenance costs will carry on either with or without
flashing lights It was noted there is still some discussion V/
about getting dayliner service back on the C N R and this
may affect the need for flashing lights Mr Brown moved
that this Municipal District agree to pay its portion of
the costs for the railway crossings with the flashing
lights for one year and that this matter be then reviewed

Letter of March 6, 1972 from the Chief Provincial
Assessor was read in regard to the assessment of country ASSESSMENTS

too low due to any decision of the Alberta Assessment
Appeal Boa d Mr. Brown read correspondence from Mr. Ken
Luke of the Alberta Assessment Appeal Board which suggested
an 74in depth" study needs to be made by the Department of

regard to ssessments of elevators. Mr. Ferguson moved
that Mr Gorge Park, Assessor, be directed to appeal the
assessment of elevator No. 2 at Grainger and perhaps one
elevator at Equity and any others where the situation is
applicable Carried

A delegation of Mr Elmer Currie, Jim Bishop, John
Empey and Harold Howe met with Council and presented a
proposal for Weather Modification In brief, this requested WEATHER
that Council make a grant of $10,000 00 to the Kneehill MODIFICATION
Weather M dification Association to enable them to fulfill
the responsibility placed on them by the Provincial Govern-
ment Their proposal stated that the Provincial Minister of

1. Area to be protected - The delegation stated it was
basically the area lying south of the Three Hills
town line Some Councillors suggested the whole
Municipality should be covered if a grant is given
as thq money will be coming from the whole area.
2. Is it legal to give a grant? - Section 206 of the
Municipal Government Act was read and it seemed that
it mi ht be possible to give the grant. However,
Sects n 267 deals with Weather Modification and sets
out o her procedure which must be followed
3. The o her Municipalities had not been contacted to
date o there was no indication of what action they
may t ke.
The delegation thanked Council and then left the
meeting. S me further discussion followed
Mr Ferguson moved that the Secretary- Treasurer get
further in ormation regarding the legality of giving a
grant with reference to the Statutes of Alberta and details
concerning that and also that Dr. Hugh Horner, Minister of
Agricultur , be contacted to verify the proposal as set
forth by t e delegation and that all of this information
be referre to Council on March 27th Carried.
