The regular meeting of Council of the Municipal
f Kneehill No 48 was held at the Municipal
Three Hills on Monday, September 8th/69, com-
p 9 00 A.M.

Mr G. G. King, Sec -Treas , was present and
recorded he minutes.
The Minutes of the Council meeting of August
11th and 5th/69 were referred to as per copy which had
been mail d to each Councillor. Mr. Poole suggested a cor-
rection ii the Minutes on page 15 of August 25th/69 at the
end of th 3rd paragraph to change the wording from R E A
Secretari s to R E A Boards. Mr. Peters moved approval of
the said Minutes of August 11th & 25th/69 subject to the
correctioi as referred to above Carried
MINUTES
APPROVED
The Financial Statement for the month ending FINANCIAL
August 31t/69 was presented and discussed as per copy with STATEMENT
these Min tes This showed a net balance at the end of the
month of 21,699.02 but with loans owing of $399,000 Mr.
Ferguson roved adoption of the Financial Statement. Carried
�A letter of August 25th/69 from the Three Hills
Municipal Hospital was read advising that the said Hospital
District does not require a requisition of funds this year THREE HILLS
The previous letter of May 8th from the said hospital dis- HTHR RHIL S
trict was again referre Hich had stated a requisition
would 1ik ly be required and same had thus been levied. Mr.
Schmelke moved that this information be accepted, that no
requi,siti n be paid to the said hospital district this year,
and that he amount as set up in the estimates be entered at
the end o the year in a suspense account payable to the
said hose tal district. Carried

Mr Ralph Brown and G G King reported on their
1 Calgary on August 26th with solicitors in regard

Lty Bond and the position of the Municipal District. BOND

Mr. Don Dau left the meeting at this time Y-
Mr Doug Hazelton of Linden Contractors met I
with Coun il. He advised thatthey now have their new LINDEN
crusher aid are working in the Hand Hills area across ✓ CONTRACTORS
the river. The amount of gravel in various stockpiles
was revie ed in detail
'Mr Peters suggested that our crew do some THREE HILLS
stockpile g of crush gravel at the Three Hills Shop SHOP
when corm g to town so that same will be available for
use durin7 the winter Mr Ferguson moved that this
recommendation be carried out. Carried.
Discussion followed mainly regarding gravel at
the Heske h Pit Council was advised that considerable
stripping must be done before the crushing Mr Schmelke HESKETH
moved the Linden Contractors be authorized to do the PIT
required stripping with a dozer and to do further crushing
worn at tie Hesketh Pit when convenient. Carried
Mr Ferguson moved that Linden Contractors be
advised that present plans show that no other crushing
of &ravel will be required during this coming winter.
Carried.
Mr Doug Hazelton thanked Council and then left
the meeti g. -, 0
Mr John C Jeffery, Assistant Sec -Treas , brought
in the Ge eral Accounts and Paysheets. These were reviewed ACCOUNTS
with Coun it in detail It was noted that mileage accounts
of Albert Kimmel and Leon4rd Litz, patrol operators, are to
be ohecked in regard to the future accounts. It was also
noted the John Esau has been off sick and he worked only
one day ija August Mr Poole advised that he is not able
to return to work at this time
JMr. Peters moored that Council approve of payment
of accoun s and paysheets as per list with these minutes.

Mr John C Jeffery then left the meeting
Mr Ralph Brown tad G G King advised Council
that they had also talked/ solicitors in Calgary in regard WEATHER
to Weather Modification This had been on August 26th MODIFICATION
when thereon other business,wa's dealt with above. A letter
of Septem er 2nd /69 from German, Coady & Goodfellow was
read in r Bard to legal advice in respect to Weather Modi-
fic -ition Bervices This suggested that the last petition
should be sent back indicating that it is unacceptable
because o the ambiguity as to what area of the Municipal
District s to be covered. Considerable discussion followed
Mr. Ferguson moved that the petitioners be notified of the
legal adv ce as referred to above Carried
To further matters pertaining to Weather Modification,
Mr G G King advised Council that on August 29th/69 he was
given an affidavit from Merton M McGhee certifying that he
had been Dresent and had seen the petition signed by seven
persons as named thereon. Mr. G. G. King also advised Council
that a gr up of the petitioners had interviewed him on August
29th and aad inspected the petition in regard to errors in
land desc iption, etc. They had been told that the original
petition ould not be actually changed but they might submit

such further documents regarding it as they might wish.
They had eft for the purpose of seeing their solicitor
but no fu,ther information had been received. This in-
formation was discussed briefly by Council and no further
action to en
Chemical analysis report of the water from the WATER -
well, at tie Tolman Park showed that the soda content is TOLMAN PARK
high but he water is suitable for human consumption if
the perso s using it can tolerate the soda. Mr. Peters
moved tha this information be accepted and filed. Carried.
A letter from the Town of Innisfail was read
asking this Council's support for a subsidy to an ambulance INNISFAIL
to serve the portion of this Municipal District in the AMBULANCE
Inn�sfail hospital district Cost was estimated at 88.69¢ SUBSIDY
per capita per year. Discussion followed with particular
reference to the effect this might have oncther areas
within the Municipal District and other ambulance ser-
vicgs. Mr Peters moved that this be tabled and information
obtained from the County of Red Deer as to its policy in
regard to ambulance service Carried
Council meeting adjourned for dinner from 12 00 DINNER
Noon_ until 1.00 P.M (Mr T Ferguson left the meeting and
did not r turn until 2 20 p m
Following the noon adjournment, Mr. Dan Peters,
District gricultural.ist, Mr Gordon Park, Agriculture

