COUNCILLORS G G KING Mr Church moved approval of the minutes of the meet- ing of J ly 29/71 as per copy which had been mailed to MINUTES each Co cillor Carried I APPROVED SomE discussion took place in regard to the SURFACING - surfacin which had been done on the River Hill at the RIVER HILL east end of the Pope Lease and in the L. I D Mr Ferguson moved that an account be submitted to the Dept of Highways, Calgary, for the River Hill surfacing Z work in he Local Improvement District, being a distance of appro imately j mile Carried The financial statement for the month ending JULY FINANCIAL July 31, 1971 was presented and discussed This showed STATEMENT a net balance at the end of the month of $10,454 55 ADOPTED but with loans out -standing of $230,000.00, all as per details in the attached statement Mr Bauer moved adoption of the monthly statement. Carried. The Wimborne water committee reported on progress WIMBORNE in respect to that system and stated they had met with WATER SYSTEM Mr Clarence Servold, professional engineer of Innisfail The engineer is now reviewing the proposal and will raring in a rough cost estimate so that a final decision can be made as to whether or not to proceed Mr Church moved that the report be accepted Carried Circular from the A A M D & Counties asked for A.A.M.D. & C. the names of any deceased Councillors or officials as from June 1, 1970. No names came to mind so this item was file Mr G. G King, Secretary- Treasurer read to the ALTA REGULATION Council a portion of Alberta Regulation #145/71 in #145/71 regard to the appointment or election of members to AUX HOSP BOARD an Auxiliary and Nursing Nome Board This clearly sets out that the Council may decide which procedure to follo Mr. Poole moved that this Council consider the press t policy of appointing members to the Auxili- ary Hospi al Board Carried Mr. 3 King, Secretary- Treasurer, advised Council KNEEHILL WEATHEF; that the eehill Weather Modification Association has MOD. Decisions of the Provincial Planning Board in PROV PLAN. BOARD regard to the appeals of the M D. of Rockyview and RE.APPEALS the Town of High River in respect to the Preliminary Regional Plan were reviewed briefly. Mr. Poole reported that this had not been discussed at the Planning Commissio meeting. Mr Bauer moved that this be accepted Lid filed as information. Carried. Lett r from the Provincial Planning Board was read acknowled ing the appeal of Sulo Luoma in respect to his propo ed subdivision in SE- 18- 32 -23 -4 His appeal will be h ld at a later date Mr Ferguson moved that this be a cepted and filed as information Carried Mr erguson moved approval of the building permits BUILDING as issued to Mr. William Beal for a barn at Huxley and PERMITS for Mr L rry Gorr for a hog house in part SW- 16- 30 -26 -4 Carried. Letter from the C. N. R asked Council's opinion C N R - in respect to the C N R proposal to abolish the TROCHU STATION position of caretaker and retire the station at Trochu The lette stated that the Town of Trochu council had agreed to the request Mr Schmelke moved that this Council concur with the request. Carried. _ Mr Poole moved that Council approve of the CDN UTILITIES extension of Canadian Utilities line to L.S.D 13 of LINE EXTENSION 12-29-24-4 as per plan submitted Carried Watel, reports as received from the Drumheller D.H.U. -WATER Health Unit in regard to Wimborne, Keiver Lake, REPORTS Camp Keiv r and Tolman Park were read and discussed briefly information. Mr Bauer moved that these be accepted and filed as Carried Letter from the Drumheller Health Unit dated FRANK REIMER July 30, 1.971 stated that they had no objection to the FEED LOT repairs or renovations of the feed lot at the farm of Frank Reimer This is in the 5E- 36- 30 -25 -4 Mr Brown added comients in regard to this as he had investigated the complaint of Mr Herb Regehr who lives across the road from that location. The corral at Frank Reimer's is being rebuilt through an agreement between him and Ellis Reimer Mr Schmelke moved that the report be accepted Carried Copy of letter from the Drumheller Health Unit to THREE HILLS the Three Hills Locker plant pointed out the need for LOCKER PLANT considerable repair and improvements to their slaughter house north of Three Hills Mr. Ferguson moved that this be filed as information Carried Mr G King, Secretary- Treasurer reported to Council DR. HAY MINE on recent discussion with the District Inspector of Mines in regard to tre dangerous shaft at the Dr. Hay -Eric Reissig mine east of Trochu The mine inspector is taking action to have th's shaft cleared and filled in and the hazard thus remov d Mr Bauer moved that this report be accepted. Carried Discussion followed in respect to offers from WM. BEAL OFFER Mr William Beal for certain lots in Huxley Mr G King LOTS- nuALL'1 showed Council a map of Huxley and the location of the lots an recommended that any sale be subject to a conditi n that no barn be erected on these lots due to proximity of dwellings. Mr Schmelke moved first reading to By -Law # 680, BY -LAW x'680 this being a by -law under the Tax Recovery Act to sell to Mr illiam Beal the following lots in Huxley, Plan 66 0 A P Lots 6 and 7, Block 3 at $10.00 each - - - - -- $20.00 Lots 8 -12 incl Block 3 at $5 00 each - - -- 25.00 Total , sale for the group ------------- - - - - -- 45 00 and that this sale be on condition that no permit be granted for any barn on these lots. M DINNER Mr. G King and S Schmelke reported on the agree- GRAVEL AGREE. - ment ma e with Mr Keith Ginther for gravel from the KEITH GINTHER NW-1-35-25-4 at 10 per cu yd and from the 5E- 11- 35 -25 -4 at 10 Der cu yd. plus $35.00 per acre for any damage to the ape crop Mr Poole moved that this be approved. Carried. Mr Church moved that Council approve of the fence FENCE AGREE. agreeme is as completed with Mr E Gans and Melvin Kline., APPROVED Carried Mr. Ted Paquette, Public Wokks Superintendent, and T. PAQUETTE Mr Joe Dobler, Gravel Foreman, then met with Council J. DOBLER Mr G.King read to Council a report of unfinished SURVEY WORK survey ffork which is to be done by Mr. R.O. Keglowitsch. UNFINISHED Mr. Keg owitsch is again in business on his own and has promised to attend to the balance of our Municipal work before the end of this year Mr Ferguson moved that this re ort be accepted and filed. Carried The report of the Road Committee dated Aug. 3/71 ROAD COMMITTEE was read to Council and dealt with as follows REPORT 1 Drainage at R S Holmes in the N'- 21- 34 -23 -4 - Mr. Poole moved that this be tabled pending receipt o a report from Water Resources Carried. 