Mr. Po le moved approval of the Minutes of the
Special Mee ing held January 31st /72 as per copy which
had been mailed to each Councillor Carried.

APPROVED
The Financial Statement for the month ending January MONTHLY
31st /72 was presented and discussed as per copy with these STATEMENT
Minutes. This showed a net balance at the end of the month APPROVED
of $89,762. 6. Mr. Church moved approval of the Monthly
Statement Carried.
The committee of T A. Ferguson and A. W. Bauer agreed PROPOSED
to set a time soon for a meeting to go over the proposed ROUTES RE' X
routes for Alberta Government Telephone underground cable AGT CABLE
in the Three Hills area.
Mr J C. Jeffery reported that he had gone with CNR-
representat ves of the C N R for an inspection of the FLASHING
railway crossing south of 27- 29 -24 -4 in regard to the need LIGHTS
for the present flashing warning lights. The C N.R. offi- 27- 29 -24 -4
cials had a reed there is now good vision at the site
Estimated c st for removal of the flashing lights is
$21000 00. 4r. Jeffery further advised that the Board of
Transport Commissioners must also inspect the site before
a final dec'sion is made Mr. Bauer moved that this report
be accepted

to the Employee Committee for further consideration and
recommendation
Rate cf pay for office caretaker was discussed Mr
Campbell m ved that the rate be increased to $2 20 per
hour as fr m January lst/72. Carried
Mr C mpbell spoke briefly regarding an apparent
overlap of services through elevator companies, the
District Agriculturist and the Service Board. Some dis-
cussion followed regarding that Mr G. King was asked
to see Gor on Park and suggest that a copy of the pro-
gram of th coming Agricultural Service Board Conference

Discu-9ion followed Mr Hammer stated the $14,000 credit

of 1971 Zr Hammer was advised that Council wished to dis-
cuss the proposal further and was asked to wait until later
in the meeting. He thanked Council and then left the meeting
Mr Sam Bulych of Torchinsky Engineering met with Coun-
cil regarding road engineering or legal surveys. He stated TORCHINSKY
that his company is working in some eighteen Munici ali.ties ENGINEERING-
now The fee for engineering services was given as $675 00
per mile and he stated the benefits would be a balanced
design which would give more economical grading He would
also giv advice regarding utilities, etc. Various
schedule for legal survey work were also discussed, one
of which was a flat $500 per mile basis After further

Inequities in regard to payments to Council members
who are s rving on the Board of various Seed Cleaning
Plants waE discussed. Some members have claimed through
the Municipal District the regular Municipal rates, some
have been paid lower rates through the Seed Cleaning Plant,
and some cthers perhaps have not been paid anything. Mr.
Poole mov d that this Municipal District pay its regular
rates for all Council members who serve on Boards of
Seed Clearing Plants as from January lst/72 and that the
various S ed Cleaning Plants be advised of same Carried.
Mr led Paquette referred to the wage scale of Mr.
Alan Hazel. which had been set by Council at $2 90 per
hour He suggested that this is a special category and
that the rate should be increased to $3 00 per hour due
to Mr. Hazel's ability and general work. Mr Bauer moved

Clause 1
Thos Public Works employees who are hired on an hourly basis
by the Municipal District of Kneehill No. 48 shall set up a commit-
tee of 4 or 5 members to meet with the Council, or committee of the
Council, o discuss problems that arise from time to time of concern
to the wo kmen and the Council. The Committee of the employees shall
be hourly paid 2 mnts and shall be chosen by them as follows

1 - hosen by the gravel crew
1 or 2 - chosen by the road grading crews
1 - hosen by Motor Grader Operators of Div.'s 1, 2 & 3
1 - ahosen by Motor Grader Operators of Div.'s 4, 5, 60 & 7
The aommittee so chosen shall serve from Dec. 1st of one year
to Dec 1 t of the next year If a man retires from the committee,
another shall be chosen by the group concerned to complete the un-
expired term
The committee of the Council shall consist of three Council
members chosen by the Council Terms of office and replacement shall
be subject to the same terms as for the employee's committee-
Employee Committee members who attend Employer - Employee Commit-
tee meetings shall be paid at the same rate of $12 50 for the meet-
ing plus 14¢ per mile for travel
The Secretary - Treasurer may attend all meetings to record a
review off the discussion and recommendations, etc which are made.
Clause 2 - HOURS OF WORK
The hours of work are expected to be 11 hrs. per day Mon. -Fri.
inclusive (Saturdays off) between April 1st and November 30th.
Between December 1st and March 31st - Gravel crew and snow-
plowing 10 hours per day Monday through Friday, other work - 9
hours per day Monday through Thursday and 8 hours on Friday for a
44 hour week The said hours may only be exceeded in unusual cir-
cumstanc s and the excess hours must first be authorized by a fore-
man or c uncillor. All pay is to be at regular rates EXCEPT - any
employee who is asked by a foreman or councillor to work on any
Sat , Su ., or Statutory Holiday due to an emergency shall be en-
titled tD 1J times normal rate of pay plus any pay at regular rate
for whici he might be entitled. Employees asked to report for work
on any d y shall be given a minimum of 4 hours time.
Clause 3 - CALCULATION OF HOURS OF WORK
MOTOR GRADER MEN - the hourly time for motor grader operators shall
be counted from when they arrive at their patrol headquarters until
they return there.
ROAD CREWS - from the time they reach the site where the equipment
is loca ed until they leave that site, free transportation to and
from th t site will be provided from Three Hills.
GRAVEL QREW - same as for road crew

WAGE RATES AND RELATED MATTERS
Any employee who temporarily works more than two weeks in any
calendar year in a category in which the rate of pay is higher than
his usual rate, shall be entitled to the higher rate for the time
in excess of the first two weeks If the employee later returns to
his form pr class of work the higher rate continues for two weeks
and then the regular rate for his class of work again applies

Clause 51- ANNUAL HOLIDAYS
Eacl employee, at the end of each of the first 8 years of
employment, shall be entitled to annual holidays with pay in
accordance with the following

b. Three weeks if taken during Dec , Jan , Feb., or March.

