JEFFERY Councillors Church, Poole, Brown and Ferguson and MEETING OF Sec -Trees G King had been in Edmonton on Mar 31/71 A A M D & C for the pring Meeting of the A A M.D.s & Counties They now gave information to this meeting in regard to the talk of the Hon. Gordon Taylor, Minister of Highways, in respect t© the secondary road grants which may be SECONDARY ROAD availabl in 1971 A total of $8,000,000 00 is avail- able fro the Province and the piojects are to be selected GRANTS by the Provincial Dept° after consultation with the local M icipalit =co The primary purpose of this meeting was, thereforo, to discuss the desires of Council in regard to use of any secondary road grants which may be avail ble. The location of the secondary roads in this Mun°cipality and 4_-,heir tie -_.n with adjoining Municipa sties was discussed at considerable length, with a r lative importance of each also being considered. Mr G King advised Councilthat the Provincial REQUEST PIT Dept of Highways has requested 25,000 cu yds of pit RUN GRAVEL run gray 1 from the Muncipal pit near Torrington in the FOR #27 NE-16-32-26-4 This is required for the completion of blacktop ing of the easterly portion of the road from Torringt n to Hwy. #21 Mr Bauer moved that Council approve if the supplying of the gravel as noted Carried Mr Bauer moved that a letter be written to OTHER M.D.'s adjoining Municipalities outlining this Council's PROPOSALS proposal in regard to secondary roads and asking for their plans in respect to the following 1. M. 1. of Starland - For the road from Tolman bridge east to Hwy #56 2 Courty of Mountain View - For the road from Acme wast to Hwy #2 3 Cou ty of Red Deer - For the road from Wimborne nor h to Hwy #42 Motion C rried 'r- Ferguson moved that Mr H M Alton, District H M ALTON Engineer, be invited to meet with Council here at the INVITATION April 12 71 meeting. Carried. Mr. G A Lemay left the meeting at this time.(ll A M ) f Mr T Paquette and Mr. G. King advised Council EMPLOYEES that employees working at our 1hop have continued at the 44 hour Neek since April lst even though outside work may be up to 11 hours per day There has beeexno objection to this as, otherwise, overtime might be required Mr Bauer moved that this be approved and that the Public Works Wage Agreement be clarified to show that the 11 hour days apply during the constructinn season and that this be referred to the employee committee Carried. ® Mr J Jeffery pointed out to Council there is a HOLIDAY PROGRA!' need to clarify the holiday program for Ted Paquette, Joe Doble , John Dorn and George Park Considerable discussion followed. It was particularly pointed out that 5 weeks time off in the winter would he 220 hours and this would be the same number of hours as would be given - - - -- -See Page 3 FORM 149-P SPECIAL 4b ICI Pu SPECIAL COUNCIL MEETING April 5, 1971 Page 3 by four weeks off in the summer Mr Schmelke moved HOLIDAY PROGRAM that Mr Ted Paquette, Joe Dobler, John Dorn and CONTINUED George Park be granted the same holiday privileges as the hourly Employees under the Public Works agreement Carried Letter of March 30/71 from Ralph Keintz was read RALPH KEINTZ to Council in re ,,sect to the bill he had submitted to ACCOUNT this District of $12 OC for snowplowing Mr A.W. Bauer stated he had told Mr Keintz he could send his bill in for con,ideration but he had not authorized the work done qr Ferguson moved that a further reply be sent to Mr alph Keintz advising him that Council has not approved payment of the account Carried Mr C W Poole referred to the right -angle road ROAD SIGN IN directional sign on the access road into Carbon atthe NE- 21- 29 -23 -4 NE-21-29-23-4 IIe mentioned that the secondary highway continues east from that point and traffic going to Drumhel ez often gets confused and turns southerly into Carbon. Mr Poole moved that Mr McFetridge, District Engineer, Calgary, be asked to remove the sign as AWN referred to in this part Carried. General discussion on Public Works items followed PUBLIC WORKS with some reference to the following ITEMS 1 M_ R Brown stated that a Datsun half -ton could be h ought in for a demonstration. It was agreed that this be tabled until summer 2 Ted Paquette ~ +-, --,ed that the half -ton truck which he 13 now u.3.-I_ng is in good condition. He outlined repairs made la,�-c fall 3 Mr Paquette advi ^ed that the new TS -18 motor scraper is ready for shipping This was delayed some what due to the possib_lity of a rail strike. 4 The new trucks are being brought in piggy back 5 Two new boxes and hoists are being put on the 1970 Ford tandems These are 14 -foot boxes The other n w boxes and hoists for the new trucks will be 13 -foot boxes and will be ready when the trucks arrive FORM 149-P SPECIAL MUNICIPAL SUPPLIES Mr Poole moved that this Council call for bids CALL FOR BIDS for thE sale, by this District, of the two boxes and hoists being taken off the tandem trucks and for the two Tr velall un3_ts, that bids be considered at the Counci meeting on April 26/71 Carried M eting adjourned for dinner from 12 00 noon to DINNER 1 00 P M C rcular from Curtis Engineering and Testing Co CURTIS ENG was read.
