The Monthly Financial Statement for the month MONTHLY
ending February 29/72 was presented and discussed. This STATEMENT
showed a net balance at the end of the month of $290,682 03
Mr Church moved the Financial Statement be accepted.

were lower at the end of February this year than at the
corresponding time one year previously
Mr. C W Poole reported that he had lost to Mr. SCHOOL
Leonard F Poxon in the recent election for a School TRUSTEE
Trustee in ivision S of the Three Hills School Division
Mr Poole s ated that he had extended congratulations to
Mr Poxon.
The revised copies of the Wage Agreements for the WAGE
hourly employees and for the monthly employees were AGREEMENTS

Mr. G. King and Mr Jeffery left the meeting while
Council, as a committee, discussed 1972 wages to be paid G KING

back in to the meeting and the meeting then continued. $1210100
Mr Schmelke moved that the 1972 salary for Mr. G. King
as Sec.-Treasurer be set at $12,100.00 and that the
appropriate change be made in the Minutes of January
31/72, Page 2 Carried.

1 Very poor vision over a sharp hill W/NW- 20- 32 -26 -4 POOR VISION
(South of Oelke Pit) Mr Brander stated that he W/NW- 20- 32 -26 -4
almost had an accident with Municipal employees at
this site and he believes this place is particularly
dangerous for moving machinery It is also used as
a school bus route
2. The d legation asked about getting the road gravelled ROAD
west of Sections 5 and 8- 32 -26 -4 and stated this GRAVELLED
would complete a good North -South link between Z_
Highway 27 and the Three Hills Town line This is
not a bus route and no one lives on the said two
miles
Mr. P ole moved that these requests be considered
and inspec ed when Council is on road tour Carried.
The delega ion thanked Council and left the meeting
Mr B uer referred to a recent accident at the
intersection at the southwest corner of 14- 31 -24 -4.
Yield sign were up for traffic travelling east -west
It was agr ed that this be inspected when on road tour.
Mr. Brown referred to some traffic hazard at the
corner near Neil Penner's at the 5E- 17- 31 -25 -4 and he
suggested road intersection signs ahead of the inter-
section for the north -south traffic
Mr F rguson referred to the need for a Stop Ahead
sign east cf the intersection to Highway No 21, south
of the SW-29-32-23-4 (Luoma corner) There had been two
recent accidents there on the same date The Secretary -
Treasurer is to check with the District Engineer very
soon in re and to this sign
The pros and cons of having a two -way radio set -up
were discussed Council was advised that A.G T., Ber-
lando4s Conmunications Ltd , and Canadian Motorola
ElectronicE Company are all interested in submitting
definite quotations and willing to meet with Council
at any tim but it might be advisable first for Council
to conside whether or not it is interested in actually
having a s stem.

Mr Pole stated there is some confusion caused by 72 000 lb

Regional Library Meeting he had recently attended LIBRARY

the cost to the Three Hills School Division would
be about $1500 00 per year Mr Campbell mentioned
he had heard discussions of this at the School Division
meeting and they might prefer joining Parkland area but
no decisions have been made The School Division will

Public Works employees who are hired on an hourly basis
.cipal District of Kneehill No 48 shall set up a commit-
• 5 members to meet with the Council, or committee of the

The committee so chosen shall serve from Dec lst of one year
to Dec 1 t of the next year If a man retires from the committee,
another shall be chosen by the group concerned to complete the un-
expired term
The ommittee of the Council shall consist of three Council
members c osen by the Council Terms of office and replacement shall
be subjec to the same terms as for the employee's committee
Empl yee Committee members who attend Employer- Employee Commit-
tee meeti gs shall be paid at the same rate of $12 50 for the meet-
ing plus 40 per mile for travel
The ecretary- Treasurer may attend all meetings to record a
review of the discussion and recommendations, etc which are made.
Clause 2 4 HOURS OF WORK
The hours of work are expected to be 11 hrs per day Monday -
Friday inclusive (Saturdays off) between April 1st and November
30th but the hours during that period may be reduced if road con-
struction is not in progress
Between December 1st and March 31st - Gravel crew and snow-
plowing - 10 hours per day Monday through Friday, other work - 9
hours per day Monday through Thursday and 8 hours on Friday for a
44 hour w ek. The said hours may only be exceeded in unusual cir-
cumstances and the excess hours must first be authorized by a fore-
man or co ncillor All pay is to be at regular rates EXCEPT - any
employee who is asked by a foreman or councillor to work on any
Saturday, Sunday or Statutory Holiday due to an emergency shall
be entitl d to 12 times normal rate of pay plus any pay at regular
rate for which he might be entitled Employees asked to report for
work on any day shall be given a minimum of 4 hours time.
Clause 3 � CALCULATION OF HOURS OF WORK
MOTOR GRADER MEN - the hourly time for motor grader operators shall
be counted from when they arrive at their patrol headquarters until
they return there
ROAD CREW - from the time they reach the site where the equipment
is iocated until they leave that site, free transportation to and
from that site will be provided from Three Hills