At the end of 15 years - one week additional holiday shall

Holiday Periods must be arranged with the Public Works
Superintendent and no employee shall be permitted to take less
than one week of his holidays at any time.
Clause d - PROVISION FOR SICK PAY
A. Em loyees are to be given credit at January 1st, 1972 for
the num er of days for sick pay which remain at their credit at
the end of 1971
B Cr dit from January 1st, 1972 will be 2 day per month for

C. A medical certificate must only be supplied upon request if
an employee is off for one or two consecutive days

If any employee retires and goes on pension, he shall be

Clause - PENSION PLAN
Total contributions to the Canada Pension Plan and an inte-
grated dditional pension will be approximately 5% by the employee
and an Equal amount by the Municipal District The Canada Pension
Plan is compulsory The integrated additional pension will be
compulsory for any new employee hired, effective after 9 months
employm nt, but it remains optional for employees hired previous
to December 31, 1965 Details are available upon request.

Clause 12 - GENERAL TERMS
No work shall be required on any Saturday, Sunday or legAl
holiday except for emergency or snowplowing.
Any employee shall have the right to submit a written request
at any time asking a transfer to other employment This shall be
given fair consideration when an opening occurs. The Public Works
Superintendent may grant a temporary transfer but must, within two
weeks, report this to the Council Committee or Council for final
approva
Group Life - Wage Continuance Policy - after 9 months of employment
A Po icy is in effect with Sun Life Ltd The cost of this shall
be shay d 50 -50 by the employer and employee. The time during which
any emp ogee receives wages by this Policy shall not reduce the
number Df days for which he is entitled to sick pay benefits under
Clause S of this Agreement However, if the wages under the Policy
do not rovide the full regular rate of pay for 8 hour days, the
differe ce may be paid from sick pay benefits and this additional
benefit will be calculated as a fraction of a day under Clause 6
Any employee shall be expected to do any reasonable work to
the best of his ability with his rate of pay to stay in his present
category unless he be actually put in a new category by the Council
or by the Public Works Superintendent
Meetings of the employer- employee committee shall be held upon
request of either party, with dates and times to be mutually agreed
upon tc a maximum of 4 meetings in any year
A y employee covered by this Agreement and wishing to leave
the em loy of the Municipal District is asked to give not less than
one we k's notice The Municipal District shall give not less than
one we k's notice to any employee who is being dismissed from employ-
ment. 1xception to the notice from either party may be allowed by
mutual consent
NOTICEIOF LAY -OFF - Duplicate forms will be prepared and notices
of lay-off will be in writing
Any employee being assigned to operate large equipment is to
be given at least some kind of training before going on the machine
alone

5. STATUTORY HOLIDAYS

b WORKMEN'S COMPENSATION
a Each employee shall be paid at regular wages for a period
not to exceed two weeks if he suffers an injury while at
work under which he qualifies for Workmen's Compensation
benefits Any payment from the Workmen's Compensation Board
in respect to the wages during that period will be claimed
by the Municipal District
b. After the first two weeks, the employee will be entitled to
p yment direct from the W. C Board of that portion of his
w ges which it will pay, but will not receive further wage
P yment from the Municipal District until he returns to work
7 PENSION PLAN
T e Canada Pension Plan is compulsory Other pension contri-
b tions shall be made under the Local Authorities Pension Act
oi Canada Life Assurance Co Plan at the required rates to
p ovide for an integrated pension with the Canada Pension
Plan This is compulsory for all employees
(Exception - Mr. George Park - may continue with his present
pension agreements )

AND OTHER SERVICES) - GROUP PLANS
These are compulsory, with the premium costs shared on a
50-50 basis by the employer and employee after 3 months

10 GROUP LIFE - WAGE CONTINUANCE POLICY
A Policy is in effect with Sun Life Ltd The cost of this
sliall be shared 50 -50 by employer and employee The time
ditring which any employee receives full wages by this
policy shall not reduce the number of days for which he
it entitled to sick pay benefits under Clause 4 of this
Agreement However, the difference between payments under
the Policy and regular rates of pay may be paid from sick
p y benefits and this additional benefit will be calculated as
a fraction of a day under Clause 4

11. NOTICE OF TERMINATION OF EMPLOYMENT
Any employee covered by this Agreement and wishing to leave
the employ of the Municipal District shall give not less
tha one month's notice
The Municipal District shall give not less than one month's
notice to any employee who is being dismissed from employ-
ment and it is understood that no employee shall be dis-
missed without first being given reasons for dismissal and
an opportunity to be heard by Council
Exc ptions to the notice from either party may be allowed
by �utual consent
12 COMPASSIONATE LEAVE
Compassionate leave for a total of not more than 3 days in
any calendar year may be granted with full pay, but only
for justifiable reasons
