A delegation ad been to Calgary in connection with this matter Th proposed site is on land owned by Mr Donald Dau and he oes not wish the oil well drilled. Another meeting is eing held here tomorrow and Mr Brown stated he w uld attend that on behalf of the Municipal District a Nwe have an interest in the water supply of this immedi to area Brief discussion follDwod Rcport of the separate evening meetings on June 28th with the Co ncils of Three Hills and Trochu were then discussed The following were decided upon 1. Mr. Ch rch moved that this Council agree to gravel ROAD the ro d leading to the Town water well west of SW- 27- 31 -24 -4 part o the SW- 27- 31 -24 -4 unless this road is to be used b heavy oil well equipment. Cont 'd In addition to the above, Carbon will receive a NUISANCE special grant of $500 00 in 1971 as a portion of the GROUNDS (cont'd) costs of the recent expansion of its Nuisance Ground The Council also agreed to support in principle any by -law which a Town or Village may pass or have in effect, providing that it will accept from rural people only the same kinds of waste, etc , as they accept from their own Town or Village It would be the responsi- bility of the Town or Village to provide penalties and enforce the provisions of the by -law. No other assistance will be given for use of machin- ery or otherwise. Motion carried Mr Brown moved that a letter be sent to each Town and Village outlining the above policy regarding nuisance grounds and suggesting that further discussions be held with Acme, Linden and Torrington Carried. 3 Mr SIhmelke moved that matters pertaining to wages, etc ,for firemen be tabled for the meeting of a FIREMEN committee of the mayors and fire chiefs together with the Municipal committee as proposed in the repor of the meeting with the Town of Trochu on June 8/71 Carried 4 Request of the Town of Three Hills for a special THREE HILLS grant to assist with cemetery costs was discussed CEMETERY Mr Pole moved that no special grant be authorized but t at Council suggest higher plot prices to recover the costs and that a letter of explanation be seat, -:- plaining that Municipal ratepayers now contrilbute toward Municipal cemeteries and others donatq for upkeep of Church cemeteries, etc Carried. 5 Mr G King reported that Navajo Metals have been CAR BODIES to the Three Hills nuisance ground and have picked REMOVED up the old car bodies for disposal 6 Mr Sbhmelke moved that no change be made in 1971 RECREATION for recreation grants but that Three Hills be GRANTS advised that Council is willing to consider recrea- tion areas with a special levy if the Municipal Distrct ratepayers so request, and that a copy be i sent o Trochu. Mr R W Brown read letters which he had received ALTA EMERG from Hon E H Gerhart as Minister in charge of Alberta MEASURES Emergency Measures and from Mr Arnold J Lavoie, Co- ordinat r. Mr. Brown then presented Mr Gordon G King with a certificate of merit which had been sent from the G G KING Alberta Em rgncy Measures Organization, expressing AWARD appreciate n for service to that organization for a period of 15 year . Mr Poole moved that Council acknowledge this and e -bend its congratulations. Carried Mr GI G King thanked Council and stated that the receipt of this award was certainly a surprise. f. Mr Ferguson moved that a letter be w^itten to Jubilee Insurance Agencies regarding the proper Drocedure and that the two towns then be contacted f r a definite reply. Carried. Mr Church moved that the report of the Pollution POLLUTION SURVEY Survey in the Wimborne area be filed Carried WIMBORNE AREA Mr Schmelke moved that Council approve of the ALTA. PROPOSAL SW-31-30-24-4 and that Council allow a relaxation of the set-back if a formal application is received Carried Mr. Ted Paquette, Public Works Superintendent, then met with Council T.C. Mr Poole moved S- 16- 34 -25 -4 that our Road Committee meet with the Bridge Branch at that site this coming Thursday for a full discussion of details Carried Council was advised that R W Brown, C W. Poole, FORD TANDEM T. A Ferguson and G G King had met at our office on TRUCKS July 5/71 with Mr George Leach, Mr. Tourangeau and Mr Joe Bailey of Ford Motor Company and Southridge Mercury Sales Discussion had taken place in regard to the new F rd Tandem trucks and the gear ratios Letter from the DI D of Kneehill dated July 6/71 to Southridge Mercury Sales was read which set forth the agreement as reached b tween the parties Mr G King also advised Council t at Mr Tourangeau had phoned later and had stated he was not entirely satisfied with the terms and that lett r but that he would check the records further and would phone back if he did not agree.
