W. Poole, R W Brown, A W Bauer, T A Ferguson and S C Schmelke Mr R W Brown acted as cha --:1nan for the mee�i.ng Also present were Mr F Hoppins, G. L. Park, D Peters, J Clark and G. G. King with J. C. Jeffery recording the minutes Mr. . A. Ferguson moved the adoption of the minutes or the March 22/71 meeting. Carried. Mr. "i L. Park gave a report concerning R W Hall's land Mr Park stated that Mr Frank Richardson had rented the land on a three -year basis and that every- thing appears satisfactory Mr A W Bauer moved the adoption Df Mr. Parkb report Carried. Mr. 3. L. Park reported that we had purchased our grass seed requirements from Alberta Wheat Poole and Hannah's eeds Ltd We have also purchased our Brome grass req irements from the Alberta Wheat Pool Mr. Park Further reported that all grass seed require- ments hav been recoived as well as "thanks" from the two compa ies M, C Cchrielke moved the adoption of Mr. Park's report Carried Mr L Pa. ;. Poole moved to pay $2.20 per hour to the Ecology employees for any hours they work over 40 hours per week i Carried A letter from the Dept of Agriculture was read by Mr King stating they had reduced our grant from $12,100 to $11,000 but also that we would get frist chance at any other monies available after all the grant appli- cations had been received Mr A W Bauer moved to accept this letter and file ame Carried A letter from the Dept. of Agriculture concerning the talk of Mr. C. J. McAndrews at the regional A.S.B. conference was then referrer' to Mr Dan Peters moved to accept and file this letter and also to send a copy of it to All persons present Carried. Mr Park read a letter stating that all Service Boards are to review the A S B. Act and send in any recommendations or alterations they may suggest. It was suggested that each Councillor and A S B member be order d a copy of the A S B Act. D. of 48 was held in the Municipal office, Three Tuesday, May 25/71, commencing at 9 00 A. M cillors present for this meeting were Mr. A H Church Div. 1 Mr C. W. KING throughout the meeting and recorded the minutes Mr Poole moved adoption of the minutes of the Dui4U.LLS Council eeting of May 10/71 as per copy which had been ADOPTED u mailed t each Council member Carried. Som diccusiion took place in regard to work which THREE HILLS had been done at the Three Hills Airport with a Euclid AIRPORT motor scraper operated by Mr Keith Smith Mr G King �r'lvj -ed hat he understood that Mr Keith Smith was donating his time on the first Saturday on which work was done and a charge would be made at regular rates for the Euclid, less his wages. No definite information was available on a second as to whother or not work had been done Satur.34y. Mr Church reported that he had attended the LIONS° YOUTH meeting in regard to the Lions' Youth Camp Project and CAMP PROJECT stated i was to be on the Butler land, near the Red Deer River just below the foot of the Orkney Hill A quonset but 1j to bo ejected for use by scouts and other organizations and he said the whole project seemed 0 K Mr Church moved that this be approved in prin- ciple. Mr. Schme ke moved that the Secretary- Treasurer be authorize to purchase the said machine. Mr 3 King reported to Council that he had been the gur-st of Canadian Utilites Ltd at the opening of the addit on to their Battle River generating plant near Fore tburg The official opening had been held on Wednes ay, May 19/71 and had been very interesting. Of particj�lar inter-cst was the procedure in stripping coal for the operation Mr Ferguson moved that the report bed accepted. Brown reported briefly on business of A.A.M.D. & Countif the A A. M D & Counties with particular reference to- 1. He had attended the luncheon in Calgary put -,n by Calgary Power for its 60th Anniversary 2. Repr sentatives of the Urban & Rural Associations had met with the representatives of the Provincial Government in Edmonton and had agreed that a 3 -man committee ;,e named to study all forms Df taxation with Particular attention to revenue and expenditure resp nsibillties The Government will be -taming this committee soon and it will likely take about 18 m nths to complete its report. Mr Schmelke moved that the delegates to the aLr a6orIER COURSE refresher course at Banff, June 10th to 12th be JUNE 10 -12, 1971 G. G. King, J. C. Jeffery, T A Ferguson, C. W. Mr. Bauer moved that this be accepted and filed Carried The Council meeting adjourned for dinner from 12 00 no n to 1 00 P M Mr (Arnold Boese of Linden Contractors