D of Kneehill No. 48 was held in the Municipal office, Three Hills, cn August 23/71 commencing at 9.00 A. M ouncillors present for the meeting were Mr A H. Church Div. 1 Dr. C W Poole it 2 R. Mr Poole moved adoption of the minutes of the MINUTES ADOPTED meeting of Aug 9/71 as per copy which had been mailed to each Councillor, subject to one correction, namely, CORRECTION Page 6, regarding Jac' Barnes request regarding opening of road - the name on the first line should be "Mr. Church" instead of "Mr. Paquette" Motion carried The accounts owing by Lamplighter Inn fo and sewer accounts, taxes and business tax were briefly with Council and they were advised that has been referred to Mr Pat Madden, Solicitor, collet ion procedure. W. Marsh Sr under Tax Recovery proceedings The Land Titles Office has advised that the Income Tax Dept. had a aveat against the Paget properties involved and this takes Drecedence over Tax Recovery. This has been referred to Mr. Pat Madden for consideration Mr. Church moved that t is report be accepted. G King advised Council that Mrs Judy Downe has tendered her resignation verbally in respect to HIRING OFFICE office work, effective September 30/71. He asked for STAFF Council's guidance in regard to the hiring of a replace- ment f r office staff. Carried Council was advised that the Wimborne Water WIMBORNE WATER committee had met with Mr. C. Servold, Engineer, at SYSTEM Wimborne on Wednesday, August 25/71, and had reviewed cost estimates and other information. His total cost estimate was $12,300. plus $920 for engineering services, for a total of $13,220 The meeting had discussed some ways where the costs might be reduced, particularly in regard to the cistern and the building to be erected Some local labor might be donated. Mr Schmelke reported that a public meeting had been held at Wimborne on Friday evening last and the meeting had stated they wish to go ahead with the Wimborne water proposal Council discusse4 the reports and the financing and other matters Mr Ferguson moved that the Municipal District place a ceiling of $10 000 financing for the Wimborne water system plus the 1,000. grant that had been promised, that the interest rate charge be 5% on the unpaid balances owing at the end of each year and that the rate to be charged for the water service be $10.00 per month per hook -up Also, that by -laws and specific resolutions be drafted for consideration at the next Council meeting Carried. He further advised that some equipment is pr sently on loan for ube with thiE ambulance and that the committee is conSid4ting purchase of the necessary equipment. It was also reported that the said ambulance has been used once on are emer -cy call. Mr. Church moved that this Municipal District get the insurance and a license for the ambulance, that investigation be made concerning the sales tax &nd that the Muni ipal District finance the project on an interim basis. V BIGELOW BRIDGE 1972 BRIDGE & CULVERT REQUES' Mx-. G. King showed Council a summary he had SUMMARY -ROAD prepared in respect to road surfacing done in this SURFACING PROJECT Municipal District from the year 1964 to the present and it was noted that the program had expanded from four miles er year at the start, up to 34' miles of light - coat s rfacing in 1971. Mr Brown moved that a copy of this r port be prepared and given to each Councillor. Carrie Mr Paquette advised that all new light -coat REVIEW -1971 surfacing authorized for 1971 has now been completed GRADING PROJECTS They are putting the second coat on the 4 miles of the Linden road now and should finish this by tomorrow night. CRUSHER WORK Schmelke advised that Linden Contractors have ushing at Ginther4s and that the work is progress- ui_ivinbR4S orably It appears there will be sufficient CRUSHER WORK y of gravel in the NW- 1- 35 -25 -4 Mi Ferguson reported that Gulf Oil Co. had contacted him in regard to roads and approaches for three new wells GULF OIL - to be crilled, one at each of Garson4s, Davidnnn4s and DRILLING WELLS Baird'-,: He also stated that a new well is proposed in Divisi n 1 Mr Ferguson stated that satisfactory i arrana ments were made for the roads in Division 5 Mr Poole reported that the shut -off valve for the SWALWELL DAM- drainage culvert at the Swalwell Dam is still not SHUT -OFF VALVE operating properly and it has been impossible to shut off the water A further try is going to be made and it was suggested that it might be best to drain all of the wa er out of the dam and then do a good repair job on the valve M Arnold Boese of Linden Contractors met with A. BOESE - Counci and stated they have now crushed and stockpiled LINDEN CONTR. approx 8,000 cu yds from Carl Ginther4s Mr. Poole REPORT moved that Mr Schmelke have authority to decide on the total amount to be done, depending on the amount that appear3 available at that location. Carried Mr Boese was advised that the next work of crushing is to be at Lowen4s at the creek with an approximate amount of 15,000 cu yds The price of the gravel crushing done at Garson4s earlier this summer was discussed Linden Contractors had bi led this at $1 00 per cu. yd without prior arrang ment but had only been paid at 75¢ per cu yd It was pointed out that no move to that location was necessary. Mr Boese stated that the crushing was heavier there than in most other pits but not as hard crushi g as at Megli4s Mr. Boese stated he would discus this further with his partner, Mr Hazelton, and if no further reply is received, the payment as made is acc pted S ripping at the Hesketh pit was discussed HESKETH PIT Mr Po le moved that Council authorize hiring Linden STRIPPING Contra 2tors to strip at the Hesketh pit while the crushi g is in progress Carried. PARK Th3 petitions regarding control of warble flies PETITION RE. were di cussed and it was noted that Martin Hecktor and WARBLE FLIES Jay Cla k had not started and that Ralph Loosmore had a consi erable amount left to do Council was also advised that Mr. Aaron Reimer had offered to do more of the work of circulating petitions if requested It was agreed to get the petitions completed and that an endeavour be made to have these in for the next meeting so that required by -law, etc can be considered Mr. Gordon Park was asked to report regarding the TROCHU FIRE water pimp and hose in connection with the Trochu Fire TRUCK PUMP &, truck He stated that two aircraft had been spraying HOSE for the bugs In the rape crops in the Trochu area on August 4th and 15th and water trucks were ready but they ne ded a pump to deliver the water into the air- craft Mr John Schlauch had phoned the house of the fire ch of to inquire about use of the pump and hose from the fir truck but the fire chief was not in and he had left a essage asking that Mr Yost, the fire chief, reply It appeared that no reply had been received Nor Sch auch had borrowed the pump and hose on Saturday, August 4/71 but some of the firemen knew of its location, approximately one -half mile northeast of Trochu Mrs Allan Yost also knew some of the details concerning this A fire occurred on Sunday, August 15th Firemen could easily have picked up the pump and hose and also the truck with water,had same been necessary Brief discuss on followed and it appeared agreed that no further equipment should be taken from fire trucks at any tim .
