Discussion took place in regard to road damage
north of Carbon caused by the outfit of Mr. Bill Hooper, BILL
Gontrac or, while he was surfacing streets in Carbon Mr HOOPER
Schmel e moved that Mr. Bill Hooper be sent an account RE ROAD
for $2 0 for repairs required for the road with this DAMAGE
to inc ude all work done to date and the re- gravelling
that will be necessary Carried.
It was noted that Mr Bill Hooper had purchased
approximately 1104 cu. yds from the 4;4N Berreth's
stockpile and about 507 cu yds from Megli's Full
statem nt from him is to follow
Mr Brown moved that the Circular from the Road ROAD &
and Transportation Association be filed. Carried TRANS
co Mr Ferguson moved that Council approve of the PIPELINE
road crossing for a pipeline south of 1- 31 -21 -4 as
per details from Gulf Oil Company Carried. 1- 31 -21 -4
Mr Brown advised that he had granted approval PIPELINE
for one pipeline crossing on the road east of Sunny- SUNNYSLOPE
slope trith a ditching method to be used on condition
that the back -fill be well tamped Mr. Brown moved

A ircular from Hudson's Bay Oil and Gas asked
what eq ipment, etc could be made available for an
emergen y plan to control any oil spill that might
develop where water supplies were in danger Mr
Bauer m ved that they would be given a full list only
for emergency use until other alternates are available
and that government rates be quoted Carried
Mr Bauer reported that Mrs Harvey Arndt owns
the SE-+-33-26-4 and wishes to purchase the northwest
corner f that quarter which 13 now used as the old
Torrin on Nuisance Ground That site is being cleaned
up but he work is not yet completed Mr Schmelke
moved Mat Council agree to sell Mrs Arndt the old
nuisance ground as referred to on condition that it
be put back into the Title with the balance of the
said SE-4-33-26-4, that the price be $25 00 cash, in-
cludin the transfer costs and that she absolve the

Mr Ted Paquette reported in regard to the pro-
gress of Public Works projects and specifically men-
tioned that three miles east -west have been completed
on the Orkney ,fob The Hutterite, Bogner and Atkinson
government culverts have been installed The small
crew are now working east of Luoma's The work for
the Provincial Gove,. ...... it the Ghost Pine bridge
on Highway 27 East has beon completed
Mr Poole reported. that Mr Fred Ohlhauser has
inquired about a drainage ditch or a dike at either
W /NW -2 or W/SW- 35 -2$ -23 4 It was agreed that .Mr
Church check into this
John Jeffery, as Secretary of the Shop Com-

there is concern over having John Esau continue
to operate a motor grader due to his poor health
Mr Poole reported that Jack Tutt is willing to
fill in on the motor grader at any time and would
like to snowplow in the winter He is not anxious
to accept it on a full -time basis but would con-
sider it Considerable discussion followed Mr
Poole moved that the Employee Committee see Mr
John Esau and discuss matters pertaining to his
employment and that unemployment insurance in-
formation be first obtained so that its effects
could be considered Carried

in Municipal regulat-jons Mr Ferguson moved that this
be tabled until the next meeting and that the District
Engineer be asked for his opinion of the possible effects
on light-coat surfacing Carried

Mr. Poole reported on a recent meeting at Carbon
in rega d to Urbanization and related matters Special
speaker1c had been present to deal with such items as
transfei of population to the cities, additional labor
opporturities, difficulty to get industry out of the
large centers, urban problems and the problems of the
Carbon drea in particular No definite solutions had
been offered but various ideas proposed Mr Schmelke
moved that this report be accepted and that circulars
concerning same be filed Carried
Mr G G King reported to Council briefly on
the Sec - Treasurers2 meeting which he and Mr. Jeffery
had att nded at Ryley this past Friday Considerable
informa ion had been obtained of general interest and
in particular, in regard to elections and procedures
Mr Chu ch moved that this report be accepted Carried
Considerable discussion took place in regard to
the paynent for extra time and men hired in connection
with sp -aying for the infestation of rape crops Mr
Gordon ark had 58 hrs extra and Mr Lorne Boese 20
hrs ani some other people had been hired by Gordon
Park in the emergency It was noted that 60 per cent
of the special wages could be claimed back from the
governor nt. Mr Brown moved that the extra labor be
paid for at regular rates as a disaster necessity and
without setting any precedent Carried
Offer of Mr Jack Buchart of Wimborne of $100 00
for the building located on L 5, Blk 2, Wimborne
was considered. Mr Bauer moved First Reading to By-
Law No 686, this being a by -law to sell the building
on L. 5, Blk 2, Wimborne to Mr Jacob Buchart for
$100 OC cash Carried Unanimously. Mr Schmelke moved
Second Reading to this By -Law Carried Unanimously.
Mr Po le moved Third Reading to this By -Law Carried
Unanim usly It was noted that the By -Law must be
approv d by the Provincial Minister of Municipal Af-
fairs efore the building can be moved.
Mi Brown reported that Mr Leroy Fischer had
stated he wished to resign as poundkeeper. Mr Brown
moved that the resignation of Mr Leroy Fischer be
accept Ed and that the M.D advertise for a pound -
keeper for the general Linden -Acme area Carried

Park reported that to date we have claimed
for 7,0 1.6
acres whichis roughly 66 farmers that have SPRAY GRANT
sprayed
with Dylox or Lannate to date The general
feeling
of the meeting was to advertise again in the
paper o
tlining that this grant is available until
November
15th. Mr Art Bauer moved that Gordon Park <�

in the paper outlining to farmers that
the deadline
is Nov 15/71 Carried Further to
this Mr
Park also reported that the Department of
Agriculture
will pay 60 per cent of the total cost
of the
program and administration along with the COST OF
extra help
hired Mr. Park reported that Mr Earl SPRAYING
Guard,
Fr John Slough and Mr Charles Siltala had PROGRAM
helped
mmensely in the above program and Mr T A
Ferguson
moved that we pay the above amounts to the
following
people Mr. Earl Guard - 8 hrs L $2 20
per hour,
Mr John Slough - 32 hrs. L $2 20 per hr ,
Mr Cha
les Siltala - 8 hrs L $2 20 per hour It

should be up fairly soon

Dan Peters, District Agriculturist, then
gave an
outline of his winter courses He stated
that the
Manpower courses he planned to cut
down from
three months to two months or 40 days
and the
Farm Management Courses would be cut down
to one Tionth
or 20 days He also stated that poss-
ibly th
y would have five to ten evening courses
with no
charge on a Farm Management Course with
Mr Peters
and two other instructors Mr Peters
reported
that the `'ontinuing Education Committee
has tried
to advertise to get interest in the com-
munity
to try and get teachersan(l classes together
on topics
of interest -ie plans to have a two
or three
day seminar on rapeseed, other weed control
meetingp
and nutrition on livestock, etc Mr Peters
also retorted
that he was going to the Toronto Royal
Fair
He reported that Mr Harry Strohs'cheinand
Mr John
0 Smith were two nominees for the Master
Farm Fa,riily
but they didn't win
