the portion of the minutes as shown commencing at

Mr Poole moved that Councillors accept notice given NOTICE OF
of this meeting as mailed to all Councillors and MEETING
proceed with any business which may be brought before,,
thE meeting. Carried
Mr C Showers of R Angus Ltd met with Council and CAT
his quotations for a caterpillar No 627 motor scraper # 627
were read and discussed together with the actual trade
allowed for the Wagner etc. In brief the cash price
wa $89,200.00, the price less trade of the wagner
an scraper was $71,200 00; the price less trade of
wagner, scraper and snowplow was $70,200.00 Mr
Showers was advised that this will be considered when
the budget is further discussed and decision may be
ma e later lie agreed to wait and then left the
me ting.
Mr Ken Hamr;er and Mr. Phil I,Ic`Jeigh of Ferguson Supply
me with Council and that Company?s bid in regard to Euclid
a S -14 Motor Scraper was read. In brief the cash TS -14
price was $75,122.00, price with trade of wagner and
sc aper was $60,213 00, and the price with trade in
of the wagner, scraper, and snowplow was $59,713.00
Th y stated delivery could be mare by the end of 1'ay.
Th se agents were then also advised that Council
wo ld consider this later in the meeting after discussion
of budget They agreed to wait for the decisions.
Th v thanked Council and then left the meeting
The Preliminary Budget for 1970 as drafted by the 1970
Finance Committee was then reviewed with Council. in Prelim
detail in respect to .....,.,...e, expenditures and allowance
for capital costs during the year A copy of this was BUDGET
given ' to each Councillor and one is included with the
minutes. Full discussion followed and various explanations
were given. It was particularly poted that the Finance
Committee had not made any recommendation about the
mill rate but drafted the proposed budget using a 20 v
mill Municipal rate for information purposes only and
it was clearly pointed out that this would not allow
more than $100,000 for capital expenditures in 1970

Pros and cons of faking a machinery purchase with 2
payment in 1970 and the balance in 1971 was also AUDGET
discussed Interest rates quoted by both bidders ETC
previously in the meeting had been 1% per month
The Se -Treas stated that in his opinion the delaying
of a portion of the payment would cause a hardship
when next year?s budget is being considered and some
rough Estimates of capital expenditures likely to be
incurred in 1971 were made It was also noted that the �
general total mill rate will definitely be reduced in
1970 e en though there is some increase in the Municipal
rate.
1,4r Ge8 Lemay moved that Council agree that the MunicipalMUNICIPAL
Mill Rate be set at 22 mills for 1970 Carried. 6 to 1 MILL RATE
Counci for T A Ferguson asked to be recorded as opposed
Mr. Church moved that the Preliminary Budget be accepted PRELIM.
by Council with the final one to have the Municipal rate BUDGET
and revenue adjusted for the 22 mills with the extra APPROVED
revenue to be used for capital expenditures and that the
mill rates as shown on the preliminary form be otherwise
accepted by Council. Carried
It was noted that the mill rates for the Drumheller, Glds, HOSP RATES
and In *isfail Hospital Districts have yet to be determined. �
Discus ion followed regarding the purchase of a motor
scrape Comparisons of the two machines quoted on at
the st rt of the meeting were made and the price differences #627
etc. w re considered Mr Poole :roved that Council CAT
purcha e the Caterpiller No 627 from R Angus Ltd with
the wa ner, scraper, and snowplow to be traded in making V'
a net ' rice of x70,200 and that this be payable from
the 19 0 budget within 30 days following delivery Carried.
Pair. Ge Lemay asked to be excused from the meeting at G LEMAY
this time and he t_ien left Time 11 30 A 14
Repres6ntatives of Ferguson Supply were notified of the
decis'on made by Council in regard to the machine purchase.
14r. C Showers of R. Angus then again met with Council and
was advised of the motion passed to purchase the caterpiller
No 627 The order had been given on the previous statements
of Mr Showers that the machine would be ready for almost
immedi to delivery but he now stated that this was a bit
indefi ite and he could not guarantee delivery until early
June
Meeting adjourned for dinner from 12 noon until 1:00 P 1..
Follow ing the noon adjournment Mr Showers again net with
Council and stated they could guarantee delivery of the
627 caterpiller by the end of the first week of J ne.
P,ir S hmelke moved that R Anig,us Ltd be advised that
the final delivery date acceptable for the caterpiller
627 b June 10th, 1970 and that this be clearly set out
in th purchase order Carried