Any employee who temporarily works more than two weeks in any

his usual rate, shall be entitled to the higher rate for the time
in excess of the first two weeks If the employee later returns to
his formler class of work the higher rate continues for two weeks
and the the regular gate fog his class of work again applies
That each year of employment for the purpose of wage rate

A Employees are to ale given credit at January 1st, 1972 for the
numbe of days fo sick pay which remain at their credit at
the e d of 1971.
B. Credi from January lst, 1972 will be 2 day per month for
sickn ss benefits not used. There is no maximum

(2) Employees whc leave after a minimum of four years employ-
ment for any" rea -son other than retirement on pension, shall be
paid for one -half of the number of accumulated sick pay days
standing to his credit
(3) 1.11 present credits for sick pay and years of service
shall be counted In reference to F(1) and (2), and the pay
rate shall be at the rate of pay of the employee at the time
he leaves or retires as the case may be.
Clause 71- COMPULSORY STATUTORY HOLIDAYS
New ear's Lay, Good Friday, Victoria Day, July lst, first
Monday of August, Labor Day, Thanksgiving Day, November 11th,
Christmas Day, and Boxing Day

rates.
Clause 81- WORKMEN'S COMPENSATION
• Each employee shall be paid regular wages for 8 hour days for
• period not to exceed two weeks if he suffers an injury while at
work under which he qualifies for Workmen's Compensation benefits.
Any payment from the Workmen's Compensation Board in respect to
the wages during that period will be claimed by the Municipal
District

Clause 1 - SAFE DRIVING AWARD
As from January 1, 1967, any workman in the gravel crew who
regularly drives a gravel truck and who is not involved in an
accident involving a Municipal truck, shall be entitled to special
Safe Driving Award as follows
At the completion of one year employment-------------- - - ---- 25 00
At the completion of the 2nd successive year of employment -- 50.00
At the completion of the 3rd successive year of employment -- 75 00
At the completion of the 4th successive year and each year
of erpployment thereafter -------------------------------- $100.00
The eriods referred to above shall be calculated from the start
of emplo ent, or from the date his previous accident occurred,
whicheve is the latter.
Clause It - GENERAL TERMS
No w�rk shall be required on any Saturday, Sunday or legal
holiday except for emergency or snowplowing
Any mployee shall have the right to submit a written request
at any t me asking a transfer to other employment This shall be
given fa r consideration when an opening occurs The Public Works
Superint ndent may grant a temporary transfer but must, within two
weeks, r port this to the Council Committee or Council for final
approval
Group Life - Wage Continuance Policy - after 9 months of employment
A Policy is in effect with Sun Life Ltd. The cost of this shall
be share 50 -50 by the employer and employee. The time during which
any empl yee receives wages by this Policy shall not reduce the
number of days for which he is entitled to sick pay benefits under
Clause 6 of this Agreement However, if the wages under the Policy
do not provide the full regular rate of pay for 8 hour days, the
difference may be paid from sick pay benefits and this additional
benefit will be calculated as a fraction of a day under Clause 6.
SPECIAL NOTE This is being reviewed and may be amended later.
Any employee shall be expected to do any reasonable work to
the best of his ability with his rate of pay to stay in his present
category unless he be actually put in a new category by the Council
or by the Public Works Superintendent

