Mr A. Church Div. 1 Per. C Poole Div 2 Mr. R. Brown Div. 3 (Reeve) Mr T Ferguson Div. 5 Mr. S Schmelke Div. 6 Mr G.J. King, Secretary- Treasurer was present and record d the minutes Mr. Fe guson moved approval of the minutes of the meeting MINUTES of May 25, 1970 as per copy which had been mailed to each member Carried. The Se - Trea.s advised Council that the Financial Statement FINANCIAL for thE month ending May 31, 1970 had not been completed STkTEMENT at thiE time due to the fact that the bank statements had not been received from the Bank of 14ontreal, Trochu. Mr. + Poole moved that this item be tabled until the next regular meetinA Carried The Sec-Treas. advised Council that the Municipal Assistance Grant cf $295,449 56 had been received from the Dept. of MUN Munici al Affairs yesterday and deposited in the Treasury ASSIST Branch. After deduction of the first cheque to the School GRANT Founda ion Program this would leave slightly over $80,000 Mr Sc melke moved that this be accepted Carried. Mr. H. Heidebrecht, teacher of Grade 10 Social Studies STUDENTS at Trochu had arranged for his students from that class to sit in during a portion of this Council meeting. They were invited into the meeting when they arrived at approx. 9.20 A M and stayed until 9.45 A M Reeve Brown welcomed them t the meeting and expressed his hope that they would benefi from attending same Mr. =guson moved the Council approve of the issuing of CULLUt� buildi g permits to E G Cullum for a brooder house in PE�`MYTS NW 15- 31 -23 -4 and for a pole barn in the NE 16- 31-23 -4 Carried. Letter from the Alta Farm Purchase Board stated that the EVANS F P BD application of Richard Dale Evans to purchase NE 20- 31 -24 -4 has been approved but, due to a shortage of funds at presen , it will be necessary to postpone the completion of the agreement for a period of 2 or 3 months Mr Poole oved that this be accepted. Carried. Minutes of the School Division meeting of May 13th and P -lay 20th were referred to briefly. Certain items relating S D to the Trochu School were particularly mentioned in view MINUTES of the fact that the students from Trochu were sitting in on the meeting. Mr. Ferguson moved that these minutes be acc ted and filed. A lett of lan east o Distri availa or the matter invest from the village of Elnora asked that the strip ELNOi''Ji 2 miles wide on the north side of this M.D. and RECREATION Highway #21 be declared a part of the Elnora and Recreational Area. C ,FT Poole iscuss this with interested people in the community and th t he have authority to approve of the concession for th confection van if the people so approve and that he fur her report to a later meeting Carried Brief general discussion followed with the students and teacher from Trochu and a few questions were asked. STUDENTS One question in particular asked about the authority of a government or a Municipality to acquire land for a park such as the one proposed east of Huxley. The teache and students then thanked Council and left the meetin Mr. G King as Sec -Treas reported to Council that Pair. CAR BODIES Len Th mpson of Navajo Metals in Calgary had been at the office yesterday and had discussed a proposal to dispos of used car bodies eta from this M.D. and any towns and villages In brief the Hunicipality would arrange for a colle ^±t on site to which the old car bodies could be brou`rht and would arrange to have the R C M P check the cars as deened necessary Navajo Metals would then come up and remove the cars entirely and take them to Calgary for p--ocessing through their plant The Municipality might be able to get a grant from the Provincial Government for clearing up the cars and Navajo Metals would retain any money it received from the selling of the scrap metal %fir Poole moved that a letter be written to the Dept. of Highways regarding possible grants in this connection and that letters be written to the towns and villages of this area asking whether or not they are desirous in parti- cipating ,.n a joint scheme for disposal of car bodies. Carried. Mr R a Brown gave a brief report of a meeting of the C.R. P. C Calgary Regional Planning Cor-T^iission held on May 29th He had attendee: as alternate to 11r. Poole at that meeting This meeting was also advised that a copy of the