G King, Secretary - Treasurer, was present througho t the meeting and recorded the minutes Mr. Poole moved approval of the minutes of the Council eeting of August 23/71 as per copy which had been mai ed to each Councillor Carried G. G. KING MINUTES APPROVED The monthly financial statement for the month ending FINANCIAL August 31/71 was presented and discussed as per copy STATEMENT with these minutes. This showed a net balance at the APPROVED end of August of $4,462 27 but with loans owing of $280,000 00 Mr. Bauer moved approval of the financial statement Carried. The report of Assessment Inspector, Mr. H J Powers, REPORT OF of the D pt of Municipal Affairs was read This showed ASSESSMENT that the 1970 assessment of hamlet properties and INSPECTOR industrial properties had been satisfactorily carried out. . Mr Ferguson moved that this be accepted and filed arricd Council was shown a statement of costs of the GENERAL general assessment work completed in 1970 and were ASSESSMENT COSTS advised that we are now prepared to claim $1,069.75 as 25% of the wages and mileage of our assessor, Mr G. Park, while engaged in that work Mr. Poole moved that the Council of the M D. of Kneehill certify that it is satisfied chat the 1970 general assessment of hamlets and industrial properties in this Municipal District has bee satisfactorily completed and that the claim be made to the Department for a portion of the costs. Carried Claim of the City of Drumheller for $228.00 for FIRE CALL - a fire call to the farm of Mr C Edwards was discussed DRUMHELLER briefly Mr. Bauer moved that the Secretary - Treasurer FIRE DEPT check f r the location of the fire to determine whether or not it is in the fire protection area and that Council s decision be tabled until next meeting in regard to the account. Carried Mr G King advised Council that Mrs. Dorothy OFFICE STAFF - Stewart has accepted employment at our office comment- MRS. ICRUSHING according to his judgement Carried Some discussion took place about possible gravel crushing west of Beiseker for 5,000 or perhaps up to 10,000 cu yds Mr A Lemay arrived at the meeting at 9 40 A M.-,G A LEMAY Mr iazelton was advised that Council next wish them to m ve to the Hesketh pit and from there to GRAVEL CRUSHING Knudsen's Mr. Hazelton wished to know if this M. D would hava steady work for them with the suggestion that they be allowed to go from Knudsen's to Torrington to Meglilp and then to Beiseker west. No definite guarantee was given in this regard Mr Hazelton advised that they had charged for gravel trucks by the hour for stockpiling at Ginther's at $9 70 an hour for a 10 cu. yd truck and $8 75 an hour for the dozer wh-711_1�n lead been employed for 12 hours stripping. There was also a charge for a 6 yd. truck In reply to a question, he stated that the payment as made for crushing at Garson's had been accepted by Linden C ntractors. Mr Doug Hazelton then left the meeting Mr. Schmelke moved that the minutes of the Three MINUTES - Hills Sc ool Division meeting of August 25/71 be T.H.S D accepted and filed Carried. Mr G. King gave Council some brief information MUNICIPAL in regatc to procedure in regard to Municipal elections ELECTIONS and related items Mr Poole moved that Mr. G. King be named as Returning Officer for any nominations and election required in 1971. Carried Mr G King advised Council that no advanced poll ADVANCED POLL for voti g for Councillors had ever been provided to his knowledge but that same is allowable under the provisions of the Municipal Election Act and can be arranged for if Council so desires Discussion followed. Mr. Ferguson moved that Council direct that one advanced poll be held at the Municipal office for the fall election3 this year Carried The proposed resolution of this Municipal District RESOLUTION was read to Council to provide in brief that nomination and election dates for rural Municipalities be made the same as presently set for urban Municipalities Mr. Lemay moved that this resolution be approved by Council and presented to the Central Alberta and Fall Of�nventions of the Councillors Association Carried. �)P - - -See Page 3 V t Li �3 r o1A 14 N FORM 149-P SPECIAL U ICI PLI Count Central A7 Counties v on Monday; for rental catering c COUNCIL MEETING Sept 13, 1971 Page 3 it was advised that the fall meeting of the FALL berta Association of Municipal Districts & CENT ill be held at the Three Hills Community Centre October 18/171 A- =angements have been made of the centre and are being made for nd other matters. MEETING - ALTA ASSOC Coun it was advised that Mr P J Madden, Solicitor, P MADDEN had arran ed for the release of the caveat filed against certain p operties of the Paget property in Swalwell by PAGET PROPERTY - the Recei er General. I Letter of Mr P Madden, Solicitor, advised that LAMPLIGHTER INN Public Fi ante Corporation was paying $3,397 62 for TAXES, ETC. taxes against the motel property at Grantville Secretary Treasurer advised that this account has been received ut that the mater of collection of business tax and 141 ter and sewer account is being proceeded with by Mr Ma den Mr. Bauer moved that this information be accept d Mr A Ferguson and Mr G G King reported AMBULANCE briefly t Council in regard to the ambulance service REPORT -G KING The ambulance and equipment have been purchased although some smal er items are still being considered The total cos is expected to be close to the $10,000 00 estimate There is need