met with Council and stated they had ,)out 40,000 cu yds more crushing to do in the M. D. of Starland but they could do about 20,000 of that and then come back to this District and return later to the M D of Starland. LEMAY - Georges emay had verbally requested details of the PUBLIC WORKS Public Works records for the present year and the RECORDS preceedi g four years He had first asked that this be by Divis ons and include all costs records but had agreed t at the costs of gravel need not be supplied and that the work need not necessarily be listed by Division3 The Municipal Government Act (1968) was referred to with reference to Section 250, Subsection 3, which stated that no records shall be kept by Divisions Considerable discussion followed. Mr J C Jeffery, Asst Secretary- Treasurer, then also met with Council J.C. JEFFERY List of miscellaneous accounts receivable were reviewed and it was noted that the account of Rock Farms ACCTQS. has been 7eferred to the Small Claims Court. Mr Brown RECEIVABLE stated that representatives of the Kneehill Weather Modlficat on Association have stated that they hope to pay some Dn their account soon. Some discussion followed in regard to the letter which had been mailed to each of the ex cutive members The letter was read to Council and no cr ticism was voiced in respect to the wording of it Mr chmelke moved that we acknowledge the letter A. METZGER from Arch Le Metzger in regard to some hand ditching DITCHING DONE done in tie spring on M D Roads, that he be advised that the Municipal District appreciates this co- operation 1, but does iot pay for this and that many others through- out the w ole area certainly donate time and effort for similar t ings Carried. Mr hurch moved Council acknowledge the letter H SCHMAUTZ - from Harry Schmautz requesting gravel to his farm in GRAVEL REQUEST WSW- ,22-2$ 22 -4 and that he be asked if anyone plans to live on that farm and that he also be given general r details of Council policy in regard to gravel work Carried Council was advised that Mr John Stickel has J. L SUPPLIES f� COUNCIL MEETING May 25, 1971 Page 8 Mr chmelke moved that a letter be written to IMPERIAL OIL Imperial Oil advising that the delivery service to our WIMBORNE SERVICE tank at W mborne is not satisfactory Carried Some discussion took place in regard to the hours EMPLOYEES HOURS of work of Public Works employees Mr Schmelke parti- cularly noted that Mr Ray Eh rmann is not happy with the present situation Council members noted that employees in general had requested the change to a 5 -day work week and this is on a one year trial basis Brief discussion took place in regard to the WATER SYSTEM procedure to be followed in regard to the proposed water WIMBORNE system in Wimborne. Council committee of Mr Schmelke and Mr Bauer wereurged to meet with interested people of that hamlet and to get definite plans for Council's approval Mr oe Dobler advised Council that he would like J. DOBLER - leave of absence for June 10th and 11th and would be LEAVE OF ABSENCE willing tc take one -week of his holidays at that time if r quired by Council to grant his request Mr Schmelke moved that Council apprpve of either the two days ff or the one -week holiday, if desired, depending on the urgency of work at that time. Carried. Mr. Erown moved that a letter be written to the DEPT OF HWYS Dept of Highways asking if they have gravel for sale SALE OF GRAVEL from their stockpile in the NW- W 4 Carried Mr Ted Paquette and Mr Joe Dobler then left the meeting Mr T A Ferguson reported in regard to discussions in respect to improvement of ambulance service He and AMBULANCE Tom Alexander (representative of Three Hills) had met SERVICE with Mr Roland Winters Mr Winters had stated that he does not want to stay in the ambulance business and has no desire for a subsidy deal but he is willing to attend a meeting to give advice, etc He will also sell us some stretchers and other equipment he has at a very reasonable price Mr Ferguson also reported he had discussed ambulance service with Mr. Walt Regehr of Linden T e people of Linden are very interested in establishi g a service through their fire department and feel t ey can serve a fairly large area. The village is willing to co- operate. Mr. G King advises that he had alSD talked with Mr Walt Regehr in this regart Mr Poole noved that Mr Ferguson's report be accepted and that hD pursue this matter further with interested persons at the Village of Linden and then report back Carried.