Preliminary Regional Plan of the Edmonton area is now at hand and this as discussed briefly This information was then AREA given to Mr C.'1 Poole for his personal study. Carried A petition signed by 17 residents of Grantville had GRANTVILLE been received at the M D office on May 28th and this PETITION was now referred to Council_ This stated that they wished to petition against the application of calcium chloride to the streets of Grantville Council was advised b r the Sec -Trews that the petition had been circulated by E'r H Congo Sr and 1,11r. C. Powell and that they had failed to obta__n *such information regarding calcium chloride but the r still submitted the pet ition and asked for Council vs cons �_d e- a.tion. A Committee ttee of I -'r C W Poole and G.G. King advised HAI4`TEL Council that they had again met with Mr. and Mrs LAUD Hammel in Calgary on May 26th in respect to the proposed land agreement etc regarding N'yl 11- 29 -23 -4 for roadway south f Carbon. IdTr. and Mrs Hammel had stated they would act accept less than $3,000 total compensation and th refore no agreement had been completed tar G Kin then reviewed with Council the general provisions of the Expropriation Procedures j;ct and outlined the steps ecessary for expropr-�:ation Mr Po le moved that Council proceed with expropriation of the lands required from the Nv'l - 11- 29 -23 -4 owned by Mr ano Mrs Hammel Carried. Mr. Po le reported that Pair Morris 14aund renter from Mr an Mrs Hammel had planned to seed all of the summer allow on the NW 11- 29 -23 -4 this year but had left a prox. 1 acre because of the fact the road may re con trusted through there Mr. Ferguson moved that Mr Ma nd be offered $20.00 for the acre not seeded in respect to the Hammel property in 1970 Carried Mr Sc melke moved that Mr R 0 Keglowitsch ALS be direct d to proceed with the required survey and submis ion of plans in respect to the proposed roadway throug NW 11- 29 -23 -4 Carried Mr Se elke moved that the official letter to be sent advise them of the compensation being offered for land but al o for damage and severance Carried Mr Church moves; that a by -law concerning the expropriation of required lard from the Hammel property NW 11- 20 -23 -4 be pre ared for presentation to Council at 11.30 A M on Monday July 13th, 1970 at our office and that Mr and Mrs, Hammel be advised that they may meet with Council at 11 CO A M. on that date if they so desire in respect to the expropriation proceeding and that the Sec- Treas. have a thority to contact Mr. C Ferguson, Solicitor for assistance in this regard Carried. Mr G King, Sec- Treas. s,:ggested to Council that the Committee meet on ^e more with Mr and Mrs. Hammel prior to proceeding with expropriation proceedings as referred to above Mr Brown moved that the Committee of Mr C.W. Poole, A H Church, G G King meet with Mr and Mrs. Hammel personally once again prior to proceeding with exprop iation requirements, but that their be no change in the ouncil total offer of 2,$00. Carried Mr Ted Paquette, Public Works Supt and Mr Doug T PAQUEETTE Hazelton of Linden Contractors then met with Council LINDEN CONT Mr Haz lton replied to previous Council questions in regard to crushing etc as follows in brief: GRAVEL 1 They are ready to start here not later than Aug. CRUSHING 1st un ess they get an increase in quantity for the County f Vulcan. GR &VEL 1st an rental for it is by the month They estimate WORK they can do 20,000 cu yds per Month Mr. Fe guson moved that Linden Contractors be authorized to do ne months crushing at the Garson location with the bu 1 crusher when it is available. Carried Discus ion followed in regard to the various locations from w ich gravel is to be crushed and it was generally agreed that they be in the following order. Ginther location in KTJ 1- 35 -24 -4 Oelke Corner at SE 30- 32 -26 -4 Hesketh location in NZ- 10- 29 -22 -4 Consideration of some location near Knudsens in Sec 10- 34 -22 -4 Loewen Estate in Sections 9 or 10 of 29 -21 -4 It was further agreed that up to 10,000 cu. yds be done from each of the Ginther and Oelke locations and also agreed that the Loewen Estate Lease be extended further to the east. It was also agreed that the order of the crushing work be reviewed from time to time and that t ere be authority