D. of Kneehill was held i the Municipal Office, Three Hills, on Saturday Oct. 25, 1 69, commencing at 8 10 A.M. Councillors present were Mr. A H. Church Div 1 PRESENT Mr. C W loole 2 Mr. R. W. 3rown 3 (Reeve) Mr Dunc P ters 4 Mr. T A Ferguson 5 Mr. Geo. L may 7 Mr S. C. 3chmelke 6 (after 8 30 A M ) Mr G G King, Sec - Treas., was present and recorded the minutes Mr John Jeffery, Asst. Sec - Treas sat in during portions of the meeting so as to gain some experience. Mr. E C Dau, of the Three Hills School Division, was presert for the rhe&t ?ing_fft19.9 05 A.M. Mr. Foole moved approval of the minutes of the MINUTES meeting ol Oct 9th/69, as per copy which had been mailed to each m mber. Carried. Mr I Peters and G King verbally reported on the ASSESS &e Municipal District brief presented to the Assessment and TAX. BRIEF Taxation (omm in Calgary on Oct 17th, Mr G. Berdahl, Chairman cf the Three Hills S. D , had also attended and taken par in the discussion The Brief had been well received y the Comm and our group had been commended for takin the interest and time to present criticisms and also ew proposals Mr. W Brown, as President of the A. A. M D & Counties, made reference to three reports of that Assoc as prepared for it at a cost of app $$,000. Copies of those are on file at our office As Chairman of the Comm referred to above, Mr. Brown advised that they will report to the Prov. Government prior to the next sitting of the Le islature Mr Ferguson moved that the reports regarding Assess- ment and Taxation be accepted. Carried. Mr. Church moved approval of the proposed subdivision of 40 acres in NW- 31- 30 -23 -4 - Great Plains Development - SUBDIV as per details received fromthe Calgary Regional Planning NW- 31- 30 -23 -4 Comm. Carried Correspondence from the C R P. C. advised that, for PLANNING purposes of Planning, secondary roads are to be considered SEC. ROADS the same as Prov. Mr Church moved. that this report be accepted and that Council Policy be amended to allow ditching across gravelled roads if the trench is less than 4" wide. Carried. It was noted that there is tremendous variation in size and populatior of the various wards. Mr Ferguson moved that this be accepted, but that the Hospital Board be asked to make reconmendations for revision of its Ward boundaries prior to the call for nominations in 1971. Carried. Mr E Dau, of the Three Hills S D , arrived at the mceting a this time. (9 05 A.M.) Letter of Oct 14/69 from the Village of Carbon dealt with two unrelated items which were dealt with as follows 1 Request fd r a meeting to request a paved approach road in to Carbon Mr Ferguson moved that the M. D. road comm, meet with the Village Council for a discussion of this Carried 2 Recreation grant for 1968 Mr Ferguson moved that the previous decision not to make a grant to Carbon for 1968 be confirmed as statements showed no deficit to be borne by any ratepayers for 1968 and as others such as Linden had been refus d grants for similar reasons Carried See page 3 3 HILLS TOWN 3 HILLS HOSP DIST D DA U CARBON f ROAD RECREATION FORM 149-P SPECIAL I i ti COUNCIL MEETING OCT 25/69 Page 3 Minutes of the School Division meeting of Oct 14th SCHOOL DIV and 16th /6 were referred to briefly Brief discussion MINUTES, ETC took place with Mr. D. Dau answering questions about teacherage rental rates and centralization Mr. Lemay moved that the minutes be filed Carried Mr. G. G. King verbally reported on the meeting of SEC. -TREAS Municipal 3ec - Treas. and Assistants at Sedgewick on MEETING Oct 23rd, Mr J Jeffery and he had attended and gained SEMINAR considerab e information from Mr Bruce Ramsay, Dept of ETC. Municipal kffairs, and also from general discussion. Mr Schmel e moved that this report be accepted Carried. Lette from Prov. Dept of Public Welfare advised that H. MAERZ Mr Helmuta Maerz is, from Oct. 23rd, receiving assistance WELFARE from that epartment and municipal assistance will not be L RING required. Mr. Peters moved that this be accepted and filed. that this Carried Notice from the Apprenticeship Board advised that R CRANSTON Robert Cranston is registered for his 4th Year Heavy Duty , COURSE Mechanic Course starting Jan. 5/70• Mr. Peters moved that this be accepted and filed Carried. Mr. T. Paquette, P W Supt , met with Council. Mr Ed Stewart met with Council in regard to his ED. STEWART claim previously made against this M D. Minutes of Aug. 25/69 Page 12 and Sept 8/69 Page 5 were read in regard to this matter Considerable discussion followed and Mr. Stewart stated that he is not satisfied with Council's award of a total of $150 00 Mr Stewart admitted that he had seen the men at work but had not complained at that time nor tried to stop them Mr Lemay moved that no change be made in the Council's decision as per the minutes of Sept. 8/69 Page 5 Carried unanimously Mr. Ed. Stewart then left the meeting Mr T