Mr A R Smith, Director of the Calgary Regional PRELIMINARY
Planning Commission, met with Council for a full discussion REG PLAN
of the p oposed Preliminary Regional Plan Mr Smith
advised hat since the previous Combined Meeting rewriting A.R. SMITH
had been done but not much actual change had been made in
the cont nt He suggested they had taken a very cautious
approach to industrial development

COMBINED MEETING - LOCAL GOVERNING OFFICIALS
The Annual Combined Meeting of local governing
officials of the area contained in the Municipal District
of Kneeh ll No 48 was held at its office in Three Hills
on Wednesday, Jan 13/71 commencing at 1 30 P M
Members of Parliament R N Thompson and S Schumacher
had each sent a letter commgending Council for holding this
meeting but expressing regrets at being unable to attend

Auxiliar Hospital and_Nursina Home
Mr K A Wright stated he is now preparing a "list
of need" for a Nursing Home in this area and he asked
for co -o eration in compiling a list of all of those
who actu lly need nursing home care now
Three Hi Is Hospital
Mr Art Taylor was introduced as the new member
for Ward 1 Reference was made to changes in respect
to local doctors,with Dr Paul having been here from
approxi tely March to December of 1970 Dr. Wong came
to Three Hills on November 10, 1970 and has continued
here Dr Watson was replaced by Dr Young at Beiseker.
Occupancy was up 20% to about a total of 68% in 1970
They have filled in with tempory staff but now need more
permanent, help Out- patient income is up considerably.
They exp ct to be in the black for 1970 but will likely
need a r quisition for 1971 A new light plant has been
purchase and they may require some operating capital.
Drumhell4r Health Unit
Mr Church reported they now have full staff and
everythi g seems to be operating satisfactorily.

When the grid road plan starts, the Government will
help witi grants as is done in the rural Municipalities
The Government is faced with the choice of delaying the
new serv'ce grid roads or holding down taxation.
Village bf Carbon
Happy re the paved access road and Municipal
improvements to former #26, south. Carbon is annexing
some land, will have a new post office soon. Concerns
include nuisance ground expansion costs, servicing the
pavement within Carbon and they suggested the Municipal
District might co- operate more in regard to the use of
its equi ment

Mr. Brown replied that use of Municipal equipment
is 0 K in some cases but they wish to leave as much
as possible to private enterprise and not run a risk
of losing sale tax exemptions.

Appreciate the paving on the Acme south road
Have a big problem in connection with the Nuisance
Ground.
Villa e o Torrington
No n�w problems but very interested in the meeting
Nuisance Grounds
Mr. R W Brown referred to Legislation which
required nodified land fills in 1971 and he advised
that the Aunicipal District is willing to consider the
individual problems of the Towns and Villages in regard
to these matters Separate meetings may be necessary
in this r gard,.
Old Car Blodies
Action by the M D of Kneehill was reviewed
Mr G King advised that there seemed to be insufficient
numbers at any one location to justify Navajo Metals
coming out on a special trip, exception to this is at
the Town of Three Hills Mr G Taylor stated that the
Legislation now puts the onus on the owner to remove
old cars from road sides Further study is being made
with the executives of the Urban and Rural Municipali-
ties witl the idea of a public clean -up day using
Municipal equipment and volunteer labor The company
in Calga y wants car bodies and no subsidy need be
provided up to 100 miles distance He also referred to
a baler unit which is in operation at Red Deer
Senior Citizen Certificates
Mr R W Brown referred to the new program of the
Municipa District giving these certificates and stated
that the had been very widely accepted. Qualification
in brief'is 15 years residence in the Municipal District
or one of the towns or villages in the area, 75 years
of age or more or 50 years of marriage or more
Park Development
Mr Ray Ratzlaff referred to the park established
east of Iluxley and stated that capital development is
unlikely in 1971 He also stated that more area may
be added to tie these parts together. Mr Taylor
referred to the Provincial program on roads to Provin-
cial Par s They grade and blacktop these roads when
the turn comes
Bigelow Dam
ThiB dam is proposed in the northwesterly part of
the Muni ipality on the Three Hills Creek. Mr Ratzlaff
stated t at the purpose is to control the flow in the
Three Hills Creek plus recreational use with both fish-
ing and aater recreation

