COMBINED MEETING
Jim Gylander outlined some of the Agricultural
Board priorities in Municipal Plant Industry Programs
,,rams should be flexible, meet mandatory responsibilities
needs of the District.
Bill Lobay elaborated further on these programs and
the Agricultural Service Board Agreement would likely

A ranel discussion took place on Marketing and the role of
Local Covernment. Panel Members were Mr. Don Robertson, Dr.
Allan lAarrack, Dobson Lea, and Clarence Copethorne
A discussion on Weed Control and tarping of trucks took
place A resolution asking the Alberta Dept. of Agriculture
to del y prosecutions for at least one year was passed
An ther resolution asking the Alberta Dept of Agriculture
to con inue the A R D.A. Grants was also passed.
Mr Park suggested that tenders for grass seed be called
at the next meeting

The grain farrier has had a very difficult year, having
trouble getting the crop harvested, and not being able to
sell what he dad get. Some crop is still lying out over
about /3 of the i''unicipality. Of the crops threshed, yields
were good, with the exception of losses due to hail, frost and
other climate factors Probably the most unusual bit of damage
was the heavy frost of June 12th, setting many crops back two
weeks or more Livestock prices were quite satisfactory in
1969, which helped the situation for those able to be in this
position.
The road program went as planned by Council While no
new additional grants were available toward the secondary
road s steri we regraded and gravelled 6 miles north of Wimborne,
and regraded 13 miles east and west of Three Hills, regravelled
15 of this as 2 miles were built last year We also did oil
treatme,nt of 10 miles on the Pope Lease road between Carbon and
Drumhe ler These are high standard roads
01 local roads we oil treated 10 miles from Highway #21
through Linden; one mile of this road was left because the
approa h to the C N 11, crossing and the general condition of
this m le were not good enough to spend the extra money on
withou first grading This will be done in the near future
Two miles were graded and gravelled NE of Huxley, West of Sec
27 &34- 34 -23 -4, 2'males NW of Huxley N of Sec 34,35,36-- 33 -24 -4
and 3 miles SE of Three Hills N of Sec. 25 & 26- 31 -23 -4 and 11 of
Sec 39-31-22-4
0 e large bridge was installed on the Kneehi.11 Creek east
of Car on, a small bridge IPW of Three Hills W- 16- 32 -24 -4. Two
culverts were put an `'1- 26- 28 -24 -4, SE of Grainger and W- 4- 30 -25 -4,
NE of 4cme.
Stme 92,153 cubic yards of gravel were placed on our roads,
all of which was hauled by our own trucks
Our oiling or light surfacing project appear to be real
good value for monies spent `le have done some repair work on
these projects, but very little compared to the continual maiten-
ance of gravel roads, and loss of gravel The biggest factor
is that it must be placed on a good, well- drained compacted
grade. There will be a period of time when loading restrictions
will have to be imposed, and we hope co- operation in this respect
will add much to the lafe of these projects

Early in January a majority Vote made possible the purchase
of a fire truck for the Linden Area This truck was delivered
in May but we were able to get the use of a Civil Defense
pumper prior to delivery of our own truck. The Fire Commissioners
office gives this group of Volunteer Fire Fighters a very good
report The other two fire areas are doing a good job Ue
are al o supported by the fire brigades of P;$ I., Three Hills,
Trochu and Drumheller Each time we add another unit it makes
the pr sent units more efficient, as we get standby service or
assist nce in extreme cases.
B cause of the general good condition of our machinery,we
were a le to cut down on Capital Expenditures thereby holding
the lire on Municipal taxes in 1969. I must commend the School
Divisi n and other governing bodies for similar action, holding
the lire on our total tax levy We are faced with continuing
rising costs, dust as we are in our own lives Little hope
can be expected from Senior Governments in the way of grants
as they have problems too Your Council, I am sure will do
their level best to get as much for the dollar as possible.
They are taxpayers and have the same personal financial problems
as anyone else
The Personnel of the staff was little changed in 1969
Mr. Harvey Hanson resigned in June. 14r. John Jeffery started
with us in August There has been changes amongst our hourly
employees, but not excessive.
T e Home Economist, Miss Young was transferred. Miss
Leavit has taken her place Mr Tom Seaborn has been Assistant
to our D A:, Mr. Dan Peters.
Oir employees, for the most part are diligent, conscientious
workers and carry out Council Policies in a capable manner
I feel deeply indebted to these employees and our Council
for their co- operation and support I have been able to serve
in other areas of Municipal Government with assuvance that your
affairs are well looked after

Clause 1
Those Public 14orks employees who are hired on an hourly basis
by the Municipal District of Kneehill No 48 shall set up a committee
of 4 or 5 members tco meet with the Co<<ncil, or committee of the
Council, to discuss problems that arise from time to time of concern
-'-o the workmen and the Council. The Committee of the employees
shall be hourly paid employees who have worked for this !,L.ni.ci_ al
District a minimum of 12 months and shall be chosen by txem as
follows
1 - chosen by the gravel crew
1 or 2 - chosen by the road grading crews
1 - chosen by Motor Grader Operators of Div Is 1,2 & 3
1 - chosen by Motor Grader Operators of Div.'s 4,5,6, & 7
The committee so chosen shall serve for the calendar year.
If a man retires from the committee, another shall be chosen by the
group concerned to complete the unexpired term
The Co::imittee of the Council shall consist of three Council
members chosen by the Council Terms of office and replace:_.ent
shall be subject to the same terms as for the employeeQs committee
The Secretary - Treasurer may attend all meetings to record a
review of the discussion and recommendations, etc. which are made
Clause 2 - HOURS OF WORK
The hours of work are not expected to exceed 10 hours in any
day nor 55 hours in any week between April lst and November 30th
Between December lst and March 31s1-1 - Gravel crew and snow-
plowing - 10 hours per day Monday through Friday; other work - 9 hrs
per day Monday through Thursday and 8 hours on Friday for a 44 hour
week The said hours may only be exceeded in unusual circumstances
and the excess hours must first be authorized by a foreman or
councillor All pay is to be at regular rates EXCEPT. - any employee
who is asked by a foreman or councillor to work on any Sunday or
Statutory Holiday due to an emergency shall be entitled to 12 times
normal rate of pay plus any pay at regular rate for which he might
be entitled Employees asked to report for work on any day shall be
given a minimum of 4 hours time

