Mr P ole moved approval of the minutes of theCouncil MINUTES zaeeti g of June 22, 1970 as per copy which had been made to each member subject to correction on page 1 to elete the name of Councillor Ferguson from those attending the meeting with the Han Dr Ross and others re. the provincial park for Huxley East Area Motion Carried FINANCIAL The monthly financial statement June 30, 1970 was presented and with the minutes. GRASS SEED Circular from the rc-r --nci a,l Dept. of Agriculture POLICY advised that the Alberta Crop Adjustment Program expires July 3'st and that any applications for grass seed assistance must be submitted prior to August 31st. Mr, rown moved that an advertisement be put in the Thre Hills paper to notify ratepayers of these dates. Carried, Mr G King Secretary - Treasurer reported to Council SWALWELL on progress being made in respect to having Block 1 and portion of Block 8 in Swr well converted to acreage A circular from the Local Authorities Board was :,ead setting out the general procedure Mr. G. �. King also advised Council that previous bylaws in regard to the sale of certain lots and dwellings in Swalwell have been sent to the Provincial Governgxent for approval but replies have not been received as of this date. He also reported in regard to a few other chan es in property ownership etc involving Swalwell. Mr. G King Sec - 'areas read to Council his report in MOTO regard to motor boats and the awalwell Dam. The BOATS Fish and Wildlife Office in Calgary have been advised that it is illegal to operate a motor boat on the Swalvrell Dam and the person who had previously operated a motor boat had also been advised through a phone call to his wife. No further problems were anticipated. This was given as information. 114r Lemay moved that this report be accepted Carried. Minutes of the meetings of the Three Hills School SCHOOL DIV. Division held June 17th and 24th were referred to 14INUTES brie ly Mr Dau and Mr Ferguson stated there were no s ecial items to be brought to Council9s attention. Repo t from the Drumheller Health Unit was read in WIMBO:�NE regar to the Municipal Water Well at Wi.mborne This WATER stat d that the water was satisfactory with no faec 1 or other coliform organisms present. He first reported th?t they are now start---,g thegood surfacing west of Aci-v^ and if the weather memains and thee uipment works well the 4 males should be finished this week. Mr faquette recommended that the Linden -East Road be given a light spray coat with SS1 -C Oil and he stat d the apprcx cost could be $280 00 per mile. Church moved that Council accept the p oposal as to the location of the bridge but that f, an in uiry be made regarding the width of the proposed bridg and the load limit same would carry Carried. Council was advised that a detailed agreement is now LOAD on record in regard to the road surfacing and the SURFACING rates etc. which may be charged under the road grant AGREEMENT agreement. I -r. King advised Council that Geoffrey A. Lynn HESKET.H had contacted him in regard to possible purchase of LOTS some lots in I esketh. Mr. Lynn .1had been advised to contact Mr A.H. Church, Councillor in regard to lots which he bight desire Mr Church then reported that he had not met with Mr. Lynn or otherwise heard of this Mr Lomay moved that this riatter be tabled as v' there were not sufficient details to act on Carried. PE °.ITITS Considerable discussion followed as to whether or not Council should continue with its;olicy of requiring permits for all permanent buildings or whether they should not be required under conditions where they might be 300 feet from an intersection, 1500 feet from an inha Uted dwelling ana more than 125 feet from the centre of the road It appeared agreed the resent policy be followed until the preliminary regi nal plan: being drafted through the C R P C is completed and that consideration be then given to cont filing this through zoning. Mr R Brown reported that he had been contacted by TOG Mr. tan Price of the Acme area in regard to road ENTERPRISE impr vement west. of 22- 29•- -26 -4. Some Company which is partly British based has purchased the SW 22- 29 -26 -4 and Iroposes to operate a large nog enterprise on that quarter. Yzr. F rther letter from the Licensing Branch stating that he proposed business does not rieet with the requi ements of highway Control P ,,egulations and there ore it would not be possible for that office to ac ept the application for the license Consi erable discussion followed No information was available as to what highway control regulations were Violated and it appeared to Council that the business would not interfere in any way with Highway No 2V at this time or even in the future. Mr Ferguson moved that Council authorize a reply to the L censing Branch stating it approved of the grant ng of a license to Albert Peterson for an Auto ody Plep air Shop subject to approval of any Provi cial Depts. co Carried. The matter of autoriatic protection devices for RAIL,IAY railway crossings was then discussed. information CROSSINGS from the office of the Town of Three Hills stated that the initial cost for 1 crossing was $1,800 to the M nicipality and further costs were $300.00 per year or mainteinGnce. The need for gravel for the portion of road Just south HILLS of Three Hills vest of SW 31- 31 -23 -4 was discussed 3bHY briefly It appeared that this needed gravel especially because the town of Three Hills had put in water and GTUVEL sewer lines acjacent thereto Mr ]gown moved that the S c -Treas look up previous annexation orders relat ng to Three Hills and the south area and ' deter tine whose road this actually is Carried Councfllor Geo Lemay left the meeting at approx 3.15 PM Mr. Alex Williams met briefly wit'. Council and some ALEX discussion too,e place in regard to a letter which Mr. WILLIALLS Williams had just received from his Doctor at Three Hills The letter stated Mr Y,-1illi arcs could do light work for the Tilunicipal District for the next month and t en have further examination but that he should not operate heavy equipment in that period It was agreed that IIr '�Iilliams contact Hr Ted Paquette to find if any su3.table work is available Mr Williams thanked Council and then left the meeting Mr Stan Schmelke reported that there is a dangerous SEISI:IC hole daused by seismograph work on the road between HOLES Sections 35 ant: 36- 34 -25 -4 - -east side of the road- - north of Gauthiers Tag No adjacent to this is #128.