Ivir G .ng advised Council that the Provincial Dept HIGHWAY
of Highways would lake to purchase approx 5,200 cu. GRAVEL
yds from. the Watt or. Garson stockpiles for use on
the IMo . r n Rcad E.mounts on hand were outlined Mr �
e er•gi"_..._ moved that Ccuncil approve sale of 5,200
yds. o crushed gravel to tre Dept of Highways as

The Council meeting adjourned from 1.45 P -M until PROV.
3 15 P M during which y:!_r?e a hearing was held by the PLANNING
Provincial Planning Board in respect to the requisition BOARD
of the Calgary Zegional Planning Cornrlission. A separate
report of that hearing �s i-ncluded

in regard to difficulty of access to the north part of
their land -n the Ea of the 3:3 16- 31 -22 -4 Mr Poole �

Mr G King advised that he had arranged for Mr Henry
Looten Chief Flight of vay Buyer of the Provincial Dept
of Hig ways to come to Carbon May 12th, 1970 and give
advice in respect to compensation that might be allowed
to Mr & Mrs Harwr:ell for land severance, right of way,
etc f r the road south of Carbon iir Poole advised
that h had also personally discussed this with Mr
Mr 14cgjetridge, District Engineer of Calgary
Circul r and letters from the A A i -1 D and Counties
were r ad and dealt with as follows
1, Th Board of Industrial Relations will be issuing
an or er to permit road construction, maintenance,
and sn w removal 4n rural municipalities and counties
based on 12 hours a day and 242 hours in a month with
wages to be paid at overtime rates for all hours worked
beyond such hours Hr Ferguson moved that this infor-

PROVINCIAL PLANNING BOARD HEARING
MAY 6th, 1970
The Provincial Planning Board met at the office of the 14 D
of K eehi.11, Three Hills on May 6th, 1970 to consider the
appeal against the 1970 requisition of $3,692.00 as received
from the Calgary Regional Planning Commission.

Mr. G King gave a brief outline of correspondance relating
to t e appeal and particularly referred to the very light
work load for this M D. as compared with Foothills and Rockyview
Mr R Smith submitted a brief dated May 6th, 1970 outlining
the lommission7s stand on this matter
In r ply to a question Mr Smith stated that the division of
requ sitions is based on the following.
1 j the cost of each member for attending meetings
2. �he net balance is split 32% for towns and villages and
8% for rural municipalities
3 Oopulation is then used to arrive at the final amount
Mr .G. King pointed out that I'?r SmithTs letter of May 6th
appeared to give a very incorrect figure for the cost of the
repr sentative from this M D for attending meetings It was
esta lished that only about 12 regular meetings of the Commission
are feld yearly and the cost per meeting for Mr C.W. Poole,
our nember., is under $40 00, thus the total for the year is
unde $$00.00. The figure of over $1,800.00 submitted by Mr.
Smitt must Have included attendance at Subdivision and Zoning
Committee meetings which were not chargeable to this M.D
1969 Subdivision work was given as follows by report of the
Calg ry Regional Planning Commission and by Mr Smith.

The County of iheatland and the 14 D of Starland are not
memb rs and have not been charged anything for the services.
The cbvious unfairness of charging the M D of Kneehill more
than the M D of Foothills was pointed out
The ossibility of a Province wide requisition on an equalized
arse sment was mentioned by Mr Morrison
Mr King pointed out he thought this would be very unfair
as p anning work does not relate to assessments in any way.
The atter of withdrawing from membership was also discussed
Mr orrison stated that an application for same could be made
to t e Minister and the Government would then consider a Board
Orde to permit a withdrawal However he clearly indicated
it i Government policy to expand membership and he recommended
agar st withdrawal at this time. He invited ideas for a better
form la for deciding requisitions and stated this must be given
serf us thought very soon
He also indicated that the Board might not make any change in
our 970 requisition due to the lateness of hearing this appeal.
Ther was considerable other general exchange of ideas, and
the learing then adjourned
