Hills on Mon ay, January 10, 1972, commencing at 9 00

Mr. C-i ch moved approval of the Minutes of the MINUTES

The preliminary Monthly Statement for the month MONTHLY
endng Decerrber 31, 1971 was presented and discussed STATEMENT
This showed a net balance at the end of the month of
'1"34863OF.7 65 All loans had been repaid during December
ai d. total receipts during that month had been slightly
over $696,0'0.00. Mr Schmelke moved that this state -

the rental due in regard to the surface lease for

Report concerning Prairie Farm Assistance stated PRAIRIE FARM
that each of the following townships is ineligible for ASSISTANCE
1971 payments 31 -26 -4, 32 -24 -4, 32 -25 -4 It was noted
that no other reports had been received to date Mr.

Board meeting to be held at Strathmore on January 14/72 MEETING
was read Mr Poole moved that all Councillors and Agri-
cultural Service Board members who wish to attend be

Information from the County of Wheatland was read i,,ki.LQ,,
in regard to office rental rates andcomparison was made RENTAL RATES
with rates b ing charged at our office. It was noted
there is on13 slight difference Mr Bauer moved that
this informa ion be accepted and that our rates for the
Drumheller H alth Unit and Department of Agriculture be
left at the resent rates for 1972 Carried.

Mr Ron MacCrimmon met with Council to discuss the RC
position as Assessor for this Municipal District His MACC
letter of ap lication was read and discussed with him RE
at length It was noted that he had completed his grade
12 in Saskatchewan and had also ;- eceived a diploma in
agriculture from the University of Saskatchewan He has
also complet d the Assessor's Coarse in Alberta and has
worked for o er three years as an Assessor for the Depart-
ment of Municipal Affairs He had also done some work in
this area with Mr George Park so was partly familiar
with the business at hand The following were some of
the main iteris covered in the discussion which followed
1. Municipal mileage rate is now 14¢ per mile.
2 He would be willing to also do some work in the M D
of Star and if it is so arranged and this would help
reduce the cost for the M D of Kneehill.
3 He is willing to co- operate in any other related
work as time permits such as perhaps right -of -way
buying, etc
4 His salary with the Department of Municipal Affairs
is as follows

Mr. Mac rimmon stated lie would be willing to accept
those rates for work in this Municipal District and
also having regard to future changes in Government

5. This M ID pays the eVpenses for the Assessor to
attend the Assessor's Convention

Crimmon stated that he anc. his wife wished to look over
facilities, etc at Three Hills before making a decision
if the position is offered He then thanked Council and

Council discussed the application of Mr. MacCrimmon
at some length. Mr. Poole moved that Mr MacCrimmon be
offered the position as Assessor under the general terms
as outlined above, plus the usual fringe benefits with
duties to start on May 1/72 if acceptable by him

Mr. R W Brown stated that Municipal representatives
had met with the Minister of Municipal Affairs and the
Provincial 'treasurer in Edmonton recently and it appeared
that the 1972 Municipal Assistance Grant to this area
would be th same as it was in 1971, that being approx

Steinbach and Mr Albert Hannah of the Tro-
ncil met with Council and the following were

2 Recreation Board - They wish to increase the number
of members so as to get better rural representation
This appeared agreeable to all concerned but the
techn -icalities have to be investigated.
3. Road Work on the main road through the Town from
the Auction Mart to the railway They thanked
Counc 1 for working toward the 72,000 lb load
limit on highways and asked if the M D could
co -op rate in somg6vay for rebuilding or patching
the road as referred to Mr Brown advised that the
road from Trochu east to the river may be slated
for heavy surfacing in 1973 so it might be best to
delay mayor work on the road within Trochu until
that time Perhaps a top coat could be put on at
cost or dust patching done in the meantime
4 The SiTimming Pool - Trochu has applied for govern-
ment assistance through the Winter Works Program

Gross Cost - $97,000 00. Revenue from the Capital
Grant under the Department of Youth would be

Mr LylE Lindsay of Armco Drainage met with Council ARMCO

that an order might be phoned to Armco Mr Lindsay

Mr Arnold Boese of Linden Contractors met briefly LINDEN
with Council He stated they are now repairing their CONTRACTORS
crusher at Three Hills but expects to go to the Tor-
rington Pit in early February, 1972 The quantity to
be crushed there for this M D is 20,000 cu yds
Mr Boese albo advised they expect further work in
Starland and will be going back there this summer
Mr Boese thanked Council and left the meeting
Snowplo ing was discussed at some length and Mr SNOWPLOWING
Paquette a vised that all was in readiness for any
storm and that any motor grader operator who needs ,r
assistance should phone and the help will be readily
available
• Council was advised that all companies are in- CULVERTS

until Janu ry 20th. A list of requirements for 1972
as preparei by Mr Paquette and Mr Jeffery was re-
ferred to briefly, with a total price of approximately
$18,000.00 Mr. Schmelke moved that this Municipal
District ihmediately order culverts to approximately
$1$,000 00 gross value with the orders to be split
between thD four companies who supply same Carried
Mr G ing advised Council that Mr F. J. Molendyk F J
had been a the office on December 29th and had signed MOLENDYK
an agreeme t for borrow pit, damages to oat crop and CLAIM
general damages for a total of $150 00 in regard to a
portion of the SE- 1- 33 -27 -4. Mr Molendyk had refused
to accept Che previous offer of a $125 00 total as made
by Council Mr Church moved that the new agreement at
$150 00 be accepted and that Mr. Molendyk be paid this
amount in full Carried
The following Shop Committee and other reports were REPORTS RE
given to Council and dealt with as shown SHOP COMM

1 The pull-type sander owned by the Department of
Highways is now located at Trochu and the District PULL -TYPE
Engineer has approved of Trochu using that subject SANDER
to prior rights of the Department if so required
Mr. Bauer moved that this be approved Carried
2 Mr lerguson, Poole and Paquette travelled to Fort USED TRUCK
McLeod recently and took delivery of the used truck & SANDER
and Eander It appears satisfactory Mr Church

3. Mr Barl Gundlach had an accident with our motor MOTOR GRADER

machine was hit by a small truck driven by a Mrs
Turn Er and accompanied by three of her children ;
Fortunately there were no personal injuries but �
the truck was badly damaged This has been referred
to the insurance company

4 The i surance company has made arrangements for re-
pairs to the Cat #627 Motor Scraper which was
damaged when upset this summer The Municipal
Distr cthas agreed to pay one -half the cost of a
total paint ,fob and the M D cost will be approx
$120. 0 in this regard The machine is to be taken
to Ca gary for the work within a few days
Corre pondence from the Workmen's Compensation
Board advi ed they will hold a First -Aid class in
Three Hills the evenings of April 4 - 6 and 10th -
13th inclusive Mr Campbell moved that this informa-
tion be ac epted and that a list of those wishing to
