G KING through ut the meeting and Mr Ferguson moved approval of the minutes of the APPROVAL OF regular meeting held on May 25/71 as per copy which had MINUTES be ,7.n mailed to each Councillor Carried MAY 25/71 The statement for the month ending STATEMENT May 31/71 was presented &. discussed as per copy with these minutes. Jeffery, D PETERS Asst Secretary - Treasurer, met with Council and J.0 JEFFERY reportc.d on a recent meeting held at Trochu under auspices of the Three Hills School Division in respect to Adult Education Mr Peters reported that he had been elected Chairman of the Continuing Education ADULT EDUCATION Committee which will outline programs for academic MEETING courses, vocational, recreational courses and will co- ord °nate other availal - courses It was noted that the School Livs Sion and the teachers were represented on the Committee and Council was asked to name one memberlto it Mr. Poole moved that Mr Georges Lcmay be naed as Council member to the Continuing Education Commitltee. Mr Ferguson moved approval of the building permit which ha been granted to the Three Hills Flying Club BUILDING PERMIT to move aln older house to the airport location in - APPROVED - SW- 33- 3123 -4 Carried 3 HCLUB FLYING Mr IG G. King, Mr C W Poole and Mr. R W Brown reported on the hearing of the Provincial Planning PROV. PLANNING Board in respect to appeals of the Town of High River BOARD HEARING and the N D of Rocky View in regard to the Prelimin- ary Regi nal Plan. The hearing had been held in Calgary cn Thursday, June 3/71 Mr G King read his report ir connection with it. Decision of the Board is still pending Mr Bauer moved that the report be accepted and filed. Carried The Calgary Regional Planning Commission requested C.R.P.C. Council's opinion In regard to a brief submitted by the Battle River Regional Planning Commission to the Hon. R S Ratzlaff in regard to 91Urbanisation and the Sma1 Town Economy" Mr Brown moved that the Secretar - Treasurer provide a synoptic report for the next mee ing of Council, in respect to this brief. Carried Mr. Ferguson moved that the minutes and other documents as received from the Calgary Regional Planning Commissi n be accepted and filed Carried Mr Ferguson moved that Council acknowledge to VERNON HANSON Mr Vern n Hanson of Carbon, the receipt of a type- written unsigned letter dated May 28, 1971 and directed to Mr Ralph Brown of Acme Carried -- -See Page 4 COUNCIL MEETING JUNE 1471 Page 4 Lett r from Mr Earl Balderson stated that he was RUBBISH - not re -,po Bible for the dumping of rubbish in the SW Carbon roadside ditch southwest of Carbon. Mr Lemay moved that this be accepted and filed Carried Council was advised that the Railway Transport CNR PASSENGER - Committee had agreed to the discontinuance of the TRAIN SERVICE C N.R. passenger-train service from Calgary to Edmonton by way of Three Hills but had stated that the C P.R. service from Calgary to Edmonton should be doubled to two trains daily and also that the C N R should continue its Drumheller, Camrose, Edmonton service Discussion followed Mr Ferguson moved that this Council further protest to the Railway Transport Committee and the Minister in charge in respect to the discontinuance of the service to Three Hills and ✓' referring to the fact that there is no bus service to Edmonton, that there are gravel roads in a good portion of the area and that there is as good reason for continuing C N R service here as from the Drumheller line C mparison is also to be made for the need of service for the C N R as compared to the C P R. Motion carried Mr Bauer moved approval of the final and total DRUM. Mr Church moved that the Lions Club be advised to refer to the Hon. COURVILLE- T Paquette contact Mr George Courville in regard to COMPLAINT RE. a complaint regarding crop damage two years ago ✓ CROP DAMAGE Carried Cor espondence from the Dept. of Highways, DEPT OF HWYS. Edmonton and a report of a phone call from the District Engineer Red Deer, was given to Council in regard to STOCKPILE- ; the Gove nment stockpile of gravel in the NW- 19- 30 -25 -4 AGREEMENT It was noted that the gravel will,in effect, be turned over to this M D and some of it will be used on the Secondary Road Program this year, other gravel from V our Municipal pit will be traded as required. No charge will be made to the Government nor to the M D in connection with the gravel in that stockpile Mr Bauer moved that this be accepted Carried. Mr. John Jeffery, Asst Secretary- Treasurer, also,,,, J.C. JEFFERY met with Council Mr. Brown advised that he had just talked with SOUTHRIDGE Southrid e Mercury in Calgary by telephone in respect to MERCURY the threo new trucks bought this year. New gears and pinions fol. the three trucks would cost $707 04 plus TRUCK REPAIRS labor of installation .['here is a possible trade -in of the old gears and pinions Discussion followed as to the responsibility of the Company and of the Mux0Lcipal District, due to some error in the order, so far as t e gear ratio was concerned. This matter is to be folio ed up further 1.11th the Company. Mr Jeffery advised Council that new regulations U. I. C under tho Unemployment Insurance Act have the following effect in respect to him - An increase of $1 00 in his yearly salary given J.C. Mr. red Paquette reported that the Municipal PROBLEM WITH oil spray r unit is not spreading evenly and he may OIL SPRAYER therefore get the oil supplier to spray on the Wimborne north job. Mr Joe Dobler reported that the gravel trucks are J. DOFLER working satisfactorily except for the problem in regard'- REPORT to the steed ratio in the new trucks. Mr Joe Dobler advised that Mr. George Rempel has been working as gravel checker but he wants the same GEO REMPEL wage rate as he was getting previously as a truck WAGES driver onsiderable discussion followed in regard to interpretation of the Wage Schedule as to whether or not a new gravel checker should start as a first year at that j b or continue on with the trucking experience being counted Comparison was made with the situation as it eff cted John Campbell who left our employment and came back but who is considered a good machine operator ith the road crew Mr 3rown moved that Mr. George Rempel be paid $2 70 per hour for checking gravel, this being the same rate he was receiving as a truck driver and that this be retro- active to the time when he started at that work Carried 4 to 2 Mr hurch moved that Mr George Rempel be also paid the .10 per hour extra as sub - foreman of the gravel cr w Carried Mr. Pchmelke gave a brief report In regard to the REPORT RE meeting held at Wimborne in regard to the water system WIMBORNE WATER as propos d He was advised that each outlet should SYSTEM be consid red separately as to rates, etc even though a business and a home might be owned by the same person.
