D. of Kneehill o 48 was held at the Municipal office, Three Hills on onday, Nov. 9, 1970, commencing at 9 00 A M. Councillors present were Mr A H Church Div 1 Mr. C. W Poole It " 2 3 (Reeve) Mr R. W. DAU was pres nt for the meeting Mr. G G King, Sec. -Trews was present and recorded EC. -TREAS the minutes of the meeting. Mr Poole moved that the minutes of the meeting of APPROVAL Oct 26/ 0 be adopted as per copy which had been mailed MINUTES to each ember. Carried Mr. Council. with dec: (1) (2) (3) (4) (5) jloug Hazelton, of Linden Contractors, met with LINDEN The following items here the main ones discussed CONTRACTORS sions as shown They are now working at the Garson location and the gravel is of good quality Mr. Hazelton complained regarding the road inlet and it was agreed that this would be checked by the road committee for 1971 Mr Hazelton suggested that the road inlet should be easterly along the road allowance and due south to the loca- tion They may need a further area stripped but this is not definite - to be discussed later in the meeting. Possible crushing for use by the Dept of Highways on #27 east. Mr Hazelton was referred to the District Engineer, Red Deer. List of further crushing is to be given to Linden Contractors as per minuteg of Oct. 26/70 Work completed at Vasselin's with 14,600 cu yds crushed and stockpiled and approximately 300 cu yds.loaded, pit run. (6) Mr. Hazelton requested payment of $20,000 , being about $16,000. on account and an advance W for the balance It was agreed this be dis- cussed later. Mr Hazelton then left the meeting Mr. Ferguson moved approval of the financial state- ment for the month ending October 31, 1970 as per copy with these minutes. This showed a net balance at the end of the month of $12,354.25 but with loans owing of $255,000. Carried An application respecting Arnie Niemi and proposed SUBDIVISION sub-division in NE- 24- 32 -23 -4 was discussed. Council was advised that after 6 months the "warning letter" is sent stating that legal Tt ion may be taken but no legal action is actually taken less directed by Council. Mr John Jeffery then left t meet ing Ted Paquette and Mr Joe Dobler then both met J. DOBLETTE with Council. Letter of Nov 270 from the Bridge Branch regard- PROPOSED ing the Orkney - Hesketh proposed road was read and dis- ORKNEY - cussed. PAQUETTE with Council A delegation of Mr M. Charlton, V. Kientz, W. Landy- RURAL DELEGATION more, A Brander, A Janke and G Neumiller met with Council and discusxed the following (1) T e possib4lity of getting the road gravelled west of 5 and 8- 32 -26 -4 They stated that they preferred t is as the main north -south outlet direct to the 7 Highway and stated that in their opinions, the r ad one mile to the west and also the road one mile t the east, though gravelled, were not as import- art None of the roads referred to here are bus r ut -2s at the present time They were advised that other roads have some priority for gravel and have b en on the program but that this will be given consideration One of those present stated it would be 0. K if done in the spring. Council agreed it could be considered on road tour (2) The delegation asked that the Motor Patrol which works in Division 4 be stationed at the Wimborne s1lop. The operator lives there and they believe it would be better for winter snowplowing and for other service. Pros and cons of this were discussed a d they were advised this would be given some consideration The delegation thanked Council and 1 ft the meeting Council adjourned for dinner from 12 00 noon to DINNER 1 00 P M. Mr Ferguson moved that this be tabled and that HESKETH CounciL members arrange for an appointment to discuss ROAD this w ile at the Fall Convention in Edmonton, Carried. -- See Page 4 r r -IAL 'LIES COUNCIL MEETING Page 4 Nov 9, 1970 Letter of Nov 3/70 from the Bridge Branch gave BRIDGE informa inn regarding maximum gross weights for certain FILE 7473 steel bridges and it was particularly noted that the bridge at File 7473 in SW- 17- 30 -22 -4 is adequate for 59,000 lbs Mr Church moved that the load limit for 59,000 LB. this bridge in SW- 17- 30 -22 -4 be increased to 59,000 lbs LOAD LIMIT Carried Mr. Schmelke and Mr Bauer reported they had C P R inspect d 6 of the C. P R crossings in the Wimborne- CROSSINGS Allingh m area with a representative of the C P R , Mr Gor on, from Beiseker Mr. Gordon had stated it would likely be 0 K for the M D to fix the crossings and to till the C P R. and a letter regarding this should come from the C P R. soon Mr Bauer moved that this be referred to Mr. Ted Paquette and Mr. Joe Dobler if authority is received to proceed with this work Carried. ThE following is a brief summary of items discussed ROAD in rega d to the road grading program and other related GRADING matters PROGRAM 1 ThE two miles of grading work south -west of Acme at the hog farm is nearly completed 2. Ralph Brown reported that the Golf Club of Acme have requested that the Municipal ditch just north -east of Acme should be filled in and levelled off Mr. Paquette estimated it would take two to three days with the Cat and Dozer and either two or three other machines 3. Mr. Poole reminded Council that further work is ne ded at the Swalwell Dam. This will need one ru ber -tired machine at least one -half a day 4. Estimated work, levelling, etc at the Vasselin Pit was estimated as two days with two machines 5. Mr. Ferguson asked that an effort be made to clean oull the ditches, etc from Charlie King's north, being approximately a mile and one quarter west of parts of sections 30 and 31 in Twp 30 -22 -4. 6. Ted Paquette advised that work is being done at the Bu hert Ditch as previously requested by Jim Christie and others One Cat is now working there and two Patrols may be sent in to assist with that project. Mr Lemay moved that Mr Ted Paquette have authority to arra ge for all of the above work as he considers best, dependi g on the weather conditions and other factors Carried Mr Poole mentioned about cutting down the trees TREE on the oad allowance just east of Earl Poffenroth's and CUTTING stated hat local residents now approve of the work being done. CREW Some work is to be done later from the Oelke Corner. ;. They next plan to move to Vasselin's to do some work in Divisions 1, 2 and 5• Mr G. G.
