Mr. Fergus n asked how far a Council could go in zoning without

as far as it wants subject to Provincial regulations The
revised draft of the P P.P. was then discussed with reference

2 Each Municipality could legally have its own Regional Plan
but this idea is not supported by the C,R P.0 as it wishes a
general and uniform policy
3 The whole of this 14 D: is shown as low density which is

except as may be provided in a bylaw or as noted above under

required the same plan for Kneehill and Rockyview Municipalities.
A reply was that this is the nicipalitiest but legally no,the

It was agreed that this Council give tentative decisions on
this revised Preliminary Regional Plan prior to June 17, 1970
perhaps meet, again with Mr. A.R. Smith so that he could have
another chance to explain regarding any objections which this

June 17th It was agreed that this be put on the agenda for the
Council mee ing of May 11th for decisions

Friday, April 17, 1970
A special meeting of the Council of the iy D of Kneehill
was held on riday, April 17th, 1970 for a discussion of
matters pert ining to the Road Program This meeting had
been called 1by the Reeve and notice given to each Councillor

the minutes of the meeting
Mr Cliff P ole moved that the Council accept notice of
this speciall meeting and proceed to deal with any business
which may bo brought before it. Carried unan
Mr. Brown reported that he had been talking to Mr Roy
Forrester, Well Driller in regard to the Bi.rcham well Mr.
Forroster had stated he could not pull casing from a rotary
drilled well. He also reported that the well near Leo Lavoie
buildings wag 110 feet deep and had good water Ar Forrester
had given a price of $2 75 a foot for drilling and $3 44 per
foot for heavy casing and $2.75 per foot for the liner casing
Estimated c st of a well 120 feet deep was about $750 00. It
was suggested that the new well might be on property presently
owned by Lec Lavoie if an easement or alternate arrangement
can be made for access etc Mr Church moved that R.W Brown
have authority to proceed with arrangements for the drilling
etc of a w 11 at Bircham subject to a maximum cost to the M.D.
of $800 00 Carried
Discussion vas held in regard to Councils opinion regarding
the amount to be paid for severance in N`PI 11 and SW 14- 29 -23 -4
for the roac south of Carbon. Somewhat similar agreements of
a few years ago were reviewed where it was noted that the cost
had been anN where from $1,500 00 to $2,500,00 each.
The report f the Road Tour of March 30, 1970 was then reviewed
and the fol owing noted in respect to the items as per the
numbers in hat report as follows
Numbers 1 &12 -- ok
No. 3 -- the land had actually been bought previously but
arrangements must be made for moving the fence only. It was
agreed that the Road Committee should again inspect the mile
of road south of 28- 30 -24 -4 (Linden road west of C.N.R ) to
decade if s me needs another coat of surfacing this year. Mr.
Brown also sked that Council consider surfacing of the 1 mile
of road fro the Linden Road to the Linden Nursing Home
No 4 -- th committee should check the grade of this road again
and also fi d if it is used as a mail route and a bus route,
No. 5 -- Te� Paquette advised that he has finished the work of
picking the,stones on this road

Poole moved that the District Engineer be asked
regard to the widths of road required and other

No. 13 -- Mr Ferguson moved that Linden Contractors and McLean
Construction be notified that this iM D. is not willing to buy
gravel in advance from the Dumphy stockpile but may agree to
pay $1 20 per cu yd, if some gravel is needed later and if it
is still ava'lable4 Carried,
Mr. Church moved that a letter be written to the Hon G. Taylor,
?Minister of Highways with copy to Mr McFetradge, District Engineer,
Calgary asking about the progress on the plans for the River Hall
Road cast of the Pope Lease Carried
Mr Fergusor moved that a letter be written to the Hon. G Taylor,
with copy tc District Engineer at Red Deer urging some grading
work in 197C on the 1,jorrin Road which is going into the highway
network Carried
No 14 -- G tine Hill - Planned work would take a cat tractor
1 to 2 days Approved
No. 15 -- Could be done with a motor grader OK
No 16 -- Minor work with a wagner
No. 17 -- OK for 1 to 2 days work with 1 machine
The report Df the Road 'Four of April 9th, 1970 was then reviewed
with the fo lowing notes with reference to items in that report
No I-- The Sec -Treas is to write the Bridge Branch for an
inspection f the bridge at the R Loosmore farm.
No. 2 -- It. as agreed that Mr T A Ferguson see L. Vasselin
regarding the work for closing in the stripped area etc
No 3 -- Sign has been put up and the culvert is to be put in
the creek YAhen the water subsides
No. 4 -- The Bridge Request .List as completed in the fall of 1969
is to be checked to see if the McLean Bridge was included
No 5 & 6 - OK

No 8 -- Mr Ferguson reported that the road from the W Peterson
corner south 4 miles should have the grade improved. This is
particularly necessary south 2 miles being ',-Jest of 25 &36- 30 -22 -4
Mr. Ferguson moved a letter be written to the Provincial Dept.
of Highways asking for a study report of this proposed connecting
road from the Orkney to the Resketh area as compared to the new
crossing over the Ghost Pine Creek and related matters. Carried
No 9 -- Should read regravel 1 mile west from Orkney School
No.10 -- Should road blade the road instead of grade the road
and gravel the road to the Sarcee Butte cemetery
No 11 -- Haro d King had been contacted by telephone with this
message
No.12 -- OK
No 13 - -- Considerable discussion took place about the safety
of the rounded corner in the NE 34- 31 -22 -4. i4r G. King
advised Council that this rounded corner had been put in for
greater safety by Council only a few years ago so a careful
study should be made before it is eliminated. Mr Church moved
that the Dis rict Engineer be asked to take levels and give
advice in retard to this corner Carried
No 14 & 15 �- OK
No 16 -- It was agreed that the present intersection be widened
somewhat but that no actual iIT49 intersection be made as it would
be in the middle of the curve
No. 17 -- 14r. Hauer moved that the Bridge Branch be asked to
give a repot in regard to another culvert for the Knieviil land.
Carried.
No. 18 -- It was agreed that the road be patched approx 2 mile
east of the Hutterite corner and that consideration be also given
to having a ditch dug on the south side of the road to drain
water from he spring so that it does not ice up on the road in
the winter.
No 19 -- Discussion took place as to whether or not time would ice
permit any ork on the South Huxley road going west. Mr
moved that his not be included in the 1970 grading program but
that it be liven consideration for 1971. Carried.
No. 20 -- A&eed as shown.
No 21 -- was approved for South of 4 - 34 -26 -4
No 22 -- >r Church moved that Council approve of rebuilding 2
miles west of 13 and 24- 33 -26 -4 (Gus Neuman) and that deals be
made to have fences moved etc as required. Carried.
No. 23 -- `1 NTW 21-33 -26-4 - consideration is to be given to having
an aldditio al 3654 or 48s' culvert installed

Council was advised that 14r. George Letra y had inquired about
improvements for the road for Walter Reschke who lives in the
N`4 -26-30-33-24-4 Ted Paquette reported some culverts had been
put on the r ad last year but there are numerous springs along
the road and it tends to be quite boggy. It was agreed that
Ted Paquette inspect the road and report back to a later meeting