Council.
Notice was read of the annual Agricultural Ser-
vice Board Conference to be held at Peace River on October A.S.B.
28th, 29tn and 30th Mr Church moved that Council author- CONFERENCE

The 1969 P.F.A. report as prepared by Gordon L.
ParW, was read to Council Each was given a copy It was P.F A
mentioned that some areas in Twps. 29 -26 -4 and 30 -26 -4 REPORT
had'been iailed but that no actual study had been made
in those Locations Mr Schmelke moved that the report be
accepted ind forwarded to Prairie Farm Assistance follow -
ing a rev ew of the townships noted above namely. 29 -26 -4
and 30 -26 4 Carried

company from whom the boom was purchased The repairs appear

to in regard to the machinery insurance and i .3surance on INSURANCE
tools, etc Mr G King pointed out that consideration should
also be given to insurance on spare parts, etc. Mr. Brown
moved that the inventory of spare parts, etc be checked as
at the end of 1968 and that appropriate insurance be placed
on these and that inquiry also be made about a floater
policy in regard to --pare parts and tools. Carried

Mr Dan Peters stated some progress has been made

be held in Calgary November 9 - 14 It was noted that the PUBLIC
registration fee is high and it appeared that it would not

followed. It appeared that there would not be enough work

A letter from the Provincial Bridge Branch

Mr. Church advised that he and Ted Paquette
had not yet contacted Mr Clarence Colberg in regard to C COLBERG
his account against this District. This matter was there-

Report of Alex Haller in regard to drainage
problems in the vicinity of Sections 25 & 26- 33 -23 -4 was HALLER
referred to Council Mr Schmelke moved that Mr, Ted CULVERT
Paquette check into these matters and have the authority
to make the required culvert installations, etc Carried.
Further information from the Provincial Bridge
Branch wa read in regard to the culvert proposed for
W/M'1 -4 -30 25 -4, this being a culvert 120 "i•n diametar and
1261 long. Mr. Brown moved that this information be filed.
Carried.
Mr. Ted Paquette was advised of the arrangements
made with Linden Contractors earlier in this meeting for
work at the Hesketh Gravel Pit. Mr. Paquette advised that
there would be a considerable amount of stripping required.
Discussion followed. Mr. Poole moved that Ted Paquette and
Mr. A NChurch inspect the Hesketh Pit with Linden Cori. - tractorefore any work starts. Carried
Ir Ralph Brown reported that the mile of road
from the L nden Nursing Home south had been very, very
slippery when it was wet due to the calcium chloride
treatment Some people concerned had stated that they
would rather have to contend with the dust than with the
slippery road. It was agreed that Ted Paquette check this
and perhaps have a light coating of gravel added
i4r. Tom Ferguson reported on the need for addi-
tional gravvel particularly from Sarcee west 4 miles, for
the KubeniQ road and for the John Hugo coulee.

of their cement trucks out of the ditch and

Mr Poole reported regarding outside repair work
to be done at the main Carbon Shop and stated that the
stucco work would be done by Alfred Ziegler and that Pat
Poole would repair the window frames and eavestroughs,
etc. Mr. Church moved that this report be accepted and
Mr Cliff Poole authorized to proceed Carried.

Mr Ralph Brown asked Ted Paquette to check at
two locat
ons where there is erosion at the side of the

Mr Joe Dobler explained they had hauled gravel
from the
east side of the creek at the Megli stockpile
location
so as to avoid any chance of getting rocks in the
loads as
the work was for paving
Mr Paquette reported that all paving work has
been comp
eted although there is minor patching still to

November 18th - 21st inclusive Mr Church moved that A A M D
Councill rs Church, Poole, Brown, Peters, Ferguson and
Schmelke, Sec -Trews G G King, be named as delegates
and that Mr Ted Paquette and Mrs Vi. Hart be also author -
ized to attend, with each to be given $125 00 for expenses
including reservations, etc. Carried.
In regard to the convention referred to above,
it was also noted that the Councillors will receive their
regular Fer dik °i fee of $20 00 per day
The report of the 1968 resolutions as dealt

made some investigation regarding the Nitrogen Fertilizer
bin in HUKley in respect to the complaint of Mr Edwin Heer.
The bin is in within 200 ft of Mr Heer?s house and it
might alsD cause snow problems in the winter Mr. Poole
moved that this report be accepted but that it be followed
up with investigation in regard to the fire hazard and