Clause 6 - PROVISION FOR SICK PAY
a. Employees are to be given credit at January lst, 1970 for
the number of days for sick pay which remain at their credit at
the end of 1969
b Credit from January lst, 1970 will be 1 day per month for
sickness with the total credit to build up to a maximum of 50 days
- A medical certificate must only be supplied upon request if
an employee is off for one or two consecutive days.
d. If any employee is off for three days or more, then a medical
certificate is compulsory
0. The paysheet shall show 8 hours for each day during which the
employee is entitled to sick leave benefit
f (1) If any employee retires and goes on pension, he shall be
given full pay for all accumulated sick pay days standing to his
credit
(2) Employees who leave after a minimum of four years employment
for any reason other than retirement on pension, shall be paid for
one -half of the number of accumulated sick fray days standing to
his credit.
(3) All present credits for sick pay and years of service shall
be counted in reference to f(1) and (2), and the pay rate shall
be at the rate of pay of the employee at the time he leaves or
retires as the case may be.
Clause 7 - COMPULSORY STATUTORY HOLIDAYS
New Year's Day, Good Friday, Victoria Day, July lst, Sport's
Day at Carbon or Three Hills, Labor Day, Thanksgiving Day, November
11th, Christmas Day, Boxing Day.
Payment for seven statutory holidays as listed below shall
be calculated on 8 hours per day at the regular rates

Day, Christmas Day, and Boxing Day
Clause 8 - WORKMEN': COMPENSATION
MMMMMMMW a Each employee shall be paid regular wages for a period not to
exceed two weeks if he suffers an injury while at work under which
he qualifies for ,lorkmen's Compensation benefits. Any payment from
the Workmen's Compensation Board in respect to the wages during
that period will be claimed by the Municipal District

Total contributions to the Canada Pension Plan and an
integrated additional pension will be approximately 5% by the
employee and an equal amount by the 1.unicipal District. The Canada
Pension Plan is cora,-ulsory. The integrated additional pension will
be compulsory for any new employee hired, effective after 9 months
employment; but it remains optional for employees hired previous
to December 31, 1965 Details are available upon request.
Clause 10 - LBERTA KEE',LTH PLAN
After completion of 3 months employment with this Municipal

1 Alberta Health Care - Compulsory deduction
Cost shared on a 50 -50 basis by employer and employee
2 Alberta Elue Cross - Compulsory group plan

Clause 11 -
As from January 1, 1967, any workman in the gravel crew
who regularly drives a gravel truck and who is not involved in an
accident involving a 14unicipal truck, shall be entitled to special
Safe Driving Award as follows
At the completion of one year employment - $ 25 00
At the completion of the 2nd successive year of employment - $ 50.00
At the completion of the 3rd successive year of employment - $ 75 00
At the completion of the 4th successive year of employment - $100.00
The periods referred to above shall be calculated from the start
of employment, or from the date his previous accident occurred,
whichever is the later.
Clause 12- GENERAL E?Ji S
Each employee shall generally have every Saturday afternoon
off work in the summer; however, work may be required on the
Saturday afternoon in an emergency or where notice is given to
the employee not later than quitting time of the Thursday previous
Certain Saturdays off - -If any Friday or P >onday is a compulsory
statutory holiday then the employees shall not be expected to
work on the Saturday of the weekend in which this occurs
No work shall be required on any Sunday or legal holiday
except for emergency or snowplowing.
Any employee shall have the right to submit a written
request at any time asking a transfer to other employment This
shall be given fair consideration when an opening occurs.
The Public Works Superintendent may grant a temporary transfer
but must, within two weeks, report this to the Council Committee
or Council for final approval

The cost of this shall be shared 50 -50 by the employer and
employee. The time during which any employee receives full
wages by this Policy shall not reduce the number of days
for which he is entitled to sick pay benefits under Clause 6
of this Agreement - .owever.9 if the wages under the Policy
do not rovide the full regular rate of pay, the difference
may be aid from sick pay benefits and this additional
benefit will be ca culated as a fraction of a day under
Clause 6.
Any employee shall be expected to do any reasonable
work to the best of his ability with his rate of pay to stay
in his present category unless he be actually put in a new
category by the Council or by the Public `forks Superintendent
Meetings of the employer - employee committee shall be
held upon request of either party, with dates and times to
be mutually agreed upon Members of the employee committee
are entitled to 4 hour pay at regular rate for a maximum
of 4 me tings in any year
Any employee covered by this Agreement and wishing to
leave the employ of the Municipal District shall give not
less than one week4s notice The Municipal District shall
give not less than one weeks notice to any employee who
is bei dismissed from employment Exception to the notice

A4 term of this Agreement may be changed by mutual
consent] at any time
Compassionate leave for a total of not more than 3
days ir any calendar year may be granted with pay based on
8 hourE per day. This leave may be granted by the Public
Works uperintendent and /or by Council, but only where, in
their opinion, the request is reasonable

be con idered in effect as from January 1, 1970 to December