Any Employee covered by this Agreement and wishing to leave
the empl y of the Municipal District is asked to give not less than
one week's notice The Municipal District shall give not less than
one week's notice to any employee who is being dismissed from employ-
ment Ex eption to the notice from either party may be allowed by
mutual c nsent
NOTICE 0j LAY -OFF - Duplicate forms will be prepared and notices
of lay -o f will be in writing
TRAINING - Any employee being assigned to operate large equipment
is to be given at least some kind of training before going on the
machine alone.
BANKING I Two (2) hours will be allowed off on the Friday following
pay day ly arrangement with the foreman and without pay or trans-
portation
Any rerm of this Agreement may be changed by mutual consent at
any time
Compassionate leave for a total of not more than 3 days in
any cale_dar year may be granted with pay based on 8 hours per
day Thi3 leave may be granted by the Public Works Superintendent
and/or bT Council, bbt only where, in their opinion, the request
is reaso able.
This Agreement, upon acceptance by both parties, shall be
considered in effect as from January 1, 1972 to December 31,
1972 It will further continue beyond that date unless a change
is requested by either party, the request shall be considered
at a me ting of both committees and, if mutually agreed upon,
the fin 1 decision shall be made by the Council of the Municipal

taken off by any employee covered by this agreement to
compensate to an equal extent for any overtime hours

3 ANI!UAL HOLIDAYS
After the first full year of employment - 2 weeks
After eight full years of employment - 3 weeks

slacker work periods, dates shall be arranged through the
foreman and /or Council, holidays may be taken in split

week of holidays if taken between December 1st of any year
and March 31st of the following year.
4 PROVISIONS FOR SICK PAY
a Employees are to be given credit at January 1st for the
number of days for sick pay which remained at their
credit at the end of the previous year.
b Credit from Jan 1/69 will be z day per month for
sickness with no maximum
c A medical certificate must only be supplied upon re-
quest if an employee is off for one or two days.
d If an employee is off for three or more consecutive
days, then a medical certificate is compulsory.
e. (1) If an employee retires and goes on pension, he
shall be given full pay for all accumulated sick pay
days standing to his credit
(2 Employees who leave after a minimum of four years
employment for any reason other than retirement on
pension shall be paid for one -half of the number of
accumulated sick pay days standin to his credit.
(3) The pay rate in reference to fl) or (2) shall be
at the rate of pay of the employee at the time he
retires or leaves as the case may be
5 STATUTORY HOLIDAYS
New Year's Day, Good Friday, July 1st, Labor Day, Thanks«
giving Day, November 11th, Christmas Day, Boxing Day,
Victoria Day, and lst Monday in August.
6. WORKMEN'S COMPENSATION
a. Each employee shall be paid at regular wages for a
period not to exceed two weeks if he suffers an injury
while at work under which he qualifies for Workmen's
Compensation benefits. Any payment from the Workmen's
Compensation Board in respect to the wages during that
period will be claimed by the Municipal District
b. After the first two weeks, the employee will be en-
titled to payment direct from the Workmen's Compensa-
tion Board of that portion of his wages which it will
pay, but will not receive further wage payment from
the Municipal District until he returns to work
7 PENSION PLAN
The Canada Pension Plan is compulsory. Other pension
contributions shall be made under the Local Authorities
Pension .Act or Canada Life Assurance Cc Plan at the
required rates to provide for an integrated pension with
the Canada Pension Plan This is compulsory for all
employees. (Exception - Mr George Park - may continue
with his present pension agreements )
8 ALBERTA HEALTH PLAN AND ALBERTA BLUE CROSS PLAN
(HOSPITAL AND OTHER SERVICES) - GROUP PLANS
These are compulsory, with the premium costs shared on a
50 -50 basis by the employer and employee after 3 months
employment.
10 GROUP LIFE - TATAGE CONTINUANCE POLICY
A Policy is in effect with Sun Life Ltd. The cost of this
shall be shared 50 -50 by employer and employee. The time
during which any employee receives full wages by this
policy shall not reduce the number of days for which he
is entitled to sick pay benefits under Clause 4 of this

11. NOTICE OF TERMINATION OF EMPLOYMENT
Any employee covered by this Agreement and wishing to leave
the employ of the Municipal District shall give not less
than one month's notice
The Municipal District shall give not less than one month's
notice to any employee who is being dismissed from employ-
ment and it is understood that no employee shall be dis-
missed without first being given reasons for dismissal and
an opportunity to be heard by Council
Exceptions to the notice from either party may be allowed
by mutual consent
12 COMPASSIONATE LEAVE
Compassionate leave for a total of not more than 3 days in
any calendar year may be granted with full pay, but only
for justifiable reasons
13. GENERAL
Any terms of this Agreement may be changed at any time by
mutual consent
