Councillors present for this meeting were Mr. H Church Div 1 Mr W Poole " 2 Mr, W. Brown it 3 Mr. W. Bauer it 4 Mr. A Ferguson " 5 Mr C Schmelke 6 Mr. A. Lemay it 7 (Reeve) (After 1 30 P M.) Mr P. G. King, Secretary- Treasurer, was present and recorded he minutes of the meeting Mr chmelke moved approval of the minutes of the April 121 1 meeting as per copy which had been mailed to MINUTES each Coun illor Carried APPROVED Mr Bauer moved that payment be made of $2,221.65 to LOAN - the Receiver General of Canada in regard to the loan for G VILLE Grantville water and sewer through C. M H C Carried. Council discussed the need for continuance of the ROAD BANS Road Ban now in effect It was noted that the M D of Starland re taking their road bans off now Mr. Schmelke moved that the road bans in the M D of Kneehill remain in effoct until 7.00 A.M. on Monday, May 3/71. Carried Mr. G King reported to Council in regard to the PE -BEN CONTE. road damage account of $3,300.00 owing to this District ACCOUNT by Pe -Ben Contractors He had met with Mr Conn of that Company and Mr Gene Caron of Banister Pipeline at Torrington on April 21/71 and they had travelled over the roads in the area and had discussed details of the account Pe -Ben Contractors had been invited to meet Council for discussior or to submit a letter for Council's considera- tion It was further reported that they had phoned the office on A ril 23/71 and stated that they wished to offer $800.00 t 1,000.00 or would like to meet Council Mr Poole moved that Pe -Ben Contractors be invited to meet with Council at our office at the May 10/71 meeting Carried. Mr. Schmelke moved that Mr Gordon Park, Ag. Fieldman, be authorized to attend the Seminar on Animal Pest Control SEMINAR - Methods and Techniques in Edmonton, May 11, 12 & 13/71 G.L PARK with expenses to be paid by this District Carried Corre pondence at hand in regard to ambulance AMBULANCE services o erated by hospitals or Municipalities in other SERVICES areas was ead to Council Brief discussion followed. Mr Fergus )n moved that this be referred to the evening meeting wi h the Towns' and Villages' representatives Carried. Mr. Ferguson moved that the "Thank you" letter from THREE HILLS the Three fills Rural Community Association be accepted RURAL- THAIKS and filed Carried - - -See Page age 2 14 14 11 t AL ES COUNCIL MEETING APRIL 26, 1971 Page 2 Cons derable discussion took place in regard to OLD ACCQTS three mis ellaneous accounts receivable which are more RECEIVABLE than 6 mo the old These were Rock Farms ------------ � 79.05 for gravel Arthur Schneider - - - -- 69 00 for grading his lane Alberta Weather Modification - - - - -- $600.00 for costs of plebisite in 1970 Mr Foole moved that the accounts of Rock Farms and Arthur Schneider be referred to the Small Debts Court and that court costs be added. Carried Mr rown moved that each Director of the Alb Weather M dification Association be even notica that LTA. WEATHER M g the Association has until the end of June to pay the MOD ACCOUNT account of $600 00, that their attention be brought to the fact that bad public relations are resulting from their failure to make payment and that the account be referred to our Solicitor for collection if it is not paid by the end of June Carried Mr Church moved that Agricultural Service Board WAGES FOR employees Johnson Hart and Richard Kober be each paid at A S.B. the rate of $2 50 per hour and that any other casual EMPLOYEES laborers hired for that work be at $2.20 per hour and that regular ti e be 44 hours per week, that this time be followed aE3 closely as possible Carried. Mr C urch moved that Council accept and file the CARBON REC. minutes of the Carbon Rec. Board meeting of April 12/71-'BOARD MINUTES Carried Mattes connected with planning business referred to Council were 1 Minu4 s from the Calgary Regional Planning Commission C R.P.C. 2 Letters of the Town of High River in respect to appeals against the General Plan HIGH RIVER 3. Notice that the Albert Hannah - Kahler subdivision SUDDIVISION has been approved in the NE- 1- 33 -23 -4 NE- 1 -33 -23 4. Report; that a building permit has been granted to BLDG. PERMIT Albert Hannah for a hog barn on location as referred to in number 3 Mr. B uer moved that all the above be accepted and filed. Cartried Reportis and recommendations were given to Council in SWALWELL regard to arious lots In Swalwell These were dealt with LOTS as follows 1. Mr Ferguson moved that Council agree to sell Lots 1 to 7, Block 6 to the Community Centre and that necessary documents be prepared following receipt of payment. Carried 2 Bids for Lots 1 to 10 incl , Block 3 were read. It was noted that the offer from James Marsh was the higher. N Briengan for Lots 15 -18, Block 7 of $15.00 was read Mr Poole moved that a portion on the west side of Block 7 be reserved for a road and that a new