2. Hutterite east flat - Mr Ferguson moved that decision on this be tabled pending receipt of a report from the Bridge Branch. Carried 3 Norman Perry north -south road west of 27 & 34- 34 -22 -4 - Mr. Bauer moved that the report be accepted and the road left as is but that this Municipal District erect two "Keep Right" signs to give warning of Door vision over hills Carried 4 Mathias road - Approval of Mr OQCallaghari was received to do extra brushing and sloping and the work is progressing well Mr Schmelke moved that this report be accepted Carried 5 C ting down knolls with poor vision on road to H gh MacLean's - Mr Ferguson moved that Council a prove of the work being done this year. Carried. 6. Road into pasture land of Jim SailerQs, being west of 30- 34 -21 -4 - Mr. Church moved that Council approve of one load of crushed gravel in each of the two worst places on that farm road and that this be without precedence Carried 7. Mr. G. King advised Council that Mr. Madu has agreed to remove the old building from the Rasmussen lot within the next month 8 Fred Beirle north - Mr Schmelke is having a motor grader fill in the ruts at the coulee and no other work is required Mr Bauer moved that the Road Committee report be accepted. C Price & Company have ROAD t- DAMAGE RE been installing pipelines in the area and some damage PIPELINE CROSS has been done to the Carbon access road and there is also some gravel needed at other places where they have crossed roads with pipelines Mr. Poole moved that a letter be written to H. C Price & Company regarding these matters and that a copy be sent to Mr McFetridge, District Engineer, Calgary, and that the said company be asked to inspect these crossings with a local Councill r or a Municipal committee Carried. Mr Ferguson moved that the application of APPLICATION Harry Fo est for work be referred to Mr Ted Paquette. FOR WORK Carried Not'ce from Ford Motor Company was read directing FORD MOTOR CO that the 1971 tandem Ford trucks with Fuller trans- ``jl TRUCKS missions be brought back to the dealer for a small kit to overt me a problem with a key in the transmission Mr Ferg son moved that Mr. Ted Paquette and Joe Dobler be autho ized to get this work done. Carried Mr Ted Paquette and Mr Joe Dobler reported briefly in regard to the following 1 Berg Industries at Linden want the trucks and hoists brought back for strengthening of the welding BERG IND RE. This will be done under warranty Mr Bauer moved WELDING HOISTS that this be authorized and arranged Carried 2 Mr Bauer advised that the surfacing in the P B I SURFACING - area is very rough It was agreed that T. Paquette P. B. I arrange to have the holes filled and perhaps add a second coat for an estimated 2 to 3 blocks 3 Discussion followed in regard to procedure, etc SECOND COAT for doing some second coat surfacing. SURFACING 4 The surfacing crew is now working on the 4 miles of SURFACING CREW Peterson south job in Div 5 Mr. Bauer was excused from the meeting from 2 15 P.M. A.W. BUS FIRE REQUEST FOR TRAFFIC SIGNS Council was reminded that the Agricultural Service A S B TOUR Board tour is to be held tomorrow, Tuesday, Aug. 10/71, AUG. 10/71 with those interested to meet at our office at 10 00 A M MT Paquette advised Council that a tooth broke in the drive gear on the oil pump on the front V -8 motor DAMAGE TO of the new Euclid. The loss of oil pressure was not EUCLID notice immediately and as a result the motor had consid rable damage to it It has now bean fully over- hauled with new pistons, sleeves, crankshaft, etc. Loss o4 time would be from last Wednesday until tomorrow M Paquette advised that work on the secondary SECONDARY ROAD road s ould be finished this week except for some minor touchi g up. Mi G King asked Council for a policy in regard HIRING EXTRA to hiring an extra truck or trucks for stockpiling from TRUCK Ginthe 4s due to the extra haul distance to the location at the correction line Discussion followed Mr Church moved that the Municipal District hire an extra truck if availa le and desirable.yor the Ginther stockpiling. Carrie M .,u advised that Mr Jack Barnes had again J. BARNES asked bout the possibility of Council opening the road REQUEST RE on the west side of 19- 29 -22 -4. This same request had OPENING ROAD been c nsidered in previous years and not agreed to due to the need for an extra large culvert and costs involved Mr. Poole moved that Mr. Barnes be advised that Council does not believe the expense would be justified for opening this road. Ted Paquette reported that the Wagner is being DAMAGE TO repair d and should be ready in the next day or so He WAGNER furthe# advised that Mr Ken Tetz' the operator, ran over a large rock which should have been clearly visible The rock hit the housing and had done considerable damage to the machine Mr Paquette also advised that he may put a different operator on the machine when it goes back to work. Mr Paquette reported briefly in regard to various EMPLOYEES employees, some of whom are off ill and others on holi- days. There has been no real problem concerning same. Brief discussion took place in regard to the nuisance NUISANCE ground at the Municipal gravel pit in NE- 16- 32 -26 -4.
