Carried KEIVER?S LK CONCESSION BOOTH A A M.D. & COUNT.: PROPOSED LEGIS- LATION Mr R W Brown advised that all rural Councillors LEGISLATURE are being asked to stay in Edmonton for a meeting on MEETING April 1/71 with the Provincial legislature Mr G King APRIL 1/71 was asked to make reservations for those who would be staying ov rnight from this area Mr A. W Bauer reported that Mr Ralph Kientz had not co tatted him about doing some snowplowing on Municipal roads He was not aware of this until after the work had been completed. Mr Poole moved that Mr. Ralph Cientz be advised that his snowplowing account of $12 00 was not approved by Council as the work had not first been authorl�ed Carried Mr G King advised Council that Mr Peter Melnyk of the Provincial Assessment Branch, Calgary office, contacted him in regard to a new general assessment Various means of carrying out the work were discussed briefly lir Ferguson moved that Mr. Peter Melnyk be invited to meet with Council at its regular meeting on April 12/71 Carried Mr S hmelke moved that this meeting do now adjourn, qarried Time of adjournment, 12 05 P. D of Kneehill No. 48 was held at the Community Memorial Centre" Three Hills, on Monday, March 15, 1971 commenc- ing at 1 30 P M Reeve Brown called the meeting to order and called for nominations for a chairman of the meeting Mr Gilbert Berdahl was nominated by Mr. Elmer Currie. There were mo other nominations and Mr Berdahl was declared el cted by acclamation. Mr. G Berdahl then took the chair and called for nominations for a secretary for the meeting Mr G G K ng was nominated by Mr A. Becker There were no other nominations and Mr G King was declared elected Secretary b acclamation Minute of the Annual Meeting of March 16, 1970 were read b Mr John Jeffery. Mr. A Keim moved adoption, s conded by Mr Edward Maerz. Carried The folowing items were dealt with under business arising fro the minutes 1 Wards or the Auxiliary Hospital District - The meetin was advised that Council had established Ward 1 as that area which lies east of Highway #21 and Wa -d 2 as that area which lies west of Hwy #21 2 Use of 1080 bait for coyote control - The meeting was ad iced that Council had not planned to author ze use of 1080 bait but did so because of the ra ies outbreak 3. The 1970 resolution regarding payment for grain stored on farms had been sent to the Federal govern ent and acknowledged but the Federal govern- ment had not seen fit to implement the recommenda- tion. Reeve W Brown read the Dec 170 report of the Municipal i spector It was noted that there was no adverse criticism in that report The adoption of the report was noved by Mr A. Becker and seconded by Mr J. Kubi ec Carried Mr R Steward moved that the meeting accept the proposed agenda as per copies which had been given to those present, seconded by Mr H. MacLean Carried. Replies were given by Councillors Lemay, Poole by way of explanation - -Sea Page 3 Mr G King then reviewed certain sections of the 1970 Audited Financial Statement Some of the main items dealt with and questions were as follows 1. Reve ue - Mr J Kubinec asked about the revenue for admi istration charges in connection with the Home- owner Discount Mr King replied that the govern- ment pays the Municipality $1 25 for each approved application Mr Olsen and Mr. Edwards questioned the oollection of an old relief account Mr. King replied that this had been secured by a caveat agai st land and collected following the death of the owner There were no immediate decendents Mr W. Schmidt asked about the license fees for mobile homes General regulations concerning these were given in reply 2 Expe ditures - Mr L Edwards asked about the engi eering and surveying costs Mr King answered that the main costs were for the road south from Carbon to #9 3 Assets and Liabilities - No questions 4 Taxel Receivable - There were no questions but Mr G King gave the added information that the amo t of outstanding taxes at the end of Feb , 1971 was %$285,620 00 as compared to $265,501 00 at the end of Feb , 1970 Taxes collected in January and February of 1971 had totalled $245,336 00 5. Asse sments & Requisitions - No questions 6 Government Grants & Capital Expenditures - No questions 7 General Questions pertaining to the Financial Statement - Mr laul Vasseur asked if costs of extra work on the Pope Lease -River Hill could be recovered from the engi eer in charge. Mr. Brown replied and stated that the ob is still some $32,000 00 under the estimate but ome work remains to be done Mr G King stated that the whole job was designed through the Provincial Dept of Highways, Calgary office, and no reco ery can be made against any engineer. An exact copy is with the minutes. Seconded by Mr. R Empey. Carried 6 Mr Larry Edwards moved that Council be requested to change the boundaries of Wards for the Auxiliary Hospital District to an east -west line with the Three Hills town line being the boundary and that representation be appointed so that the whole Municipal District is properly represented. Kubinec moved that Council and the Agri- cultural Service Board encourage farmers to do roadside planting of trees at those locations where snow gives problems during the winter. Seconded by Mr E Koch. Carried Mr J. Kubinec moved a vote of thanks to Council for their good work during the past year Carried with a hand clap Mr W Brown moved a vote of thanks to Chairman, Mr. Gilbe t Berdahl, for the able manner in which he had condu ted this meeting. The meeting was declared adjourned at 4 45 P M Secretary J J FORM 149-0 SPECIAL ' MUNICIP L SU PLIES Res of Elect ution moved by George Boles at the Annual Meeting S, March 15, 1971 WHEREAS the Provincial Department of Highways and Transport requires that where the visibility is less than 1,000 feet at the intersections of main Municipal District roads and other roads, a STOP sign is required, AND WHEREAS the amount of vision is greater than 1,000 feet at the va t majority of these intersections AND WHEREAS as time goes by more of these upgraded roads will beco e a reality AND WHERE IS the present Council policy of using only STOP signs wou d set up a vast network of STOP signs which are not actua ly required or beneficial THEREFORE BE IT RESOLVED that Council policy be reviewed with the recommendation that STOP signs be replaced with YIELD si s at those locations where the visibility is greater t an 1,000 feet in each direction