to change as necessary. Mr Do g Haze,ton then thanked Council and then left the meetin Mr Paquette advised Council that the two new ford GRAVEL tandem diesel trucks have been delivered and are now TRUC::S in use The three Dodge trade -ins have been given to the Company. Circular from the A.A M D and Counties referred to ANTI- Fii-EEZE Presto e antifreeze at the price of $2 10 per gallon in 1 gallon cans or in 45 gallon drums with the drum to be retained if ordered in drums. Discussion followed and Mr. Paquette eras asked for advi w as to quantities needed and whether or not this Prestone type is suitable Tyr Ferguson then moved that an order for Prestone antifreeze be mada for 2 drums and 24 one gallon cans for delivery in mid August as per quote from the assoc Carried Mr J Jeffery, 1:sst Sec -Trews then met with Council and su mitted the accounts for consideration These ACCOUNTS were r viewed in detail Mr. Sch.melke moved approval of the accounts as per list with these minutes. Carriee? L It was noted that a statement should be prepared for the Counci lors advising of the amounts which they owe in respec to Blue Cross and Insurance. Mr. Poole moved that this accepted and the reeve authorized to si_'n the required agreement POi EIII LI14ES R C'jnJ. 11T T 0 WELDER NAT RESOURCE GRAITT Counci was advised that the Provincial Bridge Crew BRIDGES are now installing a bridge at Bigelows at south of 3-34-25-4 on the Three Hills Creek. Reports of repairs to be dade at certain other bridles in the M D by the Provincial Bridge Branch are also referred to Council Mr Church moved that th s information be accepted and filed. Carried. it Poole reported that he had received a complaint ROAD that trucks working fo- the Provincial Government DAr isGES and ha ling gravel on the road west of Swalwell up to the new location of Highway No 27 east ( Morrin Road) lad caused certain damage to 1,1uricipal Roads. Considerable discussion followed with particular reference to the nur_z'oer of hours which Mr. Ko h is actuary working despite the number of hours he might be on the job Mr Paquette also stated that most o the servicing of the machines could be done during coffee or lunc -H time by Mr. Koch if he alternated his times with the other employees !,:r. Ferguson then moved that Mr Alien Koch be advised that Council expects the following from him while he is located at the Pope Lease River Hill Job. that he operate each machine a minimum of 112 hours per day so as to give the other operators a break r that the servicing of the machines be done at coffee and lurch time in so far as practical, that there be no change in his rate of pay Motionicarried Mr. Ray Gabert from the District Engineers Office, CONT 10EiD Dept of Highway-,., Red Deer then met with Council. He GRANT brought with him the Contingency Grant Agreement forms for th year 1970 as previously agreed with Council for 4 Road S rfacing IIr Schmelke moved that this be approved and th Reeve authorized to sign same Carried Tyr. Ga ert advised that they are completing the design DIST and st king for the mile of the Linden Road today and EUGIUBER will b doing the Peterson South project in plenty of time f r our road construction Council expressed thanks for th s co-operation Mr Gabert then left the meeting. I /Ir. Paquette suggested +hat Council consi6er renting a PACKER vibratory packer for use on roads which are to be paved and he stated that the machine owned by the M D does not appear to be i :-or .ing as well as it should be. Mr Brown moved hat the Shop Committee have authority to rent a vibrat ry packer if deemed practical. Carried Mr. Teo Paquette then left the meeting T PAq'JETTE Mr Sc *Welke reported that Mr b Vickerman of Calgary had male a preliminary investigation in regard to proposed water system in Uinborne Mr. Vxckerman had been at WIT,.DO UTE Wimbor e -th,i s past Mon , day and had met with Mr Schmelke WATEP` Mr Pr hl and others for consideration of the matters invcly d. Vickerman has been received Carried Letter) from the Dept of Extension to 14r John Jeffery J JEpFErly advised him that he had obtained the mark of 76% in the final examination on Local Government Business Affairs Pdr Ferguson moved that this be accepted and Mr Jeffery commended for the good results Carried.
