Courcillors present for the meeting were Mr. A. H Church Div 1 Mr C W Poole " 2 " 3 (Reeve) Mr R. W Brown Mr A W. Bauer " 4 Mr T A. Ferguson " 5 Mr. S C Schmelke Mr G. G King, Sec - Treasurer was present and G G. KING recorded the Minutes Mr D C Dau of the Three Hills School Division D C. DAU was pres nt throughout the forenoon Mr Ferguson moved approval of the Minutes of the APPROVAL Meeting fteld on October 12th and 18th /71 as per copy s OF MINUTES mailed tD each Councillor Carried Council was advised that the Ambulance Committee AMBULANCE had met on October 19th and the report of that meeting COM141-L I1.L was read to the Council. Llscussion followed. The -Lix G report sets forth the costs to date, the schedule of fees to be charged for the use of the Ambulance and other pertinent information Mr Schmelke moved that the rep rt be accepted C ;�rried Mr. Brown reported briefly regarding the insurance AMBULANCE on the Ambulance and stated than he would obtain more INSURANCE information Mr. G King, as Returning Officer, reported in ADVANCE regard o plans for Advance F: - -11s and suggested that POLLS Advance F1)1ls be held only at the Municipal District Office on the dates of November 12th and 22nd from the hours of 10 00 A M to 4 00 P M on each of those days Nb,. Poole moved that these proposals be accepted for tho jvance Polls Carried Re ort from the Energy Resources Conservation 3 HILLS Board sated that no harm had been caused to the TOWN WATER well of the Town of Three Hills at the time that WELL the oil well was drilled in LSD 5 of 27- 31 -24 -4 Mr Schmelka moved that this be accepted and filed. Mr Ferguson moved that the report of the Air AIR Monitoring Survey in the Wimborne area as received MONITO�L from the Department of the Environment be accepted Sun:vp,.t and filed Carried Letter from the Provincial Assessment Appeal Board APPEALS advised that it would hold a hearing at our Office on ALTA. WHEAT Monday, November lst at 11 30 A M in respect of appeals POOL made by Alberta Wheat Pool Mr Church moved that this be accepted and that Mr. Poole be named to represent the Mu icipal District at that hearing Carried. Carried Tnanimously Mr jPoole moved Second Reading to the By -Law Carried Tnanimously Mr �nanimously- [A Church moved Third Reading to the By -Law Carried Mr. Poole moved that plans be proceeded with for a GRAINGER re -plot of the lots in Grainger which have been sold to_. REPLOT Archie Allan Becker and that necessary resolutions, by- SCHEME laws, etc. be prepared and advertising done for closing of streets and lanes Carried Min tes and other information as received from the CRPC Calgary legional Planning Commission were referred to MINUTES briefly The 1972 budget received minor discussion and it was a so noted that the Commission is looking for larger h adquarters. Mr Schmelke moved that these be accepted and filed. Th supply of gravel West of Linden is somewhat short and more will be needed. See tv� RIP -RAP BIGELOW D ROAD ORKNEY SCHOOL GRAVEL Pa ge 4 A a COUNCIL DjLL.L_L,VG Discussion took place in regard to road damage north of Carbon caused by the outfit of Mr. Bill Hooper, BILL Gontrac or, while he was surfacing streets in Carbon Mr HOOPER Schmel e moved that Mr. Bill Hooper be sent an account RE ROAD for $2 0 for repairs required for the road with this DAMAGE to inc ude all work done to date and the re- gravelling that will be necessary Carried. It was noted that Mr Bill Hooper had purchased approximately 1104 cu. yds from the 4;4N Berreth's stockpile and about 507 cu yds from Megli's Full statem nt from him is to follow Mr Brown moved that the Circular from the Road ROAD & and Transportation Association be filed. B. OIL &, GAS TORRINGTON NUISANCE GROUND Mr Brown moved that the Provincial Bridge Branch BRIDGES and Mr Paquette check on the condition of the bridges W /SW -17 and W/SW- 18- 30 -26 -4 Carried. Mr Ted Paquette reported in regard to the pro- gress of Public Works projects and specifically men- tioned that three miles east -west have been completed on the Orkney ,fob The Hutterite, Bogner and Atkinson government culverts have been installed The small crew are now working east of Luoma's The work for the Provincial Gove,. ...... it the Ghost Pine bridge on Highway 27 East has beon completed Mr Poole reported. that Mr Fred Ohlhauser has inquired about a drainage ditch or a dike at either W /NW -2 or W/SW- 35 -2$ -23 4 It was agreed that .Mr Church check into this John Jeffery, as Secretary of the Shop Com- mittee Ithen also met with Council following items were then dealt with as foil 1 Mr Church moved that the Shop Committee have power to buy another used truck and sander Carried 2 Mr Poole and Mr Brown and some others reported there is concern over having John Esau continue to operate a motor grader due to his poor health Mr Poole reported that Jack Tutt is willing to fill in on the motor grader at any time and would like to snowplow in the winter He is not anxious to accept it on a full -time basis but would con- sider it Considerable discussion followed Mr Poole moved that the Employee Committee see Mr John Esau and