Mr. J.0 Jeffery then left the meeting Mr W. Brown reported that, as President of the A A M D.'s & Counties, he had been to Edmonton INDUSTRIAL and had discussed Government plans to share Industrial ASSESSMENT Assessment concerning certain pipelines, power lines, transmission lines and railway lines through the Municipal Assistance Grant The executive had contacted the Minister of Municipal Affairs and a number of MUN ASSIT. M. L. A s and had pointed out that they did not consider GRANT this fair to the .rural municipalities as there would be a very considerable f;.nancial loos Mr Brown also read to Council a copy of a le-ttz he had received from the M D of ta.rland objecting to the Government proposals. SIGNS railway crossings should bo put back a minimum distance of 750 fc, %t from the crossings and the two approved types of Eigns ;should be used Mr Ferguson moved that V; this be referred to Mr Ted Paquette, Public Works Superinte dent, and that he report on the number of signs req fired, etc Carried. Mr Brown requested that a road intersection sign INTERSECTION be placed on the road coming from the north at the Linden /SIGN intersection. Mr John Dorn took note of this request LOOSMORE BRIDGE Mr Alton advised that he has sent plans for the ROAD road at the Loostr_or,e b, idge to the Provincial Bridge Branch with the request for the bridge to be constructed as high as possible Furvhei details will be available later. 0� - - -See Page 4 FORM 149-P SPECIAL II ICIP -L SUPPLIES COUNCIL MEETING March 9, 1971 Page 4 Other items briefly discussed with Mr. Alton include 1 A start will be made on the Secondary Road Program but no details are available as to the amount of SECONDARY ROAD money that may be allocated to any rural munici- PROGRAM pal'ty. The Government may decide on the locations of the roads to be improved and there will be discussion regarding contracting versus local work. 2. Gra is under the regular articles of agreement for GRANTS roa improvement will likely continue 3 No ontracts have been called for by the Dept of # 27 Highways for work on either #27 east or west but same may be in the program this year Mr. Alton was thanked for meeting with Council and bringing information He then left the meeting Mr. Brown moved that the request of Thomas Baerg CULVERT- for a cu vert across the road South of the SI- 27- 30 -26 -4 be inspe ted by Council on road tour Carried 5 _i- 27 -30 -26 Mr Dobler reported that the boxes and hoists on the tandem Ford trucks bought last year are in poor conditioxi Mr Lemay moved that the Shop Committee BOXES & HOISTS check into these with power to act. Carried It was agreed that Mr Dobler could look at the used box and hoist which Mr Frank Hansen has for sale but purchase is not recommended unless it is in top condition Complaint of Elmer Albrecht regarding trespassing, NW- 7 -33 -24 etc , in the NW.- 7- 33 -24 -4 was referred to Council TRESPASSING Mr Lema3 moved that this location be inspected on road toui Carried A delegation of Mr Les Lane, Ralph Haller and DELEGATION RE Glen Jon's met with Council. They requested the grading ROADS of 2 Mil ES of road south of Secs 13 and 14- 32 -23 -4 and the grav lling of all of the road from #21 highway east to the SE-13-32-23-4 The easterly 3 miles is in the category of a farm road with no one living along same but it is needed for good access to the farming areas Mr Ralph Haller suggested a slight detour in the road nEar the east end would avoid the need for two large culverts. Mr Ferguson moved that this be referred to the Road Tour with a decision to be made later Carried The delegation thanked Council and left the meeting Mr Lemay moved that the report regarding gravel GR PRICES prices at various locations be tabled until next TABLED ' Monday morning Carried Mr hurch moved that the request of the Three ROAD IMPROVE Hills Sch of Division for improvement of the road east E- 17- 30 -24 -4 of 17-30-24-4 ( Baerg- Kruger) be referred to the road tour Carried Lett 3r of March 2/71 from the Water Resources WATER RES DIV Division acknowledged Councils decision to raise the S/5E- 16 -34 -25 road grad S/5E- 16- 34 -25 -4 and also stated that arrange- ments are being made to have the Bridge Branch construct a new bri ge to RCU 228 standards Mr Schmelke moved that this De accepted and filed Carried. Carried Complaint of Mr Bert Leuf regarding snowplowing BERT LEUF account of Feb. !1/71 for $22 50 tias -referred to SNOWPLOWING ACCT Council and discussed Mr Poole moved that Mr Leuf COMPLAINT should be advised that Council considers the charge is fair and that a second trip is always fully charged for in cases such as the one being considered. Carried Mr Dobler reported that Linden Contractors are LINDEN CONTR movirg their crusher today to the Municipal District pit in - 16- 32 -26 -4 They got a key from him Linden Contractors nave completed 25,040 cu yds. of crushing at the Ivegli location. The Municipal gravel crew have STOCKPILING stockpiled approximately 5,000 cu yds. at Grainger and 3,200 cL yds at Berreth °s as of now Re uests of Kent Knudsen to have road side ditches REQUESTS - cleaned out north of his place and to have the leveling K KNUDSEN done at the old gravel sites were referred to Council Mr. Poole moved V—iat these ae inspected on road tour. KIENTZ r tabled end ref e -gyred to Mr Art Bauer as Councillor and that this not be paid unless it had first been approved Carried Mr. John Dorn reported that the large transit needs to be c ean�� and reset and he has a quote of $18 00 TRANSIT REPAIRED from Hughes-Owens in Ca gary M;r Schmelke moved that Council authorize this repair to the transit Carried Other items discussed with Mr. John Dorn and Mr Joe Dobler included the following 1 John Dorn may build a hox to hold the transit,etc , to fit in a one -half t',n truck. 2 The new Champion motor grader was delivered to the MOTOR GRADER Muiiicipality last Thursday and is now located in FOR DIV. 6 Division 6 Some minor problems are being adjusted by the company 3. The drive chains in the motor grader in Division 2 REPAIR DIV. 2 wrapped up and wrecked the cage, etc. Mr Sandy MOTOR GRADER Sommerville is checking and repairing 4 Mr Dobler reported that a small oil leak in the LOADER REPAIR to der has been repaired by Costello He also st ted that they need a drawbar and front fender. A proposed resolution fortheAgricultural Service Board convention was read to Council in regard to compen ation for animals condemned after delivery to stocky rds at Calgary Minor changes in the wording were made to clarify the intent 1•1r. Ferguson then moved thaj Council approve of the presentation of the resolutio& Carried Mr Tan Peters then left the meeting Mr W Brown presented Mr A H Church with a birthday laque and congratulated him on his services to the co unity Mr Church expressed thanks for same Mr Roole moved that Council approve of a proposed transfer of Dots 5 and 6, Block 4, Huxley to Mr Beal subject to our Municipal Tax Notification and subject to the co dition that the Solicitors then pay all tax arrears a d penalties in the amount of $410.16. G. King reported in LAMPLIGHTER regard to the Lamplighter Inn and the water and sewer INN - ACCOUNTS accounts of that motel Mr Pat Madden, Solicitor of Drumheller, is looking after the Municipal interests in this regard. It is noted that Mr George Raffan has, through a court order, authority to operate the motel and a sale may be pending. It is expected that full recovery will be made of the taxes and water and sewer accounts owing Mr Lemay moved acceptance of the reportl Carried. Request of L J Samson for addition to the list L.J. SAMSON - of those receiving the Three Hills Capital was considered LOCAL It was noted that he is not a proprietary elector but PAPER that he does pay a small amount of taxes to this Municipality Mr Lemay moved that Mr L J.
