Works employees who are aired on an hourly basis

The committee so chosen shall serve from Dec lst of one year
to Dec. lst of the next year. If a man retires from the committee,
another shall be chosen by the group concerned to complete the
unexpired term
The committ e of the Council shall consist of three Council members
chosen by the ouncil Terms of office and replacement shall be
subject to the same germs as for the employee's committee.
The Secretary-Treasurer may attend all meetings to record a
review of the discussion and recommendations, etc. which are made.
Clause 2 - HOURS OF 7i1O11ZK
The hours of wort: are expected to be 11 hrs per day Dion. -Fri.
inclusive (Saturdays off) between April lst and November 30th
Between December lst and March 31st - Gravel crew and snowplowing -
10 hours per day Honcay through Friday, other work - 9 hours per day
Monday through Thursday and 8 hours on Friday for a 44 hour week
The said hours may only be exceeded in unusual circumstances and the
excess hours must first be authorized by a f or councillor
All pay is to lie at regular rates EXCEPT- - any employee who is asked

F. Special Ca egory - Council may set a special rate of pay
for any emp oyee not clearly within one of the categories as
outlined ab ve.
Any employe who temporarily works more than two weeks in any
calendar year 'n a category in which the rate of pay is higher
than his usual rate, shall be entitled to the higher rate for
the time in ex ess o£ the first two weeks If the employee
later returns o his former class of work the higher rate continues
for two weeks nd then the regular rate for his class of work
again applies
There will be no hold back; payment will be made in full by
the 5th of the succeeding month according to the paysheet, with
any required a 3ustment to be made at the end of the following
month
Available for work. - To be entitled to the guaranteed gross
monthly rate o $350 00, the employee must have worked, or been
available for work, the total number of regular working days LESS
one day in that month. Deduction will be made for the days not
available for work if the total earnings are less than $350.00

Clause 6 - P OVISIOU FOR SICK PAY

number of days for sick pay which remain at their credit at the end
of 1970

Clause 8 - WO]kKME1193 COMPENSATION
a Each employee shall be paid regular ,rages for 8 hour days for
period not to exceed two weeks if he suffers an injury while at war;;
under which he qualifies for Workmen's Compensation benefits Any
payment from the Jorkrien9s Compensation Eoard in respect to the wages
during that period will be claimed by the 1,4unicipal District

payment direct frcm the Workmen9s Compensation Board of that portion
of his wages which it will pay, but will not receive further wage
:payment from the 1iunacapal District until he returns to work

Total cont ibutions to the Canada Pension Plan and an integrated
additional pension will be approximately 5% by the employee, and an

C Policy is in effect with Sun Life Ltd The cost of this shall ue
shared 50 -50 by the employer and employee The time during which
any employee receives wages by this Policy shall not reduce the nu_raber
of days for which he is entitled to sicl- pay benefits under Clause
of this Agreement However, if the wageo under the Policy do not
provide the full regular rate of pay for 8 hour days, the difference
may be paid from sick pay benefits and this additional benefit will
be calculated as a fraction of a day under Clause 6
Any employee shall be expected to do any reasonable work to the
best of his ablxty with his rate of ray to stay in his present
category unless he be actually put in - new category by the Council
or by the Publ'c -Iorhs Superintendent.
Heetings of the em loyer- employee committee shall be held upon
request of eit er warty, with dates a.n�f tames to be mutually agreed
upon Members of the employee committee are entitled to 4 ?auurs pay
at regular rata for a maximum of 4 (meetings in any year

The Council of the Municipal District of Kneehill #48
has agreed.
1 That each year of employment for the purpose of wage
rate shall be considered as twelve (12) months of
actual employment. Time when a person is laid off
or on leave of absence does not count The following
three examples illustrate this.
(A) Started April 1/70 and has worked continually
since then
Reply: lst yr completed Apr 1/71 (Not calendar year)
(B) Started April 1/70 - worked to Oct. 31/70 (6 months),
laid off for the winter, returned to work Apr. 1/71
Reply, lst yr will be completed on Oct 31/71.
(C) Similar to above but took leave of absence for the
winter, same would apply
2 Notice of lay -off - Duplicate forms will be prepared and
notices of lay -off will be an writing
3. I.Ir Ted Paquette will select someone to be in charge of
the .lain crew when John Dorn is on holidays or of there
is reason to believe he slight be off sick for more than
three (3) days A person so selected will receive an
additional .10 per hour only during the special period
4. Any employee being assigned to operate large equipment is
to be given at least some kind of training before going
on the machine alone
5. Employee Committee members who attend Employer- Employee
Committee meetings shall all oe paid at the same rate of
$12 $0 for the meeting plus .12 per male for travel The
same limit of four (4) meetings per year applies
6 j� new wage category or class is provided for those who
were employed by this Hunicipal District, who quit for
any period of time, and who were later rehired. Their
previous experience will count up to a maximum of one (1)
year. The new wage rate will apply only from July 1, 1971
Examples-
(A) �Iorked 8 mos. - quit - rehired After 4 more mos
will be at wage rate of 2nd year employee
(B) 74orked 1 yr. or more - quit - rehired Wage rate
of lst yr, employee to June 30, 1971, will be at wage
rate of 2nd yr employee from July 1/71