for a further meeting with the Towns and Villages of the area for discussion of the actual ag eement for purchase and operation, for setting of rates and related matters The account of Sorenson Distributors Ltd of Red Deer was considered in the amount of ^lightly over $9,000 00 for the ambulance and equipment supplied from that firm. It was noted that a different gear ratio is required in the rear -end of the van and p rhaps minor adjustments made otherwise Mr Churc moved that Council a- Lhorzze payment of $8,100 00 on this accoan-L, at trJ^.s time Carried. MEETING V III COUNCIL MEETING Sept 13, 1971 Page 4 i J 01 Jq y 1 d i 9 E R41 E* FORM 149-P SPECIAL 1c1 rru Mr Ferguson moved that Council approve of the RAPE CROP proposed procedure in dealing with Provincial Government SPRAYING Assistance to those who had sprayed rape crop with either ASSISTANCE Lannate or Dylox during the past year and that the circular letter as read by the Secretary- Treasurer be also app oved by Council. Carried. Some discussion took place in regard to the government policy of giving assistance for spraying rape crops where the cost was actually small in comparison with the value of the grain It was suggested that a resolution be prepared for a convention but no decision was made Mr Ferguson moved that a report bq. submitted for PRAIRIE FARM Prairie arm Assistance with average yields and other ASSISTANCE informat on as compiled by Mr Gordon Park, Ag. Fieldman. Some Councillors were of the opinion that the new Provincial Government may make some changes n the Police Act and also may be able to provide better p licing services for Municipalities Mr Lemay moved that this item be tabled until after the Fall Convention of the A A M D & Counties and that this Municipal District present a resolution to the Provincial Governme t to ask for more enforcement of Legislation pertains g to overloaded trucks Carried Mr Ferguson moved that each Councillor be named FALL as a delegate to the Fall Convention of the A A M D & CONVENTION Counties in Edmonton in mid November and that each Councillor who attends be paid $125 00 for expenses plus the regular per diem of $25 00 per day and that the Municipa District pay $11 20 each to the Association DELEGATES, for adju tment of the transportation pool Carried ✓ EZPENSES, ETC Mr Church moved that Mr G G King and one other member of the office staff and Mr Ted Paquette be authorized to attend the fall convention and that each attending be allowed $125 00 for expenses Carried Let er of Mr R W Brown as President of the A A M D & C - Association and dated Sept 2/71 was read in which he R W BROWN LETTER, outlined his policy in regard to meetings with new Governme t officials Mr Bauer moved that this be v accepted and filed Carried Cir ular of August 26/71 from the Association dealt with thr e miscellaneous items Mr Ferguson moved that this be ccepted and filed Carried V Cir ular from the Association asked for Council's CO -OP TRADE opinion n regard to special Co -op Trade meetings to be MEETING held her in January or February of 1972. A Ferguson was ,ABSENT present 4ntil approximately 4 30 P M Mr J C Jeffery, Asst Secretary- Treasurer, met J C JEFFERY with Cou cil and the general accounts and paysheets were reviewed It was noted that a check should be made ACCOUNTS in respect to the number of trucks charged for by Linden C ntractors for stockpiling at the Ginther location Mr Pool moved that the accounts be approved for payment subject to later adjustment if any is required in respect � e% to Linder Contractors Carried Mr Ted Paquette, Public Works Superintendent, met T. PAQUETTE with Council Mr Kubin, Prov Mines Inspector, met Council to PROV. MINES discuss the filling in of an open mine shaft at the INSPECTOR RE. Trochu mine site east of Trochu in section 14- 33 -23 -4 TROCHU MINE The shaft is approximately 5 -foot square and 97feet deep and is a dangerous hazard at this time The filling in of the s aft is officially the responsibility of Dr. Hay of Trochit as mine lessee but he is unable to arrange for this Mr Kubin stated that the shaft had been plugged part way down but has been cleaned out under his super- vision a d the Town of Trochu has co- operated by donating two to three weeks work with a truck, winch and with a fan part time and also use of tools, etc He stated that a truck and front end loader should be able to compl to the work in one and one -half to two days Considerable discussion followed. Mr Paquette advised that the lraxcavator and truck could be sent there Wednesday morning if Council so directed Mr Ferguson moved that Council approve directing Municipal machinery to fill in the mine shaft as referred to without charge in the i terest of public safety Carried Mr Kubin thanked Council and then left the meeting. Mr G. King, Secretary - -Treasurer, reported to PAYSHEETS Council on the following items in regard to August ' paysheets, of motor grader operators 1 Don Adams had claimed 8 hours for sick pay on Aug 3/71 but he had not been paid for this to date as hree members of the Road Committee had seen him sta -king bales early that afternoon Council was fur her advised that Mr Adams work is generally considered good and roads in the Division were in gooi condition at that time. Discussion followed Mr Poole moved that a letter be sent to Mr Adams ask ng for his explanation in regard to the sick pay cla m and pointing out the information which was at han Carried 2.