Paquette, C. Poole, and T. Ferguson reported briefly on the seminar held in Calgary Oct. 23rd by R. ANGUS R. Angus Ltd regarding machinery, Mr Paquette and SEMINAR Mr Poole also reported on the machine demonstration held ETC. in the County of Lacombe on Oct. 24th - sponsored by R. Angus Ltd as Caterpillar agents They specially referred to a Cat # 627 which is tandem powered Mr Peters moved acceptance of the reports Carried Application for employment of Lyle M Ring was read, L RING copy had teen given to Mr. Paquette. Mr. Peters moved that this be filed and that he be advised there is no vacancy. Carried. See page 4 ACME SHOP FURNACE �41LI i FORM 149-P SPECIAL MUNICIPAL SUPPLIES COUNCIL MEETING OCT. 25/69 Page 4 Mr Brown moved that T Paquette check as to whether or not it is practical to widen the doorway on the Acme Shop and perhaps instal one of the old doors which is no longer needed at Three Hills Carried Mr. P quette advised Council that Mr. Don Hazelton and Mr Glen Brinson had requested leave of absence from Nov. 1/69 to Mar 31/70, he had no objection to these being granted Mr Schmelke moved that Council grant leaves of Ebsence to Mr Don Hazelton and Mr. Glen Brinson. No authority had been granted insofar as is known Mr G. King was asked to check regarding this. Mr kaquette advised that fence posts had been, or will be, replaced as requested by Ned Fuller. G. King obtain a signed gravel lease with L A Vasselin for removal of gravel from NW- 1- 31 -23 -4, subject to the usual terms Carried Mr. G G. King advised that he had contacted Mr Allan Brownlee, olicitor in Edmonton, in respect to a By -Law regarding the Prairie Bible Institute Due to Mr. Brownlee's recent sickness a written reply had not been received but, by telephone, he had advised that a By -Law to assess and tax should cover all of its properties, Council can later cancel or remit a portion of the levies under Sec: 97 of the Mun. Taxation Act. Mr. Brown moved lst Reading to Bit "taw # 625, this being a By Law to assess and tax those lands and improve- ments, etc,, of the Prairie Bible Institute, Three Hills, which were previously exempt under An Act to Incorporate the Prairie Bible Institute but which may now be assessed and taxed in accordance with the provisions of the Municipal ax Exemption Act, the Municipal Taxation Act, and any other related Acts. Carried unan. Mr Ferguson moved 2nd Reading to this By -Law. Carried unan. Mr Poole oved 3rd Reading to this By -Law Carried unan Mr Ferguson moved that the Prairie Bible Institute be advised of the provisions of By -Law # 625, and of the provisions of Sec 97 of the Municipal Taxation Act Carried J ESAU J TUTT A KOCH ETC VASSELIN GRAVEL BY -LAW # 625 Mr G G King advised Council that, as directed, he GEO LEMAY had discussed with solicitor Mr Allan Brownlee whether or not this Council should take any action regarding the eligibility of Councillor Geo. Lemay. The advice as received by telephone is that Council take no action. Mr L may made a number of suggestions which he considered of merit, including 1. Total time spent on Council work by Councillors should be reduced so that the average farmer would have time to accept a position as Councillor 2 That le agenda for each meeting be mailed to the Councillo in advance of the meeting 3. FORM 149-P SPECIAL MUNICIPAL SUPPLIES COUNCIL MEETING OCT 25/69 Page 6 Mr G King, as Sec -Treas , agreed to follow the suggestion #2 and # 3 as recorded at the bottom of V Page 5 of hese minutes, on a trial basis Mr G King reported that the road Comm had recently POPE LEASE met with Mr H Alton, District Engineer, at our office and EAST HILL had studied the profile and other information in regard to a proposed road in Pt. Sec 27- 29 -21 -4 - Pope Lease east River Hill Information was available only for the part within this Municipal District, would involve app 260,000 cu. yds. of earth work, plus right of way, fencing,su vey, etc Rough estimate of cost was $75,000. Discussion followed It was agreed that the District Engineer, Calgary office, be contacted for his opinions about the work in the L I. D. if the Municipal portion is proceeded irith. Cost sharing and many other matters would then require attention. The Sec -Treas al:io advised Council that the 1970 1970 road grading program should be considered as soon as GRADING possible so that profiles and estimates can be obtained v PROGRAM during the winter The District Engineer can do much of this work ithout charge IF requested soon enough Mr P ters advised that he may not be able to attend the regula meeting on Nov 10th due to some private business No suitable alternate date appeared to fit in with plans f others involved so no change was made in the date It ias agreed without motion that the regular meeting on Nov 10th commence at 8 00 A.M as Mr. Peters stated tha he can likely attend until noon Mr L may moved that this meeting adjourn.