Bigelow dam (continued)
. Acreage to be flooded is approximately 395 acres
Possible effect on the road in the vicinity was mentioned
and reference made to a meeting to be held at the
Crossroads Hall this coming Tuesday. Mr Dickinson
referred to the need for good alternate roads for bus
traffic There may also be need for control of motor
boats in the interests of safety
Golden Hills Lodge
Mr. L G Howe and Mr G. G King reported average
occupancy was 41 out of a possible 47 but there is a
waiting list for single rooms 1970 capital expense
includ6d a new colored T V. and a new dryer There is
good response from the whole area with entertainment,
gifts, etc Requisition in 1970 was $10,000.00 total,
some surplus has been built up for emergency, replace-
ment of furniture, etc Hood and shield for the stove
has been provided by the Provincial department.
Village of Linden
Particular concern is the uncontrolled railway
crossing on the Linden -Acme road and also load limits
on the former highway #26 and the Acme - Linden road
Lower freight rates could be obtained if the limit was
72,000 1)s Also referred to the junction of old #26
and #9 a Beiseker with the need to widen and provide
a stoppi g area for turns
Mr Gordon Taylor replied in respect to
1 - Pro ective railway crossings cost is quite high.
- Req Tres approval of C T C
- Ins allation costs are shared with the Municipality
$ay'ng 122% which could amount to anywhere from
1, 00 to $21000
- Maintenance is paid by the Municipality annually
• - Approval is slow with priorities to be considered
by the Municipal District
- Mentioned the need for an educational program for
greater safety
2. - Load limits - Limit of 72,000 lbs doubles or
triples the cost to provide convenience for 5% to
10 of the vehicle
- The Beiseker corner will be studied by a Depart-
ment engineer and will send information to Linden,
Acme, and the M D
- Load limits were further discussed and effect on
roads Mr Taylor stated there is damage to
as halt roads by heavy loads even in severe
weather
- Hi hway #21 north of highway #9 is not designed
for more than the 59,000 lb present limit The
- Mu icipal District can charge for overload permits.

- Mr. Taylor suggested the Municipality set up a
priority list and he also mentioned that there are
similar grants for an overpass The Dept of

#27 Wes - Mr Taylor stated that the balance of it
will likely be paved in 1971
#27 East - Mr Taylor stated he hopes to have one grad-
ing contract on it in 1971 for a portion of
that road
Speed L mits for School Buses - Mr Taylor asked the
opinion of the meeting in regard to having
the same speed limit for school buses as for
other buses on numbered highways. This was
supported It was noted that the speed
limit for buses on Municipal roads is now
40 miles per hour
Compuls ry Vehicle Insurance - Mr Taylor stated this
has been recommended and adopted in principle
and likely Legislation will make it compul-
sory for P L & P D early in 1972 He
referred to the danger of an increase in
premiums but stated they are establishing a
watchdog committee of M.L.A.s and also
asking insurance companies to justify any
increase to this independent Board
Mr Ratzlaff referred to the new Alberta road map
by the Dept of Highways and his Department and made
particular reference to the tourist zones or areas
Drumheller is the center for this general zone 3 and a
meeting is to be held soon He asked that all towns
and villages participate Matching grants are available
for tourist encouragement but must be run at the local
level. He expressed "thanks" for being invited to the
meeting
Mr Gordon Taylor also congratulated the Municipal
Council and others responsible for holding this meeting
He referred to the opening of the Provincial legislature
on February 11th and stated that copies of bills will
be available, and he would appreciate any comments
concerning same
