HomeMy WebLinkAbout1972-01-12 Council MinutesC ■ COUNCIL MEETING JANUARY 12, 1972 (Cont'd. from Jan 1072) Page 9 The Co ncil Meeting that had adjourned from January 1072 was r convened in the Municipal Office at Three Hills on We nesday, January 12th at 9 00 A M with all Councillors and Mr. D C Dau again present Mr G G King was also present and recorded the Minutes The Se-.-Treasurer was asked to get some plans PLUG -INS drawn later in the spring for additional plug -ins along the west si e of the Municipal Building with the aim of having the vork done during the summer IL The di idend statement from the A A M D & Counties DIVIDEND showed the reak -down briefly of the 1971 dividend to this STATEMENT Municipal District in the amount of $5,528 93 Mr. Church �. moved that this be accepted Carried Notices from the A.A.M.D. & Counties were read in GEN. SPRING regard to the General Spring Meeting in Edmonton March MEETING & 29th and the Councillor's Seminar following on March COUNCILLOR'S 30th It was agreed that all Councillors and the Sec - SEMINAR Treasurer be registered for both but that decision re- I, garding room reservations be tabled until the individual's plans are more definite Carried 1 Mr G King advised Council that the City of Drum- DRUM FIRE heller does not make any charge for fire services within CALLS the city limits even though a vehicle from outside of the V area might be on fire within that limits Mr Church moved that this report be accepted Carried a Minutes of recent meetings of the Three Hills School THREE HILLS Division were referred to briefly Mr. Don Dau mentioned SCHOOL DIV. the grant cut-off for five days which had been made by the Provincial Government during the time of the strike. Discussion followed Mr Ferguson moved that Council sup- port the School Division's stand requesting payment of the V/ full grant originally allotted to the School Division and that a letter be sent to the Minister of Education giving this support Carried Mr D n Dau advised that the Annual School Division ANNUAL MEETING Meeting is planned for the evening of March 29th at Car- RE 3 HILLS bon He agreed that this date could be reviewed due to SCHOOL DIV. the conflict with the Councillor's meeting in Edmonton V, 1 i Mr Bauer moved that the Minutes from the School 4 Division bE filed Carried. Mr G King reported briefly in regard to the Three Hills Scho 1 Division property in Swalwell involving Mr SWALWELL and Mrs T m Beagrie. Carried Mr Bauer moved that the delegates to the Emergency E M 0 CON Measures Organization Conference in Edmonton on February DELEGATES 3rd and 4th be Mr R W Brown and Mr Gordon L Park Carried Mr Pole moved that no delegate be sent to the TASK FORCE meeting in Drumheller on January 12th of the Task Force f; on Urbaniz tion and the Future as similar meetings are being held throughout the whole area Carried Reque is from the Town of Trochu as referred to in the Minute of the Council Meeting of January 10/72, Page 4 wer then reviewed and dealt with as follows 1 Nuisa ce Ground - Mr. Poole moved that this Municipal Distr ct pay $500 00 to Trochu as a 1971 grant for the N lsance Ground but that decision for 1972 be tabled Carried 2. Recreation Board - The present agreement says there sh6u1 be a4total of 5 to 7 members Mr Poole moved that this Council statelt has no objection to a change in the total number of members on any recrea- tion board in the area Carried. See Page 11 TOWN OF TROCHU { Letter from A P Arvidson was read in regard to membership and wards of the Auxiliary Hospital and Nursing HomD area Mr Poole moved that this be filed L Carried Applications for loans under the Alberta Farm Pur- chase Board Act were referred briefly to Council in respect to ialph Empey and Richard A. Maerz Mr Bauer moved that Ar George Park be asked to make appraisals of each of these proposed purchases and that this Dis- trict advertise in the Capital that applications are now being received for loans but that this be without obligation Carried Assessment Notices from the Town of Three Hills were read giving the following assessed values ACRES LAND IMPROVEMENTS Shop Location 984 6,400 32,910 Office 6,130 30,120 Mr George Park, as Assessor was asked to meet with Council and the general provisions of assessment regula- tions were reviewed with him His opinion was that land is suppose to be assessed at fair actual value but As- sessors ge erally take approximately two - thirds of that amount Buildings are to be at 1963 Edmonton values, less depreciate n and then times 45% Mr Poole moved that this Municipal District appeal the land assessments of the properties as referred to above Carried Mr F rguson moved that circle graphs showing revenue and expenditure break -downs be included with the financial statement and suggested that the School Foundation and School Division requisitions be shown separately. See Page 11 TOWN OF TROCHU { i I I FORM 149-P SPECIAL t iu nu *_-Waww� COUNCIL MEETING JANUARY 12, 1972 Page 11 (Cont9d from Jan 10/72) 3 Road _Work - No additional comments or motions were TOWN OF TROCHU made a this time 4 Svnmmi Pool - Full discussion took place on this matter with particular reference to financing and related items Mr Ferguson moved that if legal, this Mimicipal District will advance its share of the net cost and charge 7% interest on the balance of the principal owing at the first of each year with the interest for the first year to be prorated according to the time loaned and that the principal and interest be recovered by a levy not to exceed 2 mills per year on the area concerned and that the share of the operational expenses be covered in the same manner All of this is subject to advertising the proposal and giving the people an opportunity to petiti n for a vote Motion Carried Further discussion took place in regard to the pro- ROSGEN- posed land and road deal with Wilfred Rosgen Mr Ferguson LOOSMORE advised that Ralph Loosmore has agreed to pay $90 00 for LAND & ROAD the corner cut -off by the new road through NW- 6- 31 -23 -4 DEAL which is owned by Mr Rosgen Mr Poole stated that he is opposed to either leasing or selling the portion of the original road allowance as referred to in the Minutes