discuss matters pertaining to his employment and that unemployment insurance in- formation be first obtained so that its effects could be considered Carried See Page 6 PUBLIC WORKS PROJECTS F OHLHAUSER X DITCH J JEFFERY USED TRUCK & SANDER JOHN ESAU Circulars from the A.A M D & Counties and from A A M D the Dep rtment of Municipal Affairs were read in re- FED INCENT gard to the Federal Incentive Programs for employment. PROGRAMS Considerable discussion followed and Mr Brown gave added i formation which he had obtained in Edmonton at a me ting last Thursday Mr Poole moved that Council make application for stockpiling gravel as a winter pro- ject un er the Federal program Carried Mr Brown advised that the winter load limits on LOAD LIMITS numbered highways in our area may soon be raised to 72,000 lbs and he asked Council's opinion about changes in Municipal regulat-jons Mr Ferguson moved that this be tabled until the next meeting and that the District Engineer be asked for his opinion of the possible effects on light-coat surfacing Carried Mr Ted Paquette and Mr. John Jeffery then left the meeting Mr. Church moved that Council accept and file a DRUM. W BAUER All, See Page 7 FORM 149-P SPECIAL MU ICIP L SUPPLIES N 2 �11 v FORM 149-P SPECIAL MUNICIP L SUFFUES COUNCIL MEETING OCTOBER 25, 1971 Page 7 Mr. Poole reported on a recent meeting at Carbon in rega d to Urbanization and related matters Special speaker1c had been present to deal with such items as transfei of population to the cities, additional labor opporturities, difficulty to get industry out of the large centers, urban problems and the problems of the Carbon drea in particular No definite solutions had been offered but various ideas proposed Mr Schmelke moved that this report be accepted and that circulars concerning same be filed Carried Mr G G King reported to Council briefly on the Sec - Treasurers2 meeting which he and Mr. Jeffery had att nded at Ryley this past Friday Considerable informa ion had been obtained of general interest and in particular, in regard to elections and procedures Mr Chu ch moved that this report be accepted Carried Considerable discussion took place in regard to the paynent for extra time and men hired in connection with sp -aying for the infestation of rape crops Mr Gordon ark had 58 hrs extra and Mr Lorne Boese 20 hrs ani some other people had been hired by Gordon Park in the emergency It was noted that 60 per cent of the special wages could be claimed back from the governor nt. Mr Brown moved that the extra labor be paid for at regular rates as a disaster necessity and without setting any precedent Carried Offer of Mr Jack Buchart of Wimborne of $100 00 for the building located on L 5, Blk 2, Wimborne was considered. Mr Bauer moved First Reading to By- Law No 686, this being a by -law to sell the building on L. 5, Blk 2, Wimborne to Mr Jacob Buchart for $100 OC cash Carried Unanimously. Mr Schmelke moved Second Reading to this By -Law Carried Unanimously. Mr Po le moved Third Reading to this By -Law Carried Unanim usly It was noted that the By -Law must be approv d by the Provincial Minister of Municipal Af- fairs efore the building can be moved. Mi Brown reported that Mr Leroy Fischer had stated he wished to resign as poundkeeper. Mr Brown moved that the resignation of Mr Leroy Fischer be accept Ed and that the M.D advertise for a pound - keeper for the general Linden -Acme area Carried M _ Poole moved that the Council meeting do now ad ourn Carried. Peters Jo In Jeffery as Recording Secretary Mr J Clark moved the adoption of the May 25th, MINUTES 1971 Co bined Meeting Minutes Carried APPROVED Mr. Gordon Park then gave his report for the period Irom May 25th to present Copy attached G PARK Conside able discussion was held concerning Warble REPORT Control and rape crop Pest situation Mr T A FerguSM moved the acceptance of Mr. Park's report Carried Mr Park reported that to date we have claimed for 7,0 1.6 acres whichis roughly 66 farmers that have SPRAY GRANT sprayed with Dylox or Lannate to date The general feeling of the meeting was to advertise again in the paper o tlining that this grant is available until November 15th. Mr Art Bauer moved that Gordon Park <� place this in the paper outlining to farmers that the deadline is Nov 15/71 Carried Further to this Mr Park also reported that the Department of Agriculture will pay 60 per cent of the total cost of the program and administration along with the COST OF extra help hired Mr. Park reported that Mr Earl SPRAYING Guard, Fr John Slough and Mr Charles Siltala had PROGRAM helped mmensely in the above program and Mr T A Ferguson moved that we pay the above amounts to the following people Mr. Earl Guard - 8 hrs L $2 20 per hour, Mr John Slough - 32 hrs. L $2 20 per hr , Mr Cha les Siltala - 8 hrs L $2 20 per hour It was dec ded to leave Mr Park's and Mr Boese' hours until t e General Meeting afterwards Carried A S B CON ThD Secretary then read a letter from the Alberta Department of Agriculture re the A S B RESOLUTION Confere ce Resolution, their disposition and replies to date Mr J Clark moved that we file this report.