plan be drafted and that offers then be considered for all lots in Block 7 Carried. SWALWELL LOTS CONTID 4 Mr. Ferguson moved that Mr G G King be authorized to personally contact the Calgary Regional Planning Comaission regarding a new plan for Blocks 1 and 8 and that Council later call for tenders for this property with a portion on the west side to be res rved for road widening Carried 5 Mr. Ferguson moved that Council sell Lots 19,33 & 34 in Block 6, Swalwell., to Mrs. Katherine L. Elliott at 115.00 each Carried 6. Mr Bauer moved that Council sell Lots 33, 34, 36, 38, 39, 40, 45, 46, 47, and 48, all in Block 5, Swalwell, to rthur E. Boisjoli at $5.50 each Carried 7 Ns. Church moved that Council sell Lots 12, 14 & 15, Block 5, to Garth E Wilson at $5 10 each. Carried Mr Schmelke moved that Council approve of the BIGELOW DAM proposed construction of the Bigelow Dam in Sec.3- 34 -25 -4 as per plans received through the Provincial Dept of Highways. Carried Mr eorge Park, Assessor, met with Council He BUSINESS TAX referred o the License By -Law of the Town of Olds for informati n Discussion then took pla'e in regard to continuin with a business tax or consideration of a license f e for -those carrying on business within the Municipality. Considerable discussion followed Mr Brown then moved first reading to By -Law #669, being BY -LAW #669 a by -law to amend the by -law setting rates for business tax,so as to add the following rates Auto Body Shops -$1 00 per sq foot assessment on the first 500 sc feet and 50 per sq. foot for additional area Undertakers Parlors,etc -$1 00 per sq foot assessment on the first 1000sq feet and .50 per sq foot for additional area. Carried wianimously. Mr Poole moved second reading to this by -law Carried wianimously Mr 3,chmelke moved third reading to this by -law Carried uianimously Mr Ceorge Park then left the meeting The neeting adjourned for dinner from 12 00 noon to DINNER 1 00 P M. Mr lick Low and Mr Gordon Fraser of Strong, Lamb & STRONG, LAMB Nelson met with Council and they outlined their proposal & NELSON for legal survey work, aerial photos, profiles, grade designs, quantity estimates, soil testing, etc. They stated they were not adverse to givj -ng estimates after looking at a project Charts were shown which outlined their recommended procedure and they gave a brochure to each councillor In reply to questions, they stated that aerial pho ograph interpretation has some possibilities j in regard o locating gravel, etc and that they would write us r garding a contract for doing the eastern half of the M of Kneehill and that this would be without obligation ki -- -See Page 4 • • FORM IA9-P SPECIAL )CI ru COUNCIL MEETING APRIL 26, 1971 Page 4 They also stated they would quote a fixed price for legal STRONG, LAMB survey or other work after the details were known. ✓ & NELSON Mr Ted Paquette, Public Works Superintendent, and T. Council was advised that the work had been stopped shortly after commencement due to instructions from the District Engineer Mr Church further reported that the Dept of Highways foreman had contacted him on Friday last and had stated it would be 0 K to start work today Mr Paquette added that our ✓ crew had gone to start work on that project this morning and he e timated it would take 3 weeks to finish the ,fob. M Carried Mr King reminded Council that Mr John Sich requires in inlet of some nature to the NE -2 -and the W2 -1 and other lands in 33 -22 -4 This had previously been provided Dy a 33 foot inlet on the west side of the SE -2,now caned by Mrs McGougan Mr G Lemay further added that Mrs McGougan has agreed to give entry for Mr John Sich to get his crop in and he believes she will accept $,,> 00 for this, but, she does not want access continued through her land Mr Poole moved that the Road Comm ttee bring in a definite report for the next meeting of Council Carried Work applications as listed in Item #27 of this Agenda and including Glenn Sawyer were briefly referred to Mr Bauer moved that these be referred to Mr Ted Paquette for consideration Carried Mr Ferguson moved that the circular in regard to Alberta Clean-Up be referred to the meeting this evening with repr sentatives of the Towns and Villages Carried. CLEAN -UP ROAD TOUR REPORTS &�MI COUNCIL MEETING APRIL 26/71 Page 6 Mr H M Alton, District Engineer of Red Deer, met H.M. ALTON with Co cil The following is a brief summary of Y discussions with him . 1 Approval granted for grading and gravelling of the SECONDARY ROAD secondary road Allingham- Linden, including the one APPROVED extra mile west of Three Hills, for a total of 11 miles Estimated total cost - $150,000. He suggested the northerly four miles north of Linden 3lould be 132 foot right -of -way and the west portion toward ALLINGHAM- Ai.