Mr. oole moved adoption of the minutes of the meeting MINUTES
of J ly 13, 1970 as per copy mailed to each Councillor
subj ct to the following corrections-
1. n page 3 Bylaw No. 645 should refer to the selling
of the bualdj_ng only located on Lot 20 Block 2.
2 n page 5 under wage agreement the second last line
of the paragraph and following the words "and a 44 hr.
weeks should read -- so as to be the same as that for
sick pay.

Letter from Calgary Power Ltd. was -read in which it CALGA `
askei ;permission to extend its power line to serve PO -WER
Erie Buyer in Pt.SE 19- 29 - ?5 -4 Mr G G King pointed
out to Council that the actual location of Mr B eyer4s BEYER
property is in a portion of the SW 19- 29 -25 -4 on the
west side of the railway tracks and dust a short
distance south of the village of Acme. It was also
pointed out to Council that Mr Beyer and his wife
have two acrea only at this location and it was
form rly used as a location where they stockpiled
scra3 iron etc. but they now propose to raise a
number of hogs The use of the power is for heat
lamp3 etc in connection with the hog enterprise
Ther is no dwelling on the property Considerable
disc ssion followed with regard to controls over a
hog nterprise close to a village. Mr R W Brown
outl'ned further details to Council and stated he
knew the location well and there was another hod; farm
even closer and within the village Mr. Brown moved
that Council approve the request of Calgary Power to
exte d its line to serve the property of Mr and 14rs.

Mr. Pauer moved that this report be accepted Carried.
Council was advised that the population figures had POPULATION
been received from the Department of Municipal Affairs
for each Township in this 1.1unicipal District based
on 1966 census figures Information in regard to the
portion in the Three Hills Hospital District has been 3 HILLS
sent to the Administrator of that hospital and it is HOSPITAL
expected that a committee meeting should be held soon
in regard to any changes in ward boundaries of that
hospital distiict Mr Ferguson moved that the committee
proc ed with the meeting and recommendations and that
the reformation be filed Carried
Mr Stan Price and Dr Jack Greenway met with Council HOG
in regard to a large proposed hog operation to be BUSINESS
loca of near the SW corner of S'd 22- 29 -26 -4 They ACME A=-,EA
stated that the hog buildings are scheduled for comple-
tion by December of this year and that 2 residences
will likely be added in 1971 They expect to have 8
full time employees within a year or two. They requested
that Council provide two miles of graded and gravelled
road being West of 1$ and 22- 29 -26 -4 Considerable
discussion took place in regard to the grading prograrn
and the 14 :e limita/ The delegation asked that Council
consider at least some irsprovements from the south to
carry the heavy traffic that will be required during
construction time and following that also One sug- BOLD
ges ion was that some pit run gravel might be put in
low places as a temporary help but that the road would
havE to be graded before it would really look after the
situation Mr. Ferguson moved that the road committee
ins ect this project and report back to Council with
the idea of doing the road this fall if the weather
pernats. Carried

study is needed of this as those concerned could not
be contacted at the time
2 11- 30- 34 -21 -4 -- not urgent Those fvvners interested

Might be made with some ,mall culverts or gravel in low
spots
3 W- 28 &33- 34 -22 -4 -- farm trail quite passable for
almost t1he full two miles One low Bat near a seismic
hole or a spring causes trouble The Dept of 1i.nes
and Minerals is investi- ating, regarding this hole An
18Y1 culvert across the road should be a good help
4 Trochu east surfacing -- Mr Paquette to make further
repairs as needed
5. Good progress was being; made of the Linden mile being

The 3aid Freres have now submitted a bill to Mr. Art
Baue for CouncalQs consideration in the total amount
of $ 5 00 and have also requested further improvements

Mr Gir King advised Council that he had talked to Bill
Peters on July 27, 1970 and Bill had stated he was
not willing to pay the difference in price to obtain
a 6054 culvert that might be used for a cattle crossing
S /SV 17- 32 -24 -4 Mr Peters had stated the M D could
put 'n any size required to carry the water at that
loci ion This was referred to Mr Paquette.

Council was advised that the main grading crew have LEES

Div 5 and that Albert Hiller has requested compensation

dwelling site if same are removed Discussion followed
Mr. Paquette stated it would be better if the trees
were out of the wa-y, both for vision and for the road
grading but that it would be possible to work around
t em. Discussion followed 14r. Poole moved that the

Mr. Dobler advised that most of the trucks are operating TRUCKS
satisfactory now. One of the new Fords has been given
s me repairs at Red Deer and the other is soon to be
checked. I-To major problems had developed The diesel
trucks are getting approx 7 miles per gallon and the
single axle approx 5 5 rules per gallon so there is
a considerable saving in fuel cost after taking into
account the cubic yardage hauled The bones and hoists

COMBINED COUNCIL & A S B MEETING - July 28, 1970
A c mbined meeting of the Council and the Agricultural
Service B and took place in the 6ouncil chambers on Tuesday,
July 2$, 970 at 10 40 A.M.
All Councillors were present with the exception of Mr.
Lemay A so present were Mr. D Dau, Mr F. Hoppins, Mr A
Bates, Mr. Gordon Park and Mr. Dan Peters, with Mr. J.C.
Jeffery recording the minutes
Mr. Art Bauer moved the adoption of the May 25,1970
meeting m nutes as had been mailed to each Councillor and
Member of the Board Carried.
The Secretary then read a letter from the Department
of Agriculture re Special Programs The letter aduisnd
that the Department will be in a position to entertain app -
libations for new special projects or extensions of projects
applied f r in our tentative budgets. Mr. C W Poole moved
that Mr. Gordon Park investigate to see if we can entertain
any more projects for which we may get a grant from the
Department Carried.
Mr T.A Ferguson then moved that the secretary
complete the questionnaire and reply to the Department of
Agricultural in the affirmative re their resolution to the
Noxious Weed Act Section 51 (a) as follows
"Whereas the present economic situation in agriculture
is of the utmost concern,
Whereas the present policy and regulations in respect
of a maximum charge of one dollar per acre render the Noxious
Weeds Act Class B, totally inadequate to effectively control
this problem,
THEREFORE BE IT RESOLVED that this section of the
Act be am ' nded to a maximum charge of five dollars ($5 00)
per acre
Motion carried
The Secretary then read a letter from the Water Resources
Branch advising that they could come in and drill test wells
for underdeveloped water areas Mr. Art Bates moved that Mr.
G Park a d Mr Dan Peters continue their surveys to find
which are s really need help to develop their water supplies.
Mr T A. Ferguson then moved that the M.D. of Kneehill
#48 host two day Annual Fieldman's Tour for the year 1974
or 1975 Carried
Mr. G Park then gave a report of his progress since the
last meet ng, copy of which is attached Discusion followed.
Mr. F No pins then moved that Mr. Park's reportbe accepted
and filed Carried
Mr.'S.C. Schmelke moved to accept Mr. G. Park's holidays
as from A gust 10th to August 31st, 1970 Carried.
Mr G Park then gave a brief report re the A S B. field
tour on August 5th /70 Mr Church moved acceptance of this
Teport Carried.

advising the prices on warble control chemical Mr Art
Bauer moved that Mr. G. Park take care of any supplies
which are needed Carried

livestock supervisor for the Department of Agriculturg
advising of the various areas of warble control in Alberta
Mr. S.C. Schmelke moved that this be accepted and filod.

The Pervice Board was then advised that a notice to
destroy No ious Weeds had bean sent to Ray W Hall
Mr W. Poole then moved that the meeting of the
Agricultur 1 Service Board be adjourned Carried

have all their equipment on hand but otherwise it went fine They
