Councillors present for this meeting were Mr. A Church Div 1 Mr C Poole It 2 Mr R. Brown tQ 3 (Reeve) Mr A Bauer " 4 Mr. T Ferguson " 5 (afternoon only) Mr S Schmelke " 6 Mr R. KING reco.-ded the Minutes except as otherwise noted. Mr. C-i ch moved approval of the Minutes of the MINUTES Meet i.ng of December 13th and 15th, 1971, subject to APPROVED the following Decembe 15/71 - Page 9 under Banking should read 2 hrs ff, , not days. 2 The gross wages shown for the hourly paid employees for the months of November and December, 1971 are incorre t and will be changed but the net amounts were correct a o pr ~lnc ed Motion Carried. Mr Schmelke moved that this state - mr-nt be acc pted carried. Mr Po le moved that Council accept the payment H.B. Information from the County of Wheatland was read i,,ki.LQ,, in regard to office rental rates andcomparison was made RENTAL RATES with rates b ing charged at our office. It was noted there is on13 slight difference Mr Bauer moved that this informa ion be accepted and that our rates for the Drumheller H alth Unit and Department of Agriculture be left at the resent rates for 1972 Carried. Municipal mileage rate is now 14¢ per mile. 2 He would be willing to also do some work in the M D of Star and if it is so arranged and this would help reduce the cost for the M D of Kneehill. 3 He is willing to co- operate in any other related work as time permits such as perhaps right -of -way buying, etc 4 His salary with the Department of Municipal Affairs is as follows From Ja uary 1/72 unti] June 1/72 - 9100 00 per year Ju e 1/72 '1_ cember 31/72 - 19500 00 per year Comment ng January 1/73, approx - $10POO 00 per year Mr. Mac rimmon stated lie would be willing to accept those rates for work in this Municipal District and also having regard to future changes in Government schedul s. 5. This M ID pays the eVpenses for the Assessor to attend the Assessor's Convention Fur",aer general discussion followed then Mr Mac - Crimmon stated that he anc. his wife wished to look over facilities, etc at Three Hills before making a decision if the position is offered He then thanked Council and left the me Ling Council discussed the application of Mr. MacCrimmon at some length. Mr. Poole moved that Mr MacCrimmon be offered the position as Assessor under the general terms as outlined above, plus the usual fringe benefits with duties to start on May 1/72 if acceptable by him Carried Mr. R W Brown stated that Municipal representatives had met with the Minister of Municipal Affairs and the Provincial 'treasurer in Edmonton recently and it appeared that the 1972 Municipal Assistance Grant to this area would be th same as it was in 1971, that being approx $295,000 Wages ti pressed that 5 and 6 per rere discussed briefly and some opinions ex- the guidelines should be somewhere between cent increase No decision was made See Page 4 ASSESSOR MUN ASSISTANCE GRANT WAGES � *1 0 • 1�9 FORM 149-P SPECIAL MUNICIPAL SUPPLIES Mr M, chu Town Cc discussed 1 Nui sa resci accep point ance be sp trict pits COUNCIL MEETING JANUARY 10, 1972 Page 4 Steinbach and Mr Albert Hannah of the Tro- ncil met with Council and the following were ce Ground - The new Council at Trochu has ded the motion previously made refusing to the $500 00 grant for 1971 The delegation d out that they estimate the cost of mainten- t $1500 00 per year and suggested this should it on a 50 -50 basis with this Municipal Dis- This does not include digging new borrow r land costs 2 Recreation Board - They wish to increase the number of members so as to get better rural representation This appeared agreeable to all concerned but the techn -icalities have to be investigated. 3. Road Work on the main road through the Town from the Auction Mart to the railway They thanked Counc 1 for working toward the 72,000 lb load limit on highways and asked if the M D could co -op rate in somg6vay for rebuilding or patching the road as referred to Mr Brown advised that the road from Trochu east to the river may be slated for heavy surfacing in 1973 so it might be best to delay mayor work on the road within Trochu until that time Perhaps a top coat could be put on at cost or dust patching done in the meantime 4 The SiTimming Pool - Trochu has applied for govern- ment assistance through the Winter Works Program Revise,d cost estimate;. were stated as follows Gross Cost - $97,000 00. Revenue from the Capital Grant under the Department of Youth would be 10,0 0 00 and public subscriptions would be 5,00 00 A further $25,000 00 was estimated as a eceivable under the Federal Winter Works Incen ive Program Ths would leave a balance of $55,0)0 00 to be shared and the delegation suggested that his be split 45 per cent M D and 55 per cent town Considerable discussion took place about how the p ocedure can be speeded up if the federal grant is approved as time will be very limited. A list of requirements for 1972 as preparei by Mr Paquette and Mr Jeffery was re- ferred to briefly, with a total price of approximately $18,000.00 Mr. Schmelke moved that this Municipal District ihmediately order culverts to approximately $1$,000 00 gross value with the orders to be split between thD four companies who supply same Carried Mr G ing advised Council that Mr F. J. Molendyk F J had been a the office on December 29th and had signed MOLENDYK an agreeme t for borrow pit, damages to oat crop and CLAIM general damages for a total of $150 00 in regard to a portion of the SE- 1- 33 -27 -4. Mr Molendyk had refused to accept Che previous offer of a $125 00 total as made by Council Mr Church moved that the new agreement at $150 00 be accepted and that Mr. Molendyk be paid this amount in full Carried The following Shop Committee and other reports were REPORTS RE given to Council and dealt with as shown SHOP COMM ETC 1 The pull-type sander owned by the Department of Highways is now located at Trochu and the District PULL -TYPE Engineer has approved of Trochu using that subject SANDER to prior rights of the Department if so required Mr. Bauer moved that this be approved Carried 2 Mr lerguson, Poole and Paquette travelled to Fort USED TRUCK McLeod recently and took delivery of the used truck & SANDER and Eander It appears satisfactory Mr Church move that this be accepted Carried 3. Mr Campbell moved that the circulars from R Angus R ANGUS Limited re arding machinery be filed Carried. LTD Mr C urch moved that the Hudson's Bay Route Assoc H B ROUTE be paid $2 00 as membership for 1972 Carried V ASSOC Letter from the Provincial Minister of Highways was ROADS & read in regard to the Roads and 'transportation Assoc � TRANS of Canada The letter supported the work of that Assoc ASSOC.