- d-ngham might be better at that but could be left LINDEN at 99 feet. Some improved alignment also recommended for the correction line at the SW- 4- 31 -25 -4• It was agreed that work be done by contract on a day -labor bas's with the use of as much Municipal equipment as Couacil wished to allocate to the project. Rental rata for Municipal equipment would be at 90% of Gov rnment rate. All charges are based on time the mac Ines actually operate After discussion the fol owing were agreed (a) M D will supply one grade foreman, in the person of John Dorn His wages will be paid from the gov rnment grant • (b) TimD keeper will be supplied by the District Engineer. (c) Municipality can supply the crushed gravel. (d) M D can supply the culverts except for any 5 feet in iiameter or larger (e) M will arrange for right -of -way, moving of tele- pho e lines, pourer lines, etc. and will pay for the leg 1 surveys. (f) M will supply D'7E Cat with Dozer and Scraper, a 1 A D8 with Dozer and Scraper, a 627 Twin Cat rub er -tired machine, a new TS18 Terex rubber -tired mac ine, one TS14 Euclid rubber -tired machine, one 12F Cat Motor Grader, one DW20 Hyster self-propelled pac er, one 6041 Sheepsfoot packer to be pulled by som rented farm tractor, one water truck, one small tru k and flat deck to haul culverts when needed (g) Ext a track tractors will be hired but a maximum age should be set at 10 years (h) It s expected that work can start by May 17/71 2 Secondary road work for 1972 is indefinite but might SEC ROAD be she surfacing of the 1971 grading work or surfacing WORK -1972 eass of Trochu if the Starland area is done 3 Pro Iles, etc regarding the Loosmore bridge and LOOSMORE hil have been sent to the Bridge Branch BRIDGE 4. It may be good Municipal planning to increase paving ROAD WORK in 1.971 and decrease grading other than secondary PLANNING roads and in 1972 to reduce paving and increase grading 5 Within a few years, a hot -mix coat may be required on the road south of Torrington 6 To increase speed limits to 60 miles per hour requires a b3-law and approval of the Minister and appropriate SPEED LIMIT signs ® 7 Mr Alton had no information in regards to the ORKNEY - HESKETH pro osed Orkney - Hesketh road or new crossing over ROAD the Ghost Pine Creek 8 Cou cil agreed that the 5 miles from Allin:ghain east 1329 R of W sho 1d be on a 132 foot right -of -way and also the northerly 4 miles of the north -south connection should be at 132 foot right -of -way. - - -See Page 7 FORM 149-0 SPECIAL MU. It was noted that this by -law requires approval by the Minister of Highways N1r Bauer moved that the Bridge Branch be asked for DRAINAGE - a report in regard to drainage problems at the farm of WILF EVANS { Wilf Evans the Three Hills Creck Carried 1 Mr Ferguson moved that the Bridge Branch be asked CULVERT.. to supply a government culvert for the location north of W/NW- 17 -32 -22 Al Atkinson at W/NW- 17- 32 -22 -4 Carried #' Mr Church moved that the Bridge Branch be asked to SCOURING - { inspect 3.nd report in regard to scouring just upstream - BEYNON BRIDGE from the Beynon bridge Carried. Mr Poole reported that Mr Gordan Snell has asked ROAD IMP. AT for immediate grading and gravelling of the road south 21- 30 -22 -4 from Glea Johnson's to the former Clyde Anderson location being west of 21- 30 -22 -4 This is to be discussed later in tonne tion with the 1971 Road Program. k Mr Poole also reported that there has been some DRAINAGE - drainage problem near the farm of Gilbert Harsch on the GIL HARSCH former H ,ry # ?6 south of Carbon This is to ':e checked by Ted Paquette Discussion took place on t'ae proposed purchase of VIBRATORY a better vibratory packer Mr Paquette reported on one PACKER which Wilkinson & McLean has for sale in Edmonton at the price of about $3,500 Others may be available in Calgary. Considerable information had been MEETING obtained in regard to new legislation and general pro- cedures Mr Church and Mr Poole mentioned the complaint of V. HANSON Vernon Hanson in regard to Mr R W Brown's conversation COMPLAINT with Mr Hanson at a fire on the Hanson farm April 25th last. Ma, Lemay moved that no action be taken as the Municipal. District was not involved in any way. He reviewed the correspondence which has been sent tD each Municipality and outlined his opinions in regard to matters which should receive attention both in rural and urban areas He suggested that the Organization be hea ed by one representative from each Municipality to head a committee and that these contact groups willing to assist such as, school groups, service clubs, scouts, fish aid game associations, etc. The Municipality should agree o collect and haul the waste materials to nuisance ground3 or other selected ar.-:�as. The Dept of Highways will a sist to a degree but only has one crew He also stressed that considerable publicity should be given to this to make people aware of it and to get their co- opera.. tion.