A re ular meeting of the Council of the Municipal
District f Kneehill No 48 was held at the Municipal
office on Monday, Jan 11/71 commencing at 9 00 A M

and recor ed the minutes of the meeting.
Mr. D. C Dau of the Three Hills School Division
was prese t for the first hour of the meeting only
Mr, hurch moved approval of the minutes of the APPROVAL OF
meeting of Dec 29/70 as per copy which had been mailed MINUTES
.to each Councillor Carried.
Mr G King advised Council that one correction was MONTHLY
required in regard to the Monthly Statement for the month STATEMENT -
ending Nov. 30/7C The loans owing should read $190,000 CORRECTION
and not $ 65,000 as shown therein This was noted as a V
correction.
The preliminary Monthly Statement for the month PRELIMINARY
ending Dec 31/70 was presented and discussed. This MON. STATEMENT
.showed a net balance at the end of the month of $98,328 99
All loans had been repaid It was pointed out that the
net balance will be reduced by the amount of cheques
issued for December payment approved at this meeting
Mr Schm lke moved adoption of the preliminary Monthly
btatement as referred to above Carried
There was some brief discussion regarding load limits
on Municipal roads, etc but this was tabled until later
in the m eting.
Mr Poole moved that the Dept of Municipal Affairs NO CENSUS
be advis d that no census will be taken In this Municipal
District for purposes of Municipal assistance grants IV'

Mr G King advised Council that he had been in T. BEAGRIE
contact vrith the Secretary - Treasurer of the Three Hills PROPERTY
School Division in regard to property in Swalwell SWALWELL
previously occupied by Mr. T. Beagrie The matter has
been ref Erred to Mr Crawford Ferguson, Solicitor, and v
some further report is expected fairly soon Mr Bauer

attend if possible or would endeavour to get an alternate

ials to ba held in Calgary, Feb 11 & 12. Both R W Brown
and G G King stated that they would not be able to
attend Schmelke moved that Mr Gordon Park be
authorized to attend together with one Councillor to be
named at the Council meeting on Jan. 215rth next Carried.
Two etters of Thanks in regard to certificates THANKS
were read. It was noted that many others had expressed
thanks Ferguson moved that this information be
accepted ''and filed Carried.
A letter from the Kneehill Gas Co -Op Limited slated KNEEHILL
they would attend to the erection of road - crossing signs GAS CO -OP
where pipelines cross roads and that this will be done
as soon as possible in the spring They accept the ROAD CROSSING
responsibility for the negligence for not getting this SIGNS
done last fall. Mr Brown moved that this information ✓

regard to certain fire services in the Linden -Acme area. LINDEN -ACME
1 The Linden fire truck had answered a call to the
farm of Albert Gieck, gust outside our boundary and
he had been billed for $200.00.
2 The fire truck from Crossfield had acted as a
seco d unit at a fire at the farm of Albert Keim,
within the Linden -Acme area. It was proposed that
the cost of one should offset the cost of the other
and the Crossfield Fire Unit is agreeable

Mr. Anderson of the Water Resources Bran --h of the
Province 1 Dept of Agriculture then met wit' Council
to discuss matters pertaining to the proposed Bigelow BIGELOW DAIS
Dam in 3Z.-25-4 A letter of Dec. 29/70 from Mr.R S
Ratzlaff, Minister of Industry and Tourism, Was read in
respect to this and Mr. Anderson added considerable
detail He stated that the Bigelow location appeared
the best for multi - purpose use for conservation of water
in the Three Hills Creek. He stated that tie opinions
of biologists differ in regard to the dept's of water WATER DE7ZI
required to sustain fish during the winter but the
original depth did not appear to be deep enough to be
certain that fi8h - would survive Water Resources is
willing to raise the height of the dam but this will
mean that; the road south of SE- 16- 34 -25 -4 may be flooded
during certain times of the year Considerable discussion
followed Mr Church moved as follows
1. Thai; a public meeting be held at the Crossroads Hall
on Tuesday, Jan 19/71, commencing at 1 30 P. M
for a full discussion of matters pertaining to the
Big low Dam
2. That Mr Anderson of Water Resources be asked to
attend and give details (Mr Anderson so agreed)
3. Tha Council tentatively agree to close the road
sou h of the said section 16 if the meeting favors
doe g it.
4 That all Councillors who are available and the
Sec etary- Treasurer be authorized to attend the said
meeting

Mr IRalph Brown had phoned the Association office
in Edmon on and gave Council the following information
in regar to salt
SALT PRICES
50 lb. begs cost $20 80 per ton
Bulk is 410 80 per ton for coarse or $9.80 per ton for fine.

Mr Lema moved that a truck load of salt be ordered
and that Mr G King complete the arrangements Carried
It las agreed by Council that wages for monthly
employee be tabled until Wednesday morning, next
Mr Poole and Mr Paquette reported that the motor
grader from Division 2 is now being repassed The key
had broken in the oil pump with the result that one rod
and a crank shaft, etc are needed This is
being attended to as soon as possible
Mr Paquette advised that the wiring is being done
today for the new sign - making machine Details in
regard to the signs for road bans were discussed and it
was agreed that the signs only say "Road Ban" or "Road
