King, Sec.Treas was present and recorded the minutes Mr Sch elke moved adoption of the minutes of MINUTES the Special Meeting of Council held on Jan 7th ADOPTED 1970 as per copy which had been mailed to each v member Carried. Notice from Prairie Farm Assistance was read P F A. advising that both 30 -22 - -4 and 30 -23 -4 are ineligible for any assistance for the crop year of 1969 Mr Church moved that this be accepted and filed. Carried Letter from the Drumheller Co -op Sheep Grazing PREDATOR and Feeding Assoc. was read in regard to predator CONTROL control 1his requested in part as follows 44that with the increase of sheep numbers and with the large amount of unsalable grain that will have to be eater. by livestock better predator, especially coyote, control is neededf4 � Brief discussion followed Mr. Ferguson moved that a reply be sent advising that the coyote control policy will. be reconsidered for next winter and advising that they may refer this to the coming Annual Meeting if they so desire. Mr. Po le reported that he had been to a later Planning C mmission meeting and the Commission does not r commend any change in the requisition previously sent to the M D. for the year 1970. Discussion followed. Carried Circulars from the A.A.M.D and Counties TIRES & regarding :fires and grader blades were referred BLADES to briefly Mr Brown agreed to inquire as to whether or not this M.D. was exempt from sales tax on pur hases of a large number of grader blades. M . Lemay moved that the circulars be filed Ca ried Council was advised that the total of $3,650.69 has been received from the Assoc. for dividends v DIVIDEND as at Dec 31st,69 . Receipt has been issued Mr. Schmelke moved that this be accepted and filed. Carried The fo lowing were referred to Council as BRIDGES & received from the Provincial Department of CULVERTS Highways 1. Bridge at W/NW29- 29 -24 -4 ( north of Ralstons) , will be inspected when convenient. 2 New bridge in SE- 13- 29 -23 -4 eant of Carbon has been completed and control is now in the hands of the M.D. 3 Letter of Dec. 31st 69 outlined Government proposals in regard to 1970 bridge requests. The following were noted in regard to these a. S/SW- 17- 31 -22 -4 - culvert for Cream Coulee. Council to delay further discussion of this until V there is a letter from the Hon. Gordon Taylor about the status of the Morrin Road b. LEMAY this time (approx > 15 P M ) Mr Ve n Kientz and W Landymore met with DRAINAGE DR DITCH Council in regard to the drainage ditch south of L ANDYMO E & A Torrington in the NE- 22•- 32 --26- 4 and other related KIENTZ matters Mr. Landymore stated that the main problem is that the drainage ditch does not have the 2 to 1 side slope,, and therefore it caves in. The slopes cannot be grassed_ as they are too steep. He particularly referred to the quantity of gravel to be crushed at the Torrington location, Amount now crushed at that pit and the various s ockpiles adjoining it were reviewed with Council a d it was agreed that the 10,000 Cu.Yds f should be sufficient quantity for 1970. A phone call was made to Mr. Bruce , Ramsay, Ch of Inspector of the Department of Municipal Affairs Both Reeve and Sec - Treas. spoke to him in regard to various matters Mr Schmelke moved that a committee of Mr Ralph Brown and Mr. C.W, Poole be n med to get a draft by -law and proposed agreement ith representatives of the Kneehill Weather Modification Assoc. Carried. Mr. Br wn moved Sec -Treas contact adjoining Municipalities of Mountain View, Rocky View, and Wheatland or copies of their most recent by -laws and contra is in regard to weather modification, also that letter be written to Hon. Gerhart, Attorney G neral, with a copy to the Dept of Municipal ffairs asking how to handle the procedure f Council should defeat the by =law on either I irst, second, or th'_, -d reading, and also that he Weather Modification Assoc be asked to s nd contract proposals to our office in advance of the Committee Meeting to be held this following Monday. Motion Carried It was agreed that the Municipal Committee regarding the above meet at our office at 1 OOP M. on Jan 19th with the Assoc President and Sec. to join them at 2.00 P M Carried. Discussion followed in respect to a suggestion WATER TRUCKS from the Fire Chiefs from Trochu and Linden that one Municipal truck with a water tank be stationed at each of those places acid kept plugged in during the winter for emergency use at times of fires Mr Paquette advised that the rear end was out of one of the Fords, but this could be repaired fairly soon. The International is 0 K. now. In the discussion which followed it was mentioned that considerat on was being given to putting a special sand sprea er on one of these trucks. Mr. Church moved that this item be tabled. Carried. Mr Church moved that Ted Paquette be authorized to buy 100 decal sign . It was agreed that Mr. Poole remember to have some testing done on this in the Spring if conditions warrant and that he confider getting Otto Tetz from Beiseker to do this The Sho Committee reported that the truck from Willi# Shea should be available at a price of $2,000 w th the 5th wheel, but cannot be delivered t us until a new one comes for Sheas in approx ne month. It was agreed that the Shop Commit ee deal then if the unit to be purchased is still 0. . Some discussion took place regarding the possible purcha-se of a Low Boy either 8 or 9 feet wide.