of December 13th, Page 5 Further negotiations are to take place and Council gave no definite direction The meeting adjourned for dinner from 12 00 noon DINNER until 1 00 P M Brief mention was made of the list of miscellaneous MISC accounts receivable and the Council asked that in future �, ACCOUNTS the amountE owing by each individual be also shown on the list Snowplowing arrangements were discussed again in re- SNOWPLOWING gard to organization, etc There were no actual problems on this date but the idea was te be prepared when such did occur This Council Meeting adjourned from 1 30 P M until 5 00 P M. See Page 3 3 P] �1 • FORM 149-P SPECIAL MUNICIPAL SUPPLIES JANUARY 12, 1972 Page 3 REPORT OF OMBINED MEETING - LOCAL GOVERNING OFFICIALS Drumhellerl Health Unit Mr C ti-rch and Mr Ferguscn reported they felt they now have a smooth operation and a full staff Requisition has remained at $2 32 per capita. Town of T11ree Hills Mayor Shea report,ea they are very pleased with recent changes in Rural Fire Protection agreement where payment for the fire men is handle through the Town and also pleased in regard to the nuisance ground grant They want to up -grade the cemetery west of Three Hills and are c rsidering a summer water line He suggested there should be some M n!_cipal assistance for this as it has joint use Councillor Dan PPte spoke in regard to the recreation of the area and stated that in^o e is up but not keeping pace with expenditures They con- sidered there was 40 per cent to-.rrr use and 60 per cent rural use of re eatf-on facilities, including P B I users as rural people He suggested operational_ costs should have more provincial and Municipal D- strict help, especially in regard to the arena and pool Town of T14ochu Mayor Steinbach states; they plan to extend paving and sidewalks and hope 'o proceed with th °ir swimming pool Grants have been applied for through the Federal .incentive Winter Works Program. Fe also mentioned need for some greater care in snow removal on the Acne south road and the need for some additional fence on the access road into Acme He was advised to refer this to the District Engineer at Calgary Village o Torrington The cec - Treasurer, Mr A Helm, stated they had made an addition to their Community Centre under the capital recreation grant and he stated th t they are very pleased with the ambulance service Village o Linden Mr Iewis Esau stated their concerns are similar to those of Acme with particular reference to the nuisance ground and the railway crossing Provincial Capital Recreation Grants Lind n wishes to defer building anything under this grant if arrangements can be made without loss of the grant which is now offered They inquired about the possibility of giving their grant to some other area for the time being and then being repaid from that area at a later date Mr Gerald Bruce mentioned that the grant is now in its fourth and fifth years and is set up as a five year grant No official decision has been given as to whether or not it will be continued Linden could share their funds with another Municipality but there was no guarantee at this time that further grants would be available later Dr A Warrack stated that he per- sonally favors continuation of these grants but he cannot obligate his gover ment at this time Mr Gerald Bruce reported that all recreatiom boards of this area have applied for their capital grants except Tropchu and Linden and Trochu is shortly to be making its applicati n in connection with the swimming pool Nuisance grounds Mr Erown mentioned that the Municipal District ha!s closed the Sunnyslop , Torrington and Wimborne areas but has opened one at the gravel pit southwest of Torrington This is serving the area well The e is a definite problem and need for a new location in the Linde -Acme area Golden Hitls Lodge Mr and the o Hospital is no def III , King gave a brief report stating that occupancy is up ily concern is action that may be taken through the Alberta >ervices Commission in establishing regional boards There _nite information at this time See Page 5 J D FORM 149-P SPECIAL - UNICIYAL SUPPLIES JANUARY 12, 1972 Page 5 REPORT OF NED MEETING - LOCAL GOVERNING OFFICIALS General Mr B o°1an menL,ionod that the Senior Citizens Certificates have been very oopula, lie also referred to the success -.:ad co- operation with the G rel nme zt in clean3 ng up old car bodies. Mr D n Peters asked how recreation areas were established Mr Brown eferred to the Trochu area and the Rural Fire Protection Area and s ated any others may discuss similar ideas Mr L wis Esau of Linden stated they are short of water in the summer and asked about the possibility of an irrigation dam. Mr Warrack a eed to have this examined Huxlev Easft Park Mr. Warrack stated that there is no work planned for 1972• Mr Brown referred briefly to the Municipal Assistance Grant and stated it appeared the amounts might be the same in 1972 as the previous year but this is not definite Mr Warrack added comments stating there will be a further meeting January 20th when a definite decision may be made Dr Warrack was thanked for attending the meeting and he was then xcused as he had to leave for Lethbridge for an evening meeting Mr oole asked the School Board if there had been any problems in connec ion with snowplowing Mr Anderson replied that these were minor onl_ and there had been good co- operation Mr Erown mentioned that he would be a representative at the next Tri-- evel Conference and that he would be representing the rural areas Some discussion took place in regard to Provincial taxation and propo ed changes and many ideas were expressed in regard to resldenti 1 and other building assessments and related matters Mr teinbach asked if there was any possibility of getting the dayli er service back. Mr Gordon Taylor- stated that objections should be sent to the proper authorities and he agreed to send out a sample letter for endorsation by the various groups Mr Jaylor stated that the Government has been requested to surface t e road from Nacmine northwesterly up to the foot of the Orkney hill but no decision has been received Mr Anderson stated that the School Division has asked the Provincial.
